>> welcome to monday, april 29th. hope you're coming off a great weekend. a nice live look outside city by the bay, san francisco. hoping for a nice workweek ahead. good morning to you. and thanks so much for joining us. i'm laura garcia. >> i'm marcus washington. let's look at the weather this morning. how is it looking this week? >> it looks great this week. cooler temperatures. not sizzling. we start out with mostly clear skies. willow glen will stay in the low 50s after sun rise. we start to see the temperatures climbing, heading into the low 70s today. we'll talk about what's going to happen around the bay area.

you spotted a crash in richmond. >> east shore freeway, westbound 80 coming toward cutting boulevard. not a major incident but it is there. a little slowing around the richmond-san rafael toll plaza. into the south bay, along the peninsula, things are clear. altamonte, a disabled vehicle, 580 approaching 205. wind advisory for the same pass. that is a note for both directions traveling into and out of tracy. thanks, mike. a 4.3 earthquake striking north of ukiah early this morning. it hit just after midnight and was centered outside of willits. we are checking with authorities, watching social media on this one. so far no reports of any major damage. and right now security remains high at local synagogues across the bay area.

>> this morning we are hearing from the victims inside a san diego synagogue targeted by a gunman saturday. nbc's jennifer johnson has more and what they are revealing about the terrifying moments. >> reporter: flowers laid outside the chabad poway synagogue. 19-year-old john ernest allegedly opened fire as worshippers celebrated the last day of passover. a 60-year-old woman was killed. >> i turned around and saw the children playing in the baker hall. i ran to gather them together. my granddaughter, 4 and a half years old, sees her grandpa with a bleeding hand and she sees me screaming and shouting, get out, get out. >> reporter: ernest published a hate-filled online letter. >> we have a big hole in our heart. i think we're very, very fortunate. >> reporter: the death toll

was also hit by shrapnel in her face and leg. >> i was scared. like at the movies you have to hide so you won't get shot and stuff. it was too scary to not cry. >> the young girl's family moved to the u.s. from israel. they say they no longer feel safe in america either. the leader of a south bay church group is seeking out about the man at the center of a suspected hate crime. peoples plowed into people walking through a sunnyvale crosswalk wednesday. investigators believe peoples did it pause he believed that that group of people were muslim. in a statement the church pastor says he is deeply shocked and saddened. in part it reads, isaiah peoples first came to our church roughly

one year ago. in that time that we've known him, he's always been very quiet and gentle. our hearts are broken for all of those affected by this unspeakable tragedy. meanwhile, a go fund me for the youngest victims. here's a photo from the web page here. on the lower right side you can see the 13-year-old girl. she suffers the worst injuries from that attack. doctors say she is still in a coma. her father and brother were also injured but her brother is back at school. jussie smollett's legal drama taking another turn. a retired appellate court judge is pushing for special prosecutor to investigate how smollett's case was handled. you'll recall smollett was accused of arranging a hate crime as posing as the victim. charges against him were dropped.

good morning. i'm rahel solomon at cnbc headquarters. wall street is set to open higher this morning. the markets are coming off a positive session on friday. the nasdaq closing at a new all-time high. on the watch list for investors, a report on personal income and spending. it's also the busiest week of earnings season. today we will hear from spotify and alphabet, the parent company of google. boeing ceo will face shareholders today after the two crashes that led to the grounding of the 737 max worldwide. it triggered a number of investigations and lawsuits and a drop in the stock. it is holding its annual meeting in chicago this morning. boeing is under pressure to deliver a software fix and new pilot training for the

the morning with nice weather, too. >> yeah. we had a nice weekend. it was mostly sunny for at least yesterday. we did see some clouds on saturday. we start out with our skies clearing out once again. here's a look at some of the temperatures you will feel as you head out the door. the warmest in oakland at 66 degrees. most of us in the 50s. we are looking at high temperatures today reaching 70 in san jose. 69 in milpitas. gilroy today 73 degrees. and we're coming down from the hot temperatures that we've had and really started to pick up in terms of our winds going into the weekend. that was the front passing. it brought in cooler air. right now we're going to have our high temperatures heading into the low 60s for parts of the peninsula. mid-70s for the inland area. redwood city reaching 68 degrees. san francisco up to 64 in the mission district and

embarcadero. 57 in the marina district. 71 in novato. as you get ready to step out the door, moderate tree pollen and high grass pollen. weeds and mold are low at this time. we have a storm system that's just to our south. yeah, this missed us. the high pressure starts to nudge in. but we can see how much lightning and rain that's producing for southern california as the disturbance stays south of the bay area. as we go through the day, a mix of sun and clouds. by tomorrow we will see another storm system affecting the sierra that will bring in rain, potentially more thunderstorms and even very high elevation snow as the system moves through. yes, we are about to approach may. we are still talking about snow in the sierra. we will stay dry throughout the week. temperatures in the low to mid-70s. a nice week ahead.

it will be cooling off with a slight rain chance. you are tracking more changes in richmond. >> we have had a number of different adjustment to the report. speed sensors met improvement. we will show you overall. it was over here. westbound 580 from the shore freeway. the road crew around the toll plaza. and a road side fire eastbound getting away from the bridge. they were all cleared from the chp blotter. still activity right around cutting. sounds like the lanes have cleared. we'll track that. again, you see that on the road out of richmond, el cerrito. 580 commute is very light with just a couple of cars and no flashing lights. things should be fine still towards the north bay, which is moving very smoothly. parking lot, no delays reported for that. in fact, no delays reported for any of the systems. muni is on time.

we had problems on friday. it's been okay all weekend. the san mateo bridge moving smoothly with these tail lights. the crews are starting to move through palo alto. i will track it and show you if there's anything going on. >> thanks so much, mike. 4:47. vallejo police department under fire this morning. the city making an unusual new push to improve community realize relations. it includes a deadly police shooting that killed a local rap artist. the city manager is formally inviting the doj to help turn perceptions around. the time to ask for help is now. so far the police department has not issued a response. >> 4:47. this morning investigators are trying to get to the bottom of a gruesome discovery along the coast. deputies found a man's body floating in the water on half moon bay.

this happened sunday near the ritz-carlton hotel. sheriff's deputies are withholding his name until family is notified. we reported of a popular high school senior drowning while boogeyboarding and a man's car who went off the cliff. >> investigators in contra costa county are looking for a man seen lurking around houses in the middle of the night. this is new surveillance taken near a home thursday along walnut boulevard in walnut creek. police say the suspected prowler tried to open a sliding door on a patio but left after he realized it was locked. if you have any information on who he is, shoe call police. protein powder packs a lot of nutrients and added energy. but not this can right here. this was packed with heat, as in an unregistered gun.

that the measure is the latest sign of a so-called nanny state. and a ban of e-cigarette sayles would hurt small businesses the worst. they care more about the health of young people than profit margins. they are supposed to vote sometime in the next few weeks. city leaders may be considering a big revamp for muni leadership. muni has been taking big hits publicly, including a massive outing that left many commuters stranded. supervisors apparently looking at a lot of possibilities up to and including ousting mta leaders. the changes may be structural to allow for approved oversight. so far it is only in the talking stages. there is no timetable for concrete action. >> a city supervisor and community members plan to fight for more housing for seniors in san francisco today. some are calling what's expected to hit the city's housing market

commute coming up in just a bit. but first we want to talk about the monday morning forecast for you, starting out nice and cool. >> yeah. nice and cool this morning. all clear skies across the bay area. take a look at this view from our san bruno mountain tower camera looking at san francisco. as you get ready to head out the door across the bay at the fruitvale bart station. mid-50s. temperatures warming up as we go into the afternoon. not as hot as it has been. mike you have something old and something new. >> that's right. nothing borrowed and maybe blue cars. i don't know. this is the old crash. westbound 80. it's off to the shoulder. so no longer an issue. bay bridge toll plaza, light backup. new crash northbound 238, somewhere between 580 and 880. i say somewhere on this interstate because it is such a short stretch. more detail perhaps or no slowing. i'll track that. it's on the blotter. everything else moving nicely on the roadways.

"today in the bay" pete suratos joins us in daly city to show us some of the damage. what can you tell us, pete? >> reporter: good morning, laura. the information is a lot a minimum this morning. i reached out to daly city police to get some information from them at some point this morning. you can see the scene from overnight. daly city fire and police are on the scene. as i mentioned, the information is really at a minimum, guys. we did have a camera crew that spoke to an individual that claims they saw the whole incident unfold overnight at this uber office in daly city. here's what he had to say. >> an individual put something down and ran away. a few seconds later, flames went up in the air. i called 911. by the time they got it, it got on
