this morning. sunnyvale officers are working hard to find a motive after they say a driver plowed into a group of people and the act may have been intentional. >> "today in the bay" bob redell is live at the scene. we don't know the name of the driver, don't know who the victims are at this point. but you are watching for new details about the investigation. >> reporter: correct, kris and marcus. the bottom line is that the sunnyvale department of public safety does believe this was an intentional act. they have evidence that witnesses that indicates the driver was accelerating. there is no indication that he tried to break. you can see the intersection of el camino and sunnyvale. parts of it are still shut down. they are waiting for the sun to comes up to get another look at the scene. this happened 6:40 last night. a man behind the wheel of a black sedan ran into eight people. two on bicycles. the remaining six on foot. they were either in the crosswalk or sidewalk waiting to

cross. you can see their belongings are strewn all over the place. all eight victims, the youngest being 13 years old, they were taken to the hospital. police say some of the injuries are serious. the driver ended up crashing into a nearby tree. he was arrested. police have been questioning him overnight to determine, again, what his term was which, again, is a big question mark for us. police indicated they will update us with a news conference sometime later today. as far as the lane closure at el camino and sunnyvale intersection, you can still get through the intersection. reporting live in sunnyvale, bob redell, "today in the bay". >> bob, thank you. of course we are covering all angles of this breaking news. our cameras are all over this story. we also have a crew standing by at the public safety headquarters waiting for new

"today in the bay"'s pete suratos is live in walnut creek. and, pete, this is really hurting drivers. just look at the prices behind you. >> reporter: yeah. that's right, marcus. yeah. $4, a little over $4 is the average price per gallon for california drivers. behind me here in walnut creek, off mt. diablo, $4.15. that is the price per gallon here. that's right around the average for california. that's why governor newsom wants to get some answers. he is calling on an analysis

from the california energy commission to really try to understand why the gas prices are so high in california. the energy commission claims it's because of higher taxes, tougher regulations and trouble at refineries. a 2017 study by the petroleum market industry said it didn't account for the price difference. i went to gasbuddy.com, and the average for california is $4.03. announcements by uc berkeley shows this unexplained price hike, more than $17 billion since february of 2015. so here's what drivers in walnut creek that i spoke to are saying about the high gas prices. >> years change. with he don't improve as much in terms of getting paid more. it feels like it stays the same. and prices, including gas, just goes up. it's bad. >> this is the part about living

in california. we have high taxes across the board. and gas is just one of the elements of that. >> reporter: now, the energy commission plans to start this probe immediately. so they will get on top of this, guys. governor new some wants preliminary studies done. >> it makes me want to use public transit a lot more. thank you. well, a follow-up for you this morning. governor gavin newsom is blasting a request from pg&e to hike rates by more than $20 a month. pg&e says it is needed to boost capital and wildfire safety. he argues ratepayers should not be on the hook for unnecessary increases, especially as pg&e's bankruptcy plays out in court. the state's other major utilities are asking regulators to approve similar rate hike.

a bankruptcy will not prevent pge and from dolling out a quarter to a billion dollars in bonuses this year. the bankruptcy judges ruled yesterday. they can pay bonuses as long as certain insent if's have been met. with some safety, customer satisfaction. up to 10,000 workers will be eligible to receive $235 million. well, this morning police in the north bay are searching nor a bank robber. you're taking a look right now at the surveillance picture from inside the chase bank on southampton road in benecia. the suspect was armed with what appears to be a handgun. no one was hurt during yesterday's robbery. if you have any information, you're asked to call police. a bay area woman who caused a national uproar after screaming at a man with a maga hat. she had been reported missing on

friday after visiting a friend and then not really making it home. she said she received death threats and lost her job following the confrontation inside a palo alto coffee shop. south bay leaders want to kick it up a notch when it comes to safety protections at nail salons. santa clara county supervisors passed a program to certify salons using safe products and proper ventilation. since then, less than one-fourth have become certified. a new publicity campaign being announced today, supervisors will push for more environmentally friendly products. 5:08. caltrans is reportedly putting the brakes on a planned renovation of the mcarthur maze. critics fear it would span a carmageddon. remember that happened in l.a.? it would bring vertical clearances up to present day standards and create lengthy

ripple effect in parts farther west from here. and good morning. happy wednesday to you. twitter's jack dorsey met with president trump yesterday hours after he complained twitter deleted some of its followers. it does but only when they're bots. and he complained about the european treatment of harley davidson. quoting a fox business anchor he complained about tariffs on harleys and said so unfair to the u.s. we will reciprocate. we have talked in the past how president trump's descriptions about what's going on in the world of tariffs don't match up with reality or even match up with what he said in the past. the eu increased tariffs on harley davidson as a response to our tariffs. they went from 6% to 33%. so harley moved a factory overseas to reduce its costs from the tariff. and president trump then told fans to boycott harley.

well, a tarp is covering the notre dame cathedral's roof because paris is expecting to get rain in the coming days. that tarp is in place to prevent any further damage following this month's destructive fire. the flames gutted the roof and sent towering spire crashing through the cathedral's vaulted ceiling. hundreds of millions of dollars have been raised for repairs. on. back to you. thank you, mike. 5:31. breaking news in sunnyvale where streets are still closed after a terrifying crash there. >> the driver slamming into a crowd of people. now there are questions this morning as to why that driver did not stop. bob redell live at the scene. bob, any idea when they will open the streets again? >> reporter: we believe probably around 10:00 this morning, marcus and kris. by the way, you can still drive down the el camino and get through the intersection. it's just some lanes are shut down because department of public safety and sunnyvale want to get daylight on the scene and have investigators back out. so we are talking 10:00 this morning. we are trying to figure out who this driver was and why he intentionally ran people over. this man was behind the wheel of a black sedan. he ran into eight people. six on foot, the other two on bicycles. some were either in a crosswalk. the others were on the sidewalk

the legal right to demand the president's taxes. the white house missed a deadline to turn those over. now we are left asking what happens now? there is a court case, but it's not clear the white house would turn over the records even if ordered by the courts. now, the founding fathers did not intend for the president, the executive, to be the most powerful branch in government doing whatever he wants regardless of the other branches. they set up a system of checks and balances. that's to make sure ideally they were all co-equal. you remember this from seventh grade. in practice, this has not not worked out. presidents keep pushing their power. and that include the presidents from both parties. remember, when congress wouldn't act on immigration, president obama created an executive order, daca, to protect children of undocumented immigrants. it's not clear he had the legal authority to do that. some of the same people now say

trump has the power to defy congress are suing to stop obama's daca because they see it as a violation of presidential power. jared kushner spoke in public for the first time since the release of the mueller report. he claimed the investigation into whether russians interfered was more damaging than the russians interfering. >> if you look at what russia did, trying to sow dissent is a terrible thing. but i think the investigations and all the speculation for the last two years has had a much harsher impact on our democracy. >> a few facebook ads he would go on to say. the first words of the mueller report is interfered in sweeping and systemic fashion. president trump said several times he does not believe this. the "new york times", by the way, saying this morning chief of staff mulvaney instructed the head of homeland security not to discuss election security with the president.
