i'm in richmond. you see behind me. four police units still here on scene. it's not too far from booker t. anderson park, for folks who are familiar with this area. several casings in the apartment complex. i will show you video of that. it's unclear the number of victims in this at the time of the shooting. it's still an active scene behind me. we're going to confirm this is t p potrero apartment complex. this is the 2500 block of edgemont avenue. 23rd street. you see a white van with officers in white shirts looking for clues in another incident. again, in that one, it's unclear the number of victims or what time the shooting took place. live back out here on 47th and

portrero avenue in richmond, they are looking to see if these incidents are connected. we will provide any updates as they come in. pete suratos, "today in the bay". new for you this morning, new legal trouble for wikileaks founder julian assange. they will reopen the sexual assault case in sweden. the swedish prosecutor announced plans to request an extradition even though the u.s. is already making a similar request. british courts may have to decide which courts take precedence. we reported on the crumbling infrastructure before. a new report reiterates the fact that the stale is failing in critical areas. >> kris sanchez joins us live from san jose with where we have

seen some of this trouble. >> hi there, laura and marcus. an overall passing grade of c. that leaves a lot of room for improvement. key areas are under consideration right now. it might come as no surprise. california gets a d-minus in energy. and d for inland waterways and levees. included in the time frame considered by the group that puts this report out, the american society of civil engineers is that 2017 failing of the oroville dam spillway. they said what has to improve is state and local funding. also bringing the public into the know about the need for improvement. we will report throughout the morning and i'll be back with some of the other recommendations that the association of civil engineers is making this morning.

and i will post tidbits on social media. all right. we'll check back with you. thanks, chris. a father is in jail for reporting his daughter was kidnapped when his car was stolen in the east bay. it was all a reduce. they just wanted police to find his car fast. that led to an amber alert. police spotted the car in el cerrito. after a short case, the carjacker crashed. he was arrested. but there was no girl. she was later found safe with her mother. >> the car was taken. he thought he would have quicker response and a quicker recovery on the his vehicle by lying to the police saying his 3 earl kwraoe daughter was in the car. >> the search wasted a lot of resources.

we're still waiting to hear the exact charges. >> people plan to gather at the intersection where a commuter bus struck and killed a man saturday night at 7:30 on golden gate and high streets. it's believed a transit bus struck and killed the unidentified man. they called the intersection extremely dangerous. >> students will gather to honor a 16-year-old who died early saturday when authorities say a woman driving the wrong way on highway 17. four others were also hurt. grief counselors will be on hand today. the woman was driving under the influence. >> a tree fell on a cupertino home over the weekend. just look at this damage left

i love you guys. 4:46 for you right now. hey, now to a story that might -- you might find emu-zing. >> what is going on in this picture? >> look at this. it was caught on camera yesterday. police are taking this unusual walk on the job in scottsdale, arizona. officers responded to this call of a large bird on the loose. take a look right there. they were able to track down the emu that escaped from a nearby home. the bird was safely returned to its owner. >> she's walking so powerfully, like, taking it for a walk. >> it was a new like a canine unit, an emu unit. >> who has that for a pet? >> emus,s on stritchs, and

pressure nears wednesday, we will start to see some of the showers developing wednesday morning. unsettled weather, possibly some thunderstorms. as that clears out, there will be another storm system right behind that that could effect your weekend plans with scattered showers from saturday into sunday. when we talk initially about how much rain we may see, this is what the computer models are showing. really significant rain for may. normally for the entire month we get three-quarters to just a little bit more, three-quarters of an inch of rain. we're looking at possibly double that amount as we go into the end of the week. more for the weekend. rain going into wednesday and thursday. friday looks dry. saturday is when the rain comes back and may continue into sunday with scattered showers. this is something i will be tracking throughout the week and more updates to come. mike, you are updating the crash on highway 84. >> yeah.

a couple of vehicles involved. one still in the middle of the freeway. as we back out of the shot, the south bay all along the peninsula and east bay. no problems. tri-valley looks great. folks are moving equipment from overnight construction. pleasant hill, one vehicle in the middle of the roadway. there's a box truck over on the shoulder. two vehicles involved. we're waiting for another flatbed. another crash in the area. on-ramp at olympic southbound 680. a specific set of folks. very few folks using the area right now. west 24 looks like it is clearing. there may have been a traffic break. no problem for the rest of the approach. the cash lanes are not all open just yet. back to you. thanks so much, mike. an emergency landing in myanmar. the pilot had to touchdown without the front landing gear. yesterday's emergency landing

and everything leading up to it was caught on camera. there was smoke rising from under the seats shortly after the plane landed. passengers scrambled to get off the plane. the pilot flew around the air traffic control tower twice so staff could check to see if the landing gear had been activated. they decided to then make the emergency landing. there were about 90 people on the plane and, luckily, no one was hurt. authorities in southern california investigating a report of unwanted touching on board a flight. >> sun country flight took off from minneapolis. authorities interviewed a male passenger accused of touching a woman. they did not arrest that man. so far no charges have been filed. dennis rod man at the center of a police investigation, accused of helping people make out with 400 pound crystal and clothing at a yoga studio.

he was caught on camera with one of the incidents. they four worked together to distract aen employee. she said rodman returned the following day and tried to distract an employee while the accomplice grabbed more clothes. negotiations are under way in california. governor newsom initially handed off his $213 billion plan to lawmakers. more money earmarked for k through 12 education. and homeless services including mental health and transitional housing. they have until june 15th to announce a plan. >> it is 4:52 right now. moving on to decision 2020. an easier way to get your ballot just by sending a text. an app allows registered vote stories get a ballot by mail.
