jose. campbell, we will see a mix of sun and clouds. our clouds will keep our temperatures from rising much more than the low 60s today. here's a look at storm ranger. already starting to see some of the showers moving into coastal sonoma county. i'll be tracking that. we will talk about what's ahead for the rest of the day. you are seeing problems out of hayward. >> i am, kari. i think there should be better news as they started to move these vehicles. most of the bay looking good. the bay bridge metering lights are on. alvarado boulevard, a crash just cleared. southbound should see improvement past the dumbarton. west on 92, slowing for the sensors. we have a disabled vehicle right there. they had not cleared the vehicle. we had a truck traveling by. folks are tapping the brakes even though it's out of lane. back to you. >> thanks, mike. well, breaking news for you this morning. did you feel it? a 4.2 magnitude quake hitting

the mountains north of healdsburg at 4:54. it happened 13 miles southwest of clear lake. this is near geysers. we will keep track of that. if you felt something, let us know. no rrts eports of any serious damage. >> damage and destruction, however, in the streets of oakland. take a look at this. neighbors are feeling disgust and a lot of sadness after seeing a sideshow that turned into an inferno. sharon katsuda is live with new reaction coming in overnight from firefighters as well. sharon? >> reporter: well, laura, there's a long history of these dangerous sideshows. this time fires and looting were involved. here's video and pictures of the fire. it happened last night at the intersection of 42nd avenue and international boulevard. witnesses say the sideshow

started at 3:00 in the afternoon. then at about 9:00 last night, it got really out of hand. a bus with passengers couldn't get through the area. those passengers had to get off the bus. some of the social media video shows parents holding their children, watching some in the crowds that set fire to the bus and a semi truck at the spwerbg intersection. police say some people looted the truck and took boxes of toilet paper in which they threw outonto the streets and into the stop lights. one witness tells us he heard shots fired. one person posted on facebook and said enough and calling for an end to these dangerous sideshows. there were no injuries and no arrests. we will talk to police later today to find out what they are doing to crackdown on the sideshows. reporting live, sharon katsuda, "today in the bay". >> it really is ridiculous. thank you, sharon. >> 6:03.

looking live at san francisco. president trump is still considering bussing immigrants seeking asylum to sanctuary cities. it was the headline all weekend long. and late last night, nancy pelosi blasted the president in a new interview demanding the full release of the mueller report and taking a shot at the president. >> i think that there's nobody in the country who knows better that he should not be president of the united states than donald trump. >> you think he knows it himself? >> i think he does. >> the president firing back on twitter saying it is a puff piece and pelosi's leadership hasn't led to any meaningful legislation. covering all the back and forth, here, tracie. >> reporter: good morning, everyone. the president insisting, questioning the legality of it,

he can put immigrants on buses and ship them off to sanctuary cities all over the country. president trump claims the u.s. has the absolute right to send them to sanctuary cities. he calls them gang members, drug dealers, human traffickers, criminals of all shapes and sizes. >> let's put some of those people into their communities and into their towns and see if they are okay then with that same impact. >> reporter: the president reviving an idea twice shelved by his administration amid concerns over whether its legal. >> you can't threaten somebody with something they're not afraid of. and we are not afraid of diversity in the state of washington. >> reporter: that's brewing as washington waits the redacted blacked-out version of the mueller report. what could we learn? >> there may have been proof of very bad deeds, very bad moti s motives, and we need to see that.

>> reporter: they reached no conclusion on obstruction of justice. tracie potts, nbc news, washington. turning to decision 2020. he's officially again. eric swalwell is running to become our next president. he announced his candidacy last night on the "late show" with stephen colbert. yesterday he held his first rally at his alma mater, dublin high school. the east bay congressman knows he's up against big hitters in the democratic party. >> now, i know that the mountain that i face is steep. you may have heard there are a few other democrats interested in the job. most of them have more name recognition right now than i do. at least outside this city. that probably should discourage me. it may discourage you. it doesn't. i've got you. we've got each other. and we can do this!

>> swalwell was first elected in 2012. his top priority as president is a ban on assault weapons. it is 6:306 right now. authorities so far saying little about a man found dying in an east bay park over the weekend. he was found unconscious and not breathing yesterday at anuda park in bay point. they are not saying how he died or if there are any signs of injury. >> three people recovering from serious injuries after a crash in contra costa county. take a look. it happened yet in antioch on james dolan boulevard near night in game avenue. the driver lost control and hit the sound wall. there were three people inside the car. no one was wearing a seat belt. investigators believe speed was a factor in this crash. a new warning this morning from the federal trade commission. don't be caught off guard by social security scammers. there's been a spike in the number of victims. callers pretend to be from the

social security administration. they tell you your social security number has been suspended for suspicious activity. they ask for either money or to confirm your number. the real social security administration will never contact people out of the blue. well, developing right now, parts of the team south this morning dealing with a lot of cleanup. this is after severe weather in the area. more than 20 tornados hit over the weekend. people in blanchard, louisiana, outside of shreveport, are still trying to clear paths to their front doors. just look at this. this after thunderstorms and some of those cases brought down trees and heavily damaged those homes. heavy rain also caused major flooding in many areas. one tornado left behind a path of destruction. this in troy, alabama. across the south, a number of dead now stands at eight from this weekend's severe storms. and, kari, just seeing a lot with the storms. i know it's now moving to the east. >> yeah. very quickly.

it has moved out of the south. this was the worst we have had this year. it is good to see it is moving away. it is still affecting parts of new england. as it moves out over the atlantic, things will quiet down. as we come back home, a new storm approaching the coach. this bringing in light rain to parts of the north bay. it will bring us light rain into the evening commute. but we are already starting to see the rain approaching the coast now. we will start to see more clouds moving in by 2:00 to 3:00. it is moving into the rest of the bay area my 4:00 to 5:00. i'll have more on this timeline coming up in a few minutes. mike, you have been checking out the traffic looking at the san mateo bridge. kari, that's right. over here, the tail lights really slowing now. less flashing praeubg lights. i want to show you where we had the earlier flashing lights on

it's earnings season. a number of major banks report profits today. facebook suffered a worldwide outage yesterday, its second in just the past future weeks. lyft will temporarily stop renting bikes in san francisco. they have problems with the front brakes. now, pinterest is likely to go public this week, debuting on the markets on thursday. it's going to list on the new york stock exchange as pins. the pinterest ipo comes after two other bay area companies went public. lyft and pagerduty. lyft has really struggled. its stock price is under water. pagerduty rocketed in its debut. today is the day people who still have not done their taxes need to do their taxes. they may discover they owe money their their return is not as big as they were hoping. that is a political problem for the white house which brought us a tax cut. few americans realize they got a tax cut. but many did.

a nonpartisan tax group says 65% of americans paid less in federal tracks in 2018. an nbc/wall street journal poll of taxpayers show 17% of americans say they're paying less. the numbers don't come close to matching. they got the cut, but they're not realizing it. samsung taking preorders on the galaxy fold, the foldable cell phone. only those who registered last week will get first crack at it. so you had to preorder your preorder. and you have to have a lot of money. with tax that will cost you more than $2,000. >> that's a lot of money for a phone. >> that is a lot of money for something that could potentially drop on the ground. we own things $2,000. but they're furniture or something.

families that are there walking together. it was really a beautiful event. i was happy to be part of that. we're going to be feeling some rain by this afternoon. here's a live look at san jose. evergreen. normally we're up to 69 for the high temperature. not going to make it there today. we are going to see a mix of sun and clouds as you head maybe pack to school after spring break in san jose. upper 40s. to start. upper 60s is where we will stay. not as warm as yesterday mostly thanks to the clouds and the storm system approaching as the other moves off the east coast. light rain moving into parts of the north bay.

we will see rain starting to spread as it moves through as we go into this afternoon. we will take it hour by hour. by 3:00, rain covering the north bay. approaching san francisco and oakland. that's the leading edge. making its way to the south at 4:00 to 5:00. that means the evening commute will be soggy and moving more slowly than it normally? . by 8:30, the rain will taper. this rain will be winding down. there may still be lingering showers for the north bay. by 6:00 to 7:00 in the morning. but other than that, we'll see things drying out and clearing out as well for tomorrow. most of us a quarter to a half inch of rain. another good soaking. north star, a lot of snow on the

ground. can you believe we will have another six to seven inches on the ground today as the storm system moves through? look how much it warms up in the bay area. inland valleys reaching into the upper 60s tomorrow, up to 80 degrees on thursday. meek, you have been tracking a lot. you have notes for the north and south bay commuters. >> that's right. the big view first. let everybody take a gander at the speed sensors. hayward right in the middle. south bay, crash. northbound 101 near trimball. chp should be clearing that over the next few. we see that is a tough part. it is northbound at the merge with 87. a gentle build for the south bay. san jose schools are back. other school districts are out this week. southbound 680 out of the north bay, across the carquinas -- benecia bridge, i'm sorry.

it is 6:23. a man accused of a horrific attack on a young boy at the mall of america is expected to be charged today. the unidentified 5-year-old boy was thrown from the balcony on the third floor friday. a go fund me drive has raised several hundred thousand dollars. the mall, said to have previously had troubles with the 24-year-old suspect, had already banned him from the premises. >> well, it appears a college rite of passage turned tragic at fordham university where a student fell 30 feet to her death in a clock tower. several students were climbing inside of the tower earlier yesterday. one of them sydney monfries somehow slipped. she was a few weeks from graduating. it is traditional to get photos before graduation even though the tower is off-limits. 6:24 right now.

it is tax day. that means millions of families have begun the wait for a refund or an audit. >> should you worry? we invited chris chmura to share some of the team's expertise in dealing with the irs. good morning. we receive a steady stream of irs cases like william in oakland, alex in san jose and mike and kathleen. audits are on people's minds and their fears. we tracked down statistics and find audits do not live up to the scary hype. first, your chances are one-half of 1% are audited or examined, as the irs says. 70% are done by mail. no surprise, knock at the door, or summons to appear for an interview. you settle it with letters. here's the most encouraging part. it is possible the examination will result in a bigger refund. in 2017, for example, 34,000 audits ended with the irs writing a second check to the taxpayer.

students are heading back to school today. that's a live look at walnut creek as we start out, more clouds moving in. that will be the trend as we continue to see more clouds. and cooler temperatures especially compared to the weather we had over the weekend. that's because a new weak storm system is approaching. i'll track that and a closer look at the timeline. >> this is the bay bridge. fastrak backed up. cash is great. perpetual spring break. at least six weeks long starting from when universities get theirs. we're looking at a nice drive. him its shows slowing. slowing pleasanton through 680. south bay, very intentional rig

gentle right now. >> breaking news we have been following this morning. downgraded to 4.1 magnitude quake that hit in the mountains north of healdsburg just before 5:00. it was downgraded from 4.2. it was centered at 4:54 in the morning happening in a remote area, 13 miles southwest of clear lake close to the geysers. a small amount of aftershocks have happened since>> more breaking news. this coming from the north bay. fire tearing through a strip mall in novato. pete suratos is live out there. pete, talk to us about the damage left behind. the light is out. you can see a little bit more. what have you been able to notice? >> reporter: good morning to you, marcus. plenty of damage to the structure. about 8 to 10 builds is the number of businesses that had been affected. you have firefighters looking at the area where most of that fire

was coming out of. but i want to show you new video. we have been showing you video all morning long. this was tweeted pout by the sheriff's department. deputies on scene there. deputies are filming that video on their phone, showing as they were helping out novato fire to put out the fire that happened roughly around midnight. that is what we are getting from the fire district. they received 911 calls from passers-by. apparently people were working in the building at the time. we were told they were able to get out safely. no firefighters were injured during all of this. now, as far as the fire, where the or since may have happened. the middle section of the building and the roof is where crews saw most of the fire. they were able to put it out in about an hour at 1:15 a.m. here is deputy fire chief with the fire district explaining how they put the fire out. >> defensive operation, what we basically did is surrounded this

from the exterior, began putting water on the fire as well as coming off the ladder trucks, getting water on the building from above. take you back out here live. you see the fire engines with novato fire here where the fire took place. as i mentioned, 8 to 10 businesses suffering either smoke, fire or water damage. we know one arson investigator is on scene. more should be showing up later this morning as the cause of the fire is still under investigation. live here in novato, pete suratos, "today in the bay". 6:33. developing right now, growing anger in oakland after the death of a mother and her son in a hit and run on saturday. 6-year-old angel garcia, his 30-year-old mother alma vasquez and his uncle all hit. the uncle is in critical

condition. it happened near 26th and foothill boulevard. the father was simply devastated. >> i'm really broken in my heart. i have two kids left. that's it. i lose half manufacture family. >> so tragic. they have identified someone they considered a person of interest. but officers have not been able to make an arrest. happening this week, jury selection continues in the ghost ship warehouse fire trial. both sides in this case combing through potential jurors. this is to hear the high-profile case. late last week the judge ruled that libby schaaf will not have to take the stand in the case. the defendants derrick almena and max harris each face 36 counts of involuntary manslaughter. their attorneys wanted the mayor to testify because she knew about a civil grand jury report about problems with oakland's fire inspection process. schaaf's attorneys pointed out the mayor had no direct knowledge of the warehouse

before the fire. opening statements are scheduled to begin next month 6:34 right now. this is a first. e-cigarette maker juul taking new steps to keep products out of the hands of minor. they are trying to police itself. live with the steps that you can take to keep your kids safe. roz? >> reporter: this is a new tool designed for parents, teachers and police officers who might catch minors with the company's vaping devices. juul is one of the largest of the e-cigarette makers and most well-known. there has been kopcontroversy around i cigarettes and vaping. it has been called an epidemic. there has been a ban on flavored tobacco. the company is launching this new tech tool to find out how minors are getting these products. it's called track and trace. here's how it works. once an adult con fist skates it from minors, they been go to the

juul online reporting web portal, input the serial number, and juul will launch an investigation. they will be looking to find out if this was knowingly sold illegally to a minor or whether someone over the age of 21 was buying in pluck abulk and resel minors. we are told this is just a pilot program in the houston area before they expand it out. you can even use it outside the houston area. roz plater, today in the bay. >> interesting. thanks, roz. 6:36. lyft pulling several thousand electric bikes from service because of a braking problem. lyft operates the e bikes, the ford go bike in the san francisco, citi bike in new york and capital bike share in d.c. it received a small number of reports of riders who experienced a stronger than expected braking force on the front wheel.

6:36 right now. a little early. but california's commercial dungeness crab season closes today because of a settlement reached between the california department of fish and wildlife, fishermen and the center for biological diversity. the goal is to protect marine life and from the nets and fishing gear used by crab fishermen. in 2017, there was a spike in whale entanglements off the coast blamed on dungeness crab commercial fishing gear. a live look at oracle where the world champion warriors are back in action against the clippers. the warriors took the first game with ease on saturday. tonight's game tips off 7:30 tonight. mike, a lot of people showing up ready to cheer on the warriors bringing amount of traffic. >> a lot of folks. be careful. remember if you are traveling

good monday morning. 6:43. already seeing clouds move in as you get ready to head out the door. the rain holds off until this afternoon. if you're out running errands, you'll be looking good. you will need the umbrella after 3:00 or 4:00 in fremont. if you're heading out of hayward, westbound, the tail lights tapping there for the brake lights. slowing across the san mateo bridge. we'll show you the hayward side where we see red sensors. a lot of questions this morning after a sideshow got out of hand last night in east oakland. that area has been active for most of the day with sideshow activity. at night, an ac transit bus ended up getting torched. this was at 42nd avenue and international. some social media video showing parents holding their children watching some of the crowds set

the fire to the bus. this was along the big rig. there were also reports of gunshots. police say there were no serious injuries. or no injuries at all actually. and so far there's no word of any arrests. 6:44. out of oakland's high park park neighborhood, 16 people, including children, are homeless after a fire ripping through their apartment building. firefighters tweeted out this fire overnight just before 3:00 on fruitvale south of interstate 580. the fire started in a third floor unit. there are no reports of injuries. a disturbing trend among teenagers may have made parents think twice. sexting becoming more and more common. many kids don't realize it's a crime. new research from the university of new mexico showing a quarter of teens say they have received a text. 15% have sent one. many say it is a monddern form

flirting. leaders in one southern california city will debate their group of newly painted police cars. as you can see from the images, laguna peach patrol their cars have an american flag in the logo. it was approved back in february. it is raising strong emotions on some side. some are proud, others call it too aggressive. council members will decide whether they should keep it as-is or go with an alternative. >> 6:45 right now. the president not showing us his taxes, but he is telling us how much he raised for his re-election campaign. scott mcgrew is following. >> anyone in the race for president has to tell us how much money they raised in the first quarter. it's the deadline. you're right, the president way out ahead in this race. his re-election campaign says it raised $30 million the first

three months of the year. the president launched his re-election campaign shortly after winning his first campaign holding more than 50 rallies in the first two years in office. the president's re-election campaign far outpacing his democratic rivals. there are many of them, so they are dividing up the pie. bernie sanders tops the list. harris got $12 million. harris and sanders together raise up to what trump was able to raise. everyone, including pete buttigieg, is surprised how high up he is. we were talking earlier about kamala harris's taxes. reminder, we haven't seen bernie sanders' taxes not now or the last time he ran. will we ever see the president's taxes in congress demanded them. over the weekend sarah sanders said members of congress are not smart enough to understand the president's taxes. leading congressman ted lou to respond, well, if we don't, we'll send them back.

as we get prepared for this day, look at these high temperatures. compared to the 70s we had over the weekend, we will make it barely into the low 60s in the inland areas. going to the warriors game, it will be raining as you head into oracle arena. off and on showers into this evening. we are starting to see light rain into the north bay. sonoma, northern napa starting to see rain. a closer look. it moved south of rohnert park and sonoma. expect it to start out light and get heavier as the main batch of rain with this system continues to move in. here's a look at the hour-by-hour outlook. here we are at 3:30. much of the north bay covered with rain. moving into san francisco and parts of the east bay. the south bay, soggy evening commute. and that continues into tonight. it starts to taper off in the north bay 8:00 to 9:00.

an early morning fire damaged 10 businesses at a strip mall in novato. we rolled up to the scene about midnight. two people were, twoing there at the time. they called 911. no reports of injuries. right now firefighters are still trying to determine how it started. arson investigators are now on site. authorities so far saying little about a man found dying in an east bay park over the weekend. deputies found him unconscious, not breathing early yesterday in anuda park in bay point. so far they are not saying how they died or if there were any signs of injuries. right now they are treating it as a homicide. and three people are recovering this morning center serious injuries after a crash in contra costa county. it happened yesterday on james dunlun avenue. the driver lost control, hit the sound wall. there were three people in the car. no one was wearing a seat belt.
