way back down as a frontal system from texas to louisiana. we are going to lose the heavier rain this morning through the northeast, but through lubbock, texas, we have torrential downpours, severe thunderstorm warnings and tornado watch for the next several hours until 9:00 stall time. that's an area we need to focus on the strong storms this morning. the afternoon as the front system combines with daytime heating there's a good chance we'll see strong storms, including east central texas, most of louisiana, and part of mississippi, even southeastern arkansas. large hail in excess of 1 inch in diameter, we could see tornadoes spin up and gusty winds. tomorrow this threat shifts a little farther to the east, especially back through the appalachians part of tennessee into kentucky and west virginia. 49 million people at risk tomorrow for, again, those damaging wind and large hail with an isolated threat of

tornadoes. this will continue to move east as we go through the day. this area also dealing with the flooding from all of the recent river flooding we have seen from the heavier rains of several weeks ago. that could lead to more flooding in that area. this will, again, move into parts of the great lakes region into the ohio and tennessee river valleys and appalachians as we go into sunday. thank you, dylan, the battle over immigration is rolling after president trump confirmed he was considering moving detained migrants into so-called sanctuary cities. the idea, not going over well with democrats. hans nichols is at the white house with more. >> reporter: there are fresh legal questions about the president's plan to take central american migrants apprehended at the border and bus them to the center of the countries to cities and states that oppose the president's immigration policies. president donald trump planning to open a new immigration front, this time miles from the border. >> i call them the illegals,

they came across the border illegal, we'll bring them to sanctuary city areas and let that particular area take care of it. >> reporter: frustrated at the border, the president is looking inlanld taking aim e -- inlanld aim at cities who oppose his plan for illegal immigration. his proposal, bus migrants detained at the border into sanctuary cities, largely democratic enclaves like new york, chicago and san francisco, house speaker nancy pelosi's home district. >> it's just another notion that is unworthy of the presidency of the united states and disrespectful, the challenges that we face as a country, as a people to address who we are, a nation of immigrants. >> the president threatening to test that proposition. >> california certainly is always saying, oh, we want more people, and they want more people in their sanctuary cities. we'll give them more people. we can give them a lot.

we can give them an unlimited supply. let's see if they're so happy. >> his plan to punish democrats first reported in the "washington post" coming just hours after white house and department of homeland security officials said it had been rejected back in february because the plan was in the words of one former official so illegal. the president's threat coming off months, after his secretary of homeland security, kirstjen nielsen who resigned on sunday. before naming kevin mcaleenan as acting secretary, trump reportedly told him to shut down the border and dangled a president pardon for mcaleenan if he faced consequences. that order to seal the border an indication of how serious trump was last week when he promised to do just that. >> we'll close the border. somebody said it will take a year. no, it won't take a year. it will take a day. >> late last night, the president disputed that he offered mcaleenan any sort of pardon taking to twitter, saying

another fake story on nbc news that i offered pardons, of course this is not true. meanwhile, some of the mayors in sanctuary cities have been taken to twitter saying immigrants are still welcome in their cities but they are noting they don't have the authority to make them stay because cities in america, they've got open borders. >> good point. thank you. joining us from the "washington post" is white house reporter and nbc news political analyst, ashley parker. good morning. >> good morning. let's start on immigration if we can here, the president as we have witnessed has broken a lot of norms over the course of his presidency. but it appears with the sanctuary city idea that he may also be pushing the boundaries of the law. i guess the question is this real or is this just another effort to appeal to his base? >> i think it's a great question and the answer is both. the president has gotten a ton of mileage out of threats and bluster without following through and his base certainly likes this rhetoric but the "post" reported and the president confirmed that this is

something he is actually considering and it's worth noting he sometimes does follow through on his threats. the one question is if it is actually a legal issue and he'll be able to do that or he'll face hurdles. >> let me ask you about the mueller report as washington braces for the report in the next few days. attorney general william barr saying he believes spying occurred at the beginning of the campaign. can you put this into context for us? it was supposed to be an independent process. obviously it seems political and are we ever going to get any closer to closure on this? >> i think the context is it is deeply politicized at this point. you're going to see the republicans in the white house no matter what we see saying we told you for 22 months this is a witch hunt, and they found no collusion, and you're going to see democrats going through the 300, 400 pages, picking out unflattering details for the president saying he behaved poorly, and it will break along partisan lines. >> obviously that's going to be central to the 2020 debate,

immigration is going to be central to the 2020 debate as well. this weekend, tomorrow, the 37-year-old mayor of south bend, indiana, pete buttigieg expected to announce his candidacy for president. it means the democrats will have at least 15 individuals running. buttigieg has seen a surge in recent days behind joe biden and bernie sanders in both iowa and new hampshire. how viable is this candidacy. why is he surging and can it last? >> the question of can it last, who knows, we're two years out. one thing people seem to like about him, in a different way, is his authenticity, the way he talks about his sexuality, his husband has whimsical presence, so it's refreshing now. it's catching fire but who knows if he can sustain that momentum. >> the judge looking to become the first openly guy president, the first millennial president and the youngest ever commander

story. >> a chilling story. witnesses describe a woman screaming saying her child was thrown. they say the horrifying incident was random and the motive is still a mystery. >> squads at the maul, we have a report over on the south side that someone just fell from the third floor to the first floor. >> the mall of america looked like a crime scene friday as police tape roped off the area where a 5-year-old boy landed after plunging from the third floor. >> there was a little child laying on the ground. >> this was apparently no accident. police say emanuel la shawn aronda intentionally pushed. >> the child's mom was there, beside herself, crying, screaming. >> the 24-year-old suspect who police say is not related to the child or his mother has now been charged with attempted homicide. >> the child did suffer

significant injuries. the child has been transported to the hospital, and is currently receiving care. >> this photo shows a crowd of first responders trying to help the young boy before he was rushed to the hospital. a good samaritan tried to stop the suspect but he still got away. police eventually arrested him at the nearby transit station and is seen here in handcuffs. >> it's 100% match on the suspect in custody. >> the mall of america issued a statement. this was a senseless act and words cannot truly express our profound shock and sadness. our immediate and only concern is for the well being of the family and the child as well as for any individuals who may have witnessed the incident. police are still looking for motive and hope surveillance video could provide some clues. meanwhile, a young boy remains hospitalized after a trip to the mall goes horribly wrong.

>> and the suspect does have a criminal record. he's been convicted of several misdemeanors and court records show that he was briefly banned from that mall after two incidents in 2016. he is from the bloomington, minnesota, area and the victim's family is also from minnesota. >> thinking about that family today. kathy thank you. today some of golf's greatest players are set to tie off. five players are tied at the top with a certain tiger one shot off the lead. >> the masters, the first major of the golf season in full swing. >> it's a little bit more wide open than we have seen in previous years. it's going to come down to just how aggressive some of the players are. >> these stately greens of augusta home to golf legends, jack nicholas, arnold palmer, and of course tiger woods who was on a tear friday rolling in six birdies and finishing the day one shot off the lead.

that's 15 to 20 degrees below average. on sunday temperatures will cool off a bit in the northeast except washington, d.c. that sinks further to the south, the warm air does, a high of 77. chicago a high of 36 on sunday. 46 in pierre, south dakota. then on monday we are going to see those cooler temperatures trying to move to the east. charleston, west virginia drops to 55 degrees for a high. philly still hangs on to temperatures close to 70, then we warm back up. wichita, 77 degree . morning lows in the 40s and 50s. right now in dublin, 44 degrees. we can expect to see the clear conditions linger and stick around through the afternoon making way for a mostly sunny day ahead. microclimate highs will climb into the warmer 70s, upper 70s up through the north bay and through the east bay. santa rosa 77 degrees, in through oakland 72, concord 76 and through the south bay.

remind us of the biggest changes. the standard deduction doubled for individuals and couples, and some people who itemize will notice big changes to popular deductions like mortgage interest payments and medical expene expen expenses. deductions on state, local and property taxes are capped at $10,000. that could be a big hit for some. 2018 is also the last year for the healthcare mandate penalties, if you were not covered for all or part of 2018 you may be hit with a fee. >> april 15th is a matter of hours away. some people may need to file an extension. what do people need to know if they want that extension. >> i can take that one, too. you can request an extension if you need more time to file but that doesn't give you more time to pay. you need to estimate your tax bill and pay as much as you can by the 15th. you could get hit with interest and fees for anything due after

that date. if you can't pay it all at once, you can call the irs and request a payment plan. and that's really easy to do. you can do it online. but again t doesn't get rid of those fees and interest on anything until after the 15th. >> for every taxpayer, how can we lower our 2019 tax burden? >> started with saving as much as you can through your 401(k) through your employer. that can lower your taxable income. if your employer offers a flexible spending account, you can set aside $2,700 of pre-tax income for medical expenses. some ira's are tax deductible, and you can set aside $6,000. work with your employer if you had a big tax bill in 2018. you can adjust your withholdings, and hopefully that means you're taking out the right amount of money. >> this year was confusing for people. 2020 means more changes coming

as well including what would be sort of a revamped w4 form. what is that about? >> the current w4 form is relatively simple to complete. the irs released a draft of a more complicated form that asked for more detailed information. things like your itemized deductions, income from interest and dividends, income from all of your jobs and your spouse's income. this information is available to your employer. >> i want to cry right now. >> there is a spouse for that. >> you used the word irs and complicated. >> it's true. we have not seen the final version of this form. the irs will release an updated version later this year. there is a bright side to this. if you fill out a more accurate or detailed w4, that means that you're paying the right amount of taxes throughout the year. people love to get a tax refund, it feels like winning the lottery. the reality is that just meant you gave the government an interest-free loan.

taking his own life. japan's foreign minister providing that news. the navy is working with local police to look into the deaths. navy officials said this is an absolute tragedy and we are fully committed to supporting the investigation. about 26,000 american troops are stationed in okinawa. fisher-price has recalled nearly 5 million infant sleepers after more than 30 babies died in the rock 'n play sleeper over the past ten years. most of the deaths occurred after babies rolled over from their backs or sides to their stomachs. parents should stop using the sleeper immediately. 20 million people are under a severe weather threat. tornadoes possible across parts of the south, and dylan is back with a look at the details. where is this going? >> it's moving into eastern texas, and we are going to see it affect that area, especially later on this afternoon. in the meantime right now, it's affecting western texas across oklahoma and to arkansas, too. we have severe thunderstorm

watches and tornado watches in effect for a couple of hours in the area across west and central texas, and as we go into this afternoon, we're going to see more storms fire up. these storms have the potential of producing wind gusts in excess of 60 miles per hour. there is that strong threat of tornadoes, and also hail an inch or larger in diameter. especially in this zone that includes most of louisiana, central parts of mississippi and also east central parts of texas. now, tomorrow it shirts farther to the east across the appalachians, still looking at the threats of damaging wind and also large hail with isolated tornadoes possible. heavy rain is likely to fall in this area along the mississippi river where we still have several flood gauges above flood stage. that is continuing to cause some flooding. any additional rain could cause more flooding in the area. that looks like we could end up with about 2 to 3 inches of rain, some areas across arkansas could be closer to about 3 to 4 inches of rain. that is not good news for those folks still dealing with the flooding in that area.

the severe storms will be the big story today. we could see a few stronger storms this morning through the carolinas and virginia. temperatures look mild in the northeast, in the upper plains and upper midwest, temperatures look like they will be about 15 to 20 degrees below average. hi upper 40s and still chilly. livermore 44. san jose 50 degrees. and this mild start will warm up. making way for a very warm afternoon. your microclimate highs for today will climb into the upper 70s for gilroy 79 degrees. morgan hill 78. in through the east bay, similar conditions as well. the clear skies will prevail as we head into oakland, 71. hayward 74. and we'll keep dry, sunny conditions through the weekend. and that's your latest forecast. >> dylan, thank you very much. still ahead, the anticipation building as the world awaits the arrival of the latest royal. but harry and meghan are

babies at home. >> it's a great conversation. nbc medical contributor, dr. natalie azar is here. it's a hot topic, let's go over the gist of it. a lot of people have questions about the idea of a home birth. a lot of people love the concept of it but they're afraid of it. >> i think you hit the nail on the head, sheinelle. first and foremost, every woman should have the right to make a medically informed decision that is right for her, and while you can't control everything in a pregnancy and a delivery, there are certain things you can think about to maybe increase the chances of a favorable outcome if you're doing a home delivery. >> clearly there are obviously risks associated with this, but there are some benefits. a lot of people embrace that special moment at their own home. what are the benefits, scientifically, not just emotionally but medically of staying at home. >> definitely people will say, the women will say that they feel they have more say in what happens, thech moy have more ag shared decision making.

some of the research shows that if you're a low risk woman, having a home delivery, your outcomes are comparable to that in a hospital, and then you're doing it at home. another thing research has shown is interventions are less, less e pe lacerations,less c sections, less maternal infections. the outcomes can be favorable in the right settling. we talk about what is a high risk situation or what are the characteristics where you may not want to consider doing this, and there are a few. if you're having a multiple gestation, high blood pressure, a history of gestational diabetes, a prior c section, the list goes on and on, any position, breach, what we call advanced maternal age, those will be considered riskier to do a home dlelivery, not impossibl. >> what are some of the questions they should ask their midwife to make sure it's as safe as possible. >> i think you need to know your medical history very well. if you're a healthy woman with
