teenage driver under arrest for allegedly causing a lot of damage. >> police say the teen's crime spree included carjacking two cars and then crashing into a house. "today in the bay" bob redell in live in castro valley this morning. no one was hurt, remarkably. but now problems remain, bob. >> reporter: laura and marcus, when you consider the damage done to this house at wilson in castro vehicle, it is remarkable that the two elderly women were not hurt. this is video from an hour ago when neighbors were escorting them out. one of the ladies said she was about to go to sleep when the car crashed into the home. physically doing okay. unfortunately it's a matter of finding a place to live since there is no gas or electricity. the suspect is a juvenile. sometime between midnight and 1:00, they carjacked a white van on the 300 block of escondido avenue. alameda county sheriff began

chasing the vehicle after reports that this person might be armed. they crashed into the home, burst the gas line, fled on foot, and carjacked another vehicle a mile away on somerset, castro valley. in the second piece of video, this vehicle was a black car. again, the carjacker did not have much luck getting away. fortunately this time the suspect crashed into a fence on castro valley boulevard near 580. this time caught by law enforcement, taken into custody. remarkably, no reports of injuries during these pursuits and crashes. as far as the gas line that was broken at the house, that has since been turned off by pg&e. so there is no threat of fire or anything ike that. reporting live, bob redell, "today in the bay". all right. that's good. what a waking for those people. thanks, bob. >> 6:03. later this morning, state hazmat teams are supposed to descend on this closed off peninsula home.

it is now off-limits. this is after a discovery of radioactive material. cleaning crews made the discovery yesterday. the home located on cedar street in san carlos was being sold after neighbors say the homeowner died. they found six canisters labeled as radioactive. the canisters are emitting low level radiation and they are taking no chances. in a few hours, protesters will gather at city hall to demand free speech. it comes after several far right controversial political figures are pulled off social media sites like facebook. one is activist laura lumer. she plans to attend today's rally. yesterday facebook announcing accounts violated policies against dangerous individuals and organizations. this morning, construction is finished at calaveras dam. it is crucial to the water

supply of 3 million customers and four bay area counties. here's a look at the structure at the valaveras reservoir. it is interesting showing all that work that went into building it. the $823 million project is the largest dam built in the bay area. it is part of earthquake upgrades that state lawmakers ordered back in 2002. san jose could soon see a building boom not in downtown but in back yards. permit applications for granny units up 400% since the city eased requirements. the nonprofit housing trust silicon valley tells us while units may be small, they could be a big part of the solution to the housing crisis. >> these units can be placed in single-family zoned residential areas where multifamily is not a good fit.

>> they are structuring a resource fair that will cover everything from design, permits, construction as well as financing. the free workshop is saturday in morgan hill. you do have to register. but you do have to register at housingtrustsv.org. 6:06. a part of san francisco many consider part of american hear. the castro could soon be designated as lgbtq cultural district. the historic preservation unanimously backed the designation this week. they will receive more resources and funding from the city. the plan now going towards the -- two of the city's board of supervisors rules committee. okay. so now you have the chance to own some iconic bay area real

near the exit. we have a crash reportedly in the middle lanes. folks trying to get by on either side. that will be a compression point. >> thanks, mike. breaking news to tell you about, a live look at this home in castro valley. and you can see that huge hole on the side of the home where police say it happened after an alleged carjacker crashed a car into the home overnight rub suring the gas line. the camera was there when the woman -- or two women who live in the home were evacuated. they were not hurt. following the crash, the juveniles carjacked a second car and soon crash thad car into a fence. officers then managed to arrest the teenage suspect. a live look at san francisco on this friday morning. the city suing the trump administration over a policy that the city attorney says could lead to discrimination in

health care and cost san francisco up to a billion dollars in federal funding. kris sanchez joins us live with the specifics and the other side of the story as well. kris? >> reporter: well, hi there, laura. the san francisco city attorney filed this lawsuit within hours of president trump saying that they were going to start enforcing the conscience rules that have been on the books for years. so the rules themselves are not new. what's new is the enforcpnforce components. this is about allowing citizens to live according to their faith and convictions. >> we finalized new protections of conscience rights for physicians, pharmacists, nurses, teachers, students, and faith-based charities. >> reporter: now, under the new enforcement policy, in order to qualify for the federal funds,

institutions to prove they complied with 25 conscience rules which allowed providers to refuse procedures they object to on moral or religious grounds. they can also refuse to make any referrals for those services and institutions could refuse to pay for them. abortion might be the first thing that comes to mind. it could include birth control, sterilization, hiv treatment, treatment for lgbtq and end of lifecare. san francisco city attorney says the intent of the new rule is clear, it's to prioritize religious beliefs over patient care, thereby undermines access to contraception, abortion, hiv treatment and a host of other medical services. we are not going to let the trump administration to push us back to 1940s health care. that is city attorney dennis herrera. he wants it to be declared unconstitutional. in the time that might take, he

wants a judge to order a stop to prevent this from going into effect which it would do within 60 days if nothing else happens. >> kris, thank you. 6:35. oakland police this weekend will again be adding extra patrols to an effort to monitor sideshow activities. oakland is not the only city getting tough on sideshows. earlier this week, san jose passed an ordnance allowing them to punish sideshow spectators. the return of first fridays in oakland. you can expect live performances, art for sale, and lots of food. it has been postponed the last

are lesbian, gay, bisexual or transgender at elementary school. there was a 3-2 vote approved wednesday. several parents are outraged. >> you have now taken away my right to have that conversation in my home and a teacher is defining it. >> the school district leaders say they are listening to what parents have to say and that the educator's goal is to be inclusive. 6:45 for you right now. and president trump is calling for bipartisan ship this morning. he says it's time to get back to work. >> can it happen? >> that's the big question. we saw the democratic leadership meet with the president to discuss an infrastructure bill. the president made that appeal for bipartisan ship in tweets saying republicans and democrats must come together for the good of the american people. he just tweeted about the really, really good jobs numbers

as well. the unemployment rate fell to 3.6%. if you're under 50 years old, right now is the lowest the unemployment rate has been in your entire life. over at the capitol, an angry house of representatives after trump's attorney general and top defender bill barr didn't show up to yesterday's hearing. barr objects to a plan to allow congressional staff lawyers to ask him questions. white house press secretary sarah sanders made fun of the idea asking why they were e not smart enough to ask their own questions. but questions from staff from hired lawyers are not new. it happened in whitewater, iran contra and the kavanaugh hearings when republicans brought in an outside lawyer to ask all the questions. a stunt by a congressman who brought in a ceramic chicken to the meeting and ate fried chicken to make fun of barr's

low 60s, then reaching into the low 70s the middle of the day. and so we've had dry, quiet weather for quite a while. but as we look out there what's happening in the pacific, we can see the swirls of clouds and an area of low pressure that will be moving closer as the high pressure moves out of the way. as it moves into the bay area, expect more cloudiness, epilate saturday into sunday. and then by late sunday night, showers moving by. the bulk of the storm system staying to our south. we will have a chance of waking up to rain on monday morning. most of it clearing out, going into monday afternoon. so our seven-day forecast still looks great for your weekend plans. up to 80 degrees inland. 75 tomorrow. cooler, breezy, more clouds on sunday. a chance of showers on monday morning. drying out and were whatting up for next week. mike, you have a new crash popping up? >> it did. it popped up during your report.

i see we will have to see if we have slick roadway conditions on monday. this crash popped up. northbound 880. a little bit of slowing approaching 92. the crash currently reports one vehicle in the middle of the freeway. that's why i'm concerned. there could be a secondary crash. we'll track that closely and another accident in a few. it may take a few seconds to get to the shoulder. mild slowing there. biggest slowdown improving for west 80, west portal. judging by the speed sensors, traffic will start to build toward the toll plaza. five to seven-minute delay in towards richmond san pablo. it will affect folks out of the maze. a nice, smooth drive. the fastrak lanes here.

here are the top stories on today in th welcome back on this friday morning. before you head out the door, if that's where you're headed, the top stories on "today in the bay". >> breaking news to tell you about this morning. a live look at this home in castro valley. you can see right there that huge hole in the home. it happened after a teenage carjacker crashed the car into the home overnight, rupturing the gas line. our camera crew was there. the women in the home were evacuated. luckily, they were not hurt. following that crash, the juvenile carjacked a second car and soon crashed that car into a fence. officers managed to arrest the teenage suspect. new this morning,

unemployment in the u.s. is at the lowest it's been in half a centu century. according to a new jobs report the economy added 263,000 jobs last month. the labor department says the unemployment rate fell to 3.6%. that's the lowest since 1969. tens of thousands of jobs were added in business services, construction, and health care. this morning construction is finished at the calaveras dam. the water supplies 3 million customers in four bay area counties. this is a look at the completed 220-foot-high structure at the reservoir. it is close to the alameda santa clara county line. a look at this time lapse video showing all the work that went into building it. the $823 million project is the largest dam built in the bay area in nearly 20 years. it is also part of earthquake upgrades that state lawmakers ordered back in 2002. a live look at san francisco. in just a few hours, protesters plan to gather at city hall to
