see you around 7:15. we have a year and a half until the 2020 presidential election, but the campaign trail is active in the bay area. california state senator kamala harris is here this weekend fund-raising for her run for president. we were not allowed inside her event last night, but this photo shows a crowd of about 100 people who paid a minimum of $500 each were allowed inside. harris spoke to the audience for about 30 minutes at jeffrey's inner circle in oakland. candidates running for the democratic nomination for the 2020 election. supporters say she stands out because of her experience as an attorney general and now state senator. they say she is focused on improving peoples lives. >> she's speaking truth to power. that's what we need to hear in the country right now. she lays out some simple truths on education, on healthcare. >> i think that people want right now in our country leaders

who will speak the truth, no matter how difficult it is to hear, have some vision of the future. i can provide that. >> senator harris says she's talking to people across the country who share the same concerns. she's hoping policies like medicare for all and raises for teachers will unite those supporters and help her rise above the crowded field of candidates. harris has another fund-raiser in atherton later this morning. a woman says a bay area hospital prevented her from being with her dying hospital. the hospital is defending itself saying it was an issue of safety. ian cull explains. >> meeta chetal's father, jai, was hospitalized in last week with fluid in his lungs. he was in good condition until she got the call. >> he was complaining about

chest pain. we were waiting for the cardiologist to address that. >> reporter: she went to the hospital. but when she arrived her name was flagged. she and her uncle were asking when the next operation would take place. the uncle says after a brief argument, he touched the doctor to get his attention. >> he goes i already answered this question two, three times, you asked me the same thing. he got agitated, don't touch me. all he did was tap on his hand. >> reporter: the hospital says in a statement that they behaved in an aggressive and threatening manner that included physical contact to a physician who was trying to provide appropriate care to their relative, adding the hold-up this morning in the lobby, was so an advocate could escort her to the room. chetal says during that delay of about 20 minutes, her dad went into cardiac arrest. she was taken up right away. he would die soon after. >> they prevented me from saying good-bye to him while he was still alive. and that hurt me. he wanted to say something. >> reporter: she wants answers as to why she would be stopped and doesn't think it was ethical. >> i don't think any family should have to go through

something like this. now to another case of the measles reported here in the bay area. a second confirmed case in santa clara county. the person was infected while traveling internationally. the health department is reaching out to people who may have come into contact with that person. this case is not related to the other measles cases across the bay. if you're headed overseas be sure to get vaccinated. the public has seen body cam video released by the vallejo police department, it shows a fatal officer involved shooting. now the family of the victim is speaking out. we want to warn you the video you're about to see is graphic. willie mccoy was asleep at a taco bay. when police arrived, they say though saw him sleeping with a gun in his lap. the police tried to come up with a plan to remove him from the

car but the door was locked. that's when police say mccoy reached for the gun. >> it's 15 minutes they're walking around the car, talking to one another. there's no danger there. >> mccoy's family filed a wrongful death suit against the vallejo police department. should a father serving time in prison be released to see his young son on life support? a local family is pleading with the governor to assist them. lavon jackson shot himself in the head. his father, who is serving time in salinas, wants to be by his bedside. the gun belonged to the mom's boyfriend. wilson was arrested yesterday. turning to the college admission scandal, high-profile

parents were tried at a courthouse. the parents accused of paying describes to william singer to get their kids in elite colleges. the founder of and vineyard owner, augustus. steven clarke talks about possible defense strategies. >> they're going to point the finger back to mr. singer saying we were trying to do admissions counseling. we were duped like everybody else. and i think they will blame mr. singer, who is the real ring leader here. >> the high-profile nature of the case. the next round of parents includes lori loughlin. we have new details now on the mueller report. we now know it is nearly 400 pages long. attorney general william barr says he will send a redacted version of the mueller report in april. the house judiciary committee expects to see the full report, not a redacted version.

shooting and killing another teenager outside a b.a.r.t. station. this happened thursday night. the suspect killed a 17-year-old girl around 10:30 in the parking lot of that b.a.r.t. station. investigators say the two did know each other. neither was riding on b.a.r.t. before the attack. still b.a.r.t. riders we spoke with say incidents like this are why they stay on alert. >> you have to watch your surroundings. you have to be street smart to know the people you're walking by. you have to observe. >> i normally make sure i'm aware of my surroundings, when it's off-hours on b.a.r.t. you have to pay attention because you never know what is going to happen. >> b.a.r.t. says the cameras captured the shooting. the video will play a critical role in the 16-year-old's prosecution. two violent attacks in one day. a piedmont woman robbed on the streets and hours later robbed again inside her own home.

the first was an aggressive purse snatching in chinatown. the victim said she immediately changed her locks, but that same night a group of men armed with guns broke in, tied her and her son up. >> they kept asking me where is the money? where is the money? where is the jewelry? he had a gun pointed at my head. you tell me or you'll be dead. >> police believe the two crimes are likely connected. to a nerve-racking situation on board a flight headed to san francisco. the united airlines flight had taken off from baltimore bound for sfo yesterday morning when passengers noticed a fuel smell. the flight was diverted to dulles airport where seven

people were taken to the hospital complaining of nausea and trouble breathing. they were evaluated. we're told everyone is okay. passengers were rebooked on other flights. it's not clear what caused the smell, but united says the plane needs work on the ventilation system. the airline also offered to pay all of the hospital bills. some teachers in the east bay have their picket signs out, but as a protest not a strike. free mondmont teachers have bee negotiating with their district for better pay since last april, and they're now at an impasse. the district is offers a 5.6% raise over three years. teachers want 11% to keep up with increasing costs. >> as prices go up and stuff, it makes it harder and harder. our commute gets longer and longer. >> next week, an outside arbitrator will examine both sides and come back with a finding most likely by the end of april.

bees are returning to san francisco's presidio. bees that have not been seen there in a long time. they're called silver digger bees. a colony this size has not been documented in the presidio for 100 years. after years of restoration, the bees are back. >> this particular bee species on our list, it's an indicator of good health. it's here. we're trying to increase the bio diversity of our sites throughout the presidio, and this presence indicates we're doing well. still ahead, a rough night for bay area sports teams, including an emotional roller coaster in minneapolis. we'll show you the wild finish

serious lack of oversight of welcome back. housing is among our biggest concerns in the bay area, now we've uncovered a serious lack of oversight of landlords, and it may be leaving many local families vulnerable to fraud. laws designed to protect renters are routinely broken. we're told the landlords are to blame. >> reporter: salvatore and his wife, gloria, have called this oakland apartment home for the past s16 years, which is why they found it strange when the landlord all of

a sudden claimed to live in the same building. just one floor below. >> they are a liar. when someone is living downstairs, it's easy to hear a little noise. >> reporter: so if they were living here, you'd hear it. >> exactly. >> until eventually, oakland landlords who live in a duplex can legally raise rent prices beyond what's allowed under rent control. he was paying $1,100 a month. the landlord tried increasing the rent to $3,000. that's a nearly 200% spike. salvador, his wife and kids would be forced to leave. then one day one of the relatives shot this video. they say it shows the landlord's father unloading trash bags from his van into garbage cans at the very same home where his son the landlord claimed to be living. >> so the landlord family would bring garbage? >> yes. >> why would they do that?

>> obviously they are pretending to live here. >> two years ago lawmakers enacted new rules to protect renters, especially in the case of owner move-in evictions. that's when a tenant is kicked out because the landlord or the landlord's relatives want to move in. now landlords must sign paper work under penalty of perjury that they intend to move in after evicteding their tenant, and continually provide proof they're actually living there. instead of renting to someone new. so are landlords following those rules? to find out we requested eviction records from oakland's housing department. it took the city nearly a year to get us those documents. we eventually obtained and reviewed hundreds of records, and found when it comes to owner move-in evictions, three out of four landlords appear to violate the housing laws. landlords filed 71 owner move in evictions last year.

only 16 of those landlords submitted the required documents. michelle byrd heads oakland's housing department. why doesn't the city seem to be enforcing the laws? >> we don't want to be the housing cops. we want to educate individuals. >> it's been two years. since these laws have been in place. why hasn't your office implemented some kind of enforcement system? >> we're not -- i think one of the things we don't want to be punitive. so first and foremost is to do education and outreach. >> byrd told us that's why her office is focussed on reaching out to landlords who fail to comply with the city's housing laws. has that part of the process started happening? >> we have started working with landlords. we have that system in place. >> after the interview, we reached out for more details about that. her office told us what she said was not true.

the oakland housing department hasn't contacted a single landlord to let them know they're violating housing laws. those landlords can face citations of up to $500. we have also learned not one landlord has ever been cited. can you understand why some people might think the city's current system for preventing fraud is broken? >> we are improving the systems. we want to make sure that the bad actors are dealt with. >> but in two years it doesn't seem like any bad actors have been dealt with? >> i can say that we have systems in place to where we are working with individuals. >> this is both a problem for tenants and also a problem for democracy. >> reporter: it seems like the rules are largely being ignored. >> that's unacceptable. we passed a law. we said you cannot have fraudulent owner move in evictions. people need to trust the law will be enforced.

>> reporter: salvador got legal help from a non-profit which brought the case to oakland city attorney's office. they are suing the landlord, his father, and his mother for abusive and fraudulent behavior. the city obtained utility bills for the landlords apartment. which show the landlord went two months without using a single drop of water, during the exact same time he claimed to be living in the apartment. we repeatedly reached out to the family through their attorney but never heard back. a trial has been set for october. salvatore says he is one of the lucky ones. the city stepped in to save his home. but he worries many other families remain at risk of losing theirs. >> the city of oakland needs them, so i think they deserve to be protected. >> oakland's housing department

they're not yet. they're not even ten days old. >> right. >> you're a saint. you have been fostering them. you have four cats of your own. >> right. >> and so what you're here to request is people to foster. >> right. we're coming into kitten season. so shelters around the country, certainly our shelter, will be overwhelmed with kittens pretty soon. having foster family network allows us basically to expand our capacity. we can save more lives if we know there's families out there that will take the little ones, these guys, two, three weeks old, take care of them for a couple weeks for us. >> they are literally like newborn babies. they need to be maintained around-the-clock. >> every three, four hours they need to be fed and cleansed. there's a lot of labor of love that goes on with these guys. >> yeah. to get them to big, healthy size so they can be vaccinated and all that. >> once they reach three, four

weeks, we're able to take them in the shelter and started giving them their vaccinations, microchiping, by probably 8 or 10 weeks they're old enough to be spayed and neutered. >> do you need people to foster the entire six weeks? >> ideally, if people can keep them for that long, that's great. you know, it's always better to be in an -- animals survive and thrive much more in a home environment than shelter environment. >> i might get some flack for this. i always say i'm not a cat person, more of a dog person. they are the cutest little things. they're teeny, tiny, fuzzy, talkative. we hope somebody can give them a loving foster home for just a month and a half until they can be fully adopted. if you would like to sign up or participate in that foster program, you can find out more, as soon as possible, on the pets
