this is 8:00 last night at the jungle in concord. several police units rushed to the scene to break up a fight that broke out between several males and a young woman. when the officers arrived, they found 25 to 30 parents and children outside who had been affected by pepper spray that someone had sprayed during the melee. some of those people were vomiting or coughing from the fumes. the young people who were fighting all left the area before officers arrived. no arrests were made. police are reviewing security camera video to see if they can identify the instigators. the jungle is expected to reopen as usual later today. >> new this morning, a hit and run crash leaves a mother and her 6-year-old son dead. oakland police say the mom and the child and a 20-year-old man were walking in a marked crosswalk at 26th avenue when a two-door mercedes-benz hit them and drove off. the 30-year-old mom and her child were frownsed dead at the scene. the other victim, the man, is in

critical condition this morning. police located the mercedes-benz but have not located the driver. a hit and run collision sent a car into a house in san francisco, perhaps the result of a chase. at 1:00 yesterday at 40th and cabreo. one of the cars hit a moving card and collided with two parked cars, sending a mini van into the house. one man said it happened after he chased away people who he thought were breaking into his car. that man followed the thieves. >> they took everything they had. they got into the car and they started running. i literally chased them. i was on the phone with 911. >> no one was hurt. police detained several people who ran from the scene. it looks like a hurricane going on outside this window in san francisco. it's actually water gushing out

of a fire hydrant on the corner of 5th and blossom streets. a car crashed into the hydrant. these are pictures tweeted by a person who lives nearby. he said the san francisco fire department did a good job. >> a confusing situation on the richmond-san rafael bridge. this is the last time the concrete fell from the upper deck. friday night, the chp said it happened again when concrete reportedly hit a woman's car. she was not hurt. but late last night, caltrans said engineers inspected the bridge and determined no concrete fell off the bridge friday night. some called to replace the bridge in its entirety. another democratic contender from the bay area entering the presidential race. east bay congressman eric swalwell will hold a campaign kickoff today in dublin. here you see crews putting up the risers and litghting. the former alameda county prosecutor announced his bid for the presidency monday night.

he formally filed notice he was ending his congressional re-election campaign saying he won't run for president and congress at the same time. >> as congress waits for an edited version of the mueller report, the chair of the ways and means committee, the democrats are calling for president trump's tax returns. he sent much of his saturday at his virginia golf club. neil wants six years of tax returns by april 23rd. congressional republicans and the white house say they want to see it purely for political reasons. we do have an election coming. >> and democrats hungry to unseat the president are hitting the campaign trail hard. former texas congressman beto o'rourke said in south carolina if elected he would fight to end capital punishment. in iowa, former colorado governor john heugen looper admitted breaking through a field of hope was will be tough. in new jersey, new jersey senator cory booker returned to

to sanctuary cities. is this practical or political? >> well, i think the way he did it is political. the irony is if we're going to deal with this crisis, refugee crisis at the border, ironically this is actually part of the temporary solution. it's notten like the one in miami. we asked other cities and states to help out as you relocate folks. somalis were relocated to minneapolis, things like that. ironically, it is part of a temporary solution. but it is sort of the way the president went about it made it seem as if it's being weaponized and done in some odd punishment kind of way. if he means it as part of a large solution, i think there will be a bunch of states and governors and mayors willing to help out on this. >> big picture question, which you can. chuck. senate republicans seem to be drifting away from president trump. think about the national declaration emergency, refusal to appeal obamacare, rejection

of nominees. what is it? is this more about questionable policies or fears about their own re-election chances? >> the answer to that is yes to both. they don't like how he's gone about this. they're making it difficult. they've got their heads handed to them on pre-existing conditions. health care is very frustrating to them. i do think this, the decision so sack everybody at dhs really has irritated some senate republicans that normally don't push back as hard on this administration. even mitch mcconnell is calling for bipartisan meetings with pelosi almost without the president to deal with this. it is possible that the president's rhetoric and sort of this where every solution he has is just a hammer, that that might break some senate republicans, at least on this asylum issue, alone. you we will see. we have said it before, larry. they talk like they're upset but

association has too much influence. >> as we move across america, we have turned into a killing field. 40,000 americans are killed every year, and it's got to stop. we are the only industrialized nation that has this bloodshed that goes on in our neighborhoods. >> millennials replace baby boomers in congress. >> fire at the coachella music festival had fans running from the flames. fire broke out in a mobile shower unit, we're told, at the festival's camp browned around 2:00 start morning. campers poeted this video to twitter. one shower unit was destroyed, another one damaged. coachella kicked off friday. more than 100,000 people attend the southern california event each year. they have good weather down there? >> it's always hot. but i think people who go to coachella are fully aware of

the reason we're not climbing into the upper 70s is because of all of this cloud cover. as we head into monday, we're talking about rain. look at that. we will see the rain roll in early on for the north bay. then it will continue to make its way kind of down past the golden gate bridge, into areas like the south bay, right around the evening commute. so 5:00, 6:00, still good pockets of rain. as far as rain totals, anywhere from from a quarter to half an inch of rain. microclimate highs will be rather pleasant. we will top out in the upper 60s for palo al toes. low 70s in the interior valleys. concord, 72. san jose, 73. morgan hill, 70 degrees. it will be a nice day outside. if you're going to be heading out to tahoe, i have a couple of things i want to make mention of. a liquid advise relative in effect from 11:00 a.m. today to 11:00 p.m. today. we're talking about southwesterly winds, 15 to 20-mile-per-hour winds, gusts

responders, a good rescue is one where the victim survives. well, that is part of our next story. but it's what happened next that turned good into amazing. "today in the bay"'s garvin thomas as a remarkable story in this morning's "bay area proud." >> reporter: angela castro, like many other members of the san francisco fire department can trace her desire to join the department back to childhood. her story, though, is a bit different. it is also what made one afternoon last november so very special. in the city of san francisco last year, the fire department responded to 149,000 calls for help. each one unique. >> it was pinned right here in the corner. >> reporter: none, we can assure you, quite like the call that angela castro got. >> this call has impacted my wife in a way that i don't think i will ever lose faith again.

>> reporter: no understand why you have to travel back to angela's childhood and one of the reasons she became a paramedic. the heroin overdose of her father when she was just 5 years old. >> and i started -- it makes me emotional. i always wanted to be there for somebody else's dad. >> reporter: so angela trained and worked her way up, joining the department in 2015. eager to save other people's families. >> so in this first video you can see linda getting into the car. >> reporter: which was just what was needed. >> and the car rolls. >> reporter: -- that november afternoon when an emergency brake failed and left a 57-year-old woman pinned between her car and her home. >> there's ken. there's me. >> reporter: angela and her partner were the first to arrive. and it didn't look good. >> and so it's like this is going to be bad. either i'm going to be holding someone as they die, or i'm

going to be doing everything i can you know, kind of a thing. it's not going to be a good call. >> reporter: for the next 40 minutes, angela and her partner kept the woman alive while firefighters worked to safely lift the car off of her. >> it was difficult because she was giving me her last rites. she was tell my family this, tell my family that. and i'm like, no, i'm not going to do it. i'm not going to do it. you're going to make it. i said if you give up hope, we have no chance here. >> reporter: the woman, named linda, didn't give up. and angela eventually got her to the hospital. badly injured but alive. it is what those in the rescue business call a career call. one you will never forget. for angela, though, two weeks later, the unforgettable became the unbelievable. it happened in a phone call from her sister.

>> linda, linda, the lady that you saved, she's related to us. she's our family. and i went, oh, my god. like -- >> reporter: though they had never met, linda ruiz is related by marriage to angela. and angela, who got into this business because she wasn't able to save her family, finally did. >> uh-huh, yeah, i did. totally. yeah. totally. >> reporter: as an amazing a story as that is, the best part of the story is linda's recovery. when they pulled her out of that wreck, they honestly said no one thought she would ever walk again, but she is walking now and promises a full recovery. garvin thomas, nbc bay area news. nice job, garvin. much more ahead on "today in the bay". coming up, a woman in the east bay pinned under her own car. she's now safe because of the kindness of strangers. now she's on a mission and needs the public's help.

"today in the bay" sylvia cantano. >> reporter: she is still bandaged from her extent in the parking lot. wednesday she just walked to her parked suv and put it in reverse. >> i realized i dropped something. >> she reached down for the item she dropped. in the video you can see her suv roll back. she falls and gets swept under the open door. >> my truck rolled over my left leg and pinned me down and stopped. from that moment i yelled help. >> reporter: in the video you can see a woman holding a purse walking to walgreen's, then stop as she hears cassandra yell. she runs to help. >> this lady came running. when she approached my truck she asked me what she should do. i asked can you get the truck off me.

she immediately got the truck off me. i don't remember how she did it. >> reporter: her leg injury could have been so much worse if the suv wasn't moved so quickly. she and her daughter have a message for the woman with the purse who helped at just the right moment. >> she responded in an instant. she didn't even think about it. for that, i'm grateful. >> my mom is ---ive love her to death, and i don't know what i would do without her. >> reporter: nbc bay area news. the driver who slammed into this 711 yesterday morning was drunk, according to police. the car ended up inside the store. the crash happened 7:00 across the sonoma state university where the driver is said to go to school. police say the 19-year-old was arrested on suspicion of dui. customers and employees who were inside when the car plowed through weren't hurt. >> you are playing with fire. we just encourage everybody to not drink and drive.

you know, in the day and age of uber and friends that can drive for you, we encourage everyone to make those phone calls prior to getting behind the wheel. >> all the merchandise had to be cleared out so repairs could be made. >> a pennsylvania police officer has been excused for shooting a man for shooting a man inside a holding cell in a police station. a camera recorded it. you're about to see part of it. we want to warn you the clip is graphic. prosecutors say the officer will not face any criminal charges. they concluded he thought he was using his stun gun, taser, not his handgun during a scuffle. a lawyer for the man who was shot says the door is now open to sue police civilly. >> he wore his taser on the same side as his firearm, which is against policy for obvious reasons. >> the distract attorney said the officer who fired the gun was placed on paid administrative leave and later

retired. deadly storms across the south this weekend. a tornado damaged homes and buildings in texas. two children were killed when a tree fell on the car they were in. a 13-year-old boy drowned in a drainage area in louisiana. and a fourth person died from weather-related debris. hundreds of flights were delayed and canceled. the storms are expected to move through the carolinas and virginia today. turning to politics. as members of congress await the release of the mueller report, one democratic law maker has a new ultimatum to the irs, turn over president trump's tax returns. and democrats, hoping to unseat the president next year, are hitting the campaign trail hard. nbc's chris pollone has the latest. >> reporter: president donald trump spending much of saturday at his virginia golf club, appears unconcerned about a new deadline from a house committee. ways and means chair is demanding six years of the
