and a very good morning to you. thanks so much for joining us. i'm laura garcia. >> i'm marcus washington. april fools' day. i mean, i am marcus washington but today is april fools' day. vianey in for kari to tell us what's going on with the weather. >> it's actually not bad. i know we're tracking changing weather, though. even though today might not be a heavy rain day, we have a lot more to look forward to. as you head out the door, current temperatures, it's not that cold. in fact, it is 52 degrees. wind speeds are calm. microclimate highs as you get ready to head out the door, upper 60s, low 70s for the south bay. i'm keeping showers on the map. that's going to continue to push southward in through tomorrow. you might still get caught up in light rain here and there. keep the umbrella handy. it will not be pouring and washed out completely. let's check in with mike. slowing through the tri-valley.

>> slowing through the tri-valley. highway 84. i've been tracking it with no incidents. we never took another look at it. most of the bay shows a great drive. the tri-valley is all right. 84 does slow moving toward the ruby hill area. south 680, pleasanton, typical pattern there. holding steady out of castro valley. 880 towards hayward and almost reaching to union. a little slow for the east shore, guys. back to you. thanks, mike. happening today, a new addition to an east bay bart station is expected to alleviate stress for bart readers. >> bob redell joins us live this morning to tell us what's new for drivers heading to the rails. good morning, bob. >> reporter: good morning to you, laura, marcus. this is the first full week that the south garage has opened at the walnut creek bart station. you see it behind me. it's a five-story parking

structure. 900 parking spots. that's 120 more than the previous capacity here at walnut creek park. some are first come, first served. you pay the daily rate. some are monthly. it has been so popular they have sold south and there is a waiting list. this garage is significant for a number of reasons. it does add capacity to the parking here at walnut creek park. but number two, this is a major milestone in the construction of the walnut creek transit village. now this is open. bart will be closing the north and east parking lots so construction can begin on the apartments, restaurants, and shops that will make up the transit village, which is a big deal here in walnut creek. so, again, if you're interested in any of those monthly parking spots, as i mentioned, there is a waiting list. this garage is privately won. wcbartparking.com is the website. . thanks for the latest, bob. 6:02 for you right now.

on capitol hill, while waiting for robert mueller's russia report, lawmakers are moving on to two things that could affect your wallet. we are talking about health care and border security. >> "today in the bay"'s tracie potts joins us live in washington with more. tracie? >> reporter: yeah, laura and marcus. health care and border secure, two things that may actually hit people in the wallet compared to the mueller report. according to the latest poll a lot of people know about but not necessarily that a lot of people care about. we begin today with our new nbc/wall street journal poll. >> people shouldn't have to be burdened with the incredible costs. >> reporter: republicans have no new plan as the justice

department urges a federal appeals court to declare the act unconstitutional. the trump administration promises pre-existing conditions will be covered in any new plan, but nothing is in the works. meantime, president trump is threatening to close the border with mexico. >> we need the people from the ports oven try to go out and patrol in the desert where we don't have any wall. >> if he shuts this down long term like he says he wants to it could get into the billions of dollars. >> reporter: he is cutting foreign aid to central america to stop migrant caravans headed to the u.s. >> we're on track for close to 100,000. we have never seen a surge like this. >> the president is cutting off aid to these countries will not solve that problem. >> >> reporter: democrats want to focus on cybersecurity, preventing foreign interference like we saw in 2016, detailed in

the report that the nation anxiously awaits. and it's a report that the nation may see in a few weeks. the attorney general says it should be ready for congress and for the public by mid-april. back to you. tracie pots live from washington, thank you. tributes are pouring in for rap star nipsey hussle who was gunned down yesterday in southern california. a huge crowd of mourners gathering last night outside of a store in los angeles where he was gunned down. this was yesterday afternoon. three people were shot. the other two survived. fans call hussle an inspiration. >> we have lost a hreplegend, someone who inspired others, who came from the ground all the way to the hop. >> police have not saying if they know what led up to that shooting. but nipsy did have ties to one of the larger street gangs. in his last tweet he said, quote, having strong enemisis a blessing.

at oracle last night, the warriors paid tribute to the grammy-nominated rapper. steph curry emotional. >> i got to know him last year and had a great conversation about who he was as a person, what he stood for, what his message was, how he tried to inspire people considering where he grew up and how he turned into something extremely powerful. >> hussle appeared on steph's youtube show. they discussed topics including fatherhood. he worked hard to get inner-city youth into math and science and tried to stop gang violence. chp is looking for a person who started shooting at a couple on pullout of highway 4, martinez. chp saying two men started tailgating the victims. they pulled off the road. officers say the suspect's car pulled in front of them and then

someone in the car started shooting. this is the fifth shooting on a bay area freeway during the month of march. a group of homeless people in the south bay face an uncertain future this morning. that's because their homeless encampment closed after their lease expired. it sat too close to the airport and faa labeled it unfit for camping. they are trying to move the tent city but keep running into road blocks. dwellers have been given 30-day motel vouchers. some think the city is coming up short. >> it's sad that they don't have a place to go. this is a simple good idea to get them out of the creek, polluting the creek, give them trash services, facilities. it gives people a lot of dignity. >> the city is still trying to work out an alternative site. if not, some believe they will find themselves right back in the same area. well, in the north bay, recovery efforts are ramping up

following the deadly tufts fire. these are all the homes being rebuilt in that area, affected by the fires. the flames left behind mass tkrub destruction in coffey park. more than 1,400 homes were destroyed. according to the press democrat, 70% of those burned properties are under construction or rebuilt. 700 rebuilt homes are expected to be occupied by mid-summer. crews have been working on construction on days when we have been getting a break from all the rain. 6:08. we have been tracking this for months in "today in the bay". this week the oroville spillway is about to face its first test since its reconstruction. it is simply holding too much water. the plan is to release water over the spillway and into the feather river tomorrow. both the main and emergency spillways were damaged in february 2014 causing more than

180,000 people downstream to evacuate. 6:08. we are tracking more rain which could raise the concern for more water in those spillways. from today's showers, it will be light and moderate. highs will be in the 60s. 66 for oakland. 67 for napa. 70s in the south basement 73 for san jose. we are expecting light showers possibly to spread further southward. tomorrow it will be muggy. temperatures will still be warm. here are the storm factors. very light rain maker out of the system. most areas will see less than a tenth of an issue. inch. isolated chance of thunderstorms for the north bay and flood risk is not expected. as far as snow, we are tracking sierra snow above 7,000 feet. two to four inches possible. check the road conditions. all right. let's a get look at how roads are doing with mike. nothing really surprising

today. right now seeing light rain off to far northern ukiah, northern santa rosa. we have a chance of seeing it spread southward throughout the afternoon. that and your daytime highs in terms of the temperatures coming up. a live look at the golden gate bridge. it is a nice pleasant drive right now. a new crash over in fremont. we'll check out the nimitz. good morning to you. happy monday. list got a nice lift on its first day of trading on friday. a judge will decide tuesday whether pg&e can continue to give investors a difficult end dividend or whether it should spend the money on safety measures, like trimming trees. today is the first day of april. that marks the first day of the second quarter. only mediocre financial results for the first quarter. it is also april fools' day. a lot of tech companies come out

with news. zuckerberg said the government needs to step in and start regulating facebook and other companies. he suggested four areas where the feds should set up rules. for instance, define harmful content so facebook feels confident in taking it down. defining what is a political ad. and privacy and data portability. it is this idea that you know what websites like facebook know about you. and you can download that data, take it with you to a different service. of course there is no other service like facebook. the company is adding a new feature called "why am i seeing this." you'll get lots of information about why you are seeing posts a user or company that targeted you for an ad. one of the ways facebook trying to be more transparent this morning as it continues to be under so much pressure. . we prepbmentioned it, scott. it is april fools' day.

it's not very cold. you don't need a heavy coat. a look at the golden gate bri e bridge. not a lot of cloud cover. you will notice an increase in clouds because we do have a weak system just offshore. that's going to bring light showers, light to moderate, mainly confined to the north bay the majority of the day. into the evening hours, rain stretching to areas south of the golden gate bridge. daytime highs will be in the upper 60s for the north bay. santa rosa, 66. 69 for concord. down to the south, 70s on the map, which is why it will feel muggy. we have moisture in the air but the temperatures are still pretty warm outside. all right. doppler radar, where is the rain currently? a lot moving its way inland. ukiah, right now. notice how the rain sticks off to the north.

all the way through 7:00. we get very, very light to moderate showers. showers will continue to increase a little bit further south into tuesday morning. look at how the rain is so disorganized. we are not expecting widespread rain. some of you may not get any rain at all. no measurable rain at least. we are tracking another strong storm. it is expecting to make its way as early as thursday. fast forward to thursday, april 4th. light to moderate rain at times makes its return. that is going to bring breezy conditions with a chance of seeing a quarter to an inch and a half. showers possible through sunday. the next seven days, light showers again potentially in on and off through tomorrow. and then by tuesday night, we get a break. a chance to dry out. high pressure dominated once again. thursday, very light rain with the very rainy evening expected friday night.

heaviest rain on friday. a check of the roads with mike. >> overall, traffic throw is great. peninsula, south bay, no surprises. in fact, no problem. over here, tri-valley looks great. we have a crash in the east bay. southbound 880, i second-guessed myself. sit not free mont. it is just shy of fremont. union city, we have a crash. four vehicles are reported involved. no information the last few minutes. that is south of the san mateo bridge, heading down towards the dumbarton bridge. that is a very important point for the east bay commute. getting out of the area, east 580, grant line road. a crash there may have the two right lanes blocked. here 680 coming up at 242, a

reina. a father of four. he has a fractured skull, needs help breathing. that attack happened outside dodgers stadium after the game that ended past midnight on friday. she says that she was on facetime with her husband when she heard him arguing with another man. then she heard a crack and then the screen went black. >> i panicked. i'm screaming in the phone. nobody is hearing me. nobody is answering me. and i can hear my husband moaning. how could you do this to my husband and leave him laying on the floor? you leave him laying on the floor like he's a piece of trash? >> witnesses told security another fan attacked reina. police are looking for a man in his 20s. new for you this morning, two women who were set to make history will take talk about gnaws scrapping plans for the first ever all-female spacewalk. >> they were scheduled to perform the spacewalk on friday.

some light showers, very light into the afternoon. it's going to stall over the north bay and stay confined to the north bay the majority of the day. it isn't until way later we get pop up showers. 67 in napa. 66 oakland. 70s down through the south bay. i am tracking a bigger storm. i'll go over the timeline. mike is concerned about a new crash. >> two crashes. the concern is westbound 80 right around central where folks hit the racetrack and the merge. four or five vehicles may be involved there. one lane blocked. causing a quick backup. that is going to make things through berkeley hold off and be easier through the next few. this is a problem. 880 from 92. trouble spot where we do have a crash that may be involving four vehicles. we're still waiting to get details from chp.

but note the slowing. >> thanks, mike. 6:31. breaking news for you. the faa saying the glitch that briefly crashed computers for airlines early is now fixed. bob redell was actually at oakland airport when southwest told passengers their computers were back up and running. the outage was tied to an outside flight data planning provider. airlines are worrying anyone flying any time soon they may want to brace for possible residual details. . begging for mercy. the family of the 4-year-old oakland boy who accidentally shot himself is asking the governor to let the little boy's father leave prison to be by his son's bedside. >> kris sanchez joining us in the studio. what is the governor saying this morning? >> the governor has not responded. but the family is pushing really hard. they are asking the governor to make this decision as a father and not necessarily as the governor. they put out a new photo of

little nevonne. it is tough to see. he is hooked up to life support. and on the phone there next to him you can see his father talking to his little boy. the governor granted the father the opportunity to skype with his son at ucsf benioff children's hospital in oakland. the father is incarcerated at salinas prison since 2016. he is still on life support and at this point is not showing brain activity. so if the governor grants the visit it would likely be to say good-bye. the 4-year-old boy accidentally shot himself in the head wednesday with a gun he found unsecured under a bed. his mother's boyfriend is charged with child abusing and firearms charges for being a felon in possession of a weapon and not storing the weapon properly. the family is expected to speak at 3:00 this afternoon out at the state capitol. we're going to follow that. and we'll also be listening for

the current church. this week there will be a public celebration of life to honor the pittsburg principal shot and killed earlier this month. his wife shot him during a domestic fight in their home. he was a principal of pittsburg all the education center. he leaves behind eight children. the public ceremony will take place friday night at pittsburg high school. a new idea to stop gun violence. santa clara county supervisor dave cortese tells nbc bay area that the county will allow a 24/7 gun surrender program. he made the announcement over the weekend. cortese says people who own guns often don't know how to get rid of them properly. . this week there will be a facebook watch is set to

unveil a preview of stephen versus the game. >> the documentary series expected to give fans a look into the life of steph curry. this trailer was posted on his facebook page. the new series follows curry and shows behind-the-scenes footage of his life off the court. it will air on facebook watch. nbc bay area team is set to talk to curry later today. watch out for that interview on air and online at nbcbayarea.com. well, the hero of the blockbuster transformers spin-off bumblebee is coming back to san francisco. a 12-foot tall statue of him will be at pier 39 tomorrow. the celebration of the film's home entertainment debut. he is a yellow vw bug that temperatures into a robot. the movie is set in 1987 in san francisco. it currently is 93% fresh rating on rotten tomatoes.

so not bad there. a lot of people saying good things about it, mike. >> i want to see that. i know it's been out for a while. it's coming home now. the vw bug. then he was the compare row. now the vw bug. he's having an identity crisis. no matter what you're driving, you will slow down on the east shore freeway. west 80 at central. just shy of the merge coming off the richmond bridge. and also just shy of the racetrack, which is on the map here. traffic jamming up. only one lane is blocked. folks are out of their cars. there are four or five of them. cars scattered along the shoulder and the center divide. a big distraction for folks coming down as it was starting to build. it keeps berkeley moving a little more smoothly. that's the break for those folks. south bound in hayward, union city, we slow down at alvarado. crash blocking part of one lane. everything else is moving smoothly. >> okay. coming off a gorgeous weekend

across the bay area. even loved it. this next weekend, rain returns. >> rain makes its comeback. every day about 6:37 we talk about the weekend rain. somebody said what can i expect for today? i only have a few minutes. we have upper 60s. showers muggy into the afternoon. keeping the rain chances through the weekend. for those heading out the door right now, that's a look at what you can expect. keep the umbrella in hand, especially in the north bay. all right. now look at the saturday forecast. we will keep the showers but not from the same storm. very weak. making its exit on tuesday and friday another system will carry the showers over into saturday and also sunday. so coast, bay, inland highs will be in the mid to upper 60s. it will be a muggy weekend with the showers paired up with a little bit of filtered sunshine in through sunday. for sunday's forecast, we're expecting morning rain. it should taper by afternoon.

good monday morning. all right. it's 6:41 right now. a little cloudy. once the sun comes up, you'll notice the increase in clouds compared to the weekend we had. temperatures not too cool. 52 degrees. we will eventually climb into the 60s. showers through tomorrow afternoon. i'll have a complete breakdown of the timing for that in just a bit. . tracking a few crackshes. all right. we'll check back with you. 6:42. taking a live look outside at the bart station in walnut creek. a new parking garage now available for commuters. a five-story structure. it has 900 spots. the monthly spots are already sold out. but there is a waiting list. the new garage is part of walnut creek transit village.

crews are expected to start work on apartments, retail shops and more parking as part of that big project. new, a fire sweeps through a homeless camp overnight in los gatos. this is new video just into our newsroom showing you the flames. listen closely, you can even hear the fire popping. it happened 12:30 on highway 17 at the main street overcross. one lane was shut down while crews worked to put out the fire. it is back open now. the cause of the fire is under investigation. luckily, no one was hurt. but the flames destroyed tents and several other items. . sausalito is till recovering after the powerful mudslide last month. crews are expecting the barriers

all to be gone tonight. it's been closed since february 14th. crews expect to see all barriers gone by tonight. you may call our breaking news coverage of the mudslide destroyed a home, trapping a woman inside. her rescue played out live on our newscast. she is okay now. new questions this morning about how compliant california hospitals can be with looming new earthquake safety standards. hospitals must be earthquake safety by 2030. 418 hospitals have been able to meet the new seismic safety standards. many are too financially strapped to afford some of the upgrade requirements. . 6:44 right now. we are learning another race horse died at the santa anita racetrack. it marks the 23rd horse death since december. he injured his right front leg and fell in a race on the turf yesterday. santa anita just reopened racing this weekend after being closed for nearly a month. the track is putting new restrictions in place. there are new rules on certain medications that can be given to animals.

another bans on whips except during races where safety needs to be ensured. it is quarter to 7:00 right now. the president says he will close the border with mexico this week. >> two of his top advisers say he is not bluffing. >> kellyanne conway, mick mulvaney. what would this mean? does he mean specific ports oven try, say tijuana, or all ports oven try? here's the president on friday. >> i'll just close the border. and with a deficit like we have with mexico and have had for many years, closing the board will be a profit-making operation. >> the president is right. we do have a trade deficit with with mexico in goods. more stuff flows south to mexico than north to the u.s. a lot of things come from china, through san diego, long beach, straight into mexico. that accounts our trade

difficult sit. so a trade deficit hard to calculate. we have a trade surplus in services. he followed it up with a tweet. he said our detention are max out. we will take no more illegals. i will give khraeufrgsz clarification. if you come to the u.s. to ask for an asylum, you are not an illegal. you are not breaking the law. no doubt we have a crisis at the border. more people on the southern border that we can process. congress has taken no action so far. something needs to be done. but a question the americans need to consider, the border is hard to define. is the president including airports in people and goods coming in on planes? or water ports, cargo ships, cruise ships? the bureau of customs and border protection said it has not been given that information. here's dick durbin. >> when the president says he's going to close the border, that is a totally unrealistic boast on his part. what we need to do is focus on what's happening in central america.

ragweed and mold, you don't have to worry about it too much. don't forget the allergy medication before you head out the door this morning. all right. where is the rain and what can we expect? we have very light rain moving through santa rosa right now. mainly areas far north off the golden gate bridge. hour-by-hour outlook, a lot is confined to the north bay. by 7:00 p.m. tonight, into the overnight hours, look at that. it is so unorganized. light showers possibly continuing into tuesday. a stronger storm expected next friday. what does that mean to us? here it is. rain returns. we get a little bit of a break once this storm moves out. thursday, light to moderate rain at times. a heavier storm picks up thursday into friday. rain totals equally a quarter to an inch and a half for the coastal mountains. next weekend, looking way out ahead, we will have a rainy

start with showers possibly continuing into sunday. even though we get a break from the rain wednesday. we have to keep in mind we still have a pretty rainy week ahead. but today, for the most part, we will enjoy nice, dry conditions until the rain moves in overnight. mike, how are the roads? >> looking all right as far as the conditions. we have a problem. richmond bridge, that looks fine. but not far from here, we have a problem accessing the richmond bridge. westbound 80 jams up out of pinole -- san pablo, shy say, and the city of richmond. crash shy of golden gate field. speeds slowing past there. chp isolated it over to this lane off to your right. folks are coming down the east shore freeway. for a period of time, three out of four were blocked. they had to run a traffic break. and i believe again that only one lane remains blocked. this traffic that's held up out of san pablo, that will now feed to berkeley. sorry, berkeley, your break is

before you head out the door, here are the top stories on today in the bay-- and welcome back. it is 6:55. here are the top stories on "today in the bay". >> breaking news. the faa says a glitch that briefly crashed computers for early airlines this morning is now fixed. bob redell is at the oakland airport when southwest told passengers their computers were back up and running. it was tied to an outside flight planning data provider. most airlines are warning anyone flying any time soon, brace for possible residual delays. the family of the oakland 4-year-old who shot himself in the head is sharing a new picture this morning. they are request governor newsom allow his father to be released from prison to see the little boy. jackson is currently hooked to life support and not showing brain activity. the governor's office has not yet responded.

the family is planning to speak outside the state capitol this afternoon. tributes pour anything for rap star nipsey hussle, who was gunned down yesterday in southern california. huge crowds gathered yesterday. a gun mapp opened fire yesterday afternoon. three people were shot. the other two survived. fans call hussle an inspiration. >> we have lost a legend. we have lost someone who has inspired others. who has came from the ground all the way to the top. >> police are saying they were what led up to the shooting. hussle did have ties to one of the city's larger street gangs. he said, quote, having strong enemisis a blessing. in the north bay, recovery efforts are building up over the tubbs fire. 70% of the burned properties are under construction or rebuilt.

some 700 rebuilt homes are expected to be occupied by mid-summer. crews have been working on the construction on days we have been getting a break in the rain. . facebook is adding a new feature called "why am i seeing this" you can get information about why you are seeing lots of posts from a certain friend or even why a particular company targeting you for an ad. speaking of facebook, ceo mark zuckerberg is calling for the government to step in and regulate its content. he's suggesting four areas where the feds should step in and step up those rules. this is to guide companies like facebook for instance to defining what harmful content looks like. so facebook feels justified in taking it down. also defining what is and is not a political ad. he suggests regulation around policy as well as portability. a consumer alert for you this morning.
