wwelcome to wednesday morning. i'm laura garcia. >> i'm marcus washington. meteorologist kari hall has been tracking the weather for us. >> we start out with temperatures in the mid-40s in the inland valleys and low 50s near the coast and inner bay. concord, we'll be about 49 degrees through 7:00. all clear skies. no issues today. and quickly warming temperatures will be up to 65 at 11:00. a look at all our microclimates

with a warmer day ahead. as we head over to mike, you are getting an update on a truck fire? that's right. a truck fire reported out there. something just popped up over here on the bay bridge. i'll check on that. we have no detail except something is going on around the berkeley curve. we are looking at the tphorblgt bay. a report of a truck fire. it is the cargo section. it is over off the shoulder. they are handing it off to the vallejo fire department. it is counter commute. we're tracking that because there is a lot of brush in the area. a smooth drive to the bay bridge. the toll plaza is great. dry on the lens. no active rain. that is just like my car. we have to wash it off. no problem clearing the roadway. it is moving in towards san francisco right now. back to you. thank you so much. a live look at notre dame

cathedral in paris where the focus is now squarely on rebuilding. france this morning announcing an international contest to design a new spire. some fear the rebuilding could take decades. church leaders estimating a six-year closure. donations started pouring in before the last flames were out. nearly $1 billion has already been raised. the spire and the roof both collapsed. many relics and treasures were saved. one church leader tell's "today" show's craig melvin, they are trying to assess the risk of collapse. >> right now there is a risk of stones falling. so they want to be sure that they test everything in the structure of the building. >> investigators are still in the preliminary stages of determining the cause. so far it is being tied to renovation work crews were

doing. we are hearing from one san diego firefighter who pitched in to put the flames. he was visiting in paris for easter week. he said his instincts kicked in. >> there was this bizarre need to want to try to do something. they were doing everything they could. >> he says he was amazed to see his french counterparts pwraebr entering to save artifacts. >> an unusual attempt to an tkub abduct a toddler. >> "today in the bay" spoke with both of them about the frightening ordeal. >> just an awkward smile is the

best way i can kind of explain it. >> it was a disturbing situation in many ways, according to adam walker. he and his family were walking through friday afternoon when they passed a woman and her two young children. >> shortly after we passed her, we heard a scream. and she was all of a sudden yelling for help and for the police. >> and at that same moment, a man walked, you know, really quickly by us with the 2-year-old in his arms. >> walker took off after the suspect, cornering him until police arrived. >> the bizarre part of the whole thing, he did briefly stop and give kind of a strange smile. >> he looks like a normal person in this street and in all city. >> the mom says a man scooped up her2-year-old son and tried to kidnap him. >> some man keep my child and tried to go away. >> an accusation that led this

man, roscoe holio, a deejay from australia, to face felony charges of kidnapping and child hood endangerment. >> overzealous police work, mistaken identity. >> but walker doesn't think that's possible. >> i saw the man holding the child, run away. >> and that suspect is due back in court tomorrow morning. a deal between stanford and palo alto school district is falling apart. >> at stake, millions of dollars for local schools. kris sanchez joins us with a look at what's next. kris? >> reporter: hi there, laura and marcus. right now we're not clear what's next on this deal, other than it seems to be suspended indefinitely. what we have reported on this expansion for you here on "today in the bay", that means $120 million to the palo alto unified

school districts and per-pupil dollars could be off the table. because of the massive size of this, the county wanted to be the primary negotiator. the idea behind that is all the concerns would be addressed. not only the public school growth but infrastructure, open space and things like that. the supervisor said by bypassing the county and going through the district, that stanford was not showing a good-faith effort at negotiation. now, here's what stanford's vp of government and community relations told the weekly. we are surprised by such a decision because supervisor simitian and the county had actively encouraged us to engage with part of these negotiations and we believe this discussion is not in violation of the ground rules for this development agreement process. i'm reaching out to all sides so we can confirm for ourselves what's happening and what's next. as soon as i hear something

back, i'll let you know. kris sanchez, "today in the bay". interesting. thank you, kris. 4:36. if you live in the north bay, your commute could soon become a little cheaper. the agency said it comes after several passengers complained about the costs. right now it's about $3.50 to ride smart one way. and $11.50 for the full length of the existing line. riders can buy unlimited passes for $200 per month. some of the riders we spoke with say they would like to see a change happen. others say they don't mind the current practices. >> i think the fares are good. >> it's probably a little high. but it beats sitting in traffic. >> bart is considering a pilot program to provide a 20% discount for low-income passengers. another proposal would allow kids to ride free with the

purchase of an adult ticket. smart board will discuss the proposal at its afternoon meeting. today city leaders in san francisco will come to remember the impact of a powerful and historic 1906 earthquake and fire. tomorrow marks 113 years since the natural disaster. a luncheon to pay tribute to the victims is scheduled for this morning at john's grill. mayor london breed will honor a fire chief and his wife. coming up here on "today in the bay", are you bingeing on netflix? the streaming company promising to open an offer on what people are watching. a new competition for starbucks. the company is trying its hand in coffee.

good morning. i'm frank holland at cnbc headquarters. wall street set for a higher open. yesterday stocks posted modest gains. tphas dag closing above the 8,000 mark for the first time in months. on today's watch list, a report on housing starts, as well as earnings from morgan stanley and pepsico. netflix is promising to offer more information on what people are watching. as part of its latest earnings report, netflix says more than 52 million people watched triple frontier and 20 million viewed

concord. 71 in hayward. a lighter wind compared to yesterday afternoon. mostly sunny skies. redwood reaching 72 degrees. 60s in the outer sunset. north bay, 74 in sonoma. as we look at the pollen count. showing up moderate on the pollen count. everything else is low. looking up to 80 for our inland temperatures for tomorrow. then on friday, we will see the cooling trend easter weekend. it's going to be a really nice weekend and a lot going on around the bay area. checking out san francisco with some low 60s today. up to 71 tomorrow. coming back to more softball temperatures for saturday and sunday. and mike, you were checking on the crash at the bay bridge.

>> kari, it was marked on the maps. we still see smooth traffic. right about here. chp, look at that right there. it was something going on on the approach. it is out of lanes. traffic going smoothly. the cash lanes are starting to slow down a little bit. one is still not open. lighter overall traffic. this wednesday, a smooth drive into the maze. the crash we just took a look at the toll plaza. lanes and approach are clear. no problems out of contra costa county coming into the area. in san francisco, reports of debris off westbound 80 down the skyway approaching 9th street exit. everything is clear. everything flowing smoothly into the city. a good drive once again. great along the peninsula. overnight construction. we continue to follow this. northbound 101. a little less slowing.

cones off the marsh off-ramp. just a tad bit of slowing. crews are ready to clear. laura? traffic flowing on highway 37 in novato following a deadly wrong way crash. it happened 9:30 last night. it closed boat transition ramps from 101. chp says a woman died when a car struck another car head-on. we are learning she was the one headed the wrong way. she swerved to avoid two chp officers. amazingly the other driver suffered only minor injuries. >> getting a first look at what's behind after a fire at an east bay restaurant. this is on mount diablo boulevard in lafayette. it has taken extensive smoke and water damage. investigators believe the flames started in the kitchen. >> only on nbc bay area, five people in custody this morning

believed to be breaking into cars in hollywood. police say the suspects are from oakland. l.a.p.d. says they caught a ring of thieves breaking into cars in parking garages and on the streets in the theater district. they were targeting rental cars and using scooters to make a getaway. >> this is an yon going issue regarding folks. the suspects are in northern california coming to los angeles on the weekend, breaking into multiple cars. and they are fleeing back up north. >> police believe the thieves would take stolen items, sell them on the streets in oakland. 4:51 right now. necropsies could begin this morning on gray whales. it was the seventh in five weeks. the marine mammal center says three died of nutrition. many of the whales are skinnier than unusual. >> if it's warmer waters, the food source is very limited.

that's why we offered to do the necropsies. we cooperate with a lot of biologists and researchers along the west coast. >> scientists will likely leave the whale there to decompose. because its body will provide food for other marine life. right now a case seeking class-action status. according to the mercury news, everyone who bought apple stock over the holidays could be a part of it. iphone sales were slumping. apple told investors it was going into the season with a strong lineup of products and services ever. many lost money because it is not true. apple has not responded. sean spicer is scheduled to speak at an on-campus event sponsored by u.c. berkeley republicans. how media affects the public.

and hafppening now, the mayr of yuma, arizona signs an emergency proclamation after an increased release of migrants into the town. the mayor claims there is an imminent threat to the community. they are looking for help of fema and calling on other towns to file suit and declaring emergencies. the state of emergency does not mean crime will be on the rise. they have all gone through background checks and medical screenings. nbc bay area responda

well, nbc bay area responds to a palo alto's couple long haul with a canceled flight. good morning. kerry falla and his wife were ticketed to fly from sfo to london and then onto india. the morning of their flight, british airways canceled the first leg. kerry took action, immediately. >> i called customer service. and after an hour and a half, they were able to book me out of los angeles. >> okay. los angeles. that means flying from l.a. all the way to london. great. but what about getting to l.a.? that bit right there. well, kerry said the phone agent told him to buy one-way tickets on another airline and later file for reimbursement. that's what he did. but british airways denied his $374 claim. so kerry contacted us. we reached out to b.a. and it paid in full within two days. with he did not get an explanation for why the hop from
