"today in the bay" continues right now. a very good morning to you. thanks so much for joining us, i'm laura garcia. >> i'm marcus washington. first we want to talk about the weather. meteorologist kari hall has been tracking all of that for us. >> it will be a few clouds, it won't be as sunny, the temperatures will come down a few more degrees, it's a little breezy out there. that's a live look outside at walnut creek. we will start to see more clouds moving in, we look at our high temperatures, back to more seasonable weather with upper 60s, still feeling like spring. there may be a couple more showers. vianey has a look at the morning commute. >> it's building. it is 6:00 a.m. so as you can imagine, a lot of folks know heading out on the roads, 680 starts to get busy for the east bay. i have noticed slowing on

highway 101 in the south bay. i did look to see if there were any traffic accidents or anything on the chp reports, i haven't seen anything reported. so this could be an area of construction or something along those lines, so just be prepared for slowing there, the peninsula drive times are looking good. only 12 minutes. back to you. >> thank you so much. breaking news while you were sleeping, wreaks founder and fugitive julian assange has been arrested. we are now learning london police arrested him in connection with the extradition warrant. the u.s. apparently placed assange under arrest at london police headquarters and is now asking to have him extradited. it's still fought clear when that will actually happen. as you probably know, assange has been living at the ecuadorian embassy in london where he has sought refugee several years ago,. london says ecuador agreed to asylum before officers arrested

him. this story is developing minute by minute. we will continue to update you. on capitol hill, attorney general william barr says he believes they spied on the trump campaign. tra trac tracie potts is live. >> reporter: democrats think he needs to back it up. barr not investigating the fbi, he says he is reviewing their actions from three years ago. tomorrow william barr tells law makers he's going back to figure out why the russia veth investigation started. >> it was started illegally. everything about it was crooked. >> reporter: barr says he's looking into the fbi's conduct, the summer before the 2016 election. whether this was unauthorized under surveillance on the trump campaign. >> i think spying did occur, yes, i think spying did occur. >> reporter: democrats flabbergasted, calling barr's

comment irresponsible, reckless, dangerous. >> the chief law enforcement officer of our country is going off the rails. >> this was yet another indication that the attorney general feels that it's his job to do the president's bidding. >> reporter: barr cited no evidence. he did say there was some basis for its concern but wouldn't say what. republicans think he's on the right track. >> i think that's exactly what needs to happen. >> it's consistent with what we have long believed and have long trusted in, in terms of the documents we have seen. >> reporter: now with the nearly two-year russia investigation finally closed and the president urging critics to move on, his own administration is going back to the beginning. now, we are also tracking the attempts to get the president's tax returns. the irs missed yesterday's deadline with the treasury secretary saying he's got serious issues about whether that request is even valid. >> that's a topic that keeps on

giving. tracie. before we let you go here, something else is happening on capitol hill today. i know a lot of folks are interested in this one. hearing on robo-calls, we all get themmism tell us what's going on with this. >> reporter: yes. so annoying, how do you stop them seems to be the big question. the government is working on it with the ftc, congress, trying to figure something out. >> they are trying to figure out if they can use technology to block the calls you don't want but let through the calls that are legitimate, giving the ftc more time to prosecute once they nail down who is behind this and a senate panel here has approved, it's not a done deal yet. has approved a $10,000 per call fine for companies when they are caught. if that goes through that could slow things down. >> yeah and require a lot of money, too, thanks, tracie. a shocking announcement by pg&e. your electric bill could

skyrocket if california sees another series of devastating wildfires. bob redell is live outside headquarters. what kind of increase are we talking about here? >> reporter: we could see our pg&e bill double, if we see a wildfire like the one if paradise and the year before that devastated the north bay. this is a memo prepared for gavin newsom, prepared by uc berkeley school of public policy, you will recall they filed for bankruptcy protection, because of the $30 billion it faces in potential liabilities for its role in sparking the wildfires. the analyst predicts the cost of future wildfires involving pg&e would have would have to be passed on to us, the rate payer, that would be too much for the state to handle and bail them out. he believes the double rate hike would hurt businesses and harm

the state's green energy initiatives, for instance, electric cars would become much more expensive and less enticive. they requested the memo on how the state plans to deal with the cost of the wildfires, this potentially double rate hike does not take into account any rate hike we might see to cover the existing $30 billion in liables i have previously mentioned. reporting live here in san jose, bob redell, "today in the bay." >> it can be scary for consumers. thanks, bob a plan for a new four-level parking garage at san jose state university is causing some controversy this morning. according to mercury news, a school is planning to build on top of bud winter field. the historic track was once used by olympians, john car loss, lee evans among others, they are claiming the construction project is still in history. the school says it plans to

build a multi-purpose recreation field. new this morning, palo alto police are investigating a smash and grab at an apple store on university avenue. the one media usually covers, it probably didn't enter the mind of two burglars who took down the front doors early on wednesday morning. police say they stole seven laptops valued at about $12,000. the burglars dropped two of them while they were trying to escape. we got off the phone with palo alto police who say burglars have hit this store several times as we've covered here on "today in the bay". 6:07. fed up with fed-ex. a woman captured video of a delivery driver tossing it over the fence. she says she gave them the phone number and hoped to talk to them so the wicker chair could be

indeed, filed charges against assange in connection to secrets. london police say that ecuador agreed to draw asylum for assange after officers arrested him. justice department says he may face up to five years in prison if convicted on the charges he now faces. 6:31, in the past hour-and-a-half, we are getting poll numbers on the biggest topics if california. when it comes to issues like the death penalty, sanctuary cities and horse racing. we have a look at what people are saying. pete. >> reporter: yeah, good morning to you, lawyer. >> reporter: those poll numbers from the quinnipiac poll you mentioned coming out in the past hour-and-a-half. these are on a number of important issues in california. we have a number of topics to cover. the first one is the death penalty act. it's been in the news for the past month or so.

41% actually approve to halt the death penalty in the state. while 46% oppose that decision. when it comes to the death penalty overall, 44% of those that took part in this poll prefer it, than convicts serve a lifetime in prison instead. governor newsome's approval sitting at 40% for his overall approval rate. the horse racing is in the spotlight at the santa anita racetrack. about 55% of californians want an independent panel to investigate the deaths. people are concerned with the high number of horse deaths at that specific track in california. when it comes to sanctuary cities, something discussed a lot in this state, californians are split on this issue. 46% of folks want the city to

continue to have the final decision on those issues, while 47% feel city should be forced to work with federal immigration officials within it comes to those issues. now, about a thousand people were polled when it comes to this latest quinnipiac poll, reporting live, pete suratos for "today in the bay." >> thank you. we are expected to learn today whether or not thousands of nurse at stanford will go on strike. the union representing them is fighting for higher wages, more workplace safety and better opportunities for nurses, which can transfer into part-time work. members authorized the vote to take place last month. the union plans to announce the results at noon today. this morning, we are learning about a reported rape on the campus of sonoma university. it happened early sunday morning and the victim is a student. the university sent out a warning to students about the crime yesterday. memo said the suspect is not a student there at the university

let's take a look at the east bay drive times. 17 minutes from 230 to highway 84. look at this live view of the south bay. >> that is a very friday light commute. it looks like a thursday. >> it looks like people are flying. >> maybe they're trying to get to the weekend. >> like you and me both. >> a lot of schools are on spring break. it will be a nice weekend to go out and about around the bay area. check out the coastal temperatures, reaching 68 degrees. 72 for the bay and inland temperatures on saturday, 75. we'll see more of the same on sunday, slightly cooler for the inland valleys. as you make plans, maybe you want to check out the earth day in the bay. you can go to the marine sciences institute with the kids and maybe even touch a shark. those temperatures will be in the upper 50s and low 60s

throughout the day. there is cardinal palooza happening all day on saturday. lot of events going on another stanford. so our temperatures will be in the upper 50s at about 10:00 and then reaching mid-60s. so perfect out there. and then on sunday, the autism speaks walk kicks off at about 10:00 a.m. we'll be at 59 degrees. i will be out there. come by, say hi. our temperatures will be nice and comfortable throughout the day i will be posting details of the events. check out the forecast half moon bay will be in the low 60s. still breezy, a touch cooler on sunday, going to yosemite, going hiking, it's going to be in the low 50s on friday. mid-50s on saturday as well as sunday. so we do have nice weather not only here, heading outside, it will be warming up to close to 80 degrees on saturday.

double in the year. the report says if the fires continue to be as devastating as they have been in the past two years. the findings could also impact clean energy initiatives implemented in le responsibility, pg&e says it could affect people if disasters. pg&e is accused of starting the deadly wildfire last year. mourners are remembering rapper nipsey hussle at the staples center. the tickets ran out if less than an hour. this is yesterday. he was 21ed down outside of his los angeles clothing store more than a week ago. he was 33-years-old. his accused killer eric holder is pleading not guilty.

the new audit says workers are napping on the job, taking extended launch breaks and taking off for bereavement. about 30 employees were found to cost the state about $150,000 from july to december of last year by misusing tear time at work. the auditor is making several recommendations in light of the report, including more training for state supervisors. new this morning, two camp. hikers missing were found safe and alive. they left saturday morning for a day hike to montana baldi? san gabrielle mountains, when the two didn't return saturday night, a search was launched. they were recovered last night. the pair were given a medical evaluation and eventually reunited with family members, appearing healthy, he shared his

investigated his campaign dirty cops and traitors. >> he is upsetting democrats. >> the attorney general general used the word spying instead of under surveillance. as you know, law enforcement gets a warrant. they tap phones. they take pictures with zoom lenses. you've seen it on every cop show. whether you call that under surveillance like law enforcement does or spying seems to depend on your politics and maybe which end of the zoom lens you are on. attorney general bill barr chose the word spying with testifying to senators on wednesday and that infuriated democrats. additionally, some news agencies, spectacularly conservative blogs treated what the attorney general said here as new information. it is not. we have known for months and months, the fbi was investigating and surveilling some of the members of the trump campaign, the fbi told us it happened. there is a fisa warrant i showed

you last summer showing the fbi was wiretapping carter page. we also know the fbi was wiretapping mike flynn. remember the justice department warned the white house that flynn had been lying about his contact with russians pause they heard him talking on the phone with russians. so this is not new. but the question bar is asking is was this under surveillance or spying legitimate? you know he says he has no reason to think it wasn't. >> you are not suggesting, though, that spying okurd? >> i don't, well, i guess you could -- i think there was spying did occur. yes, i think spying did occur. i'm not suggesting that those rules were violated, but i think it's important to look at that. and i'm not talking about the fbi necessarily but intelligence agencies more broadly. >> in other news, the irs missed a deadline congress said to turn
