target its political enemies by buffing detained immigrants to sanctuary cities. it would affect cities and states like california. >> tracie potts live in washington. tracie, what has been the reaction on capitol hill to this? >> reporter: well, the white house and a couple of sources all confirming the story this morning that the idea was to bring bus loads to immigrants who needed to be detained, and instead bringing them to sanctuary cities like san francisco, as the white house put it, cities that wanted them there. the discrepancies is whether or not this was politically aimed at house speaker nancy pelosi and other democrats in their districts. the white house says that's absolutely ridiculous. others saying that was the idea to try to punish the democrats to supported the idea of sanctuary cities. department of homeland security

weighing in officially overnight saying, yes, this idea was floated and rejected. and they moved on from there. apparently they moved on because it was determined to be illegal. i.c.e. enforcement attorneys. the idea was floated, never seriously planned once they figured out they could not do it. but it came up at least twice according to our sources. once when the white house and officials asked if it could be done and afterwards to try to figure out why it was determined to be illegal. marcus and laura? all right. tracie potts reporting live on capitol hill. thanks, tracie. our team coverage continues later this hour. pete suratos is live in san francisco. he's been speaking with people to get their reaction overnight. his report at 5:30. >> happening today, the military's controversial transgender policy takes effect. it requires people to serve in

their birth gender and bars new service members from considering transitioning. until now the proposal was tied up in the courts. leading democrats say it has no place in america. u.s. troops have transitioned or are in the process will be allowed to continue serving. new for you this morning. police in oakley are investigating a shooting that sent two people in the hospital. it happened a little before 9:00 just a few blocks south of main. both victims were seriously injured but are expected to survive. they're not saying if they have a description of the shooter or a specific vehicle. a man convicted of killing four people in a deadly dui crash could learn his fate later this morning. fred lowe faces 125 years in prison. the crash killed four family members in san pablo in 2017. the youngest just 13 and 15 years old. a pitcher on the baseball team is the only one of the victims who survived the crash.

lowe's blood alcohol level was nearly twice the legal limit. well, bay area actor jussie smollett might be on the hook for much more money for the investigation of a hate crime he claimed to be a victim of. last week smollett missed a deadline to pay the city $130,000. now the city wants to triple that amount. last month prosecutors decided to dismiss charges surrounding smollett. the "empire" star made up the attack in order to stage a public publicity stunt. new details on two dozen arrests outside of san francisco's city hall. they were protesting how the city pays employees. it hires 15% of workers as temporary employees and doesn't pay them fairly. 2,000 people showed up to last night's protests. arrests were made following the demonstrations refusing to move from the middle of the street. >>. tho an east bay state assemblyman is call on oakland city council to approve a

measure designed to fund education. it allows for an annual parcel tax on properties. it is expected to collect $30 million per year. the city is facing lawsuits claiming that's not enough. voters said yes in november. only 62% approving it. not a two-thirds majority there. council members are expected to make a decision whether or not to start collecting the tax ahead of the court's decision at their meeting on tuesday. a rally in support of collecting the tax is planned at oakland city hall today. >> a traffic alert if you are driving through los altos. sinkhole repairs on miramonte and eastwood. springer road and cuesta. springer and rosita. maintenance staff will help the traffic but you should expect delays. a busy weekend for bay area

sports fans. tomorrow the warriors begin a playoff push at oracle. sharks fans gearing up. bob redell live in san jose with a look at all this excitement. bob? >> reporter: marcus and laura, as per usual, the shark will be hosting a street rally outside the s.a.p. center between 5:00 and 7:00. the sharks will again take on the golden knights of las vegas. this after an exciting game one this past wednesday in which the sharks beat the golden knights. sharks 5, golden knights 2. the number 2, the number of teeth joe lost in this playwright here. his teammate fired the puck. it ricocheted off his mouth and right into the goal. the sharks head coach had nothing but respect for his player. >> tough as nails. you know, take a puck to the face like that. it didn't go down, you know,

pagerduty is the third unicorn of the year, that is a company worth more than a billion. and we are closest to the biggest ipo of the year. uber. it will go public probably in may. it is still losing money, billions of dollars. 91 million people, though, take at least one uber rob or eat one uber eats meal a month. now, you remember lyft went public last month. $72 a share. trading for that much less now. which may be discouraging to potential uber investors. good news. you can lease a tesla model 3. bad us in, it will cost you more money. it removed its lowest cost model 3 from the website, though you can still buy them in stores. the lease for the standard plus model which comes in 500 bucks a month. that is not bad for a tesla considering you are saving a lot

of money on gas as well. the one difference on this lease is usually at the end of a lease you can buy the car. you may not on this lease. you may 500 bucks, you get to drive a tesla. at the end of the lease, you have to give it back. period. >> very interesting. >> thanks, scott. speaking of tesla and elon musk, another successful launch for spacex. they landed all three rocket boosters for the first time yesterday. this was the second fly for the spacex falcon. it is the most powerful rocket currently in the world. it was able to carry communications satellite for a saudi arabian company. talking about money on a first date may seem taboomillen. nearly two-thirds say knowing someone's credit score could impact their interest in a second date.

look at the seven-day forecast at the bottom of the screen. looks pretty nice as you get ready to head out for a jog in san francisco. low 50s. 50 to upper 50s, right at 61 at noon. we will see the south bay high temperatures 73 in morgan hill. cupertino, 71 degrees. it is still going to be breezy today. but not as brisk as it has been the past couple of days. our high in oakland reaching 70 depress. up to 69 in redwood city. mid-60s in san francisco at outer sunset, 64. mill valley today. 68 degrees. look at how nice and quiet it is out there in the pacific. in fact, a lot of dry arras we go into the middle of the weekend. we will start to see a few more changes. by early next week, there could be rain. enjoy the weekend. we have cardinal palooza in stanford. a lot of festivities going on. temperatures at 61 degrees, reaching the low 70s going into

the afternoon. if you're about to pack up the car, heading down to coachella this weekend, it's going to be very cold in the morning and very hot in the afternoon. so make sure you're prepared for the desert extremes that they have. we are going to have some beautiful weather here around the bay area. and reaching the mid-70s tomorrow. 70 on sunday for the autism speaks walk. a chance of rain in the forecast. but look at the middle on end of next week. we have warm spring-like weather. mike, you were seeing things changing at the bay bridge. >> the last seven minutes have seen backup at the edges. they started to clear. all the lanes opened. then fastrak just temporarily started to build up as well. everything what you would expect at frid. we don't expect the metering lights as we do monday through thursday.

and a good friday morning to you. 5:22. a live look at the bay bridge. a beautiful start to our morning. well, you know, this month is devoted to raising awareness about autism. that's really a subject that is near and dear to all of us. just knowing the personal experience of our own kari hall stphrfplt that's right. kari is taking a remarkable step. she's opening up to everyone about a very highly personal level, at the same time raising awareness about a condition that affects amount of people but it's not easy for many to understand. >> right. you know, this weekend i am

honored for the third year in a row to emcee that event that is close to my heart and many families around the world. the centers for disease control estimates that 1 in 59 children are on the spectrum. boys are four times more likely to get diagnosed than girls. minority groups tend to be diagnosed later and less often. so this weekend autism speaks is holding a walk to raise money and awareness. and the organizers say the event gives hope to many families. >> it can mean that there's a little tough roads. but i will tell you that these children are so beautiful. and they're so innocent. and they're so loving. and whether they're nonverbal or they can speak, they really have something to be said. and if they're going to -- if you learn anything, it's unconditional love. >> as i have shared, my son and my daughter are on the spectrum.

and i've learned so much about autism. first of all, the spectrum is so wide. no two people with autism are the same. you may have a child who is totally nonverbal, has frequent seizures and will be dependent on you for life. or a developmental delay and restricted interests. but it gets better with therapy. and my daughter, you know, she could possibly live a normal life, as well as my son. and so there are some signs that are common of people with autism. first you notice very little eye contact. not much interaction with parents. they don't respond to their names. there are very few words. or they keep repeating phrases. there may be harmful behaviors such as aggression or outbursts. my daughter sometimes will bang her head. notice she doesn't have much hair on the sides of her head. she pulls it out about the hand tpu fulls. she may pick up a stick at the

playground and scratch her legs. my son is 7. he was diagnosed at age 2. we started therapy immediately once we found out. because of that, i think his language has developed. he is excelling in school. some i daughter, she was diagnosed very recently. she's 2 1/2. we have already seen a huge improvement starting out with the therapy. and all we have right now is the early intervention. it is key with autism. from my personal experience, it has been really hard on my family. it is really hard on a marriage. and people with children with special needs, those marriages often end in divorce. so you really need that community support. that's where autism speaks comes in. they provide the research. they give you information. they help give you the information that keeps you going through the really hard times. >> and parents notice some of the signs, who do they talk to? >> you first talk to the doctor. the doctor will get the ball

rolling for getting an assessment, diagnosed and getting you in touch with resources. >> you were aware to look for the signs with your daughter. >> absolutely. that was the reason why i wanted to make sure when i noticed she wasn't making eye contact with me when we are face-to-face when i'm talking to her. and she's doing everything she can to avoid looking me in my eyes. her language wasn't developing. some of the milestones were coming late. i knew to talk to the doctor. we are reaching out, getting the resources. >> that's the thing. you are such a proactive and involved mom. it's incredible. and sharing this brings more information to others as well to be aware. so we thank you for that. we support you. you know that. >> yeah. thank you. all right. kari, as she was saying, you can join her at the autism speaks walk this sunday at san jose state university practice field.

good morning and thank you for joining us. a live look at the golden gate bridge. thank you for starting your morning with us. i'm marcus washington. >> i'm laura garcia. >> it is going to be a beautiful day. starting out with cool temperatures. heading out the door, low to mid-40s in the north bay. right now at 48 degrees in san jose. if you're on your way out the door, heading to diridon, expect it to be at 50 degrees. it will be a chilly start but warming up fairly quickly going into today. eventually reaching the low 70s in the south bay. north bay, up to 73 as well in napa. mike, the bay bridge not a big surprise. no. what that means for friday is we have the metering lights turned on a little later. there you go. fastrak. folsom lanes.

good morning to you, laura and marcus. the report coming out from the "washington post" overnight. nbc news is also confirming that report of this plan to put detainees in sanctuary cities right here in san francisco. let's talk about the details. the stunning report, as well as new details from nbc news. they did get information on the proposed plans by reviewing emails from the department of homeland security. new details from nbc news. they said the department of homeland security officials said why release migrants in yuma, arizona when you can release them in san francisco where they want them. the first time in november as a migrant caravan approached. and a standoff over funding over a border wall in february. they asked officials if migrants could be arrested and then bussed to smaller and mid-sized

sanctuary cities. the white house claimed it was to alleviate a shortage. the top democrat speaker of the house nancy pelosi had this to say through a spokesperson. the extent of the administrator's cynicism and cruelty cannot be overstated. using human being, including little children, as pawns in their warped game to perpetuate fear and demonize immigrants is despicable and in some cases criminal. it was called inappropriate. the white house says this was only a suggestion and no longer under consideration. reporting live, pete suratos for "today in the bay". >> pete, thank you. our coverage of the latest news coming out white house continues next. checks and balances with scott mcgrew coming up in 15 minutes.

5:33. here's a story you will only see on "today in the bay". a scabies scare on vta. it is a skin condition caused by tiny mites. one driver being treated. one driver says he's concerned the buses are too dirty. >> so that is a bit alarming. i think they should heck to see if it was from taking the bus. >> a vta spokesperson said the buses are being taken out of service as extra precaution. family members are talking about the incredible recovery for a boy some feared would not survive a tragic shooting. navon price jackson, two weeks ago was never death after accidentally shooting himself in the head with a gun they say belonged to his mother's boyfriend.

>> navon, say hello to the world. >> now, this is video. his grandfather filmed it yesterday showing the boy awake and alert, sipping on juice from a straw. family members are thrilled that he is out of intensive care and breathing on his own. >> he's doing something different every day. he's taking gas out, he's rolling his eyes at nurses, rolling around in his chair. he's doing wonderful. >> now we have to find out what functions he have, what he won't have, what will be affected, what won't be affected. that important ain't important to me. the important thing is he is going to live. >> his mother says she has no plans to ever set foot in the house where the shooting occurred or speak with any of the people involved. a city supervisor looking to fight homelessness in the city. a homeless navigation center is proposed in every district.

they would be required to open a center in the next 30 months. it is important to note if they do not comply, there is no formal penalty. in the past they fought against it citing costs and not being a need in certain neighborhoods. voters wanting to see san jose's mayor have more controls. 68% support a 2020 ballot measure to change the current form of government. it would mean the mayor would be separate and have the ability to veto its decisions. council members could then override those vetoes. right now mayor's vote counts the same as every other council member when it comes to making policy. an unwelcomed visitor in yuba city. he was seen roaming around several neighborhoods yesterday. emergency responders were able to tranquilize it and then take it back to nature before it all happened, the bear was spotted earlier in the evening roaming

a look at all our microclimates and the weekend forecast in less than five minutes. and a smooth drive across the san mateo bridge. i have one note. actually, a couple of bridges across the bay. and i will show you what the flow is like coming up. a new report is due out from the governor's office today. it is expected to address growing concerns when it comes to the cost of wildfires. the report is expected to suggest ways to keep your utility bills from spiking. a report was issued claiming if wildfires continue to be the norm in california and utilities cause them, then the costs will be passed along to customers. pg&e has acknowledged its equipment likely sparked the deadly campfire last year. breaking news, we told you about the 6.8 earthquake hitting indonesia. a tsunami warning, they are watching it right now. there are concerns that a tsunami could take place. in the meantime, you see

berkeley seismologists spain how an early warning system itself can give people 20 seconds to prepare for an earthquake. the early morning system slowly being rolled out across the bay area. the hope is to give people enough time to duck and cover before they even feel the quake. dr. jennifer strauss is involved with that early warning earthquake system being developed at u kru berkeley. uc berkeley. a lot of improvements have to be made and planning the next few decades. >> utilities and other lifelines have really worked hard to try to harden the infrastructure so bad things won't happen. so that's very good. >> dr. straws encourages people to prepare for supplies and a plan after a quake strikes. >> cities like concord, los gatos that banned cannabis business may be forced to allow them if new legislation

introduced yesterday ever gets passed. sf assembly member wants to require any local jurisdiction where the majority of voters approved prop 64 to allow retail pot stores. supporters say more than three in four local governments now have tried to ban pot sales. they want greater access. >> if they want to not issue the permits, they should ask the voters to speak again. not the elected officials, not the representatives who unfortunately are being subject to a very vocal minority. >> the bill would require local governments to approve one license for every four liquor licenses. >> the white house seeing americans' dissatisfaction over the tax cut. >> most americans are paying less. >> they absolutely are. good morning. the problem is they're not realizing it. we're here to tell you realize it. you have this weekend to finish

your taxes. april 15th is monday. many americans discovering their returns are smaller or they even owe money. now, to be clear, a majority of americans, not always californians, but a majority of americans will be paying less in taxes according to the nonpartisan urban brookings tax policy center, 6%, 10 million people, saw a tax hike. the rest stayed even or paid less. the polls show a majority of americans don't realize they're paying less out of every paycheck. remember there's a big difference between what you pay in taxes and your return. president trump backing off his support of wikileaks after the arrest of julian assange. nbc's counted the number of times president trump praised wikileaks during the 2016 campaign. we came up with the number 145. here you will see a reporter asking trump thursday if he still loves wikileaks. >> i know nothing about

in augusta later today, they're expecting severe weather. so hopeful live by the end of the day it doesn't look like the one in oregon. it's nice and quiet here. we can't complain. temperatures in the low 70s. a live look at san jose. santa clara, check out the temperature trend for today. low 50s at 6:00. reaching into the mid 60s by noon today. we continue to warm into the low 70s. if you're heading on it the door in antioch, slightly cooler with upper 40s. under all of that sunshine, we'll continue to see the temperatures warming up pretty fast. eventually hitting 74 today. 73 in napa. san francisco reaching 67 degrees. and palo alto today looking at a high of 71 degrees. as you get a look out the window, you're getting dressed, make sure you have the jacket for the chilly temperatures to start out the day.

this afternoon, 70s in the forecast. all you will need is short sleeves. as we check out the forecast for the giants game, first pitch at 7:15. it's going to cool off fast going from 60 to the mid-50s probably by the end of the game with the brisk winds. but then as we look at the big picture on what's happening on satellite imagery, it is all dry and quiet out there. the storm systems have continued to weaken. we'll be watching out for another slight rain chance that could be moving in next week. and then we have a lot of events going on around the bay area this weekend. earth day on the bay in redwood city. if you're going to the marine science institute tomorrow, starting out with upper 50s. and then right at about 66 degrees at 1:00, that goes on all throughout the day. and then we also have the autism speaks walk on sunday. temperatures reaching low 70s. rain possibly coming back early next week. a slight chance of rain. after that we warm up, back into the 70s.
