>> reporter: good morning to you, laura and marcus. a stunning report from the "washington post". the plan was to put detainees in sanctuary cities like here in san francisco. we know that they reviewed emails from department of homeland security officials when it comes to their report that was just released overnight. now, it says that the current administration proposed this plan twice. the first time in november of last year, as the migrant caravan approached the u.s. southern border. and in february. you remember during the standoff over funding over the president's plan for a border wall. the white house asked officials in migrants could be arrested and then bussed to small and mid-sized sanctuary cities where local authorities refused to hand over undocumented immigrants in the past.

district. under the plan, each district would be required to open up a center in the next 30 minutes. if they do not comply, there is no formal penalty. in the past, districts have fought against the shelters citing costs, location, and not enough of a need in certain neighborhoo neighborhoods. a tragic story out of the east bay we have been following. >> a 4-year-old oakland boy who accidentally shot himself in the head is showing signs of improvement. the family says it is a sign of hope. >> say hello to the world. say hello world. >> it's hard to believe less than two weeks ago, he was clinging to life after accidentally shooting himself in the head. his grandfather filmed this video of the 4-year-old awake. aware. and even sipping juice from a straw.

i'm frank holland at cnbc headquarters. yesterday stocks ended flat as investors looked ahead to earnings season. jpmorgan chase just reported earnings that were better than expected. wes fargo later today. watch on import prices and consumer sentiment. big disney news. the company unveiled its new streaming service. disney plus will launch november 12th and cost $6.99 a month. that is cheaper than the most netflix fan. they have a more narrow focus, including more family-friendly shows, marvel, pixar and hannah montana. disney says everything can be do what could be the facebook. the company listed shares on the most anticipated ipo since new york stock exchange and could go public early next month. uber giving a look under the

she hit the victim, got out of her car, checked on her, but then drove away. she was found parked on a nearby street. it is the 10th deadly collision this year between a car examine pedestrian in san jose this year. berkeley seismologists explaining how an early warning system can give 20 seconds for an earthquake. >> it is slowly being rolled out across the bay area. the hope is to get enough people the time to duck and cover before they feel the quake. dr. strauss says one of the early signs is being developed at uc berkeley. she said lots of improvements have been made to structures over the last decade. >> utilities and other lifelines have really worked hard to try to harden the structures so bad things won't happen. so that's very good. >> dr. strauss encourages people to have supplies and a plan for what to do after a large

earthquake strikes. 4:50 right now. state lawmakers are pushing for more access to cannabis. it would force cities and of goes to allow pot stores in their communities. despite legalization of recreational pot, 77% of local governments passed ordinances. the bill would override them. >> if they want to not issue the permits, they should ask the voters to speak again. not the elected officials, not the people people subject to a vocal minority. >> the bill would require local governments to approve one cannabis per license for every four liquor licenses. people want to see the mayor have more control. a ballot measure would change the current form of government. the mayor would be separate from the city council and have the ability to veto its decisions.
