department who reports directly to her, he's leaving too. >> good afternoon. >> reporter: president trump is replacing secret service director one day after his boss, kirjsten nielsen, was forced to resign. despite continued support -- >> is i share the president's goals of securing the border. >> reporter: they disagree on how to stop immigrants from crossing the border. a record 100,000 just last month. mr. trump wants to reinstate the family separation policy that led to children being held in cages. >> we have thousands of children who have been separated from their parents and not reinstated half a year later. that's unacceptable. >> reporter: the shakeup in homeland security will leave six positions without permanent

replacemen replacements. >> i'm concerned. i'm concerned of a growing void in the leadership of homeland security. what happens if we're really in a crisis, the victim of a terrorist attack or in a war? >> reporter: the agency braces for more. and we've just learned yesterday a federal judge in california decided that people who come to this country looking for asylum can be sent back over the border in mexico to wait for a judge to hear their case. >> i don't know if you caught that there. he is testifying about the mueller report. what should we expect? >> reporter: well, expect him to get a lot of questions about the mueller report. he's supposed to be there testifying about the justice department budget. ist is a budget hearing today.

pete? >> reporter: good morning to you, marcus. what the board of supervisors will consider later this morning is an extension on what they call a needle exchange program that's in conjunction with the aids foundation. all of this is happening as complaints of more needles are being seen around the city of san francisco. let's talk about this program. it will be a seven-year extension of this needle exchange program. the costs will be roughly $26.6 million. i want to point out that needle pickup efforts are increasing around san francisco. in fact, just last summer, since july, crews collected 90,000 in a six-month period. response times for residents calling for cleanup efforts is just under one hour. that is good news on that front. in 2017, data for the public

health department, shows 62% return rate for sir rings distributed by the ace foundation and other organizations. officials, including members of the board of supervisors want to see that rate increased. if the board approves that extension it will last through 2026. pete suratos, "today in the bay". >> thanks, pete. our investigative unit looked deep into the dirty streets of san francisco, including interviewing mayor london breed about what is being done to fix the issue. head over to nbcbayarea.com. it is day two for potential jurors in the ghost ship warehouse fire. more are expected to fill out questionnaires. 320 will be working on that paperwork. attorneys in the case will start questioning them next week. 12 jurors and 6 alternates will be picked. 36 counts of involuntary

manslaughter. one count for each person who died. both are pleading not guilty. >> 5:06. today families are calling for san francisco juvenile hall to shut down. a rally is planned at noon on the steps of city hall. they say incarceration is harmful to young people and many are being held for non-violent offenses. they are calling for the board of supervisors to shut it down by 2021. teachers in fremont will likely not go on strike. they just reached a three were-year tentative agreement calling for guaranteed salary increases. in the third year, the two sides will negotiate salary terms. both say more details will be announced later. ist must be approved pitch union members and the school board. last month teachers, parents and students held rallies and

san francisco reaching 64 in the mission district. and the north bay, up to 66 in abato. behind the cold front, will bring in gusty winds throughout the day. meantime, we're not seeing a lot of activity here on storm ranger. i've been tracking spotty showers moving across the south bay. if you're driving on 101 coming up from morgan hill, san jose, you will notice the roads will be wet. a shower moving through that area. a wider view of what's happening in terms of your storm systems, one is moving off to the east. we have dry air and clear conditions in between that. we will see another weak system on thursday. our next chance of rain. otherwise, we're looking at gusty winds and clearing skies. tomorrow we will see more clouds moving in late ahead of the next round of rain.

newsom continues his visit to el salvador. he retweeted these showing him sitting down with the u.s. ambassador to el salvador. california has the highest number of salvadorians living in the united states. since october alone, 10,000 have entered the u.s. 5:33. a warning for cat owners this morning, an oakland animal shelter is on the lookout for someone shooting cats in the lower diamond district. oakland animal services says someone shot four counties qaa with a pellet gun the last five weeks. all are recovering from serious injuries. the shelter offering a $10,000 reward for anyone with information about the shootings. new details this morning, police in oakland investigate a triple shooting. sky ranger capturing these images yesterday afternoon at the auto shop near east street
