from above friday where two barnls and a tanker collided in the city's ship channel, causing a chemical spill. >> it's a weird feeling to just not be sure of what's going to happen. >> for maria, every major storm brings flashbacks to when her home looked like this, the aftermath of hurricane harvey. >> i'm nervous but we're prepared. >> reporter: the city prone to flooding almost by design, an area just above sea level where heavy rainfall overwhelms drainage system, spilling into neighborhoods. one state over, the governor of louisiana has larish shoed a state of emergency. heavy rain prompting numerous water rescues, this woman saved by road crews after driving into deceptively daytona beach water. in mississippi, residents are rushing to clean up after high winds toppled trees into one home after another. back in texas, the first wave of storms are expected this

afternoon. just days after a whole month's worth of rain fell on thursday. >> rain, sleet, or snow, stay safe. >> reporter: staying safe the motto for everyone. with another round of unpredictable weather well on its way. and this morning a flashflood warning has been issued for harris county which includes houston until 7:00 p.m. tonight. meanwhile, that storm system is continuing to make its way east, those storms expected in houston come later this afternoon. >> morgan, a lot of people keeping eyes on the skies. >> dylan mass a look ahead for the people who live in houston and along the gulf coast and the news isn't good. >> it's not because we have a lot more rain to go through, heaviest rain falling across southern mississippi but we have this line of heavy storms from dallas extending back towards west and central texas. we are going to see that move toward houston again today within the next several hours. we'll see more heavy rain in the houston area. we have flashflood watches in

effect for most of the gulf coast right now. we have the threat of severe storms with large hail and damaging winds, especially across central and southern mississippi into most of louisiana and parts of southeast texas too. so it's all because of this stalled front and waves of low pressure will ride along this front, reinforcing the heavier pockets of rain. this will continue to move to the east coast as we go into tomorrow, pushing the threat of severe storms into the southeast. we'll be unsettled across the mid-atlantic and the northeast as well. tomorrow our best chance, winds in excess of 60 miles per hour, isolated tornadoes across the carolinas, extending back into parts of georgia and arkansas. >> we'll get your national forecast in just a moment. to a stunning rescue mission. an american woman being held hostage for nearly a month freed by french commandos in a daring

raid that left two of them dead. she's now freed. ron is following this story from london. >> reporter: good morning. we still don't know very much about this american woman, who she is, why she was in that part of the world, whether the u.s. government even knew she was being held for what turned out to be 28 days. we know from the french there are four people in custody being held by militants associated with isis and al qaeda and a elite team of french commandos staging a rescue operation to save them. the two french tourists were on safari in west africa when they were kidnapped six days ago, their guide found dead, his body riddled with bullets, the vehicle burned out at the scene. 20 french commandos found two additional hostages, the 61-year-old woman and a south korean. two french soldiers died in the fighting, four kidnappers were

killed, two escaped. the u.s. provided intelligence, surveillance, and reconnaissance but no boots on the ground. the french revealed they did not know the american and south korean were being held hostage and suggested the u.s. didn't know as well. in a statement, u.s. officials saying they are grateful for the successful recovery of four hostages, including a u.s. citizen. while offering sincere condolences to the families of the two french soldier who is died and providing no further information about the american woman due to privacy considerations. this region of west africa has been plagued by extremist violence. late today, france plans to honor the fallen heroes when their bodies are returned home. we don't know the whereabouts of the american woman. france saying all four people who were held with now safe. >> to washington where a top house democrat has issued

subpoenas to get six years of president trump's personal and business tax returns. the president broke with years of precedent refusing to publicly release his taxes before taking office. mike viquiera is at the white house with more. what's the latest? >> reporter: frustrated house democrats have issued a subpoena for those six years of president trump's tax returns. it's the latest escalation in a standoff between the president and congress and again this time the administration is refusing congressional demands. the subpoena comes from house ways and means committee chairman richie neal. in april he asked for the documents citing a 925-year-old law saying the committee chair can request the returns of any american. steve mnuchin refused. now the subpoena is directed at him and the irs xhiser but they're not expected to hand the documents over and the battle is likely to end up in court. >> we learned after the mueller report's release, white house

officials pressed one of its star witnesses to push back on the idea that the president obstructed justice. what more do we know? >> that's right, peter. you've been doing some reporting on this as well. president trump tried to get the former white house counsel donald mcgahn to issue a public statement last month that he didn't believe the president was trying to obstruct justice. according to the mueller report, trump twice called mcgahn at home and asked him to get shannon mulaimulrobert mueller fired but he wouldn't do it. as the white house prepared for the public release of mueller's report last month, they sought for mcgahn to issue a statement making public what he had told mueller's team. in a statement, mcgahn's lawyer says, "we did not perceive ut as any kind of threat or something sinister. it was a request, professionally and cordially made."

a murder suspect firing wildly at police as they tried to chase him down. look at this video. bystanders watched in horror as it all played out for miles and miles. nbc's kathy park has the latest on this. this was a scary and dramatic scene. >> a wild scene. residents in los angeles are no strangers to police chases but this one was crazy even by l.a. standard. it looked like something taken from a hollywood movie. shooting at officers. a wild chase on the streets and highways in and around los angeles. >> oh my god! oh my god! oh my god! he's shooting his gun! >> reporter: a murder suspect hanging outside of the window of the car he was riding in, firing back at officers in hot pursuit. >> there he is, shooting at officers right there. shots fired. >> reporter: the passenger who was wanted for questioning in the fatal shooting of a convenience store employee opening fire as a toyota prius raced at high speed trying to get away.
