and good tuesday morning to you as we get started with our day. thanks for joining us. i'm marcus washington. >> tax day, monday, in the books. there we go. we're on to tuesday. i'm laura garcia. we will check in with mike in just a moment with the morning commute. but first the forecast. rain yesterday. clear today? >> it's starting to clear out. as we head out the door, temperatures are cool. we are going to see patches of fog starting to roll across the bay area. a live look outside in walnut creek. roads may still be wet as you head out for your drive. look at the temperatures from the low 50s, into the mid-60s today. and partly cloudy skies. we'll talk about what's ahead. it will be much warmer going into the middle of the week. more on that in a few minutes. you have been getting drivers with a couple of slow spots. >> kari, we just got more details. 680 through alamo has cleared. i'll show you that in a second. we are looking eastbound 84 from the peninsula to fremont, newark

and new facebook campus in the east bay. just before you make landfall, there is a crash, a jackknifed big rig reportedly blocking all your lanes before the thornton exit toward fremont. if that is exactly where it is that is a problem because they cannot get off the bridge, these folks from east palo alto. stand by for the updates on twitter, facebook, and on the air. san mateo and 237 are your better eastbound routes. 680, stone valley road, that traffic alert. that one clears. we are watching eastbound 84. >> notre dame fire under control just hours ago. the church leaders say a large part of the artwork and relics have been saved.

it is clear by any standards that the fire heavily damaged the 800-year-old church. witnesses say the surreal scene left them in shock. >> at such a point we saw the roof fall down. soon later the spire started bending and smoke and flames. >> the church was undergoing a $6 million renovation. church leaders believe it may be tied to the work being done. nearly $350 million has already been pledged to help rebuild the cathedral. and our coverage continues throughout the hour here on "today in the bay". 6:15, backlash for big mistake by youtube as the fire broke out in paris. and at 6:30, the reaction and tributes right here in the bay area. and at 6:55, the update from the

scene at notre dame cathedral. then the "today" show starts its coverage at 7:00. 6:02. hope you filed your taxes. yesterday was the deadline. in washington, a new effort by democrats digging into president trump's finances. tracy potts has the latest reaction from the white house. tracie? >> reporter: hi, laura. good morning. good morning, everyone. the white house says that president trump's taxes should not be given to members of congress. so they're not waiting on that. democrats are reaching out directly to companies that did business with mr. trump. democrats have given the irs a new deadline, one week from today, to turn over six years of president trump's tax returns. the president's legal team says that's illegal. >> this administration has no attention to weaponize the irs. >> frankly, the people don't care. >> i'm absolutely interested in seeing president trump's tax returns. >> reporter: while the treasury department decides whether to

comply, subpoenas are going out to mr. trump's accounting firm for seven years of financial statements. and according to the "new york times", to deutsche bank, which loaned mr. trump $2 billion. >> the american people have a right to know where he is getting his money, to whom he owes monday. >> reporter: thursday morning's release of the mueller report could also offer new insight on the president's business. >> it could very well be there is significant wrongdoing. >> i don't care about the mueller report. i've been totally exonerated. >> reporter: the report found in collusion with russia but was in conclusive on obstruction of justice. and the report is almost 400 painless, too. laura, the attorney general is promising it will be color coded with notes so the public, people looking at it can see what was redacted, what information was taken out, what type of information, and of course why >> that's good. it will be easy to read that way. tracie potts, thanks so much. >> 6:04 for you right now.

making sure you're safe on your next ride. we are talking about rideshare cars. new security measures to protect riders. bob redell is live in walnut creek. and, bob, what is the new proposal from lyft? >> reporter: marcus, in an effort to make sure your lyft driver is trustworthy, whether picking up here at the airport or wherever, they will run continuous background checks. this is in addition to the annual rechecks. annual background checks have been going on for quite some time, a church of criminal records and sex offender registry. now with continuous background checks, lyft will be monitoring daily for any drivers with criminal convictions and any driver who does not pass an annual and continuous screening will be barred from the company. lyft is also enhancing its identity verification. the company will require drivers to carry both a valid driver's

license and an up to date photo of their face. this to prevent potential identity fraud. uber began checks last year. that's lyft's main competitor. lyft is considered to be a safe means of travel. there have been a handful of cases in which drivers have been accused of sexual and violent crimes. now, you'll recall lyft has been in the news as of late. it is based out of san francisco. it ipo'd last month, went on the stock market there. the stock has since slid more than 20% since its ipo the last couple of weeks. uber is also sf-based. it could be hitting the stock market soon as well. bob redell, "today in the bay". thanks, bob. 6:06 right now. and new details on san francisco's planned waterfront homeless navigation center. we're guessing opponents may not be too happy with the update. angry neighbors confronted mayor london breed when she tried to

explain the plans two weeks ago. the center will sit on an empty lot on the embarcadero. last night the mayor's office issued an update. the plan still calls for 200 beds. it will ramp up from the 130 beds initially. the original plan called for the site to operate four years, the city now seeks to have a two-year lease with the option of renewal if it is successful. as promised, more police officers will patrol the area. the port commission is scheduled to vote on the deal one week from today. 6:07 right now. and jury selection begins today in the ghost ship warehouse fire. the next three days, attorneys will pick 12 jurors and six alternates. last week hundreds answered questionnaires. derrick almena and max harris each face 36 koupbs of involuntary manslaughter for the deadly 2016 fire. late last week the judge ruled oakland mayor libby schaaf will

not have to take the stand in the case. a permanent gun on gun shows at the cow palace. the plan was previously approved. because the daly city property is officially owned by the state, the vote will be reconsidered or is actually considered now null and void. voters today involved in the cow palace board of directors would have to approve transferring power to a locally controlled joint authority. that may then put the gun and ammunition sales ban into effect. there is a state measure now working its way through legislature. >> new video shows a new jersey utility worker narrowly escaping as falling wires erupt into a fireball setting the ground ablaze. a severe storm caused the wires to fall. the worker said he was okay and didn't need medical treatment. another storm system sent a roof blowing off a pennsylvania business. surveillance video capturing that whole thing there. just as the winds started to rip out a tree, the roof comes off

that warehouse. no one was hurt in that incident. >> kari, is this the same storm creating a lot of havoc throughout the country as it moves east? >> yeah. it moved through the south, parts of the midwest. now it has moved over the atlantic. another disturbance will bring another round of rain for pennsylvania and new jersey as well. as we move back home, we will see some of the light showers we had yesterday evening. we are getting a chance to dry out now after that dropped a quarter to half inch of rain. now as it moves over the sierra, we are looking at another five to seven inches of snow on the ground in the high sierra. i will be watching that. now you have a traffic alert. >> yeah. it's a big deal. this is a big deal effectively shutting down one direction of a bridge. fortunately it is countercommute. menlo park, facebook side heading over toward fremont and

newark. again, counter commute. avoid eastbound 84. right now you are being diverted off the approach. there is university. folks are forced down off university. also likely taking willow back to 101. in the city streets. east palo alto, menlo park. this whole side of the peninsula which is normally smooth flowing, it will be a problem right now. it will get congested at 101, 92, san mateo or south to 237 trying to get east over to fremont from the peninsula. 84 is closed because of a jackknifed big rig around the radio towers. southbound 680 slow toward alamo off the walnut creek enter change from an earlier traffic alert which has cleared there. palo alto shows the volume of traffic. it could get con skwrefted. back to y congested what kim kardashian is

good tuesday morning. right now at 6:13, a cloudy start in the south bay. we are seeing skies clearing across the bay area. as you head out in campbell, it will be in the mid-50s. we normally reach 69 degrees. we will stay just below that. we have a big warmup in the forecast. we'll talk about that in less than five minutes. and we're looking at the san mateo bridge west bound on the right. eastbound is the concern. that's your alternate to the dumbart dumbarton. east 84 is blocked from fremont to menlo park. you cannot access that side of the bay. use 237 to track the ripple effect. 6:14. stocks slipped slightly monday. we may get a bounce today. netflix in los gatos reports profits. amazon got its third amazon go store opening today in san francisco. engineers at youtube trying to figure out why their computers thought the fire at doherty name

was the 9/11 attack on the twin towers. youtube started to add factual plushes in fine print at the bottom of your screen. the computers incorrectly made an association between the fire and the september 11th attacks automatically added that information about 9/11. nbc news obtained hundreds of documents stemming from a 2015 california court case. reporters say further showed facebook ignored users' privacy. the "today" show will delve into this. they say it was cherry picked. congressman alexandria ocasio-cortez will no longer use her social media account and calls it a public health risk. though her campaign still advertises on facebook. she's known for lighting up social media to the delight of both her supporters and her critics. that said, she's not posted anything to instagram recently.

seeing there. now moving across parts of the central valley, toward the sierra. we are still seeing the snow coming down. if you are traveling across the sacramento valley, over toward the sierra, expect it to be snowing. skies clear today. it will still be breezy. we will warm up the next few days. look how the temperatures jump 10 degrees each day through thursday. it comes down a few degrees. highs in the mid-70s over the weekend. a traffic alert for the dumbarton bridge. >> sky ranger over the traffic alert. here's the deal, folks. this is the big rig. sit a double trailer. it looks like the rig itself hit the center divide and jackknifed as it hit the rig. the front part stopped. the trailer kept going with all the momentum. two trailers in the back. they are blocking the only three

lanes and going through a fence. you'll notice a company more lanes. that a little bit of dirt right there. i don't know if chp can let folks travel by. we'll get out to the maps. avoid eastbound 84, the dumbarton from facebook, menlo park, palo alto to fremont of that is not a good real estate. this is university right here. there's the facebook campus. if you recognize where that is. 101 may be affected in a few

a jag knifed big rig. let's check in with mike right now. >> the double trailer, that's why all lanes are blocked. notice the water. this is marshlands road. it is going through the marshy area. there's the radio towers that folks are familiar with. this is the palo alto, menlo park, heading to fremont. folks not able to exit at thornton because they can't get to the exit there. there is a chain link fence. there is marshy soil. i don't know if it's safe for them to get there. certainly not chp approved. we will see what action these folks are going to have to take to get off the span. a huge backup. it goes back to university over there where folks are forced off the roadway. get to university from 101, forced back onto the surface streets. that will tie folks up through the areas. if you're getting on 101, continue up toward either the san mateo and take east 92 as

some of the workers up on scaffolding there kind of a crane that's been brought in. they are trying to assess some of the damage. finally they put out the fire. just about 12 hours after it erupted. we are getting our first look as well. a large part of relics, including "the crown" of thorns believed to be worn by jesus. it did manage to be saved. that's due in part that most of it had been removed because of the major renovation. >> the fire heavily damaged the 800-year-old church. it topphe twin bell towers were saved. a fire dids fighter was the only one injured. there is no update on their condition.

$350 million has already been pledged to help to rebuild the cathedral. >> san francisco showing its support for paris as well. >> "today in the bay" pete suratos live where they are showing a sign of support. >> terry:? . >> reporter: yeah. good morning to you, marcus and lau laura. they lit up san francisco with the colors of france. they do have the flag flying behind me at city hall. this is tweeted out by mayor london breed last night. if you were near city hall you saw it was lit up in the colors of france. this was a show of solid date to paris, france, as they deal with the events that took place at the notre dame cathedral. the connections between san francisco and paris run deep. as you mentioned, it is the sister city to san francisco. grace cathedral in san francisco is considered to be the sister cathedral to the notre dame

a hit and run involving a mother and child this morning. police are looking for 27-year-old raysknock allen. alma vasquez and her 6-year-old son angel were killed. last night family and friends helped people walk across the deadly intersection in their memory. >> angel is a really sweet boy. you would never see him angry or upset at all. >> we pave the street, we line the street. but, you know, there are still other safety measures that are in place to save your family and our children. >> that's council man noel gallo who plans to use $70,000 to set up a yellow flashing traffic light at that intersection. a north bay school district will reconsider changing its

name. the board of trustees of the dixie elementary school district in san rafael will vote on this issue tonight. many residents feel the word dixie is racist. trustees will set a timeline for selecting a new name. the total cost is estimated at nearly $40,000. back in february the school board voted against changing the name but had to agree to revisit the issue. now, that april 15th is in the rear-view mirror, we are getting three big bay area companies who did not have to shell out anything to uncle sam. chevron, netflix and salesforce paid no federal income tax for 2018. what's more, they together get more than $200 million in tax rebates. companies can either cash those rebates in or apply to future taxes. the companies are not doing

anything illegal, just taking advantage of business tax breaks. a potential change may be coming for san jose voters when it comes to electing their nicks mayor. city council members today will vote on a proposal to change the mayoral election to years which a presidential election is held. right now the mayoral race plays out during governor years. advocates say it would increase voter turnout. big traffic alert out there, mike. yeah. this is a huge issue. double big rig, double trailer rig that is jackknifed, blocking all eastbound lanes on the fremont side. chopper a few minutes ago showed the backup approaching the palo alto and menlo parkside. what is happening is because folks are not moving, i think people on the palo alto side are taking it upon themselves and turn around and go back the wrong way to 84 to university.

use caution. as you look on the maps, they are held up at university and not able to access the bridge. folks coming off in the wrong direction could complicate things. please, if you can, talking to anybody on the span, tell them to stand by. chp will make sure everybody gets through safely. okay. so looking ahead towards the weekend there. and looking very nice for us. >> it is going to be a great weekend. we just had a really nice weekend across the bay area. you could make more plans, get outside. a lot of earth day celebrations. it's easter weekend. and we are going to have temperatures inland reaching into the low 70s. for the coast, looking at highs into the low to mid-60s. san francisco looking great. in the tri-valley, expect it to be cloudy. highs reaching 75 on friday. we cool it down the rest of the weekend with upper 60s. and a mix of sun and clouds.

eastbound as your alternate. the rest of your commute coming up. sounds good. thanks so much, kari and mike. 6:43. lyft today launches new safety measures designed to boost rider safety. it includes running continuous daily criminal background checks on drivers not just once a year. uber made the same change last year. they will boost their driver identity verification process. drivers will have to carry both a valid driver's license and up to date photo to prevent identity fraud. well, ac transit facing a growing class-action lawsuit accused of discriminating against new and expectant mothers. in january, two female bus drivers said the agency disregards the law for pregnant and breast feeding mothers. attorneys say more drivers have since jumped on board. one worker who launched the suit says state standards are not

being met. >> when you tell ac transit that you're pregnant, they just deem you as disabled. you're no good to them. if that bus isn't moving, then you're no good. and they encourage you to go on unpaid leave of absence. >> telling a woman who has requested doaccommodations and u accommodate other disabilities or needs that you just don't do it, is a problem. >> ac transit released a statement saying the agency does comply with all laws, adding six properties are outfitted with private rooms for breast feeding. 6:45. just in, a missing father and his two sons are found safe in butte county. >> the sheriff's office said they were driven home. they had been missing since going on a hiking trip in sterling city area. they took their jeep to the area on sunday. crews including seven dogs had

sky ranger showed us a few minutes ago. some folks are turning around and go the long direction. look who just arrived. chp is trying to look out for everybody's safety. the other folks rethinking their action now as well. we're watching for developments. so far chp will handle the situation on the bridge. if you're talking to anybody by cell phone, let them know what you saw from sky ranger. they will be told orb maybe there is paperwork going on. you avoid that. eastbound 84 is closed to fremont. westbound is distracting. that's slowing folks from fremont. avoid dumbarton bridge if you can. and the city streets, look at that. university getting jammed towards 101. same thing for willow and marsh as well, jamming up that portion of the peninsula. san mateo eastbound clear. use that as an option.

pinpoint the cause of the fire. leaders believe it may have been tied to the work being done. >> reporter: good morning, marcus, laura. there was a mix here in paris of relief and trepidation. relief that notre dame is still standing. the structure remains. last night at the peak of the blaze, french officials warned that notre dame might be lost. but now that they're getting a closer look, investigators are saying that the building which -- the roof burned off, now the building is unstable. so it's not over yet. the danger has not fully passed. we'll have a full report coming up on the "today" show. >> looking forward to that, richard. new overnight, nbc news obtained hundreds of documents showing facebook ignored privacy. he willingly shared information with third-party companies. he gave access to the data of its users.
