"today," may 2, 2019. >> announcer: from nbc news, this is "today" with savannah guthrie and hoda kotb, live from studio 1a in rockefeller plaza. hi, everybody. good morning. welcome to "today" on a thursday morning. nice to have you with us. what happens in vegas doesn't always stay in vegas. >> not when you're a jonas. caught some of the show. heck of a show. >> sounded like it. >> more on all of the billboards that aired on nbc last night. more on that coming up. top story this morning. a new firestorm surrounding attorney general women bailliam >> what a day in washington. calls to resign following a grilling by senators over his handling of the mueller report. adding to the drama, barr says he will not come to testify before a house committee that called him to testify. we have it covered for you.

start with white house correspondent peter alexander. >> reporter: good morning, savannah. the attorney general pulled out of today's hearing objecting the democrats' plan to have a committee lawyer ask questions alongside lawmakers there. the justice department calming that inappropriate. the democratic chairman warning barr could be held in contempt of congress. overnight, president trump standing by his attorney general. >> he did a fantastic job, and it's all a big hoax, this whole thing with russia. >> reporter: even supporting william barr's decision not to testify before the house judiciary committee today. a move that could lead democrats to subpoena barr to force him to testify. democrats blac s blasted barr's testimony before the senate judiciary committee some calling for him to resign. >> this attorney general lacks all credibility, and has, i think, compromised the american public's ability to believe that he is a purveyor of justice.

>> reporter: it follows a contentious hearing. >> that's a masterful hair splitting. >> reporter: democrats accusing the attorney general of giving political cover to the president. >> you have chosen to be the president's lawyer and side with him over the interests of the american people. >> reporter: barr testifying for the first time since releasing a redacted version of mueller's report. in a wake of revolutions mueller pushed barr to release his summaries complaining in a letter barr's initial four-page account did not fully capture the context, nature and substance of his report. a letter barr dismissed. >> the letter's a bit snitty and i think probably written by one of his staff people. >> did anyone, either you or anyone on your staff, memorialize your conversation with robert mueller? >> yes. there were notes taken of the call. >> may we have those notes? >> no. >> why not? >> why should you have them? >> reporter: but barr also

insisted that mueller told him his memo did not misrepresent his report. arguing once it was submitted it was up to him what to do next. >> at that point it was my baby, and i was making a decision as to whether or not to make it public. >> reporter: barr did appear to criticize mueller's work questioning why the special counsel investigated obstruction without reaching a conclusion and contradicting the president's claims he's been totally cleared. >> i didn't exonerate. i said we did not believe there was sufficient evidence to establish an obstruction offense. >> reporter: what's next? demanding he testify and lindsey graham is brushing off that idea. >> because i'm not going to do anymore. enough, already. it's over are the in a "new york times" op-ed former fbi director james comey suggested the president who fired him co-ops leaders like barr and others, writing in part, revealing the

character of those around them adding that mr. trump eats your soul in small bites. as for today, house democrats are planning to go ahead with their hearing, even if facing an empty chair. as for barr, he says with a redacted version of the mueller report released, his role is effectively finished. the justice department announcing overnight despite democrats' demands they will not release the full unredacted report. savannah and craig? >> thank you, peter alexander. breaking this is down we bring in pete williams for that. the attorney general not going to testify before the house judiciary committee today. what happens now? can they compel him to show up and testify? >> reporter: they can try. the house judiciary committee subpoena him. that will likely pass. he will probably ignore it. once that happens, the house can vote to find him in contempt of congress, and then refer that to the u.s. attorney here in

washington and ask her to pursue criminal charges. but that seldom works because prosecutors here normally decline to refer those cases to a grand jury. the house could also go to court and file a contempt lawsuit against the attorney general, but judges are typically reluctant to referee what they see as political dispute. the house actually doesn't have much power to force him to testify. >> pete, you've been covering the justice department for a long, long time. not that i'm aging you. you've certainly seen attorneys general testify over the years. what struck you about this particular hearing? >> i'd say a couple of things. first, everybody struggled to understand exactly why robert mueller and his team in this report decided they would not make the call on whether the president obstructed justice. the attorney general actually said he didn't get that part of the analysis, and barr was as peter pointed out for the first time openly critical of it saying if mueller wasn't going to make the decision, he

shouldn't have investigated in the first place. second, we got some insights into why barr decided that the president did not commit a crime. it wasn't necessarily obstruction, for example, he said, for the president to try to get mueller fired for a conflict of interest, because barr said that would not have ended the investigation. another special counsel would have been appointed. finally, the general unhappiness with how all of this has ended suggests that the justice department may want to try to revise the rules for appointing a special counsel in the future, savannah. >> all right. pete williams. >> thank you, pete. new wave of severe weather to tell you about. it tore through the nation's midsection overnight and brought another round of storms and flooding to a region already struggling. al is standing by. he's going to tell us where that threat is headed next. let's go to nbc's kathy park. she's going to tell us more on what happened overnight. good morning. >> reporter: savannah, good morning to you. a strong line of severe storms plowed through the area overnight creating more problems meantime, here in denton, texas, home owners are reeling from the devastating tornadoes that

touched down on tuesday. this massive tree toppled onto this brand-new truck, and now home owners are bracing for rain as well as flash flooding. overnight, severe storms streaking across the heartland. dumping hail and heavy rain in places already flooded by days of wet weather. rivers swollen in arkansas. roads flooded in michigan. near detroit, flash flooding. >> this is awful. >> reporter: trapping some residents in their homes. >> it's all the way up to my steps, and it's coming in. >> reporter: the floodwaters still running high in davenport, iowa, the city reeling from a temporary barrier that failed on tuesday. over the last two days, at least 25 possible tornadoes tearing through five states. in ozark, missouri, a family of three was injured when a suspected twister flattened almost 100 homes. and nearby rogersville, one home

destroyed, several others damaged. >> oh, my god. this is incredible. >> reporter: this twister tracking through north texas late wednesday, swirling for miles. >> all of a sudden the winds picked up and the trees started swishing. >> reporter: on the ground, the damage just devastating. homes and buildings crushed. >> it's hard to believe that, you know, mother nature can tear stuff up like this. >> reporter: the bruised and battered region now bracing for yet another round of dangerous weather. and it really has been a race against time for these home owners to clean up all the storm damage before the rains moved in overnight. there's supposed to be a little break from the weather later today but rain is back in the forecast this evening. savannah, craig. >> all right, kathy, thank you so much. get more on that forecast now. for that we turn to al. what are we looking at here? >> kathy's absolutely right, guys. take a look. we've already got strong storms firing up from

southern texas all the way into arkansas, louisiana, making their way up into illinois. in fact, 37 million people from dallas to detroit on into parts of michigan, we are going to be looking at flooding, and we've got a risk of severe weather from del rio, texas, austin, into memphis and louisville for 12 million people. heavy rain is going to be the big problem. here we go. he plains into the east coast. some of the rain causing flooding especially where it keeps training over the same areas at the slow-moving system makes its way into saturday evening. more storms developing. anywhere from three to five inches. locally four to six inches possible down through southern texas. what about transportation? airport delays for austin, dallas, st. louis, chicago, new york, washington, d.c. and if you're driving, look for big problems along i-35 from oklahoma city to austin. oklahoma city to nashville along i-40. st. louis to pittsburgh on i-70

and memphis to chicago along i-55. and the back and forth freen president tru between president trump and joe biden. and we have more from andrea mitchell. >> reporter: the primary campaign just getting started but the firework between joe biden and donald trump, now in a battle over the firefighters' union and who has the most support from rank and file labor? it's a matchup both seem to relish. president trump trash talking joe biden, and biden happy to ignore his democratic challenges and act as though he's already been tapped to take on the president. >> folks, you know, i understand that the president has been tweeting a lot about me this morning and for a while. i wonder why the hell he's doing that? >> i'll be the object of his attention for a while. >> he's a sleepy man but i just don't know really who can -- who

can, you know, do the best in many ways i like him. he's not as smart as bernie and he's -- he's not as quick. >> reporter: the latest round began at the white house with the president firing off nearly 60 retweets in 20 minutes of a conservative commentator who wrote after the firefighters endorsed biden, none of the firemen i know are supporting joe biden. the union did not endorse anyone in 2016 but says donald trump did get more votes from their members than hillary clinton in that contest, but biden has always been a union favorite. >> i am a union man. period. >> and in my opinion it's joe biden that needs to be the nominee. >> reporter: clearly, the president is taking that personally. also tweeting, i've done more for firefighters than this dues sucking union will ever do and i get paid zero. >> the firemen and women, they went crazy when they saw it. they went absolutely crazy, because they're going to be

voting for me. they're all going to be voting for me. i had it the last time. >> reporter: the president and his leading democratic challenger slugging it out for voters in the rust belt especially biden's home state of pennsylvania plus michigan and wisconsin where the president was this weekend. three previously democratic states that helped donald trump win the white house. some of the president's advisers think he should not be elevating biden above the rest of the field because it's helping the former vice president win the case he could win back the working class voters who went for trump over hillary clinton. >> andrea mitchell, thank you. now to an emotional scene on the unc charlotte campus last night. thousands of students coming together to honor the victims of tuesday's deadly campus shooting. one, 21-year-old riley howell who is being hailed as a hero for tackling the gunman to stop him. this morning, his parents are speaking out in an exclusive interview. nbc's morgan chesky is in charlotte for us. morgan, good morning.

>> reporter: yeah, craig, good morning. when we sat down with the howell family they described him as a natural protector. a guy always looking out for others, and this morning we're learning that's exactly what riley howell did when those bullets started to fly. ♪ ♪ and the home of the brave [ applause ] >> reporter: overnight, a campus uniting in the face of tragedy. thousands packing the unc charlotte gym to honor two of their own killed when a gunman opened fire. 19-year-old ellis parleer and 21-year-old riley howell, who this morning is being called a hero. >> everybody ran, and riley chased. >> we are just beyond proud of what he was able to do. >> reporter: for thomas and natalie howell that parental pride isn't new, which is why when police told them what their son did tuesday, they weren't surprised. >> while kids were running one

way our son turned and ran towards the shooter. >> reporter: his girlfriend of five years heartbroken but saying that's just who he was. >> what he would have done no matter what. >> reporter: the alleged gunman, 22-year-old tristan terrell. police say he started shooting students in a classroom wounding four and may have even shot more if riley hadn't tackled him to the ground as he was fatally shot. his sacrifice giving police precious seconds they needed to close in. >> absolutely, mr. howell saved lives. >> reporter: another life saver, locking down the entire campus with a pret press of a button g alerts to students' phones. graduation just eight days away. the meg of this campus is clear. >> we can't be defined by the tragedy but our response to it. >> reporter: this morning it's the response of one brave 21-year-old that's helping his family find peace. >> he put others before himself. >> yeah. >> he always has.

boots, too. natalie will join us in a bit with more on the outfits and the biggest surprise perhaps a wedding. >> who saw that coming? first, we get started in washington. william barr will not testify before the house committee. questioning the attorney general and overnight barr said he would not appear under that format. the news came hours after he answered questions before the senate judiciary committee in a hearing over the mueller report that often turned very contentious. >> did anyone either you or anyone on your staff memorialize your conversation with robert mueller? >> yes. >> who did that? >> there were notes taken of the call. >> may we have those notes? >> no. >> why not? >> why should you have them? >> went a lot like that. barr's decision not to appear today could lead house democrats

to subpoena him which would set the stage for a potential legal ballots with the trump administration. u.s. secretary of state mike pompeo says all options are on the table including military action when it comes to venezuela. thousands of marchers took to the streets. security forces launched tear gas and fired rubber bullets while protesters threw rocks and molotov cocktails at police. quido backed by the u.s. is calling on civilians to help oust the president from power, president maduro. and scary moments wednesday. a strong gust of wind picked up a bouncy house and carried it more than 240 feet. five students were inside that bouncy house at the time. all five of them injured, one seriously so. school officials are trying to figure out if that house was properly secured. also this morning, there are new fears over the worst measles

outbreak in this country in 25 years. the threat spreading to two popular destinations now with hundreds potentially exposed to the virus. nbc national correspondent miguel almaguera has more on that. >> reporter: measles so contagious the virus can linger in the air for hours affecting anyone in the area long after the infected person has left. the virus is particularly dangerous in confined spaces like a movie theater or a cruise ship. this morning, trouble at sea. a cruise ship believed to be owned by the church of scientology. one confirmed case of measles. a crew member sick with nearly 300 people onboard. ♪ off the shelf knode. >> this video taken years ago appears to show tom cruise on the same ship serenaded by others onboard now quarantined off the caribbean island of saint lucia doctors worried the

virus could be spread to locals if anyone is allowed off the ship. >> we thought it prudent we quarantine the ship. >> reporter: it comes as moviegoers at this amc theater in southern california where hundreds packed the theater to see "avengers: endgame" are warned to mont are foremeasles symptoms, the health department confirming a woman in her 20s may have exposed hundreds to the deadly virus raising concerns for visitors and employees. >> the last place i would ever expect it was my job. you know you have the measles, don't come to a movie theater let alone a public place. >> reporter: the carrier went to work and a local e.r. putting even more people at risk for exposure. today health facial officials. the woman is under quarantine. quarantines ordered in two campuses in southern california. you should yo if you were

downtown davenport, iowa, when a temporary barrier there failed. tornadoes are also a part of the severe weather onslaught. one twister swirled through north texas for miles on wednesday night. and that is some of the damage it left behind. a suspected tornado damaged nearly 100 homes in southern missouri. florida governor ron desantis is expected to sign a controversial bill that allows teachers to carry guns in the classroom. it was passed by state lawmakers on wednesday. teachers unions were opposed to it. the law will allow any teacher to carry a gun to class if their local school district approves. they'll have to take a training course and undergo psychiatric screening. some teachers were allowed to carry guns after last year's parkland high school shooting but guns were barred from some classrooms. a louisiana car dealer is offering a $25,000 reward after making a shocking discovery. the guy shows up for work. finds rows of cars on his lot

and a couple that was orangeally charged back in march is now the first to plead guilty in court. nbc's tom costello has the very latest. good morning, tom. >> reporter: good morning. from day one prosecutors said there is a possibility for more indictments but that is now looking even more like a reality with these letters to parents. the new charges or maybe even plea deals could come in a few weeks. this morning, a new group of wealthy families is on edge. sources familiar with the case tell nbc news federal prosecutors have sent letters to multiple parents letting them know they are under investigation as part of the college admissions scandal. nbc news also learned a staggering amount originally documented in march came from the family of a chinese student who allegedly paid $6.5 million to a private college counselor to get their daughter into stanford. they have not been charged. 33 parents along with collegiate coaches, test proctors and employees of that counseling

service were charged back in march. >> we're talking about deception and fraud. >> no comment. >> reporter: all the parents accused of working with private college counselor william rick singer to bribe their kids' way into top schools. this couple became the first to formally plead guilty wednesday after paying $600,000 to singer. the couple released a statement saying in part, no words can express how profoundly sorry we are for what we have done, despite contrition and cooperation, they could still face two to three years behind bars. 12 other parents have also agreed to plead guilty. >> do your kids know? >> reporter: including actress felicity huffman who will have her hearing later this month and could face up to ten months a in federal prison. huffman saying in a statement i am ashamed of the pain i have caused. 19 parents still fighting the original charges and since faced more. >> lori, will you fight these charges? >> reporter: among them actress lori loughlin and her fashion designer husband who pleaded not
