diana's family, have been told about the birth. doria, meghan's mom, is with them now. savannah? >> happy news this morning. keir, thank you so much. we will, of course, have all the latest as we get it this morning. now, we move to that other major story breaking here overnight. in a move aimed at sending a, quote, clear and unmistakable message to iran, the white house has now dispatched an aircraft carrier and bomber task force to the middle east. we'll start with hallie jackson at the white house. hallie, good morning. >> reporter: good morning. the "uss abraham lincoln" carrier group is headed to the persian gulf near iran after that late night announcement from the national security adviser. so far, plenty of tough language coming from the white house here, but few details about what prompted the move. overnight, the trump administration announcing the deployment of a u.s. carrier strike group and bomber task force to the middle east, in response to what it calls a number of troubling and escalatory warnings from iran. national security adviser john

bolton releasing a statement overnight that says the deployment is to, quote, send a clear and unmistakable message to the iranian regime, that any attack on united states interests or on those of our allies will be met with unrelenting force. he adds, the united states is not seeking war with the iranian regime, but we're fully prepared to respond to any attack. secretary of state mike pompeo addressing the decision on a late night flight to finland, saying the move was not a reaction to the weekend's fighting between israelis and gaza. >> we have seen escalatory action from the iranians, and it is equally the case we'll hold the iranians accountable for a tax on american interests. >> reporter: neither pompeo nor bolton are suggesting what iran did to invoke a response now. just last month, the trump administration designated iran's revolutionary guard as a terrorist organization. iranian president rouhani

responding by declaring the u.s. government a state sponsor of terrorism. keep in mind, the carrier deployment itself had been regularly scheduled back in early april, but the announcement of the location to the persian gulf is what is new here. there's much more to watch from here at the white house throughout the day, savannah and craig. >> thank you. perfect time to turn to nbc's chief correspondent richard engel who joins us. what do you make of this? felt like a little bit of a surprise move, as hallie just described. >> it is pretty vague. as hallie said, it takes time to move a carrier group. now that the carrier group is heading toward iran, you have unnamed u.s. officials who are saying that the reason they're doing this is to send a message to iran, because allegedly, there is intelligence that hezbollah could try to attack u.s. forces in the region, likelylike likely iraq or syria. officials, anonymously, are saying this is to act as a safeguard, in case those attacks on u.s. forces happen in the region, there will be a ready

message or ready force. >> serious muscle there. >> exactly. primarily, the order is a little strange because this would have already had to have been on the way, then they say it is on the way in order to prevent this kind of attack taking place. >> got it. >> it's still quite vague. >> let's talk about another hot spot there in the middle east. the worst weekend of fighting between israel and gaza militants in about five years. two sides exchanging deadly rocket fire. >> over five years. this was an escalation. there has been tension, obviously, for many, many years, between israel and the gaza str strip. gaza, to understand it, it is almost like a prison colony. the people there, 2 million people, cannot leave. occasionally, when they don't get what they want, when they don't get aid, when they don't get money, they turn up the heat. that's what we saw over this weekend. >> reporter: israel promised and delivered. a massive retaliation against

palestinian militants in the gaza strip. the israeli raids came after palestinian militants launched hundreds of rockets indiscriminately into israel. over 600 fired in 48 hours, according to an israeli military leader. the palestinian rockets hitting homes, vehicles, and factories. using a new tactic, firing off rockets in rapid succession, up to ask 12 at a time, apparently overwhelming israel's state of the art iron dome missile defense system. rockets slip through, killing israelis for the first time in years. four dead over the weekend. israeli prime minister benjamin netanyahu promising palestinians would pay a heavy price, ordering two military brigades to the border with gaza. preparation for a possible ground invasion. israeli jets targeting hamas and its rival islamic jihad, destroying this alleged,

underground rocket plant. and hamas headquarters. for the first time in years, israel resumed its campaign to hunt down and kill individual palestinian leaders. in this car, israel says, was a hamas member. palestinian officials say more than two dozen people have been killed in gaza, including a pregnant woman and her baby. israel strongly denies it was responsible for their deaths. president donald trump standing squarely with the israeli leader, tweeting, we support israel 100% in the defense of its citizens. >> as said, richard, we haven't seen this degree of violence in quite some time. there is a cease-fire. think it holds? >> probably. it was brokered by egypt. it came into effect over the last few hours, and it has been very, very calm on that israel/gaza border for the last several hours. in fact, israel said some of the restrictions on movement, schools, travel, that it imposed

on israeli citizens living near the border, have been lifted. so far, so good. israeli troops are still on the border with gaza. if they want to, they can do that invasion. >> our chief foreign correspondent, richard engel, good to have you. the investigation into a tragic plane crash. it happened in russia. look there. a passenger jet catching fire while making an emergency landing. more than half the people on board were killed. nbc's tom costello is covering it for us. good morning to you. >> good morning. aeroflat flight had departed after 6:00 local time when the pilots issued a distress call from the cockpit. 40 minutes later, the plane was on the ground, invoked in a fire ball. investigators opened a probe into what caused this terrible crash. >> reporter: terror on the runway in moscow sunday as a passenger plane making an emergency landing suddenly burst into flames. one woman telling us, as we were approaching the airport, we saw

a ton of cars and heard sirens. the aircraft skidding to a halt. this apparent video from inside the cabin, shared by russian media, showing the massive fire engulfing the aircraft. firefighters battled heavy smoke, trying to save passengers and crew. as survivors sprinted from the wreckage in horror, some holding luggage, others with children. this morning, russian investigators say 41 of the 73 passengers and 5 crew members on board perished in the fire, including two children. the russian-built sukhoi superset 100 had just departed moscow. according to interfax news agency, pilots issued a distress call. flight radar shows the plane turning around in the air before returning to moscow 30 minutes later. this video reportedly showing the belly of the plane scraping the runway before bouncing back in the air, then catching fire almost immediately.

in a statement, syriaflot says the plane was forced to return to the airport for technical reasons. the russian-made passenger jet has a questionable track record since its first flight in 2008. in 2016, russian regulators grounded the fleet after discovering metal fatigue in one of its planes, a problem usually found in older jets. investigators are now trying to determine what caused this deadly moscow crash. >> this morning, russian investigators say they're looking at three possible causes. inexperienced pilots, equipment failure, or possibly a lightning strike. this is the deadliest accident involving a sukhoi aircraft since 2012, when another jet crashed in indonesia. that was during a sales demonstration. everybody on board was killed. >> tom, you obviously are our aviation expert. another story we saw in the headlines, boeing and a new report that has to do with the 737 max. possibly the company knowing something about safety that happened before the lion air crash last october.

it was unclear to me whether or not this has to do with what caused those crashes. >> boeing now says it knew that a warning system that was supposed to be a standard feature was not working properly on all 737 maxes. it is not clear if that alert system would have prevented the crashes in indonesia and ethiopia. the system was supposed to warn pilots when the angle of attack sensors are not working properly or if they disagree. it is thought that bad data from angle of attack sensors may have triggered theanti-stall system that pushed the nose of the airplane down to the ground. experts say it is not necessary for pilots to ply it sufly it successfully. still, they will be fixed on all planes going forward. al roker is standing by. we have a coast to coast storm bringing severe weather. >> good morning, guys. this is yesterday in wichita, kansas. torrential downpours, hail,

tornadoes being reported, and we've got a repeat of that again happening today, as this system slowly makes its way to the east. right now, we've got flash flood watches and warnings stretching across the midwest. this will be pushing out. here's where we have today's risk. 8 million people from texas on into missouri, back on into colorado. then we've got tomorrow, again, likely tornadoes stretching into central texas is and moving into wednesday, a wider area. 32 million people, this area in orange, this is where we could be looking at a tornado outbr k outbreak. plus, there is a coast to coast system right now causing rain in california. this thing will reform late tomorr tomorrow. a storm continues to the east into the great lakes. heavy flood and rain threat for the south. moves into the northeast with unsettled weather. more heavy rain in the south with flooding possible. look at this wide swath of heavy

saturday night, shortly after the race was declared official. gasps and groans went up. this is a kentucky derby people will likely talk about and debate for years to come. >> they're off. >> reporter: new fallout this morning after a stunning reversal of fortune on horse racing's grandest stage. >> maximum security wins the kentucky derby! >> reporter: maximum security never made it to the winner's circ circle, disqualified for interteerinte interferen interference. the coveted necklace of roses given to country house. it is the first such ruling in kentucky derby's 145 races. >> the horses were affected by interference. therefore, we unanimously determine to disqualify number 7. >> reporter: this is what all the fuss is about. maximum security on the final turn for home drifts wide, impeding two other horses in the field of 19. >> it's hard to see that he did anything to country house.

>> reporter: nevertheless, country house goes into the record books as a derby champion, a nearly $2 million run to glory. millions more for the lucky few who called his name. >> no one can discredit it. i don't know. it is amazing. >> reporter: there were two objections lodged against maximum security, prompting an extended review by race officials for more than 20 tense minutes, as anxious spectators waited. >> they have to make a decision. did they see anything that clearly impeded the horse? >> i never put nobody in danger. >> reporter: the unpopular finish causing a frenzy of outrage. even the president weighing in, tweeting, the decision was not a good one. only in these days of political correctness could such an overturn occur. in the end, there can be only one winner. even if they don't finish first. now, of course, the chase for the triple crown is always alive coming out of the kentucky derby. doesn't matter who wins this race. even a long shot like country house is alive for the triple crown.

craig, savannah? >> ron mott at churchill downs, thank you. now joining us exclusively is the owner of maximum security, gary west. good morning to you. >> good morning. >> before we get into the nitty-gritty here, i just have to ask you, as somebody who has been in the horse racing business for a long, long time, what it felt like to think that you had won the derby and then to have it taken away. how was that moment for you? >> it was literally like the old tv show "the thrill of victory and the agony of defeat," all within a 22 minute period of time. winning it was the most euphoric thing i have probably ever had in our lives. disappointment when they took the horse down for the first time in history. i couldn't -- i couldn't -- we were stunned, shocked, and in total and complete disbelief. it had never been done before. >> as it stands this morning,

are you planning to either appeal or file legal action? where are you on that issue? >> we are going to file an appeal today with the state racing commission. we, right after the race, i had the training call the stewards and very nicely ask them if they would be willing to visit with us after the races were over. we said we'll stay until 11:00 or 12:00 at night, whatever you want. they said, absolutely not, we won't be showing the filming until thursday. we didn't have any alternative legally. the appeal has to be filed within 48 hours. we'll be filing that today. >> gary, craig melvin here. just as i understand it, the racing commission there in kentucky, and the language is important, because they say findings of fact and determination shall be final and shall not be subject to appeal. it doesn't sound like they're going to allow an appeal. what's going to be the basis there?

>> well, if -- obviously, you can't appeal it to the stewards who made the decision. if the state racing commission refuses to hear about it, i think this is something that's big enough that the entire racing world is looking at this, and i think they deserve an opportunity to really know what was going on. i was a bit shocked and surprised that the stewards wrote a statement that was probably prepared by their lawyers and refused, literally refused, to take a single question from the media. so they've been about as non-transparent about this whole thing as anything i've ever seen in my life. >> when you look at the video, and we're going to play it again for our viewers at home here, when you look at the video closely, gary, can you see maximum security slide over three lanes and make that contact with another horse? do you see that? >> i -- i obviously saw the

horse move out, but in the kentucky derby, where you've got 20 horses, and you shouldn't have 20 horses in a kentucky derby, churchill downs, because they're a greedy organization, has, rather than 14 like you have in the kentucky oakes, the breeders' cup, every other race in america, because they're able to make more money, they're willing to risk people's and horse's lives to do that. i'm not in agreement with that. i think they should be 14 like every other race. yes, i saw the horse move out. every kentucky derby, you can sit down two, three, four horses if you wanted to because it is like a rodeo out there. >> mr. west, so you just said, you did see the move. i mean, the rules are the rules. the situation at the derby with 19 or 20 horses is that situation. just on the merits, if there's a move and there's a foul, isn't the stewards, the judges' decision, essentially correct, even if you don't like it?

overnight, the administration announcing the deployment of that u.s. carrier strike group and bomber task force to the middle east. it is in response to what the administration is calling a number of troubling and escalatory indications and warnings from iran. national security adviser john bolton releasing a statement overnight that says, in part, the deployment is aimed at sending a, quote, unmistakable message to the iranian regime that any attack on the united states will be met with unrelenting force. secretary of state mike pompeo addressed the decision while traveling to finland, saying the move is something they've been working on for a while. president trump pulled out of the nuclear deal a year ago. this deployment was regularly scheduled back in april, but the announcement of the location is a new and significant development. savannah? >> kristen welker at the white house for us. thank you, kristen. we have breaking baby news from break brigreat britain. it's a boy.

commute. mike inouye is tracking every bit of it. >> a pretty calm drive. you do see traffic all over the bay in your typical patterns. we'll call out a couple of spots, 80 northbound, another crash around hagen burger. looks like lanes are clear, still slow there as well as 580 and highway 13 heading up towards the maze and highway 24. the east shore freeway not as bad. we do have 40s on all these major approaches getting through the area. the slowest coming up past the coliseum, and across the san mateo bridge still slow across the flat section. it is moving in towards san mateo where 101 is tough in both directions. pretty standard. we'll have another local news update coming up in 30 minutes.
