"today in the bay" tracie potts joins us live from washington. will they be able to put some of this feuding behind them and get something done? >> reporter: exactly. today they are supposed to talk about infrastructure, laura and marcus. however, the atmosphere surrounding it as congress is still investigating the president. lots of people are wondering are they going to blow up like they did when they met back in december. listen. >> i will shut down the government. >> okay. >> absolutely. >> we disagree. >> this has spiraled downward. >> reporter: that led to the longest government shutdown ever. but this time they're in agreement that they want to do something about aging roads and bridges and airports around the country, fixing up the inf infrastructu infrastructure.

one big question is now to you pay for it. >> tack about the new asylum changes that the president is introducing. >> reporter: right. so you know he has been trying to crackdown on people getting into this country seeking asylum waiting for a court date. now he is giving new directives in homeland security and the attorney general. here is what he is directing. there should be an application fee to apply for asylum in this country. the government hasn't said what the fee will be. they say it will cover the processing costs. no estimate on that. 90 days. that's how long the agencies have to come up with new regulations for processing asylum claims that would then be decided within six months. 180 days. also, the president wants to restrict work permits from anyone who is either entered the country ever at any point or caught trying to do so.

>> interesting. especially the sanctuary cities like here in the bay area. tracie potts live from washington. thank you. 6:03. the ghost ship warehouse fire continues to haunt the bay area. families of 36 victims will continue on their road to closure. opening statements begin in the trial. bob, a lot of people following this trial. and the end result will be up to the jury here. so what do you know about the jury? >> reporter: well, the jury was seated yesterday, marcus. and tony serra, he represents derrick almena, one of the accused men. he calls this a rainbow jury because it's so diverse. nine women, three men. ranges in ages from 20s into their 60s. a mix of blue and white collar workers. serra thinks that diversity will benefit his client. he expects the trial to last two to three months and does expect almena to take the stand sometime in june. almena and max harris both face

36 counts of involuntary manslaughter for the fire that burned through the so-called ghost ship warehouse fire in oakland two and a half years ago. it trapped and killed a number of people who had been there for a dance party that night. prosecutors have said almena rented the warehouse and illegally converted it into an entertainment venue and living work space for artists. the defense lawyers argue the landlord and city of oakland are to blame for failing to especially sure the building met safety codes. last year both did plead to no contest n. exchange, almena would have served nine years, hairs list six. but the victims families said prison terms were too lenient. reporting live, bob redell, "today in the bay". . all right. a lot of people will be following this, bob. thanks for the update. >> 6:05 right now.

in the north bay, can pge said it doesn't know yet. the equipment is being blamed for the fire in butte county. 86 died and 10,000 homes destroyed. pg&e filed for bankruptcy protection in january after being hit by a number of lawsuits. amid the fallout from those deadly fires, a marin county grand jury is calling for a new wildfire tax. it suggests a quarter cent sales tax. the jury is making recommendations in a new report. others including a vegetation management plan and improving evacuation plans. >> 6:06 right now. we all know here in the bay area the economy is booming. but it's really becoming a bust pore some of the small business owners struggling to survive.

we are talking about a double-edged sword. pete suratos will show us just one example of a lingering problem across the bay. pete? >> reporter: yeah. good morning to you, laura and marcus. yeah, one of those examples is borderland cafe. they are closing their doors after a decade in the mission district. the owner put up a note saying it's closing later today after being in a decade in business here in san francisco. ironically it claims it is the booming economy, low unemployment rate lead to go better-paying jobs. over the past couple of years he has been down one, sometimes two to three people when it comes to employees. he believes the better-paying jobs are easier than his line of working, working at a coffee shop. some of his regular customers aren't too thrilled about the coffee store closing up shop. >> i don't want to be the old curmudgeon who doesn't want things to change. but san francisco is such a special, beautiful city. and to see it becoming like every other american city is -- it's heartbreaking. because it has a soul. it feels like its soul is being

completely usurped by the economy and technology. >> reporter: let's give viewers a bit more perspective on the situation i'm talking about. when it comes to the better-paying jobs, as of july 1st of this year, minimum wage in san francisco will be $15.59. if you work part-time or temp work, you can be paid no less than $15 per hour. and on rentcafe.com, i want to talk about average rents in the bay area not surprising are some of the highest in the country with san francisco just over $3,600. san jose, $2,700 a month. oakland at $2,684. you're looking at the borderlands bookstore next door, which will remain over. live in san francisco, pete suratos, "today in the bay". >> you see the gap widening in

we're coming up on 6:14. this is a live look at walnut creek. mid-to upper 50s to start the day. a slow warmup as we get a bit more sunshine into the afternoon. but a nice afternoon ahead. we'll talk about what we're going to see in terms of our temperatures going up the next few days. more on that in the next five minutes. and look at this view of the bay bridge. we're seeing traffic lighter the last couple of minutes. i spotted something interesting here in san jose. i'll point that outcoming up. and very happy tuesday to you. apple reports its profits today. big miss for google parent alphabet. i will get to that one in a minute.

boeing saying it made a mistake with its software in 737 max 8s, turning off a safety feature that was supposed to come standard with every new plane. a warning system that alerted the pilots the sensorings were getting faulty data. "the wall street journal" said the safety alerts were turned off in every single max 8 even though they were supposed to be turned on. support for stephen moore as new fed governor is fading. we have talked in the past about his failure to pay alimony, taxes and some of his past writings. now somebody found an old clip from c-span call-in show. here's moore's response.

>> it's not a good thing that black women are making more than black men today. in fact, you know, the male needs to be the bread winner of the family. and one of the reasons you've seen the decline in the family not just in the black community but also it's happening now in the white community as well is because women are more economically self-sufficient. mentioned google off the top. shares in alphabet will pull the whole nasdaq lower today. the company missed profit estimates. one interesting bit, alphabet added 18,000 full-time employees, bringing it under 100,000 for the first time. that's just full-time workers, not including contract workers. and robotic company anki getting rid of all of its workers. the san francisco company will layoff everybody after it failed to get another round of funding. about 200 people will lose their jobs. still a hot job market. i'm sure the people will do okay. an old legend with mysterious photos you see here. does yeti ring a bell?

temperatures in the low to mid-50s for most of us around the pay area. cool in ukiah, 46. making your way out for school, in the south bay, expecting mid-50s. a few clouds in the mix until 11:00. the kids head out for recess. they will get some sunshine. it continues on with sunny skies into the rest of the day as we make it into the low 70s. eventually we will see a high temperature of 70 degrees in downtown san jose. 70 in gilroy. for the east bay, reaching 73 in danville. oakland today, 66 degrees. and also looking at some nice and warm temperatures in palo alto. up to 70 there. half moon bay stays at 58 degrees. 58 for the high in the outer sunset. and the north bay reaching 68 in santa rosa. 69 in napa today. so we were talking about that snow in the sierra. this is the reason why we have this quick-moving area of low

pressure. this is not really coming from the pacific. this is dropping from the north and will not affect the bay area. it will bring in a chance of thunder and lightning, as well as high elevation snow. this moves through and clears out by tomorrow. and then we're going to see the potential of maybe a light dusting of snow but not expecting much accumulation out of this. but we're still talking about the sierra snowpack that continues now at 143% of normal. so that's really great to see that still some cool temperatures and wintry precipitation happening there. we're going to have nice and quiet weather. highs in the low 70s inland. warming up by the end of the week. by the weekend, there will be another quick-moving storm system nearby that could bring us rain chances late sunday into monday. i'll be watching out for that. otherwise, enjoy getting outside. mike, you have another alert for bart ride senators. >> heading to sfo using bart

this morning, you may have a delay. now generically bart gives us the advisory notty uft to s not in general. sam trans to sfo. keep that in mind. no delays for ac transit or across the bay. these cash lanes are clear as you approach the bay bridge toll plaza and the span itself. fastrak has the big backup. that shows you we will ease off on most of your commute. slowing for walnut creek and the upper east shore freeway. not so bad as far as that pattern. this is bad. southbound 880 getting worse. we still have a disabled vehicle in the middle of the roadway. i'm concerned for the driver's safety. chp should be arriving on scene hopefully quickly to help the vehicle out of the roadway. south 880 at 23rd. pretty typical pattern. san jose, the person did get

picked up and taken to work. another crew has arrived. just a little more distraction. still out of lanes. back to you. thank you very much. we have breaking news on a story developing rather quickly. this is new video into our newsroom suggesting tensions now boiling over in venezuela. protests, lots of tear gas being fired. some news organizations are now reporting a coup is under way. for months there's been the growing divide between opposition leader guaido and president maduro. the trump administration supports guaido. u.s. secretary of state mike pompeo posted a statement saying today interim president juan guaido announced the start of prescription libertad. the u.s. government fully supporting the venezuelan people in their quest for freedom and democracy. democracy cannot be defeated.

a traffic break to clear this disabled vehicle. we will track that very closely. meanwhile, the rest of the bay shows a typical pattern. lighter than a typical tuesday. right back to you. thanks so much, mike. 6:31 right now. depending where you live, you have probably seen this. sideshows. all of them squealing down busy roadways. communities around the bay area are doing what they can to shut down these illegal shows. in san jose, the city wants to crack down on spectators as well. kris sanchez joins us live from city hall with what kind of action they're talking about. kris? >> reporter: hi there, laura. police tell the city that the audiences play a big role in making these sideshows possible and making them really big. the city wants to take aim at the spectators. they block the roadways. now, you have seen the video

before. you probably cringe at how close the spectators get to some of that action. as the drivers start to spin the doughnuts. they drift. they burn out. in october of last year a person who was just walking by in the wrong place at the wrong time was killed by one of the sideshow drivers. they may beef up the ordnance to give more enforcement power, a change that would make a misdemeanor punishable by $1,000 and six months in jail. it is one of the strategies aimed at cracking down on the sideshows we are seeing in the bay area. this driver was busted on diablo road this week. oakland police are taking a zero tolerance policy. they are working with alameda sheriff's department, alameda

police and chp. as we first reported a few months back, contra costa added huge bumps to the roadways to make them more narrow and less pleasant to drive on. excessive speed could damage your car as well. city council will take up this issue this afternoon. i posted this on twitter and facebook. kris sanchez, "today in the bay". >> they really have to do something for people's safety. thank you, kris. new this morning, the family of a man accused of planning multiple terror attacks in los angeles is speaking out. they say that they are surprised by the arrest of army veteran mark stevens domingo. he was taken into custody after contacting an undercover agent and receiving what he thought was a live bomb. it was all part of an fbi sting. federal prosecutors say domingo converted to islam and was planning to call for vengeance for the deadly mosque shootings

giving first pitch at a little league game, barely got it over the plate. >> but you got it done. >> good luck to raj. the upper east shore freeway, we have a build. bay bridge toll plaza, richmond to san rafael bridge. recovery, crash, and disabled vehicle cleared from 880 through oakland. the issue on the peninsula, northbound 101. this happens quickly. the last five minutes we have seen back backup. may block last two lanes past dora avenue. we typically see the slowing anyway. made a little worse by this crash. hopefully clearing soon. the rest of the bay shows a smooth drive. a look at the bridge heading over toward the area of the crash. this could be an issue as they are all heading towards the peninsula. >> looks cool right now. >> looks cool into the weekend as well. >> a great weekend. in fact, though, it will warm up the next couple of days and then cool down for the weekend.

take a look at our temperature trend for the inland areas. 70s today. upper 70s by friday. we come down to the upper 60s by sunday. a storm system could bring us clouds and rain. san francisco holding steady with low 60s all throughout the weekend. what are you going to do the next couple of days as we make some plans. friday, muir woods. it's going to be upper 60s for the high. but then a little bit cooler on saturday. even though we get more sunshine. by sunday, there will be a chance of rain. but probably not enough to really keep you inside. we'll also be tracking the system that could bring in showers to yosemite by the end of the weekend. get out and enjoy saturday. it's going to be perfect, reaching 63 degrees. we'll get a look at today's temperature trend and that forecast. it's coming up in about three minutes. thanks so much, kari. >> right now we have breaking news in venezuela where there is disrupt there.

according to the kpr it will push to next year. new for you this morning, a new grocery store set to open in the east bay to hopefully provide healthier options in the underserved part of towns. community foods market will be the first in oakland since the 1970s. the goal is to provide affordable access to fresh food in an area often refrd to as the fo referred to as the food desert. the trend they are hoping to set when it comes to food deserts. >> it is an endemic issue. there are over 400 food deserts. 23 million people across the united states affected by this that just don't have basic access, live more than a mile away from a grocery store. the store will be open seven days a week. it includes a cafe that will be available for community events. the soft opening is scheduled to take place by may 15th. but the grand opening on june 1st.

governor newsom is calling for increased security. he is vow to go spend $15 million to protect soft targets like synagogue. it will include money in the general fund budget proposal. a new full body scanner is being removed from testing. tsa is adding a privacy filter, which is required under law. there is a dark outline of potential weapons or slows if's hidden under the clothing. the tsa removed 200 scanners after protests because they used low level radiation for what resembles a new image for screened passengers. back to breaking news we first brought you 20 minutes ago. live pictures from venezuela suggesting political tensions now boiling over. taking a look at all the

trump wants to vastly speed up the decision. right now it could take years to grant asylum. president trump would like it done in no less than 180 days. president trump and his family filed a lawsuit to stop two banks from turning over financial records to congress, capital one and deutsche bank. deutsche bank particularly interesting. because they would lend to trump when no other bank one. they say they can't subpoena without for the purpose of making laws. congress said it has an oversight duty and can do just that. biden holds his first campaign rally >> folks, we saw hate in charlottesville, saw it again in pittsburgh at the tree of life synagogue, the attack of the

dublin. as the sun rises and we are seeing the sun kind of coming through behind the hills there, we will see a lot of clouds that we are seeing now rolling out of here by late morning. we start out cool with low 50s. on your way out the door to the dublin bart station, expect it to be cloudy. but then going to see a nice day from the low 50s to the mid-60s by early afternoon. now a lot of these temperatures will be right where we should be for the end of april. maybe slightly below. so we'll be up to 71 in concord today. oakland reaching 66. 68 in santa rosa. and san francisco reaching 62 degrees. the seven-day forecast is already up at the bottom of the screen. as we take a live look at san jose at the sap center, if you're looking out the window, about to get dressed, grab a sweater or a light jacket. the rest of the day you'll be comfortable with a t-shirt on. if you're going to be out at the giants game, you'll need extra

openin and welcome back. before you head out the door, it is 6:55. here are the top stories on "today in the bay" opening statements in the ghost ship warehouse fire starts today. it is considered a rainbow jury because it is comprised of nine women, three men who range in age from their 20s to their 60s. a mix of blue and white collar workers. derrick almena and max harris each face 36 counts of involuntary manslaughter, one count for everyone who became trapped and died in the warehouse. last year they did both plea for no contest, but a judge rejected

the agreement after relatives said it was too lenient. both face 39 years in prison if convicted. privacy will take center stage when the f-8 developers kicks off today. employees could have accessed passwords from hundreds of millions of users. facebook tells us this year's conference will include improved security on message apps, as well as the social network. it lasts two days. more than 5,000 developers from around the world are expected to attend. and happening today, the san jose city council could make watching a sideshow a crime. police want to discourage the crowds who play a role in the stunt shows. watching a sideshow could become a misdemeanor. violators could face $1,000 and face six months in jail.

the salesforce transit center should happen later this morning. it comes as repairs are under way. you may recall the $2.2 billion transit center closed in september after workers found cracks in a steel beam stretching across fremont street. a reopening date has not yet been announced. they are on track to finish by june. a lot of people are wondering pge will give a temporary assistance fund. the equipment is being blamed for sparking the fire in butte county. 86 people died, more than 10,000 homes destroyed. pg&e filed for bankruptcy protection in january after being hit by a number of lawsuits. a live look this morning as a popular cafe in the mission district in san francisco prepares to close today after a decade in the area. it says it is victim to the booming economy. borderlands cafe shutting its
