willow, eventually towards university. so they have reopened the off-ramp at willow. the on-ramp is still affected by the narrow area between the cones. it is still open, though. we see slowing northbound and southbound. just watch the corridor. that is about the only issue for the bay right now. bay bridge toll plaza has the cash lanes. back to you. thanks, mike. >> we know the earthquake has been raised up to a magnitude 4.2, north of healsburg, south of clear lake. all right. the damage and destruction in streets of oakland. >> this morning neighbors are feeling disgust after seeing a side show turn into an inferno. new reaction coming from firefighters, sharon. >> reporter: well, marcus and laura, as you've seen, these side shows can be very dangerous. this time police say looting and fires were involved. take a look at this video and pictures of the fire.

it happened last night at the intersection of 42nd avenue and international boulevard. witnesses say the side show started at 3:00 in the afternoon. then at 9:00 last night, it got really out of hand. a bus with passengers couldn't get through the area. those passengers had to get off the bus. some of the social media videos shows parents holding their little ones, watching those in the crowd set fire to a bus and semi truck at the intersection. some people looted the truck and took boxes of toilet paper in which they threw out into the streets and out on the stop lights. police came. one witness tells us he heard shots fired. firefighters also posted on facebook saying enough and calling for an end to these dangerous side shows. police tell us there were no arrests and no injuries. we will talk to police later today about the history of these sideshows. there have been so many and that they are doing to prevent them

center for biological diversity. the goal is to protect marine life from nets and fishing gear used by crash fishermen. there was a spike in entanglements for whilst blamed on crab fishing gear. developing right now, parts of the deep south dealing with a lot of cleanup after a lot of severe weather. more than 20 tornados hit over the weekend. so people in blanchard, louisiana outside of shreveport trying to clear paths to their front doors after thunderstorms in some cases brought down trees, heavily damaged homes. the storms that followed, heavy rain also causing major flooding. one tornado left behind a path of destruction in troy, alabama. look at the roof just torn off here. the number of dead stands at eight from the weekend's severe storms. want to check in with kari. these folks getting hard. that was the worst tornado

outbreak we have had so far this year. now that we enter spring, unfortunately there may be more. the storm system continues to move off the atlantic coast. there may be a few isolated storms across parts of the northeast. as we bring i t back, light rain in the north bay. we will be planning for some of the showers to move in. quickly blowing through the pay area going into the afternoon. so we will catch another quarter inch of rain for today as it continues to move through in time for the evening commute. i'll have more on that in a few minutes one new crash. no injuries reported. it's at the top of the screen. bay bridge has the backup. that is filling in all the lanes. not really a surprise, but it's there. highway 4, no slowing past the crash, past highway 4. thats your commute direction. upper east shore.

lyft will stop renting bikes temporarily. they have a problem with their front brakes. pinterest will likely go public, debuting on thursday. it will list on the new york stock exchange as pins. it comes after two bay area companies went public, lyft and pagerduty. pagerduty rocketed in its debut. people who still have not done their taxes need to do their taxes. they may discover they owe money or their return is not as big as they were hoping. that's been a political problem for the white house. few americans realize they got a tax cut. many did. a nonpartisan tax group estimates 65% of americans paid less in taxes in 2018. but an nbc/wall street journal poll shows 17% say they are

good vibe into the weekend. as we start out. we will see rain. hey, we need it. it's monday. let's go ahead and get it out of the way. as we take a live look at the golden gate bridge, we are starting out with dry conditions. head out for a jog around san francisco. expect it to be in the upper 40s as you step out around 6:00. we will see the temperatures warming up into the mid-50s as we go into the rest of the morning. and the warm springs bart station, make sure you have a jacket. if you'll be gone all day long make sure you have the up principle la. we wi umbrell umbrella. let's look at our microclimate forecast. much cooler than yesterday. we were in the mid-70s. today we will struggle to make it up to 60 degrees. so a big drop in our temperatures. we're back to the east coast storm moving through. as we bring it here to the bay area, seeing some of the scattered showers already starting to approach. and we will see cloud cover

increasing. if you're in the north bay, you will see the rain by late morning, early afternoon. we see it pretty much covering all the north bay by 2:00. and then approaching napa. and going into early afternoon, into the evening, we see it moving into the peninsula, parts of the east bay. starting to approach the south bay in time for the evening commute. the morning commute, all clear and dry. the evening commute will take you longer to get home. the rain coming down, continuing through tonight off and on. so we are looking at during this time frame as the rain moves through quickly tonight we could pick up on a quarter to half an inch all across the bay area. all of us will pretty much measure the same amount. things clearing out for tomorrow. look how fast we warm up going up into the end of the week. 80s by thursday. slightly cooler by the end of the week. that's still warmer than normal. are all the lanes open at the bay bridge? >> they are open for business. they are not open meaning clear.

5:24. bad news for boeing. american airlines said the planes won't fly until august 20th, at the earliest. that extends the cancellations through the major summer travel period. that's roughly 115 flights per day in the summer. it is blamed for two deadly crashe crashes. united won't fly until june 5th. >> and new for you this morning, things that you just have to see to believe. although we are sure the three men in this small plane all have a story to tell right now, they walked away from this crash last

night in suburban long island. that plane ran out of gas before it could make an emergency landing at jfk. it put the roof of a church and power lines, you can see right here. that's where it got snagged. the only injury reported is a sprained finger. the man accused in a horrific and unprovoked attack on a young child at the mall of america specialtied to be charged as soon as today. this is so tragic. a boy was thrown from a balcony of the third floor on friday. the hospital not releasing information on his injuries. a go fund me drive has raised several hundred thousand dollars. the mall previously had troubles with the 24-year-old suspect and already banned him from the premises. it appears a college rite of passage turned tragic where a student fell 30 feet to her death in a clock tower. several students were climbing the inside of the tower early yesterday. one of them, sydney monfries

somehow slipped. it has become a tradition to climb the tower even though it is considered off-limits >> two former frat brothers will be sentenced today. timothy piazza was given multiple drinks, fell down a staircase and was not given medical treatment until hours later. the two brothers of the fraternity pleaded guilty. the sentencing handed down to three other members of the house two weeks ago. >> a group came this close to advancing to the finals of "tth "world of dance". >> make some noise for jdc. they are quite amazing.

miles southwest of clear lake near the guysers. we have had a series of small aftershocks. no reports of damage or injuries so far. >> more breaking news for you. this in the north bay. a fire tearing through a strip mall overnight in novato. pete suratos live for us this morning. pete, how badly are we talking about when we talk about the damage for the building. >> reporter: marin keys boulevard in novato. there is still a few engines here, although the fire is fully contained. i got an update they have one arson investigator already on the scene to help determine exactly what caused this fire in the first place. i want to show you video of when the fire took place overnight or early morning hours, that is.

fire officials say it began roughly around midnight. they received calls from passers-by. a number of businesses in there. we're told they were able to get out safely so they didn't have to rescue them. the roof is where most of the fire was coming from when they showed up. crews were able to put out the fire by 1:15 a.m. they explained how they put the fire out. >> defensive operation. what we basically did is we surrounded this from the exterior, began putting water on the fire, as well as with our aerial master streams off the ladder trucks, getting water on the building from above. >> take you back out live to novato following this morning structure fire. approximately 8 to 10 business suffered either smoke, fire or water damage. more arson investigators are expected to come out when there

is more daylight. the cause of the fire is still under investigation. we're live here in novato, pete suratos, "today in the bay". 5:33 right now. police in santo rosa investigating a shooting that left two men injured. it happened a little bit before 6:00 in a shopping center on guerinville road west of 101. someone drove the victims to the hospital. the shooting is believed to be gang related >> 5:34. a police manhunt continues in the east bay after a hit and run driver killed a mother and her son. this happened 7:30 saturday night in oakland near 26th avenue and foothill boulevard. the 6-year-old angel garcia and his 30-year-old mother, alma sur a ya vasquez and his uncle all hit. the uncle is in critical condition. the father is simply devastated. >> i'm really broken in my

no direct knowledge of the warehouse before the fire. we have had many stories about the popularity of juul, the vaping pen for teenager. but a company using technology to keep its products out of the hands of minors. live in mountain view this morning with the very latest for us is rose plater. >> reporter: this is indeed a first. the silicon valley company, as you say in juul, launching this pilot program to try and make sure they can help law enforcement and parents and teachers keep the products out of the hands of minors. juul is the largest and most well-known. there has been a firestorm brewing around ecigarettes and vaping because they are hugely popular with young people. it has been called an epidemic. san francisco voters approved a ban on flavored tobacco products. now, the company is launching a tech tool to find out how minors

are getting its products. it is called track and trace. they are asking parents and teachers who macon fist indicate to go to its online reporting web portal, input the serial number. juul will launch an investigation. they will try to figure out whether or not the product was knowingly sold illegally to a minor or if someone is buying in bulk and reselling to minors. the company might even launch its own secret shoppers program. for the time being, this program is just being launched in the houston area before it expands out to the rest of the country. but we're told anybodyfiscated reporting site. important information there. 5:37 right now. lyft is pulling several thousand electric bikes from service because of a braking problem. lyft operates the e bikes and

it started in the third floor unit. authorities investigating a bizarre and deadly incident in southern california. that's where a security guard shot and killed a man who stripped off all of his clothes and stand an elderly man the a fast food restaurant. it happened in palmdale. the stabbing victim is expected to be okay. the 29-year-old attacker has not been identified. authorities are trying to figure out if he was under the influence of drugs or alcohol. now to decision 2020. kamala harris is doing something no other candidate has ever done before. she's made 15 years of her tax returns public. here are a few highlights. harris and her husband had a combined adjusted gross income just last year of nearly $2 million. they paid almost $700,000 in

taxes. they made $2.2 million in federal taxes since they married. >> two major rallies over the weekend. pete buttigieg and eric swalwell holding presidential rallies. buttigieg launching in south bend, indiana. swalwell held his at his alma mater, dublin. the president not showing his taxes but he is telling us how much he raised for his re-election campaign. >> scott mcgrew is outearning competitors two to one. >> today is the day anyone who is in the race for president has to tell us how much money they raised in the first quarter. you're right. the president way out ahead in this race. his re-election campaign raised $30 million in the first three months of the year.

the president launched his re-election campaign shortly after winning his first campaign, holding 50 rallies in two years in office. bernie sanders tops the list. harris got $12 million. sanders and harris together add up to what trump was able to raise. i think everyone, including pete buttigieg, is surprised how high up on the list that pete buttigieg really is. a reminder we haven't seen bernie sanders' taxes, not now, not the last time he ran. he said we will get them today. will we see the president's taxes? congress demanded them over the weekend. sarah sanders said members of congress aren't smart enough to understand them. ted lieu responds, if we don't, we will accepted them back.

going into or out of oracle arena. our temperatures holding steady in the mid-50s. as we get a look at storm radar, mobile doppler radar, the red scan there is parked on san bruno mountain. it will give us the best view of the north and south bay. the rain moving into the north bay. we'll see much more showers continuing to approach as we go into the afternoon. so the afternoon is the main target time that we will see the rain rolling from north to south across the bay area. here we are at 4:30. we're pretty much all covered with rain. that's your evening commute. that will be very soggy. of course all of this gradually winds down for don't. we're looking at the potential from anywhere i from a quarter to half an inch of rain. as we look at our forecast, we will see the temperatures in the upper 60s and low 70s for the next couple of days. but check out thursday. that's the warmest day of the week. 80 degrees for the inland valleys. mike, you are tracking a crash at the nimitz. >> that's right. in fact, we have two crashes for fremont on the nimitz, either
