>> announcer: from nbc news, this is "today" with savannah guthrie and hoda kotb. live from studio 1a in rockefeller plaza. hey, everybody. welcome to "today" on this thursday morning. thank you for joining us. what you do you say we get right to our top story. breaking news tied to those grounded boeing 737 max planes. overnight authorities in ethiopia releasing the initial findings of their investigation into the flight that crashed there last month. nbc's tom costello has been on the story from the very beginning. tom, what can you tell us? >> reporter: good morning. here are the bullet points. ethiopia investigators are calling on boeing to review the 737 max controls. boeing already is. also ethiopian authorities are saying the crew had a normal takeoff but then very quickly found themselves struggling to keep the plane in the air as the nose was pitching down. now, keep in mind, this accident happened five months after that crash in indonesia and the investigators say that this crew followed boeing's instructions of what to do in a similar

emergency. this morning, the first official details on the crash of that ethiopian 737 max that went down six minutes after takeoff nearly six weeks ago. all 157 people onboard died. earlier the transport minister said the crew was qualified and followed boeing's emergency instructions. >> the crew performed all the procedures repeatedly provided by the manufacturer, but was not able to control the aircraft. >> reporter: but many questions remain unanswered. >> is there a structure, design problem? >> reporter: as nbc news reported earlier this week, investigators believe the plane's angle of attack sensor may have been damaged or ripped off. possibly in a bird strike. and, therefore, unable to feed accurate pitch information to the plane's mcas anti-stall system. the mcas system then forced the

nose of the plane down as the pilots struggled to pull it back up again. the pilots inundated with alerts soon after takeoff. the control clutch or stick shaker activated violently. the plane flying at 350 knot it's, klocloser than normal. >> so close to the ground, that could hamper efforts in calmly going through the check list to get yourself out of the situation. >> reporter: this morning that problematicmains the center of attention. the pilots turned it off but then unable to control the plane manually turned it back on again and fought the plane as it continued pitching nose down. boeing is working 0en a software fix but says it will take several more weeks before it's ready for faa approval. leaving the world's max fleet grounded for now. this morning, ethiopian authorities are calling for a thorough review of the plane's flight controls.

>> all right. tom, once boeing does its thing and releases the update for that 737 max, how are authorities here in the states going to ensure that that plane is, in fact, safe? people will be afraid to get on those flights. >> reporter: i think there's going to be real public confidence a problem, in the max now. i need to tell you boeing minutes ago told me they are going to do a full, thorough review of the ethiopian airline's findings. beyond that, boeing isn't commenting. the faa is commenting. they grounded the plane. the statement this morning says it will continue to evaluate aspects of the 737 max automative flight control system, the mcas system we've talked about, including its design and pilots interaction to determine compliance with applicable regulations and enhancements that might be needed. this continues to be a situation with the faa bringing together really a blue ribbon panel to investigate how this plane was certified and promising a

thorough review before it ever flies again. >> interesting. the evaluation going on will happen while those planes are on the ground, tom? >> reporter: absolutely. keep in mind, even once the faa approves the software upgrade that boeing is expected to push out in the next few weeks, that alone won't get this plane in the air. you're talking about a very long process here. probably weeks and maybe extending into june before airlines are actually flying it again in the united states. >> tom costello at reagan national. thank you. another major story this morning. new concerns from special counsel robert mueller's team. according to a "new york times" report and a "wall street journal report" there are invest get aers coming forward complaining that the attorney general painted too positive of a picture when he summarized their year's long investigation. nbc's white house correspondent kristen welker son the story this morning. good morning to you. >> reporter: savannah, good morning to you. this new reporting is really the first indication there may be a rift between special counsel robert mueller's team and

attorney general william barr. at issue, worries among mueller's investigators barp may have shaped the entire narrative about the russia investigation while leaving out critical facts. in a new bombshell overnight, the "new york times" reporting some on special counsel robert mueller's team say his report was more damaging than attorney general bill barr revealed in his four-page summary of the nearly 400-page document citing government officials and others familiar with investigators simmering frustrations, the "new york times" said some of mueller's prosecutors have told associates the attorney general failed to adequately portray the findings of their inquiry adding the special counsel's conclusions were more troubling for president trump than barr indicated. nbc news has not independently confirmed the report. overnight the chairman of the house intelligence committee reacting. >> it is concerning. the best remedy, of course, is transparency. >> reporter: the president's outside attorney rudy giuliani telling nbc news, this is from

disgruntled mueller staffers rabid democrat supporters. all adding to mounting pressure on the attorney general with the house judiciary committee authorizing a subpoena demanding to see the entire mueller report. >> we're going to work with the attorney general and for a short period of time in the hope that he will reveal to us the entire mueller report and all the underlying materials, but if that doesn't work out then a very short order we will issue subpoenas. >> reporter: barr promised to release a redacted question and answer questions from lawmakers. his march 24th letter to congress barr said mueller determined no one on the trump campaign conspired or coordinated with russia to interfere in the 2016 election. while mueller did not draw a conclusion on whether the president obstructed justice, barr cleared him of any criminal wrongdoing. still, president trump consistently claimed total vindication. >> so it's complete exoneration.

no collusion. no obstruction. >> reporter: it comes as house democrats are intensifying their scrutiny of the president's son-in-law jared kushner after obtaining documents and testimony from a whistle employeor. -- whistle-blower. security clearance denied originally. last year the president directed his then chief of staff john kelly to give kushner top secret security clearance. the president ignored questions about the matter on wednesday. >> appreciate it. thank you. >> security clearance for jared kushner or others -- >> thank you very much. >> reporter: also, this morning, house democrats are turning up the pressure to learn more about the president's business dealings, demanding the irs turn over six years of president trump's tax returns. setting up a likely battle between the treasury department and house democrats. president trump asked about that overnight saying that he is still under audit and therefore

not inclined to do that. important to note that past presidents have turned over their tax returns even when under audit. savannah, hoda, back to you both. >> sounds like this request is to the irs, not to the president himself? >> reporter: absolutely to the irs. again, setting up a potential battle between the treasury department and house democrats over this matter, but it underscores the fact that democrats really ramping up their investigations into president trump, and this administration. savannah and hoda. >> kristen kelker, thank you. more trouble for former vice president joe biden this morning as he considers a presidential run. even more women are saying they had personal contact with him that made them feel uncomfortable. biden himself addressing some of those allegations in a new video. nbc's draen mitchell h 's andre latest. >> reporter: good morning. hours after joe biden posted that video promising to change his behavior, three more women came forward to "the washington post" complaining he made them

uncomfortable in the past and not satisfied with his response. with his likely campaign in jeopardy, former vice president joe biden insists he's capable of change. >> i get it. i get it. i hear what they're saying. i understand it. and i'll be much more mindful. that's my responsibility. >> reporter: biden releasing this deliberately informal video on twitter shot at his home responding to allegations from four women who say he made physical contact they felt was inappropriate. not a sexual advance but making them uncomfortable. overnight three new accusers telling "the washington post" biden the behavior made them feel uncomfortable and biden's comments wednesday did not fully address their concerns. nbc news has not verified all of the women's accounts. biden acknowledging his empathetic style. >> i shake hands, hug people. grab men and women by the shoulders and say, you can do this. >> reporter: still, the vice president notably did not apologize signaling he's ready

>> reporter: biden has not made himself available for questions. he will appear in public tomorrow for the first time since the controversy erupted last week before that labor group likely to be very supportive. >> andrea mitchell. thanks. craig joins us now and what a story. a nearly decade-old mystery potentially solved. >> savannah, hoda, good morning. a wild one. good morning to you as well. police found a teenager in kentucky. that teenager claiming to be an illinois boy missing since 2011. this morning the fbi's investigating and the family of the child who disappeared is speaking out. nbc's ron mott has that story for us. ron, good morning to you. >> reporter: hey, craig. good morning to you. we're outside the fbi's cincinnati field office. they are working with colleagues in louisville along with local law enforcement agencies trying to figure who this young man is, because if it turns out to be timmothy pitzen it is an extraordinary find.

this morning, a stunning possible break in the case of a missing illinois boy who vanished without a trace nearly eight years ago. a teenager found by police in kentucky identifying himself as 14-year-old timmothy pitzen. >> we have this child who said he ran away. he said he was kidnapped. lats name pitzen. >> reporter: timmothy pitzen of suburban chicago was just 6 years old in may, 2011, when his mother checked him out of school early taking him on a road trip stopping as a wisconsin water park where he was last seen. three days later, amy frye pitzen was found dead of an apparent suicide at this illinois motel leaving behind a cryptic note. >> the note indicated that timothy is safe with people that will love him and care for him. >> reporter: the mystery devastating the boy's father who kept hope alive praying for his son's safe return. >> my heart just waiting for him to come home. >> reporter: residents who spotted the teen in their neighborhood wednesday say he seemed scared, begging them to call 911. >> he doesn't know who's not

going to harm him and who is and i think that was his biggest fear. he had no trust really for anyone. >> reporter: according to the police report the boy told investigators he just escaped two kidnappers that have been holding him for seven years running from a red roof inn hotel in the cincinnati area across a bridge into kentucky. the boy describing his captors as white men with a body builder-type build. one with a spiderweb tattoo on his neck. the other with a snake tattoo on his arms. this computer generated photo showing what pitzen might look like today. >> foregopt >> never forgotten him. >> reporter: the family welcoming the news of a possible reunion pending dna results. >> we w-- we were shocked and overjoyed, but scared at the same time. >> reporter: perhaps the end to one family's nightmare as investigators work to identify the teen who could finally solve a mystery years in the making.

now, the family says they have been told that dna results could come back as early as this afternoon. obviously, a lot of fingers crossed this morning. craig, savannah, hoda? >> ron mott in cincinnati. thanks, ron. also this morning, rescuers are urgently trying to find and american woman and her driver kidnapped at gunpoint in uganda the popular wildlife park and now they're being held for ransom. a the latest on a disturbing story. good morning. >> reporter: savannah, good morning. the state department still has not released her name but this morning a park spokesman told me this kidnapped woman and her guide failed to take an armed guard on their drive. a violation of the park's rules. it's one of the most beautiful places on earth. a safari destination, and generally considered safe for tourists. but this morning, a frantic search for a 35-year-old american woman and her local guide ambushed around dusk by

armed gunmen while out driving on a is a safari in queen elizabeth national park. >> the kidnappers were armed. >> reporter: the kidnappers used the woman's own cell phone to make their half million dollar ransom demand. ugandan police say two others were robbed but left behind and confirming to nbc news this morning the couple are safe. queen elizabeth park one of the most famous in africa runs along the border with conflict racked regions of the democratic republic of congo. >> how long will it take to find these two individuals? >> it may not take long but also you are talking about an area, a brush area, there are thickets. they have to comb through the area. it's not so easy. >> reporter: it's unclear who was behind the kidnapping. a number of militias are active in the region. >> i think there's one pretty straightforward reason we're seeing a growth in kidnapping,

new information overnight about the ethiopian airlines crash. a preliminary report says the crew followed all of boeing's emergency instructions during the doomed flight but still couldn't control the jet. the boeing 737 max 8 crashed after takeoff killing all 157 people on board. it was the second crash of a 737 within five months. the jets have been grounded worldwide. family and friends packed a new jersey temple on wednesday to say good bye to a college student who was killed after she mistakenly got into the wrong car that she thought was an uber. this happened last friday. she was weeks away from graduating. in a statement, her cousin told mourners the sadness will never end. it will always leave a hole in the hearts of her kind parents and sister. 24-year-old nathaniel david roland is charged with her

moment. first, gadi schwartz is in los angeles with the details. >> reporter: e-cigarettes have exploded in popularity. efforts already underway to keep them out of the hands of kids. now the fda's latest investigation, those devices are facing a new set of heat. they come in all shapes and sizes. this morning, new concerns over the popular products. the food and drug administration announcing they'll investigation a possible link between vaping and seizures. this after the fda revealed since 2010 they've received 35 reports of seizures among teenagers using e-cigarettes. the fda writing we have reports that some people use these cigarettes are experiencing seizures following their use. the fda's announcement increasing scrutiny on the booming industry. one company saying in part, they'll vigilantly monitor for safety issues and work

cooperately wicooperatwith the fda. 3.5 million middle and high school students reported vaping. just last year, the fda limited the sales of flavored products to keep them out of the hands of teenager. luca caner was a 14-year-old freshman when he started using e-cigarettes and he quickly became addicted. >> when i tried to stop on my own i felt very defeated because i would not stop. >> reporter: for luca and his mother, the fda's investigation is a welcome development. >> his behavior became explosive. he was very angry. and it just wasn't him. >> reporter: luca says he had a severe seizure after a long night of vaping. >> i'm not aware of the full on medical effects but there are some. >> reporter: after a 40 day stint in rehab he gave up vaping. now the fda wants to make it

clear their investigation has just begun and they say they have not made a direction connection between seizures and vaping but are asking consumers to report any unexpected health problems that may happen to them. >> thanks. >> we're going to talk more about this with dr. john torres. there were 35 reported cases over the course of nine years. it struck us as wondering, i wonder why that would prompt an investigation into the first place. >> even the fda says it might not seem like a lot of cases but they said we're talking seizures, two it seems to be affecting teens and young adults, with their developing brains that can be a problem. and three, there's no real pattern behind this. for some people it happened after the first puffs, some a day later, others it was the very first time they tried it. some people had seizure issues in their medical history.

months. probably even into june. hoda? >> all right, tom costello at reagan national. tom, thank you. some members of special counsel robert mueller's team are reportedly unhappy with the way the attorney general william barr portrayed their findings. according to the "new york times," those investigators feel the nearly 400-page mueller report is more troubling than barr suggested in his four-page summary. nbc news has not independent confirmed the times about the team. barr told congress mueller did not reach a conclusion whether the president obstructed justice but did clear him of collusion. if necessary, forcing the attorney general to provide the entire report. federal i.c.e. agents in texas arrested more than 280 people in what officials are calling the biggest workplace immigration raid in a decade. it took place in a tech repair company north of dallas and i.c.e. officials say they
