"today in the bay" continues right now. it's 6:00 on this friday morning. thanks so much for joining us. i'm marcus washington. >> i'm laura garcia. we will get to mike's report in just a little bit. let's talk about the sunshine coming our way with kari. >> perfect weather. it doesn't get any better than this. a nice cool start. mostly clear skies. that's a look at palo alto. we are now about 36 minutes away from sunrise now. so we're starting to see some light in the sky. a chilly start. we'll be warming up throughout the day. eventually hitting our high temperature of 71 in palo alto. 76 in santa rosa.

mike you updating the crash in san mateo. >> i am, kari. i got a little more detail. no major issue. green all around the bay. 101 at hills. >> dale: not 92. the crash is now over on the shoulder. no injuries, no slowing. good stuff. other side of the bay, we are looking at a little build for the tri-valley. nothing major. 880 slows a tad bit heading toward the dumbarton. we have an issue for 238. i'll touch on that in the next report. now over to you. >> thank you very much. we start with breaking news. 6.8 earthquake hit the coast off indonesia. no reports of major injuries or damage. now, it happened at 4:40 our time. indonesia's gee physicist agency said a tsunami is possible. developing for you this morning, a controversial white house proposal to bus migrants from the southern border to san francisco. we're learning more and getting new reaction from overnight.

>> tracie potts starts our coverage in washington, d.c. for us. tracie? >> reporter: hey, good morning. so initially sources confirmed this for us. now the white house does. there was a plan that was floated at one point to bus immigrants who needed to be detained to sanctuary cities instead of leaving them in border times. this is something the white house and homeland security were discussing. overnight a statement from homeland security confirming that the plan was floated and rejected. apparently because it was illegal. and then the white house inquired why it was illegal. the white house denying this was intended to punish politically democrats who supported sanctuary cities. nancy pelosi's district. the white house is saying this was not to punish her per se or to punish other democrats

politically but to find space for those immigrants. not everyone is buying that this morning. this news breaks of a plan that never went into place actually. but to bus these immigrants to cities where they may be or may have been more readily accepted. >> tracie, shocking that was even a conversation. thanks so much for that update. our team coverage continues later this hour, pete suratos is live in san francisco. he's been speaking with people to get their reaction overnight. his report at 6:30. 6:03 right now. happening today, the military's controversial transgender policy takes effect. president trump first floated it back in 2017. it requires people to serve in their birth gender and bars new service members from considering transitioning. to allow the proposal that was tied up in the courts. leading democrats say it has no place in america. u.s. troops who have already transitioned or who are in the process will be allowed to

continue serving. in you, police in oakley investigating a shooting that happened on fifth street south of main. both victims were seriously injured but they are expected to survive. they are not saying if they have a stkreupdescription of a speci vehicle. a man convicted of killing four people in a deadly dui crash could learn his fate later this morning. fred lowe faces 125 years in prison. the crash killed four family members in san pablo in 2017. the youngest just 13 and 15 years old. a pitcher on the baseball team is the only one of the victims who survived the crash. lowe's blood alcohol level was nearly twice the legal limit. well, bay area actor jussie smollett might be on the hook for much more money for the investigation of a hate crime he claimed to be a victim of. last week smollett missed a deadline to pay the city $130,000.

now the city wants to triple that amount. last month prosecutors decided to dismiss charges surrounding smollett. the "empire" star made up the attack in order to stage a public publicity stunt. new details on two dozen arrests outside of san francisco's city hall. they were protesting how the city pays employees. it hires 15% of workers as temporary employees and doesn't pay them fairly. 2,000 people showed up to last night's protests. arrests were made following the demonstrations refusing to move from the middle of the street. a traffic alert if your commute takes you through los altos. crews working on sinkhole repairs at miramonte and eastwood drive. springer road and cuesta and springer and rosita. construction crews will help with traffic. but you should expect delays.

>> 6:05 right now. this morning an east bay state assemblyman is calling on oakland city council to approve a measure designed to fund education. it allows for an annual parcel tax on properties. it is expected to collect $30 million per year. the city is facing lawsuits claiming that's not enough. voters said yes in november. only 62% approving it. not a two-thirds majority there. council members are expected to make a decision whether or not to start collecting the tax ahead of the court's decision at their meeting on tuesday. a rally in support of collecting the tax is planned at oakland city hall today. this weekend will be a busy one in the bay area for sports fans. tomorrow the warriors begin the playoff push at oracle. and in the south bay, shark fans are eager for game two. bob redell is live for us in san jose with a look at all that excitement happening. bob? >> reporter: marcus, of course the sharks will be hosting their regular street rally outside the

sap center tonight before the puck drop. that will be between 5:00 and 7:00. that's before the sharks take on the golden knights of las vegas. it will be game two of the first round of the stanley cup playoff. this after a very exciting game earlier this week. game one was this past wednesday in which the sharks beat the golden knights. 5-2. the number two also the number of teeth san jose joe lost in this playwright here on your tv screen. his teammate byrnes fired the puck, it ricocheted off his mouth and into the goal. the coach had nothing but respect for his player. >> tough as nails. you take a puck to the face like that. didn't go down. only missed maybe a shift at the end of the period. and played the rest of the game. there's no other word for it. he's a warrior.

it will go public probably in may. it is still losing money, billions of dollars. 91 million people, though, take at least one uber rob or eat one uber eats meal a month. now, you remember lyft went public last month. it debuted on the nasdaq exactly two weeks ago this morning. it started at $72 a share. u you can see now trading for well less than that. which may be discouraging to potential uber investors. good news. you can lease a tesla model 3. bad news, they cost more money. it removed its lowest cost model 3 from the website, though you can still buy them in stores. the lease for the standard plus model which comes in 500 bucks a month. that is for the lease. it has a bigger battery. it has the automated driving as well. the one detail on this lease is most leases, which off times make a lot of sense financially, give you the option of buying the car at the end of the lease. >> right.

maybe you're going to cardinal palooza. that will be a great event with kids celebrating. i say kids. we mean college students. temperatures in the low 60s, upper 60s as we go throughout the day. if you're heading it of town going to coachella this weekend, be prepared as you pack your suitcase. there will be chilly temperatures during the morning and very hot temperatures throughout the day. kwhraeupbds reaching low 70s. 70 degrees at the autism speaks walk. look at how fast it recovers. temperatures warm up the end of next week. san francisco going to see temperatures holding steady. also watching for workweek to start out some rain. you have one traffic alert. >> one traffic alert. two spots to watch. in fact, the only two things

going on. everything else is green. that's great stuff. and the traffic alert, this is going to be a surprise for folks traveling counter to your typical commute. most of the commute direction typically westbound 580. east bound we have this crash blocking three of your five lanes. left two are open. minor injuries reported. this is causing a big surprise slowdown out of oakland, san leandro, castro valley and dublin. that's your direction for 580. crews should be seeing with the tow truck. maybe two are needed there. the other issue westbound, commute through caldecott, be careful. just outside the tunnel, a disabled vehicle that may be blocking one lane. we have metering lights. no big surprise. no problems over here in the distance. you're pretty much at the limit.

. 6:22 for you right now. this month is devoted to raising awareness about autism. and that's a subject that's really near and dear to all of us. just knowing the personal experiences of our very own kari hall. >> kari is taking a remarkable step and sharing her story, really telling us about it. i mean, we know because we're so close behind the scenes. at a very highly personal level talking about your children and raising awareness about a condition that is not easy for people to understand if they haven't dealt with autism. >> right. this weekend i'm honored to be, for the third year in a row, emcee of the autism speaks walk. it is close to my heart. so many families around the world are impacted by this. the cdc estimates that 1 in 59 children are on the autism spectrum. boys are four times more likely to be diagnosed than girls. minority groups tend to be diagnosed later and less often. autism speaks is holding a walk

to raise money and awareness. organizers say the annual event gives home to many families. >> it can mean that there's tough roads. but i will tell you that these children are so beautiful. and they're so innocent. and they're so loving. and whether they're nonverbal or they can speak, they really have something to be said. and if they're going to -- if you learn anything, it's unconditional love. >> that's true of all children. >> yeah. and i shared on social media that both my son and daughter are on the spectrum. i learned so much about autism the past few years. first of all, the spectrum is so wide that you may have a child who is completely nonverbal and has seizures and may rely on you for life. you may have a child who is developmentally delayed, has restricted interests.

with therapy it gets better. there are signs that are common in people with autism. they have very little eye contact. not much interaction with parents or family members. doesn't respond to his or her name. has very few words as they are developing or start to repeat phrases. there may be harmful behaviors such as aggression and outbursts. my 2-year-old daughter sometimes will bang her head. notice she doesn't have hair on the sides. she pulls it out by the handful. when we go to the park, she will pick up bark or a stick and scratch her legs. my son is 7. he was diagnosed at age 2 with autism. we started therapy immediately. because of that i think his language has developed. he is excelling in school. when my daughter had some of the same signs as my son, she was diagnosed early. i have already seen a huge improvement with the therapy that we have had. that's pretty much all we have

right now is early intervention. from personal experience, autism is very hard on a family. it is very hard on a marriage. that's where autism speaks comes in. you need that community to hold you up, give you useful information to help guide you through. and i've been sharing this because it is near and dear to my heart. the autism speaks walk. they are doing this research. they're giving you tools. and they're helping and doing things that, you know, the average parent can't do. >> yeah. bringing that awareness, which is so important. you mentioned if you have concerns, you should talk to your pediatrician immediately. >> if you start to notice some of the signs and find the whole list at autismspeaks.org. talk to your pediatrician. they can point you in the right direction and get the ball rolling with the early intervention. >> you were mentioning however it could have been a good thing for kids not dealing with autism. maybe their parents bringing them to an event like this.

>> so they can understand. some kids get made fun of with autism. that leads into other things. they get to see what may trigger an outburst, loud noises. everyone gets to learn about autism. you get to find more information that will help them have an easier journey in this world. >> of course and that we support each other. thank you for sharing the very personal story. nice to see your involvement in the community helping others. >> the event starts at 9:00. the walk starts right after 10:00. >> next, a scabies scare. the impact on vta. more power? new perspective on how people feel about making their mayor more like other mayors in the bay area. navigation centers are a hot topic in san francisco. we have seen seated meetings. all new this morning the new plan that would mandate help for the homeless.

into the low 70s inland. 60s near the coast. the weekend forecast. mike, the traffic alert continues. >> that's right. the one issue is the countercommute. surprise for folks out of san lorenzo, hayward, castro valley. we have one more lane open. still, the right -- two right lanes closed away from the castro valley y. that is surprisingly slow. i have my eyes on the 92 camera. the rest of the bay shows a smooth drive. back to you. thank you very much, mike. a new report came out overnight claiming white house officials tried to pressure i.c.e. to release detained immigrants into sanctuary cities, namely san francisco. >> reporter: good morning, laura. nbc news confirming in the past hour it was reported first in

the washington post about this plan by the trump administration to put detainees in sanctuary cities right here in san francisco. but let's talk about the details of that report from the "washington post", as well as nbc news. the information they got comes from a review of emails from the department of homeland security. nbc news adding a department of homeland security official told them, quote, why release immigrants into yuma or phoenix, arizona when you can release them in san francisco where they want them. the caravan approached the u.s. southern border and again in february during a standoff with democrats over funding for a border wall. now, the white house apparently asked officials if migrants in the caravan could be arrested and then bussed to small and mid-sized sanctuary cities where local authorities refused to hand over undocumented immigrants in the past. the white house claimed it was

alleviate a shortage of detention space but wanted to send what they believed would be a message to democrats. well, the top democrat in this speaker of the house nancy pelosi had this to say through a spokesperson. the extent of the administrator's cynicism and cruelty cannot be overstated. using human being, including little children, as pawns in their warped game to perpetuate fear and demonize immigrants is despicable and in some cases criminal. with all that said incident to point out i.c.e.'s legal department did reject this idea by the white house calling it inappropriate. the white house says it was only a suggestion and no longer under consideration. reporting live, pete suratos for "today in the bay". >> pete, thank you. family members are talking about the incredible recovery for a boy some feared would not survive a tragic shooting. maybe you remember this story of

navon price jackson. he accidentally shot himself in the head with a gun that belonged to his mother's boyfriend. >> say hello to the world. >> now, this is video. his grandfather filmed it yesterday showing the boy awake and alert, sipping on juice from a straw. family members are thrilled that he is out of intensive care and breathing on his own. >> he's doing something different every day. he's taking gas out, he's rolling his eyes at nurses, moving his tv, he's rolling around in his chair. he's doing wonderful. >> now we have to find out what functions he have, what he won't have, what will be affected, what won't be affected. that part ain't important to me. the important thing is he is going to live. >> his mother says she has no plans to ever set foot in the house where the shooting occurred or speak with any of the people involved. 6:34 right now. this is a story you will only see on nbc bay area.

12 vta buses out of service in the south bay this morning following a scabies scare. you might know it is that skin condition caused by tiny mites. one driver currently being treated. three others fear they may have it as well. one driver is concerned the buses are too dirty. >> so that is a bit -- a little alarming. i think they should thoroughly check to make sure it isn't from taking the bus. >> that was a rider there. the pest control company terminix is treating the buses. a homeless navigation center is being proposed. each district would be required to open a center in the next 30 months. now, it's important to note if these districts don't comply

there is no form aal penalty. 68% supported a 2020 ballot measure to change the current form of government. the mayor would be separate and have the ability to veto its decisions. council members could override the vetoes. right now the mayor's vote counts the same as each other council member when it comes to making policy. new video this morning of an unwelcomed visitor in yuba city. the animal eventually climbed a tree. emergency responders were able to tranquilize it. it was eventually taken back to nature. officials originally hoped it would find its way to its own habitat. it was in a habitat.

they just didn't care for it, the neighbors didn't. we're looking for none of that today. we have one alert, but it is not a bear alert. it is a traffic alert countercommute. all of this green all over the bay. great news for most of the commuters. it is southbound 238 jammed from the nimitz all the way onto eastbound 580. slow lane remains blocked after clearing the rest of the lanes. a maran injury crash. that took a little while to get out of lanes. still, the slow lane is closed. slow into castro valley, hayward. the typical commute moving smoothly. back at the bay bridge toll plaza and richmond-san rafael bridge as well. nice sunrise >> got to get through that commute and get on the weekend. a nice time to get out. >> it is already starting out nice. take a look at that sunrise. into the day tomorrow, we will see the temperatures warming up. the coast, upper 60s, low 70s for the bay. inland reaching 75 degrees. on sunday, it's more of the

same. there will be a little bit more of an ocean breeze kicking in. that will bring temperatures down just a few more degrees. but so many events and festivities going on. how the cherry blossom festival. that's happening in san francisco in japantown. expect it to be right at 58 degrees at the time it starts. rising into the low 60s. now, if you're lucky enough to have tickets to the warriors game tomorrow, it is still going to be nice whether you're going to be inside or kind of hanging out for a little while outside before you go into the game. it starts at 5:00. 66 degrees and cooling off as you head out of oracle arena. and we talked about the autism speaks walk. this sunday in san jose at the football practice field. it's going to be in the low 60s at the time that the walk starts. most live sunny skies. very comfortable. i posted all the details from the autism speaks walk on my social media pages. on facebook, twitter, and

bay bridge has your backup. we'll show you where the one big problem is on the east bay. >> all right. we'll check back with you. it is 6:42 right now. new this morning, police in oakley investigating a shooting that sent two people to the hospital. it happened a little before 9:00 last night on fifth street just a few blocks south of main. both victims were seriously injured, but they are expected to survive. they are not saying if they had a specific vehicle. a new report is due out from the governor's office when it comes to cost of wildfires. the report is expected to suggest ways to keep your utility bills from spiking. retired uc berkeley professor issued a report this week claiming if wildfires continue to be the norm and utilities cause them, then the costs will be passed along to customers. pg&e acknowledged its equipment likely sparked the deadly camp fire last year. >> cities like concord, los

gatos that banned cannabis businesses may be forced to allow them if new legislation introduced yesterday ever gets approved. sf assembly member phil ting wants to allow any jurisdiction where the majority allowed them to allow retail pot stores. they want greater access. it would require local governments to approve one cannabis retail license for every four liquor licenses. well, the white house seeing americans' dissatisfaction over the tax cut. >> most americans are paying less. >> they absolutely are, laura. the problem is they don't seem to realize it. we are here to help you realize it. a couple of days left until tax day. you have until this weekend. april 15th is monday. many americans are discovering their returns are smaller or

they even owe money. to be clear, the majority of americans pay less in tax. according to the nonpartisan urban brookings tax policy center, 6% of americans, 10 million people, many of them in california and new york did see a tax hike. the rest stayed even or paid less. polls show a majority of americans don't realize they're paying less out of every paycheck. remember, there's a big difference between what you pay in taxes and your return. president trump backing off his support of wikileaks after the arrest of founder julian assange. a reporter asked trump thursday if he still loves wikileaks. you hear his past statement that he does love wikileaks. >> i know nothing about wikileaks. it's not my thing. and i know there is something having to do with julian assange.
