weeks. and that's because he's trying to scrub the report of anything that may be classified before turning it over to congress, and the public. the justice department now confirms, laura, that report is over 300 pages long. >> so interesting. thanks so much, tracie. 5:03 right now. authorities in davis starting to piece together what led up to the deadly shooting of a police officer in january, but they can't figure out where the shooter got his guns. natalie corona was shot and killed responding to a car crash. the guns used to kill her was not registered to the gunman who later killed himself. under california law he was not allowed to own firearms. investigators do not know if he stole the guns or obtained them some other way. to butte county, hitting a minlgor milestone in the recovery and aftermath of the camp fire. paradise is issuing its very first building permit since the

wildfire wiped out the community nearly five months ago, destroying 11,000 homes. this morning we're learning there's no word on the identities of 11 victims. investigators say due to the state of their remains, they're having a difficult time getting a dna sample. 85 people sadly died in the state's most deadly and destructive wildfire in history. of the thousands of people reported missing in the fire, only two remain unaccounted for. it is 5:04, and today affordable housing getting a $10 million funding boost from a bay area tech firm, that's how much sunnyville based net app is investing into silicon valley housing trust tech fund. the fund provides money that fills the gap between market rate prices and what flon pis philanthropists, non-profits and other organizations have to build for affordable housing. this site on san jose's lee avenue is one project. the tech fund provided $2 million towards what will eventually be a 64-unit apartment complex for seniors.

the fund says companies also benefit from the program. >> so for the companies, what they get out of it is, they get, make an investment and get that investment to turn in to action. we don't sit on the money because the crisis is right now. >> the latest investment brings the housing trust silicon valley tech fund up to $65 million, which has contributed to the funding of more than 2,000 units of housing. 5:05 right now. if you like to cross-country ski or even snowshoe, the back country in yosemite national park is still open. the trails around glacier point road will remain open for another two weeks, past the usual april 1st closing. that's thanks to higher amounts of that snow this year, and new closing date is april 14th. so some time to get out there and have a good time, kari. >> i think we'll see some more snow between now and then. we'll see if that gets extended longer. we start out this morning with some chilly temperatures, some

low to mid-40s. right now we're at 42 degrees in fairfield and san jose at 48 degrees. as you make your way out the door for that morning drive, in antioch, you need to have the heater on for a little while. it will only be 45 degrees, but that sunshine warms us up today. we'll look at all of our microclimates coming up, and mike, you have those problems continuing for the east bay. >> that's right, kari, coming out of the tri-valley into the castro valley and the castro valley "y" is the only slowdown. the rest of the commute toward the bay bridge is building a bit, not a concern, nothing neuron. this big jam crow canyon road toward 238 is because only one lane is opened. fish and game is called to determine whether or not the fuel and hydraulic fluid is a hazmat situation. that could affect the opening, that will affect the opening time. meanwhile in the south bay, a new crash 280 at meridian not a major problem. we'll track the rest of the bay. it's calm right now. marcus? thanks, mike. 5:06 right now. we talk about developments in operation varsity blues.

later today, parents from across the country including here in the bay area will be in federal courtrooms 3,000 miles away in boston. they are suspects in the college admissions scandal that are really rocking universities across the country. these are the six bay area parents that are expected to go before a judge in just hours. prosecutors say the scam involved millions of dollars in bribes to athletic coaches and others to get their kids into prestigious schools. the california schools involved, stanford, uc berkeley, usc and ucla. let's go live now to boston, and jeff sapperstone from our sister station there. parents across the country are going to court today. what are we expected to see during the court proceedings? >> reporter: yes, marcus, this is one of the biggest days in this case so far. more than a dozen parents will actually be here in federal court in boston in just a matter of hours. the first arranignments get undr way at noon eastern time.

more than 13 parents will be here, we're talking many from the west coast but some from here in massachusetts as well. of course, these parents are involved in this case. they were charged. they are accused of taking bribes in this case, and they're accused of paying consultants to rig their kids' test scores and bribe coaches to get in to colleges across the country. many of them you mentioned in the bay area, and in california as well. so again, those arraignment as o will start at noon eastern time and continue throughout the day. it's going to be a busy day in boston. >> obviously when you hear about this case, you think about two of the biggest names for a lot of us, lori mcloughlin and feleci felecity huffman. >> reporter: they were supposed to be in court but the court date was moved to april 3rd so they will appear in court together and really we haven't heard from them, only through their attorneys at this point.

and a very happy friday to you as well. stocks on the rise, as we get good news about the trade talks with china. a new study says that netflix is the fastest growing brand in the world. lyft we've got it up on our board, even though, no change, it starts trading today $72 a share is your opening price. that is at the top end of the range we were expecting. good news for the san francisco company, as it offered stock for the first time. we should, this should kick off a string of ipos, including uber, pinterest, and others. lyft started out with an idea by john zimmer to coordinate rides for college kids. he turned that company as of this morning into something worth more than $20 billion. tim sloan is out as wells fargo ceo. his resignation came very suddenly. wells fargo of course suffered through scandal after scandal

leading a member of congress to ask sloan at one point, do you foresee a day when we don't hear bad news about this bank? senator elizabeth warren calling for a criminal investigation into sloan and jail time if he's found guilty. sloan a long time executive with wells fargo replaced this man, john stumpf as ceo after the scandal broke some years ago. the criticism sloan was an insider at the time when the bank needed somebody untainted by the problems. wells fargo will find a new ceo from outside the company. on a happier note, congratulations to thee en entrepreneurs and businesspeople in the east bay, the east bay awards last night, they were kind enough to ask me to emcee at the fabulous fox theater in oakland last night. >> that's cool. >> east bay's where it's at. >> there you go. >> thanks, scott. 5:14 for you now. if you're planning to do some online shopping in the coming days, beware, because the

state's new tax law is set to take effect monday. >> better be a busy weekend of shopping. "today in the bay's" kira klapper joins us with a look at what this means for all of us. kira? >> you beat me to it, laura. what this means for me personally is i'm going to be shopping a lot online this weekend, getting the deals tax free while i can. what yous s s alluded to, california could collect use taxes april 1st, that is monday. to break it down for everyone, online retailers who make more than 200 transactions or $100,000 will have to abide by the new requirements. the state is estimating that nearly 27,000 companies will register. that means you'll be paying a little bit more for certain items, you'll be paying tax. state lawmakers say the new law is an attempt to level the playing field. small businesses in california have always collected taxes, but they've been completing with online out-of-state retailers that don't collect taxes.

california is just the latest state across the nation to change online sales tax laws. 30 other states already have put similar regulations into place. the changes all come after the supreme court made a major ruling in the south dakota versus wayfair case. justices ruled that states could require online retailers to collect sales tax even if they don't have a physical presence in the state. that's what it used to be. you have to have brick and mortar existence in the state. >> a storefront. >> exactly to collect sales tax and this changed everything. the good news here for our state is it's estimated that california will earn $787 million in just the first two years in additional revenue because of this new online tax. >> that's good. >> but of course i don't want to pay extra. >> i know, we've gotten used to not paying but at least if we can support california retailers. >> exactly. but you know, tomorrow and sunday could be some busy days for people shopping. >> yes. >> i'm not suggesting anything,

just saying what i'll be doing. >> exactly. thanks, kira. >> yes. let's get a look at the weekend forecast for us, kari. >> finally can buy the flip flops? >> it will be hard to stay inside. we're going to see some great weather for getting out, exploring around the bay area, and maybe even hitting the beach, if you haven't done so already. here is the live look outside in san francisco, and if you're getting ready to head out for a jog, it's going to be another cool start, with some low 50s. we will keep some mostly clear skies and throughout the day, mostly sunny skies, reaching 57 already at noon. the seven-day forecast is up at the bottom of the screen. as we check out our high temperatures for today, reaching the mid-60s for our inland valleys and low 60s for the coast, and the storm that we had has moved on, but we still are seeing some rain and even some snow farther to the north, that stay there s there as our weath pattern clears, high pressure banking in and giving us dry conditions, but by the end of

the weekend, we will start to see more clouds moving in but the rain will be holding off until early next week, but we are not done with that heavy rain, possibly more rounds of rain throughout the middle and end of next week. and some of our early estimates on the computer models show the potential of getting quite a bit of some rain. we'll take a look at that in just a bit. our temperatures looking at low 70s for the inland valleys. we'll see more clouds on monday, still stays warm and the rain moves in, brings in some cooler air by the middle of next week. we're back in the low 60s for our highs. and mike, you've been tracking a couple of crashes. >> one of them is a traffic alert and a car fire reported. we'll shout that out. bottom of your screen by the clock, north 85 at the split with 101. no lanes reported blocked, no reported slowing. south bay, peninsula, speeds are great. tri-valley just fine, westbound 580 jams up though getting up toward crow canyon road. folks bailing off at crow canyon taking redwood road toward "a"

street to get out of this backup. one lane open, only one lane at the castro valley "q" taking you on to northbound 238, it is a problem. we have crews, cal trans crews headed out there to help clean up the absorbent, clean up the fuel, the hydraulic fluid, the big rig blocks all the lanes over there as you get toward the castro valley "y." the rest of the contra costa county drive is fine, walnut creek and concord and upper east shore freeway fine. the bay bridge toll plaza has the backup. the metering lights should be on any second. we have a crash reported at the metering lights but it's off to the shoulder, so fast track has the biggest backup, as you'd expect and a clear peninsula drive, no problems here. back to you. >> thanks, mike. 5:19 right now. coming up on "today in the bay," a southern california horse track reopens today. the changes being made, after 22 horses died. plus walking in space. the work two nasa astronauts are doing right now.

welcome back, everyone. it is 5:22. new details of the possible cause of this month's deadly ethiopian airlines crash. the "wall street journal" this morning reports investigators do believe the plane's anti-stall mcas system was activated before the crash. a preliminary report is not officially released but that is the same conclusion

investigators released for the lion air crash in indonesia last fall. the two crashes led to the grounding of 737 max jets. boeing is now working on a software upgrade. there's still no timetable for when the planes will start flying again. homeland security chief kirsten nielsen will ask permission from congress to deport unaccompanied immigrant children more quickly part of the proposal she plans to present soon to address the recent spike in border crossings. nbc obtained a copy of her requests, as border patrol leaders say the rate of crossing has been so high lately agents are releasing some immigrants on spot. that is instead of taking them to holding facilities for later release. i.c.e. says daily border crossings recently hit a 13-year high. a horse track near los angeles resumes racing today. it comes after they were suspended in definitely earlier this month. today's races come with a new

restriction. one of them approves new rules on certain medications given to animals. another bans use of whips except during races where safety needs to be ensured. the rule will not take effect immediately. 5:23 right now. new information only now coming to light in the savage tiger attack that abruptly ended the famous siegfried and roy show 15 years ago, it neared killed roy horn and left audience members in shock. the handler chris lawrence gave him a cause of post traumatic stress. sigfried and roy suggested roy had a minor stroke on stage and that agitated the tiger. he believes there's a coverup of what happened recently. >> i think his actions in trying to possibly save the routine or rectify the situation actually ended up complicating it.

clara. our temperatures will be in the upper 40s, headed into the upper 50s by noon, and we continue to warm up with our highs eventually heading up to about 65 degrees. we'll see a high of 66 in livermore, and santa rosa reaching 63. mike, you have a traffic alert out of castro valley. >> early in the morning, it wasn't a major issue. now the commute building, we have a big problem west 580, big rigs have been approved for west 580, headed up through oakland and you know that's a problem for 238, because normally this is the route they have to take. traffic is jamming up approaching castro valley -- sorry, kirk canyon boulevard and redwood road. only one lane remains open. big rig crash, hydraulic fluid spill in that area. the rest of the bay moves well. marcus, back to you. >> thanks, mike. breaking news to tell you about this morning, the pope just issued sweeping new rules for the vatican, this is designed to protect children

from sex abuse. those new rules are also meant to serve as a model for churches around the world, it includes new limits on the kinds of relationships clergy members can have with children and this is the first time the church has required its leaders to report sex crime allegations to authorities. the new rules follow a vatican conference last month on the problems of sex abuse in the catholic church. it is 5:32 right now, and new this morning, another violent incident near a b.a.r.t. station. this time a woman was shot. it happened last night and "today in the bay's" pete suratos joins us live this morning with the latest. pete, what do you know? >> yes, good morning to you, laura. the latest incident happening at a west oakland b.a.r.t. station, a shooting taking place. we have new footage coming in overnight. according to b.a.r.t., it took place roughly around 10:30 p.m. and an adult female victim is shot and taken to a local hospital for her injuries.

that incident shut down the west oakland b.a.r.t. station for roughly an hour. police are looking for a suspect in this. the motive is unknown and that follows two other incidents at b.a.r.t. stations covered earlier in the week. let's pull up a map to show you where those incidents took place. on monday a robbery incident taking place in orinda 11:00 p.m. a male suspect arrested at the macarthur station before trying to get away on a san francisco-bound train. in san francisco another woman is attacked on a train headed toward sfo, it happened before 10:00 p.m. police say a man hit the woman in the head with an object and walked away. the woman appears to be okay. back to the west oakland incident, there's no suspect description at this time, as an investigation continues. we're being told that police are still looking at surveillance footage. reporting live, pete suratos for "today in the bay." >> all right, concerning there. thanks so much, pete. pittsburg woman accused of killing her husband is expected to face a judge this afternoon.

paul schatzwell died following last week's shooting. he worked as a principal at a pittsburg adult education center. police say the gun was recovered at the couple's home. continuing coverage of the college admissions cheating scandal, what will be a big day in the varsity blues case. >> a number of high-powered bay area parents will be in boston, accused of paying big money to get their kids into universities, stanford, usc, ucla and yale. though their children were not qualified. >> "today in the bay's" kris sanchez is following the court hearing. so what's going to happen today? >> well, as you heard from our boston reporter this morning, the first group of parents will face a judge in a boston courtroom at 9:00 our time, on charges that could send them to jail, and mean big fines. all quiet at the courthouse right now, but six bay area defendants due in court today, are parents accused of paying to

improve the s.a.t. and a.c.t. scores of their children, have other people take tests for their children, and allegedly making fake athlete profiles to get their children as athletic recruits. the parents from the bay area will not appear before a judge until 11:00 this morning, and 1:00 this afternoon. so we'll be watching for that, but the two most high-profile parents, lori mcloughlin and felecity huffman will not be there today, they are scheduled to be in court next wednesday because of scheduling conflicts. on monday of this week, dozens of defendants in this case, including an athletic director, coaches and test proctors had their day in court, facing a judge on charges of racketeering and conspiracy. all of them pleaded not guilty and left with no comment. some ongoing developments now, the u.s. department of education is investigating eight universities, including stanford, to find out whether they violated any laws or regulations related to federal financial aid programs. several students also filed a

class action suit against eight universities in connection with this case. a number of universities are now reviewing closely the admissions of those students whose parents are named in that indictment, including usc. and actresses lori loughlin and fl felecity huffman are due in court. if anything changes we'll let you know. we have a reporter staked out outside the courthouse working with our boston affiliate and you'll hear from him again in the next half hour. >> thank you, kris. new details and a new twist in the jussie smollett legal case. this has to do with money. earlier this week charges were dropped in connection with what police believe a fakeed atack. the mayor of chicago plans to send the actor a bill totalling $130,000 to cover the cost of the investigation. smollett's court records are

sealed. police insist they have the evidence to prove his guilt. happening today in san francisco, neighbors in the filmore district plan to express their outrage in a shooting that happened last saturday. happened last saturday. putting the future of a newly revitalized community center in jeopardy. the filmore heritage center is canceling all events at least through the end of the month, in response to the violence. the group is planning a walk and press conference this afternoon. >> 5:37. it could be a headache in f your commute takes you through downtown san francisco. two lanes of eastbound i-80 off-ramp to fourth and bryant streets are closing, starting at 7:00 this morning. that closure is in place until 7:00 in the morning sunday. it's so crews can work on the long-awaited central subway project. plans are for that rail line to go through chinatown. once finished crews plan to repair potholes and perform other maintenance work.

so just be patient. remember, maybe a little late for your brunch in the city on sunday. mike? >> i think we can wait for brunch in the city, always a delightful experience. we can just get a little more construction time. over here in the south bay, no delays for you there or the peninsula. the big problem is that traffic alert that continues out of castro valley, west 580 jams up around crow canyon road. folks exiting there and redwood road toward "a" street taking you to 880 because the castro valley "y" itself, north 280 a crash. big rig blocks two out of the three lanes, the left lane gets by and that is a problem. that holds folks up from getting to the san mateo bridge so that's just fine. we had a disabled vehicle on the right underneath that lit up sign but that just cleared. a smooth drive to the we ininpe. >> smooth sailing to the weekend here as i like to say on friday morning. but the weather is going to be so nice for us. >> let's kick off the weekend at the a's game tonight.

skies, and then for the weekend in the tri-valley, it will be great weather, going shopping, enjoying time at some of the restaurants or the vineyards, it will be in the upper 60s for tomorrow, and low 70s for sunday. if you're going to napa valley, it's going to be great. 65 today, but 75 degrees by the end of the weekend, and if you want to get in some beach time, half moon bay will be a very pleasant place to hang out or go hiking. we'll be up to about 60 degrees tomorrow and 63 degrees on sunday. and if you're headed down to monterey, we'll see coastal temperatures in the low 60s for the next couple of days. a little milder on sunday, as you enjoy your time around the bay area. so we'll talk about what's going on today, our temperature trend is coming up in about three minutes. >> all right, thanks so much. 5:40 right now. coming up next on "today in the bay," a show of support for teachers, a live report on the walk-in event being held this morning. plus a warning for you about possible measles exposure at a

good friday morning. right now at 5:43, it's a chilly start to the day, with mostly clear skies. on your way out the door to the pleasant hill b.a.r.t. station, we'll stay in the mid-40s and then reach into the upper 50s, and low 60s by lunch time today.

we'll look at all of our microclimates and the nice weekend ahead, in less than five minutes. and fremont shows you just fine for this part of the east bay, the nimitz headed to the south bay, the headlights. the problem is getting to the nimitz to the tri-valley it's jammed up. north 238 access is an issue. did you know some teachers in the east bay are working without a contract? today some parents will show their support with a walk-in. >> "today in the bay's" bob redell joins us live outside of irvington high school in fremont. what are they protesting here, bob? >> reporter: laura and marcus, primarily they're looking for higher pay. the 200-plus teachers who work at irvington high and other schools in fremont, the impasse in their contract talks going on since last april, april of 2018, so to pressure the school district, teachers, along with students and parents are going to picket outside schools this morning 30 minutes before the

bell and walk in together. i'm talking about the teachers and students, the walk in to class as a show of solidarity, similar to what we saw this past december and this should be noted is not a strike. classes are on. the teachers are asking the district for a 4% raise for the 2018-2019 school year, a cost of living adjustment they say they need in order to afford to live in the super expensive bay area. the district has countered with a 0.71% raise, according to "the mercury news." the district tells the newspaper they would have to make draconian cuts of $28 million in order to meet the teacher's demand of 4% and they also blame the state for underfunding schools. since both sides are at an impasse, the contract negotiations move into a fact-finding phase. next week there will be a neutral arbitrator, he'll examine both sides' arguments and report back his findings. fremont teachers aren't the first ones to find themselves at an impasse. a month ago, when teachers in oakland went on strike for about

a week in order to get their district to agree to their demands. reporting live here in fremont, bob redell, "today in the bay." >> thanks for the latest, bob. quarter to 6:00 right now. another health warning for you this morning, it happened again, officials warning people about a possible measles exposure at a popular east bay restaurant. if you ate at sauced bash key and spirits in livermore, this is for you. someone with me sayles ate there as well. the health department wants to hear from people who were at that restaurant between 8:00 p.m. and 11:00 p.m. on saturday. they're at high risk of infection. we've been telling you this week about measles exposure after an interflat traveler with the virvi virus visited the bay area and they stopped at 20 different restaurants and stores in the south bay between the 13th and the 23rd. 5:46 right now. last night, president made his first major public appearance since the end of the mueller investigation. >> scott mcgrew joins us now.

the president claims complete vindicati vindication. >> this though he is not to our knowledge seen the actual report, nor have we. what we have seen is a report on the report. a four-page summary by attorney general william barr. here is the president last night. >> total exoneration, complete vindication. you know, it's interesting. robert mueller was a god to the democrats, was a god to them, until he said there was no collusion. they don't like him so much right now. >> now there is absolutely no question, the barr report was good news for the president, saying mueller had found no evidence the president colluded with russia. the president was being absolutely honest, but mr. trump took it too far in that sound bite you just saw when it comes to obstruction. the report does not exonerate him. the report literally says in print, it doesn't exonerate him.

we continue to hear good news about the progress with china. video here of the u.s. treasury secretary and the u.s. trade representative meeting with the chinese vice premier in beijing. it appears they're close to an agreement, if not on where they stand, at least on how the trade's going to work. they have two texts, one in chinese and the other in english and making sure they match up exactly. today was supposed to be the last day great britain belonged to the european europe but they have not worked out a trade deal so the eu granted an extension. we take you live to london where parliament is still arguing over brexit. it's not clear theresa may will stay as the prime minister. it's not clear, frankly, what's going to happen to great britain at all. we're monitoring everything that's happening, of course. you can follow me oni twitter. i'm @scottmcgrew. if you know someone planning to visit our lovely state of

to see some sunshine and no fog at the golden gate bridge, although it's kind of misting right now. we're going to see that clearing out. our temperatures in the upper 40s and lower 40s for parts of the north bay as you head out the door. in martinez, temperatures at 45 degrees to start out this morning, and going throughout the day, a nice little warmup with that sunshine around martinez, and then you probably don't need me to tell you this, if you're like me and you're suffering right now, tree pollen, grass pollen is high. but i'm still not quite sure what i'm allergic to. maybe it's the tree pollen that's bad. it's ash, juniper and alder the main offenders with the pollen counts. the storm system yesterday is moving on. we have clear conditions that will be with us for the next few days. as that clears out, we will see some sunshine for the weekend, and then by sunday, our next storm system approaches, and it brings in more clouds, but the

rain holds off until about monday or tuesday, and we are not done with rain. we are going to see some more waves of wet weather going into the middle to end of next week and it could bring us quite a bit of rain. we're looking at the possibility of next week getting possibly over an inch of rain in the north bay. the rest of us get a half to three-quarters of an inch toward the end of next week, that's an early estimate. it will turn wet again after a dry weekend and our temperatures on saturday and sunday inland in the low 70s. mike, you still have one major problem. >> it really stands out on a relatively minor commute for most. we're looking over here to castro valley, and over toward san leandro, san lorenzo. west 580 jams up crow canyon road toward 238, only one lane of north 238 is open because of that big rig. there's the fuel and brake fluid spill. chp we asked them how long do you think it's going to take to clear up that? they said a while. not good. we're looking over here, redwood road, grove off of crow canyon

road and get over to "a" street probably a better way right now but the surface street there, "a" street a lot of signals getting very crowded. the rest of the bay shows an easy drive. the problem is coming out of this tri-valley area, and headed over toward the nimitz, so keep that in mind as you plan your route this morning. an option for you is b.a.r.t., there are no delays out of the tri-valley on the dublin, pleasanton line. things are moving smoothly. >> thanks, mike. happening now, tragedy at the grand canyon. a tourist from hong kong died when he fell a thousand feet into the ravine. authorities say that he was trying to take photos. he is a second person to die at the grand canyon in a week. last year, more than 6 million people visited the grand canyon. 5:52. next and all new this morning, backlash against google over an app in the play store. why some lgbtq activists are so upset this morning. plus -- >> i feel like a wide range of explosion and emotion and i can't lift my eyebrows.

corporate equality index. the gay rights organization making that decision, because it says the company's refusing to move a controversial gay conversion therapy app from its app store. index ranks and rates workplaces for lgbtq employees. mountain view-based company has not commented on that decision. spring break is in full swing and smart home cameras and vacation rentals are raising privacy concerns for guests. rental sites have rules for surveillance devices but owners don't always follow them. airbnb says hosts are allowed to have surveillance devices in monday areas and plain sight but the san francisco company's policy says that any surveillance device should be listed in the house rules section. one man's blog post went viral after he found cameras in the rental. >> when you're booking, you want to look at the photos extremely carefully and you want to look at the listing carefully. >> now experts say if you find an undisclosed camera you should report it.
