keep the umbrella handy. mike, the freeways are moving as well. >> they are. i had to use a couple of swipes of the windshield wipers. very light traffic. one crash in berkeley. i'll talk to you about that in a second. the next report, i wanted to take this opportunity to show you how light the traffic was on the bay bridge. and damp roadways. not the puddling we saw yesterday. good stuff for the top stories. back to you. >> the housing crisis playing out on the peninsula. a battle is brewing over the construction of townhomes that would force low-income residents out of their homes. >> kris sanchez joins us with what's happening. kris? >> reporter: hi there, marcus and this is an apartment complex that is home to about 59 different families who say they can't afford to pay more than they could find a place even if they could. the folks who live here say they pay between $1,000 and $3,000 a

month. they have been worried about losing their homes since this other development started going up down the street. this is in rock view. it will become luxury townhomes. a representative said they have helped people pay future rent and moving expenses in the past for folks who are qualified and that they are willing to do it again. the community members rallies before the start of the conversation. the meeting ended with six council members voting in favor of this development moving forward. and one abstention. there is not a lot the city council can do based on how their coding is written. there is no way to raise a reasonable objection othern vie sanchez, "today in the bay". a lot of changes. thanks, kris.

. this morning we are learning new details about a freak accident. 100 people turned out to solano county to comfort each other. two teenagers were electrocuted. nick sweeney reports on what parents are being told. >> he was always so light hearted. like he would always make the room brighten up. he was always so close with all of his teachers. >> reporter: they came together in grief for two dixon high school students killed. >> everybody we spoke to yesterday sai i a joke? this is a good one that jake is playing. >> reporter: four friends and a dog were out near the s.i.d. canal. jacob of elk grove and 17-year-old jacob schneider of dixon jumped in to save the dog. >> that's the kind of person he was. he just goes out and helps anybody. there was nothing he was afraid of doing. >> the current was strong.

they grabbed onto a gate. it was hot with electricity. >> reporter: the dog survived. the boys did not. >> it is sad to not see him coming back to school and seeing him in class anymore. a grim anniversary for youtube. a woman walked in and shot three employees before taking her own life. she had a long-running grunge against the company. her father reported her missing days before the attack and told police she might be headed to youtube. the three victims in that shooting survived. a new list paints a broader picture of the number of south bay clergy members tied to credible allegations involving sexual abuse of children. san jose diocese released an updated list. it adds 23 names to the original list of 15 accused priests. all but one of the new names involved, well, they worked in the south bay but were not actually members of the san jose

dioce diocese. most previouy amed elsewhere. and most are now deceased. . meanwhile, alameda county prosecutors are talking about the abuse charges filed against an east bay priest. father hector david mendoza veja. he is accused of abusing a teenager a lot saint john the baptist in san lorenzo three years ago. he was later transferred to corpus christi church in fremont. actresses felicity huffman and lori loughlin are set to appear in a courtroom. huffman paid $15,000 to doctor her daughter's s.a.t. results. and laughlin $500 in bribes to have her two daughters designated as recru t usc crew team.

and good morning to you. taking a live look now of a beautiful bay bridge sight this morning. a few clouds up there. kari is going to look at all the weather coming up in just a bit. 4:44 for you right now. how about right now? >> right now, right now. >> it's probably not all the sunshine people would like to see. i am happy to still see some rain in the forecast and we need tar of thatf the week getting you out the door this morning. a look at the golden gate brge met. misting and drizzling with low clouds and fog. temperatures fairly warm consider we are now in the upper 50s in oakland. and it's 52 in santa rosa. mid-50s for the south bay and inland areas. seven-day forecast is up at the

bottom of the screen. we check out our temperature trend for martinez today. mid-50s to start. then reach into the low '60s as we get closer to noon. mostly cloudy today. even though we are not seeing a lot on storm ranger, our mobile doppler radar, you may still encounter very light rain, just enough to make the roads wet. so we are dealing with this disturbance right now that will keep it most live cloudy. at times some rain. our next storm system on friday does look a little bit stronger. and it will be here bringing in some heavier rainfall totals. overall scattered light showers today into the afternoon tomorrow. starting to see the rain picking up in intensity as we go toward friday morning, into the afternoon. it looks like we will see widespread rain until it wasps tapers off early on saturday morning. our rainfall totals anywhere from half an inch for parts of the east way to over an inch for the north bay. that's where we will see over an inch of rain, inch and a

quarter, an inch and a half in santa rosa closer to th weekend. a live look outside at squaw creek. it is raining. it will change to snow. we are still talking about more snow in april. we are looking at the potential of giving our higher elevations another foot of snow. we will track a storm system for the end of the week. by saturday or the rain starts to move out. highs in the mid-'60s. and warming up for sunday into monday as we dry out. and that continues into the start of next week. mike, you were looking at a crash in berkeley. >> i am, kari. it is all about details on that one. i want to also let folks know early morning tomorrow -- this time tomorrow, that bore should be open for eastbound through the cal cut tunnel. overnight, bore number one eastbound again away from the bay bridge will be closed for overnight maintenance. 9:30 to 4:00 a.m., 4:30 should be open in time just for the start of the show.

do it all the time during a traffic stop. here is investigative reporter vicky wynn. >> reporter: good morning. one look at these photos and you can see why drivers are taught to avoid stopping on the showered. is it any safer when an officer pulls you over? that's the question we asked police after seeing hundreds of crashes like these. state data shows more than 2,700 crashes since 2013 involves a parked law enforcement vehicle including highway patrol and local officers who are helping stranded drivers and directing traffic. we talked to chp how to reduce these dangerous situations and what drivers should do if they don't want to pull over on the shoulder. they told us slow down, put on your blinker and move to the right. even then drivers say they found themselves in a scary situation when the police thought they were trying to he get away. here why cops drew guns on this man and arrested him even though no charges were ever filed. we have posted our full report, along with an interactive map,
