city officials in just a matter of hours. "today in the bay"'s pete surat toe is live with what is expected to happen today. pete? >> reporter: good morning to you, marcus. mayor london breed will introduce this bond that will hopefully strengthen the city of san francisco not if but when the big one hits the city. it will be $600 million. i want to explain how it will all be spread out. voters would have to decide on it next year. the total amount for the bond will be roughly $630 million. just over 60% will be used for retrofitting at neighborhood firestations and training facilities. that's a big chunk of that bond. a quarter of the bond would be used for an emergency firefighting water system. the remainder of that money, of that more than $600 million bond, will be used for response facilities and emergency management. we are talking about 911 call centers in the event of a big earthquake. i want to show our viewers a map of the popular fault lines.

san andreas fault and hayward fault. it is hard for scientists to predict precisely when the next big one will hit. but usgs says some faults which run along san francisco are overdue for a big one. it is important for the city to be prepared for when the next big one hits. voters will get a chance to vote on this nearly $630 million bond in march of next year. it will be introduced at 2:00 p.m. pete suratos, "today in the bay". thank you, pete. 5:02. developing on capitol hill, congress will not get a copy of the president's tax returns, at least not for now. tracie potts joins us live in washington with more on this continued fight. tracie? >> reporter: hi there, laura. good morning. good morning, everyone. we have a number of things to tell you about, including a possible contempt charge for the attorney general and whether robert mueller will testify on his russia report.

but we do begin today with the fight over the president's taxes, with democrats trying to get their hands on them and the administration now responding with a resounding no. treasury secretary steve mnuchin says he will not turn over president trump's business tax returns. >> they will delay it for as long as possible. and my guess is they go into the courts. >> reporter: mnuchin calls the request unprecedented, raising serious constitutional questions. democrats accuse the administration of stonewalling on that and turning over the full mueller report. >> the tkphepb statiadministrat to hide information that is potentially damaging to the president. >> reporter: the house judiciary committee votes wednesday on whether to hold attorney general william barr in contempt. the justice department says there is no legitimate basis. >> both sides in this are

doubling down on stupid. i think both sides need to sit down and negotiate. >> reporter: meantime, president trump has reversed course, tweeting the report's author, robert mueller, should not testify. >> the more he does that it looks like he's afraid of what the testimony looks like. >> i will likely know about it. >> do you believe the attorney general represented your work fairly, sir? >> reporter: but no date has been set. no date. but we are still waiting to see when robert mueller might testify. he is still a government employee but soon won't be. his work is done. after that, he will an i private citizen and he can make up his own mind if he will testify. vallejo police department being accused of using excessive force in a car of young women.

they say the women were resisting. the women say police went too far. >> they have my sister down on the ground. >> this is cell phone video of one woman being tased. i know the driver is related to a man recently shot and killed by vallejo police? >> reporter: correct, marcus. yes. the rapper shot and killed back in february while sitting in the drive-through of a taco bell with a gun in his lap. his niece deanna jenkins. they were driving down the street in vallejo when police pulled them over. you can see one officer had his gun drawn. according to jenkins, he ordered them all to roll down their windows. they asked for her driver's license. jenkins said she left her license in another bag. that's when she said she was grabbed through the car window, telling her she was resisting

arrest. she said she was tased. in the video, one officer said they saw the passengers making je gestures, pointing fingers at them in the form of a gun. >> you want to drive by and put your hand out the window. >> i don't know what you're talking about. >> they were snapchating like on the phones. hey, like that. it was never hands out the window like boom, boom. it was never that. >> the chief initiated an internal investigation. we are looking at that. so we're not really providing any further statements on that at this time. >> the city of vallejo is asking the department of justice to come in and review the police department and help with community relations. no word if and when that will happen. reporting live, bob redell, "today in the bay". thank you, bob. 5:06. in just a few hours, testimony resumes in the ghost ship warehouse fire trial. a key witness for the prosecution died over the weekend.

just days before he was supposed to take the stand. the news came as a shock to the judge, attorneys, and even the defendants themselves. the prosecutors said there was an accident sunday in san pablo. the man, robert jacobs died unexpectedly. he was an electrician who worked for derrick almena. the prosecution was likely planning to grill him about any effects to the warehouse electrical system that could have made it safer. 35:07. petaluma police searching for suspects linked to thefts. take a look at the surveillance video of the suspects. they were leaving stores. they used stolen credit cards sunday to buy over $4,000 worth of merchandise at local target stores. the credit cards were stolen from a car at schullenberger park. hundreds of homeowners in

one south bay neighborhood will soon be equipped with a new tool to help fight crime free of charge. homeowners will be allowed to install crime-fighting security cameras. this is all a result of a $600,000 award for residents south of bernal. anyone who agrees to the installing of those cameras must also sign a pledge to work with police to provide footage if a crime occurs. the police chief calls it a win-win deal. >> we have case after case than we know these cameras help solve crimes. and if they can reduce crime and if they can help the police department in any way, then it's definitely worth while. >> the funding comes from a settlement which operates a nearby power plant.

operations could begin by this fall. >> the number of traffic deaths in san jose is going up. the city department of transportation, 52 people are dead as a result of traffic collisions last year. that is up from 46 in 2017. the report doesn't have a specific reason for the spike. still, an advocacy group is pushing for city council to dedicate more money and resources to fix that issue. in the east bay, a new telephone area code is going into effect. you may soon get to call and notice the change. the 341 area code is overlaid upon the existing 510 area code. that means 510 and 341 will coexist. the areas include interstate 880 from the carquinas bridge north through richmond, oakland, hayward and free mont at the south end. >> i had a 415, 408 and 510.

right now at 5:15, we walk out the door to our usual start to the day. some low 50s. and mostly clear skies. that's a live look outside in san jose. as we go toward santa clara, our temperatures will be at about 55 around sunrise. and some mid-60s by lunchtime with all clear skies. we'll get a look at the rest of our forecast. more nice weather ahead. but a few changes. more in less than five minutes. and we have pretty much clear roadways around the bay.

mark zuckerberg eventually? some say that is the only solution that will get his attention. and we don't expect too many surprises. we got a look at their books when they went into the ipo. the company with the most to lose here, though, is uber. lyft reports profits. uber goes public thursday evening. market debut friday morning. if lyft has a catastrophe, it will hurt uber. the new xbox hits shelves today. there's no reason to upgrade. but it is noticeable because it's the first video game console from microsoft to shift without a dvd slot. you just download the games you want. which is actually what most people do already. >> but you better have fast internet. >> fast internet, yes.

>> he's laughing so hard. >> all right. so this morning as we get ready to head out the door, we are looking good. here's a live look outside at dublin. a lot of people are already up and out the door. looking at the cars rolling across 580. the seven-day forecast coming up at the bottom of the screen. we will have more nice weather in the forecast. but we have had a lot of storms developing over the sierra. and we can loop this back 18 hours to see the storms that blew up yesterday afternoon in those areas. even quite a few lightning strikes. we did have clear skies until the clouds started to push into the bay area yesterday evening. but no rain. that was the case just the night before. so we are starting out with a few clouds here and there. but our skies will clear as you get ready to head out for your morning jog in san jose.

and it will be partly cloudy with our temperatures in the mid-50s to start the day. nice warmup as we continue on with sunshine going into the noon hour. we'll be at about 66 degrees. eventually reaching our high temperature of 72 today. 72 will be the high in cupertino with a breezy north westerly wind at 15 miles per hour. so our skies are clearing, still breezy and very comfortable temperatures. great weather for getting outside and whatever outdoor activities you have. cool for half moon bay. highs in the upper 50s. right on the other side of the hills, redwood city, 69 degrees. low 60s in san francisco. north bay reaching the upper 6 0s to lower 70s. as we check out our allergy report, i have had to double up. i keep checking to see what's going on here. mostly tree and grass pollen. that is moderate. we have seen it high at times. no rain in the forecast to help

us with the pollen moving through the area. slight chance late thursday night, early friday as the area of low pressure starts to nudge into the bay area. i'm going to put that in the forecast. but it doesn't look that likely. we continue into the weekend with very nice temperatures. upper 70s inland and sunshine. mike, lanes are filling in. >> con investigation, just like you are talking about with allergies. my son and daughter are starting to suffer from those. we are not suffering. we just expect the build right before 5:21. no surprises through the maze. as scott says, when you say no surprises, that's when we see things change. watching for the build as it starts to come up through the rest of the bay. one note here where the shield is for 280, rorpts of a wrong-way driver. chp said someone was reported going the wrong way. a car on the shoulder facing the wrong direction.

sifting through the rubble of a late night building collapse in new york city. welcome back, everyone. 5:24. authorities are vet to begin sifting through a rubble of a late night building collapse. it happened shortly after a speeding out of control car slammed into the building late last night. the first floor was vacant. people on the second level, luckily, they weren't home at the time. a driver ran from the scene. but officers were able to catch up to him. he is now facing charges, including dui.

we can still see the clouds over palo alto and a look at highway 101 as you get ready to head out. a few clouds this morning. but then see everything clearing out going through the morning. it will be a beautiful day. we'll go from the mid-50s at 7:00 to about 66 degrees at noon today. you'll probably want to have lunch outside again this afternoon. mike, you're hearing about a possible traffic break. >> it relates to the earlier wrong way driver. there is not an active one reported now. a car on the shoulder northbound 280 heading towards 92. there may be a traffic break from the center divide to the shoulder. there are no problems as far as the speed sensors go. no lanes blocked. lanes are filling in. metering lights are on. it is obvious to see. and a standard pattern at the maze.

"today in the bay" kris sanchez. kris, you have been working on a series of reports all week on the solution for some cities. >> reporter: hi there, marcus. here in the city of campbell, one part of the solution could be adding granny units to give another possibility for increasing the housing stock. that conversation is going to happen here at the city of campbell council chambers this evening. in redwood city, mid-peninsula housing will break ground on a housing development for seniors. it will eventually provide 117 units on bradford street near

the downtown area. a talked with a santa clara university real estate professor who said construction is really just one part of the solution. and if local communities want to have a say and local control, they need to act now. >> there's a lot of real estate developers that don't like rent control. a lot of cities don't like the idea of the state mandating zoning ordnances telling us how to develop our neighborhoods. but if we don't take care of the problems ourselves, others will take care of them for us. >> reporter: the professor is alluding in part to senate bill 50, which seeks to put more high-density buildings, high-rises around transit centers. the next hearing is monday. in mountain view, the conversation is centering on the construction of 53-unit community. more construction there. in concord, though, the council will hold firm on requiring a

developer to incorporate affordable housing units into a larger project rather than paying city fees to opt out. the idea being that every single unit matters. just to give you some perspective, here in the county of santa clara, there is a 53,000 deficit -- unit deficit of affordable housing, and that's not considering all the new job growth and those folks who will be looking for housing here in silicon valley as well. kris sanchez, "today in the bay". thank you for the latest there, kris. 5:33. in milpitas, renters can press city leaders for new protections. tonight's council meeting may limit evictions and develop a rent control policy. landlords can still evict at-will. the city formed a renters tax force a year ago. parking lot is searbart is

searching for a new general manager. she announced she will be leaving her july in july. she has been leading the agency for eight years. she is not explaining why she's leaving. in a statement about her departure, she mentioned many yon going parking lot projects. in oakland, kaiser permanente workers are protesting the outsourcing of gardene gardeners. they plan to lay off 63 gardeners next month. they will be replaced by workers from an outside company. officials plan to form a necropsy on a dead whale. so far the marine mammal center says four died of malnutrition, three from contacts with a ship. scientists say that changing oceanic conditions may be altering the whales' food supply.

in contra costa county, pleasant hill's new library is being delayed. the city wants to sell the land on oak park boulevard and construct a new library in another location. many in pleasant hill are raising concerns about that library being closed while the new one is being built. the group is collecting signatures who me advertised to keep the library open until the new library is finished. some things are worth staying up late for, while others can be a letdown. >> that's how some bay area sports fans feel right about now. especially if they stayed up late to watch the sharks and the warriors. game 4 of their playoff series. they couldn't get over the hump. james harden scored 38, including a three late in the game for a nine-point rockets lead. but the warriors, they rallied. they had two chances to tie the game up as the clock ticked down. both shots missed.

and the warriors ended up losing it. 112-108. the series now tied at two. game five tomorrow night at oracle. >> and last night in denver, the sharks had a chance to win their series against colorado. things got interesting late in the game when the sharks tied it up at three. the game then went into overtime. then the avalanche scored the game winner. the sharks fans have to get ready for winner take all in game seven. it take place tomorrow night at the shark tank. mike, get the teal out. it is time to root on the sharks. >> i'm tired. >> i told you to dvr it. >> how many overtimes, guys. too much drama. i can't sleep. i'm all wound up. i will do what i can. try to wear my colors. i had my dual sharks and warriors shirt. the south bay doesn't need any help. a smooth drive all over the bay.

expect it to reach the lower 60s. we have a nice week ahead. just a few showers possible before we get to that weekend. and so if you're making plans to go to yosemite, there will be scattered showers all throughout the weekend. we have seen those storms firing up each and every afternoon. and that continues over the next several days with our high temperatures in the mid-50s friday. and lower 60s by sunday. won't be raining of course all weekend long. you'll have to watch out if you're hiking. and if you're foggy to napa valley, more clouds friday with a high of 76 degrees. and upper 70s with sunshine the rest of the weekend. if it's a beach weekend, it looks pretty nice. nice and cool as we go toward the next few days with highs reaching into the lower 60s. if you're going down to l.a., a chance of showers on friday. but the rest of the weekend is looking clear. we'll talk about today's forecast here in about three minutes. >> looking forward to that,

he is wanted and considered dangerous. and connected to a home side in menlo park. and a court orders epa to fulfill its duty to reduce landfill pollution. the epa was set to emission guidelines in 2016. the trump administration has been refusing to implement clean air standards. >> as you get your kids ready for school this morning, imagine not having to get up so early. a bill would ban classes from starting earlier than 8:30. supporters say that later start times would improve academic performance and mental health. opponents say it would disrupt family schedules and create burdens for school districts. another hearing is scheduled for next week. 5:43.

the battles between congress and the white house heating up. >> scott mcgrew, two more major showdowns ahead. >> on top of the battles we're already watching. treasury secretary steven mnuchin missed a deadline to turn trump's taxes over to congress saying the request had no legislative reason. in other words, you're not asking them in order to make a law, so you can't have the returns. now, no matter where you stand on the political spectrum, this one is a weak excuse. first of all, the law says certain members of congress, eliel elijah cummings among them, says you can see the taxes. they have to stick to legislative purposes. it is a brand-new idea. doesn't reflect congress's responsibilities, which include oversight. experts say it is hard to imagine a scenario where the white house wins this court case. attorney general bill barr has not turned over the complete

report to congress. now, in this one the white house is on much stronger ground as the report is a product of the justice department and contains redactions to protect yon going investigations. there's also a less redacted version of the report. certain members of congress can walk over to the doj and examine. the white house pointed out no member of congress did so. former president trump joe biden commanding lead in the race for the democratic nomination. maybe more of a marathon. we're still, what, months and months and months away from november of 2020. the poll conducted over the weekend shows biden with support of nearly half of those polled. bernie sanders in a distant second. buttigieg in third. mayor pete will be on the "today" show later this morning. >> i have a very different energy than this president. there's going to be a temptation

across the region with these storms developing across the sierra. we didn't see a lot making it across the central valley and the bay. it is still breezy. clouds pushing in yesterday afternoon into the evening hours. you can see even the clouds spreading across the bay area. that happened yesterday evening. we are still seeing clouds this morning. we are going to clear it out as we head late morning, early afternoon. as you step out the door, heading to school in oakland, 56 degrees as you are walking to school. we will see a little bit of the surpb sun starting to peek out. then temperatures in the 60s. eventually reaching 69 degrees today. up to 71 in palo alto. and for the inland valleys, mostly some low 70s. it will be right where we should be for this time in may. high pressure moves in. our temperatures will warm up. that gives us more of a northerly wind. there will be an area of low pressure developing across the desert southwest.

it will start to nudge its way into the bay area by late thursday night into early friday morning. that could give us a slight chance of rain. it doesn't look like likely. but i'm just keeping a little bit of hope alive we could see showers moving in. it looks like most of it stays just to our south going into the weekend. so our seven-day forecast shows we will mostly see some dry conditions throughout the rest of the week. but once again, i'm going to put that slight chance of rain early friday morning. our temperatures reach the mid-70s going into mother's day weekend. san francisco staying mostly in the lower 60s. mike, you're now hearing about a carr fire. >> i am. that's normally a dramatic scene. still waiting on details. i don't see slowing. it's in the south bay. things are calm on the road. you see 101 as far as the freeway sensors slowing. 85, el camino, right about there near the exit. the carr fire on the shoulder.
