>> good morning. it is 7:00 on the nose. and this is a live look at the bay bridge from emeryville. good easter morning. thank you for joining us. i'm chris chmura sitting in for kira klapper. vianey arana is here with your microclimate forecast. is it good? >> it is. it is a little cloudy in some parts. the clouds will burn off better than they did yesterday. our temperatures still cool, in the 40s, as a matter of fact, in those places. oakland is running a little bit earlier. this may be a false read. overall into the arch, look at the icons. any cloud cover that is out will

burn off mid morning. it will make way for mostly clear skies. temperatures will climb into the 70s now. this is just the beginning of a warming trend. it will set us up for a little preview of summer-like temperatures in the bay area. today topping out in the 70s. expect clear skies into the evening as well. as you head into your workweek, temperatures going to get worker. a complete look at the warmest day of the week because we are talking possible low 90s. go outside and enjoy the nice weather. >> this if you wanted summer in your easter basket, you got it. >> it's on its way. we are tracking breaking news in sri lanka. a series of explosions have been triggered at hotels and churches there during easter sunday mass. nbc news confirmed at least 207 people were killed and hundreds more injured. the near simultaneous explosions rocked three churches and three

luxury hotels, leaving 450 people hospitalized from their injuries. a security officials said some of the blasts were suspected to have been carried out by suicide bombers. the first blast ripped through st. anthony's shrine in colombo. outer sri lanka's 22 million, roughly 10% are christian. the state defense minister says seven people are under arrest for the attacks. back here at home, a police shooting investigation this morning in south san francisco. officers were called to a burglary in progress at the genesis office complex on number one and two tower place. police blocked the parking lot entrance and exits.

but they plowed into squad cars trying to get away. police opened fire on the truck, but it sped off. the suspects later ditched their truck and ran about two miles up the road at bay shore boulevard near guadalupe parkway. all three suspects were eventually caught and arrested. one officer was hurt during the collision with the getaway car. that officer is expected to recover. >> happening now, you might be planning on connecting with family members on easter. but if you plan to do it by crossing the east bay, something might get in the way. there is a complete shutdown on 680, both northbound and southbound at sheridan road closed near sunol. workers started clearing the overpass. the interstate will remain completely closed for an estimated eight hours. a new overpass was already installed. niles canyon, mission road, all of them leading to one point on the other side of this project at 685 and andrade road.

and saying why didn't the police do something. >> reporter: police say they were outnumbered. one deputy was injured when he tried to take action. nbc bay area news. bay area woman who caused a national uproar is missing. we told but rebecca parker manke and the confrontation earlier this month. after she yelled at a man at a coffee shop she lost her job and received death threats. friday morning she was reported missing. she was last scene visiting a friend in lake county and supposed to head home to palo alto but didn't make it. she might have gone off the grid to avoid any more negative attention. but they are concerned because she did spark so much outrage.

the coroner has identified a person as a 28-year-old man from per second county. tyler collins was reported missing last month near rockaway beach in pacifica. a friend said he was ripped out to sea by a rip current while swimming. three of the world's top mountain climbers are believed to have died in the canadian rockies. they were climbing in banff national park. searchers went after them and found evidence of a massive avalanche. all considered the best of their generation were sponsored by north face, based in alameda. tributes are pouring in from around the globe. >> a small grass fire parked up in san jose. fire crews were quick to put out

the flames on alma court. crews are trying to figure out what caused the fire. expect to find weeks of road closures in downtown san francisco starting tonight fremont street will be closed while crews took down a rail system because cracks were found in the steel beams. the one-block stretch of fremont will close from 9:00 at night until 5:00 in the morning for about a month. the entire repair project is expected to wrap up by june. where there's smoke there's usually fire. here there's just a lot of people having fun. we're talking about san francisco's annual 420 celebration. thousands packing into golden gate park to smoke out together. this is the first time the cannabis celebration yesterday has fallen on a saturday since they legalized recreational use. partygoers say it's a hit.

"meet the press" and larry gurson who is joining us now. chuck, good morning. thank you for joining us. >> good morning. >> the mueller report is out, redacted, subject to interpretation. so what's next? >> well, you're going to hear on the show today rudy giuliani's version of what's next. he has contentions with pretty much most of the mueller report. accepts only a handful of findings to it, and believes there needs to be a counterinvestigation into how did the investigation begin. and in fact, in so doing, essentially he wants to mainstream the idea that it is okay to get a foreign adversary's stolen material as long as it is true, which would open up ethics when it comes to our campaigns. and jerry nadler, who i also have on the show, who said what he has read in the mueller report is impeachable. but he's not ready to say whether they're ready to go down that road because that decision

is a political decision as much as it is a legal decision. so that's where we stand. >> chuck, regarding the mueller report, is it likely to sway voters away from president trump over time, or will most people just pass it off as nothing more than old news? tell me. >> well, look. i think the three and a half week head start that bill barr gave the president, no collusion, no obstruction, getting that talking point for three and a half weeks before we actually got to read the mueller report, i think that is a huge -- it doesn't -- we could talk about the -- the efficacy of it all. that in straight up political terms, larry, was a gift to the president and accomplishes what you suggest in your question, which is it allows the mueller report to be through -- viewed through nothing but a political prism. and as long as it's viewed through a political prism, it becomes left versus right, not right versus wrong. if that's the debate they get to

set up, they're fine with that. it will be interesting what democrats do. i get the sense they basically don't want to do impeachment. they hope voters are outraged enough. i'll tell you, i think this is one of the cases where there are unintended consequences with any decision they make, and those apart good consequences. >> crystal ball time. the nixon move forced the president to resign. do you see some kind of similar smoking gun down the road with the mueller report? >> look, i do think you shouldn't ignore the 12 mysterious offshoots of the mueller investigation. there are 12 unknown offshoots that had nothing to do with russia but had to do with other attempts to influence in some form or another. we know some involve other foreign countries, including israel, uae, possibly saudi arabia and the inauguration. they are potential land mines

forecast. >> i am so happy that the weather turned out to be perfect. yesterday the clouds had a lot of people worried. a little breezy, windy. just a passing cold front to the north of us. >> we're good now. >> we are okay now. the temperatures this morning are running a couple of degrees cooler compared to yesterday morning because of the passing cold front. san jose, 48 degrees. it's beautiful out there. we have a lot of sunshine. that camera is blown out. it doesn't look like that in san francisco. 46 degrees. and the coastal fog and 24-hour temperature change. as i mentioned, the cold front swept through. as a result our morning lows right now are several degrees cooler. sunnyvale, 7 degrees cooler. livermore, 10 degrees cooler. napa, 11 degrees cooler. this doesn't mean we will have a cooler afternoon. as a matter of fact, once the clouds clear out, we will see high pressure dominate in the forecast. that will warm us up into comfortable 70s. san jose, high of 72.

east san jose, 73. in through the east bay, also expect to cee lo 70s for oakland. we have mid to upper 70s in the tri-valley. livermore, 74. pleasanton, 76. and along the peninsula, still breezy at times. but not as gusty as yesterday. redwood city, 72. san mateo, 66. heading into san francisco, a high of 66, 68 degrees for the most part throughout the afternoon. north bay, again, mostly clear skies. 78 degrees for santa rosa. 73, novato. the 70s will only set us up for the beginning of a warming trend. a strong ridge of high pressure is starting to make its move. that will give us a preview of the warm temperatures that we are expecting this week. so we have a strong ridge of high pressure that will begin to build in on monday into tuesday. that will warm us up into 70s, 80s, nearing 90s for inland valleys, especially for the east bay. by tuesday and wednesday, we will be seeing some of our

via surveillance video. the bandits made off with several items, including credit cards. they then used the cars at nearby stores, draining the workers' acts. the thieves were seen driving a white two-door cadillac. new details in the story of a van stolen from a daycare. we told you about this earlier in the month. concord police released this photo yesterday of a man charged with stealing the van. his name is ryan carrie. it was taken last week. there is surveillance of the crime on tuesday. a dispatcher spotted the van -- spotted someone driving the van and called police. the kids were so excited to get the van back. they sent flowers and cards to the dispatchers who spotted it. in the wake of the mueller report, revealing findings, a sharp divide is emerging among democrats. either move on or move to impeach the president.

thursday, the voters now have the opportunity to decide for themselves. n-b-c bay area political analyst larry gerston rejoins us now to assess the most critical voters have the opportunity to decide for themselves about the mueller report. larry tkpwur stopb joins us for the most critical part of this inquiry. do you think the report is a fair representation of the task robert mueller was given? >> doesn't it seem like it went on forever? but really it wasn't that long. it was simple, very simple in terms of its origins. one-page assignment given to

mueller. it called for the charges of russian involvement with the trump presidential campaign and other related elements. so such the report not only focuses on the russian angle but any efforts to interfere with the probe. thus the report has two big parts. each close to 200 pages in length. one reminder is critical here, especially for those who have scoffed at the report as a democratic assault. and that's this. conservative republican deputy attorney general dan rosenstein appointed tpaorformer fbi direc robert mueller. that undercuts charges of any democratic trickery. one other factor that is important to this credibility, that is the mueller team conducted interviews with more than 500 people, including many key staff members inside the trump administration and campaign who gave their firsthand accounts of their experiences.

>> okay. regarding possible russian interaction with the trump campaign, the report finds no evidence of conspiracy, criminal conspiracy. so does that mean it's a clean bill of health for the trump campaign. >> let's go there first. in terms of any participation in that conspiracy idea we have been talking about, the investigation finds no smoking gun. but, but, but. and that is the report comes down hard on russian/trump campaign by noting the russians wanted trump to win and the trump campaign expected to benefit from any russian help. but since the two parties never formally connected, never formally moved forward in a cooperative way, there were no such charges. that said, the report points to sinister would-be behavior. >> perfect segue to part number two. the idea that perhaps the president of the united states obstructed justice in order to thwart this investigation.

what did we learn here? >> that's the sticky part. the mueller report is thick with instances, chris, of where the president either directly attempted to stop the russian investigation or instructed them to interfere with that process. one obvious instance, we all saw this, when president trump told nbc anchor lester holt that he fired fbi james comey because comey wouldn't ease off on the russian investigation. but more than that, the mueller report identifies at least 10 instances of trump and others to derail the probe. the report goes on to say that most of the time trump subordinates refused to carry out his orders pause of their concerns that they were illegal. again -- again, it's important to remember that trump appointees who were appointed, interviewed, provided evidence, much -- for much of the mueller narrative, they were the ones who were there and they actually corroborated. >> people who were in the room?

>> yes. >> ten instances you said. given that, could mueller have recommended impeachment? >> people are asking that question, for good reason. many, many years ago the department of justice offered the opinion that a president cannot be indicted while in office. using that as a standard, the mueller report specifically did not recommend indictment or impeachment. however, the report clearly suggests further action should be in the hands of congress if any action is warranted. that's why we now hear of the mention of impeachment. most congressional democrats are weary of doing so without support of public opinion. >> okay. you teach politics and government. >> yes. >> professor, i have a question for you. when you teach about this particular chapter in history, what will you teach to your students? what's the takeaway? >> so many. so many. first, the attorney general. the attorney general william barr, remember that four-page

summary of the mueller report? russian interference took place as early as 2014 with obama administration taking little action in two years. third, leaders in the executive branch and congress were not vigilant when they saw inappropriate behavior by the president. fourth, at least 14 investigations continue, which means questions about potential ilhee tkpwalts will continue for months, if not years. finally, chris, look, large sec tors have ignored the press. they said it was fake news. well, they weren't. the mueller report is now public. we have it here. while i hesitate to recommend reading the entire 440-page report, look, the brief

and the reason why our temperatures are running a couple degrees cooler, we have the cold front that passed by. that brought on cloudy skies and windy conditions yesterday. a quick look at where we are now compared to the same hour yesterday. 5 degrees cooler in san francisco. 10 degrees cooler in livermore. as we head towards the afternoon, we will be a lot warmer than we were yesterday. your easter sunday forecast, 56 inland areas. 54 for the bay. any cloud cover that you see will begin to burn off just a little bit of waivered sunshine. 12:00, 68 degrees. winds light from the northwest, 5 to 10 miles per hour. right around 3:00 is when we will begin to see a gradual but nice warmup into the low 70s for the bay. 75 degrees for inland areas. and the winds will begin to pick up just a bit. 10 to 20-mile-per-hour winds.

tuesday we begin to see the warmup into the upper 70s for san francisco. 76 degrees. 75 into wednesday. and then as we head to thursday and friday, that warm high ridge pressure breaks down. we will see the return of breezy to windy conditions. check out the mid-80s by the middle of the week. i wonder how many people will be complaining about the warm temperatures. it is a hit or miss here. microclimat microclimates. some people hate it. as long as it's sunny, i'm okay. >> i will take the warmth. perfect weather to hunt for easter eggs. >> absolutely. >> speaking of which, let's talk about the new easter event that turned out to be a little too popular for thousands of kids and their parents, the winchester mystery house advertised it as the most bizarre easter egg hunt ever. there were 2,500, two and a half times than expected. organizers planted 5,000 eggs
