incidents we're following in richmond. i confirmed with an individual inside this apartment complex. cypress pines apartment complex in richmond off 47th and portrayeo. four police units here as they investigate what appears to be a shooting incident. i want to show you video of inside of that apartment complex, at least in the parking lot that you are seeing behind me. self casings down there and markers town there as they investigate what took place. it's not too far from booker t. anderson park. still trying to gather more information as far as the number of victims. another incident we're following, this was off esmond avenue, north of where we are standing in richmond off the 2500 block of esmond area. you see a white van. officers in white shirts looking for clues in what appears to be another incident.

terminal, just north of here in the downtown area. commissioners will vote on whether to approve whether they would have four years to secure land use approvals and enter real estate agreements for the new ballpark. not everyone is on board. east oakland stadium, business owners and some fans will hold a news conference at 11:45 a.m. to express their opposition to the proposed plan. the concern for them is the proposed stadium would impact thousands of jobs and oakland's economic base. it would allow them to lease the land at a much lower rate. they have organized their own rally at jack london square before the board meets at 1:30 this morning. live in oakland, bob redell, "today in the bay". >> 5:04. felicity huffman is expected to

plead guilty. the "desperate housewives" star admitted paid $15,000 for the proctor to change her daughter's answer to improve her score. she could face between 4 and 10 months in prison. huffman and one other parent are expected in court today. they are among 14 parents, including some from here in the pay area who agreed to guilty pleas. lori loughlin and her husband will fight the charges. the couple recently turned down a plea deal that included jail time. uber and lyft ramping up efforts to get your business. the san francisco based companies lost $13 billion due to their yon going fare wars. the losses are being seen as a positive look for wall street investors. they believe it scared off

rideshare competition from entering the marketplace. as you see here, the ipo debuted yesterday. the stock price debuted friday. it slipped 8% by the closing bell. lyft has fallen 26% since debuting six weeks ago. if you live in the north bay and you see drones flying overhead the next few weeks, this is in the latest effort to boost fire safety. pg&e is flying the drones. we got a firsthand look. it is also including helicopters. electrical towers, poles will be analyzed for potential problems. it requires the company to pay for and provide more prevention. >> it really just adds to the inspection. it enhances them, gives us a more robust inspection. allows us to look at the structures from different angles. >> the drones will commonly fly

than the bankers and insiders bought it on its ipo. not that i'm suggesting you should. waiting for two things when it comes to the trade war with china. details will be posted today on the new tariffs we put on them. they are expecting to put new tariffs on our goods. what is not happening so far is a plan for the two sides to meet. the iphone has so far avoided tariffs we have put on chinese goods. the next is the white house is talking about putting tariffs on all chinese goods. the iphone is definitely a chinese good. now, it is worth repeating because it gets confused so often. when a tariff is placed on a chinese good, say the iphone, we are the one placing the tariff. we are also the ones paying the tariff. when chinese put it on an american good, say soy beans, they pay their tariff on our product. the president insists what i'm saying isn't true.

we have it. concord's temperature trend getting you out the door with 50s and mostly clear skies. a few more clouds late morning into the arch. another nice day to enjoy the lunch outside. but we still have a lot of tree pollen, grass pollen. now they are pine, oak, and olive trees. the weeds and mold are registering low but still showing up on the pollen count. we are also going to have something to help us out over the next few days. some storm systems moving in. it will give a boost to the rainfall totals that we can see with this area of low pressure that starts to move in on wednesday. we will see that rain falling. this is the first significant rain chance since the beginning of last month. we are going to have big changes here. we have kind of gotten used to dry weather. by thursday, as the low moves closer, there will be enough

energy for the potential of thunderstorms. this time of year we could get hail and heavy rain enhanced by the warm temperatures and the sun that we have giving more energy. by friday, that starts to move out. then on saturday, there will be another area of low pressure moving in. now, we notice that low is a little bit farther away. but we're still looking at rainfall totals and additional sierra snow. for here, look at this. this is what the computer models are putting down. for the may of may we get 3/4 of rain. we could double that. maybe an inch and a half. check out what's going to happen in the sierra. the potential of getting -- it's hard to imagine the end of may we could get possibly close to two feet of snow in our higher elevations. so really amazing. we'll see how that pans out. we are also going to be tracking that rain that will be quite heavy, especially on wednesday. the potential of some thunderstorms on thursday,

clearing out on friday and the weekend. more rain chances in the forecast. mike, you have more infor for contra costa county? >> there is another crash. northbound 680. counter commute. not showing slowing. vehicles out of the roadway. a slower drive at the bay bridge toll plaza. 24, olympic off-ramp, right two lanes blocked as crews have arrived on scene. tow trucks will clear these from the shoulders and the lanes. the right two lanes are blocked. that's jamming up traffic on the walnut creek interchange. folks are driving toward the 24 interchange. we'll watch that. early commute where we typically see slowing anyway. we'll see if it clears up. the south bay and the peninsula, it's an easy drive without any issues.

asylum in 2012. prosecutors eventually dropped the case as authorities beca. and plans to request an extradition even though the u.s. is making a similar request. the british courts may have to decide which takes precedence. >> we reported on california's crumbling infrastructure before. a new report reiterating the fact that the state is failing in critical areas. and you probably drive on them. "today in the bay" kris sanchez joins us from san jose with where we are seeing some of this trouble. kris? >> reporter: hi there, laura. the state of california does get a passing grade of c. you can see for yourself whether c is good enough for you. i want to show you some of the critical areas this report considered. california gets one of its lowest grades in roads. california gets its poorest grade overall in energy.

but the best grades are c plus in the area of ports, aviation. california gets a c minus for schools and drinking water as well. this is a report put out every year by the american society of civil engineers which included in this time frame that 2017 failing of the oroville dam spillway. the nonpartisan group said it must bring the public into the know about this need for improvement. i have been posting some of the findings on social media. you can find me on twitter. thanks so much, kris. 5:33. a father is in jail for reporting his daughter was kidnapped when eyes car was stolen in the beast bay. it was all a reduce.

someone stole his car saturday night in oakland. police spotted the car in el cerrito. the carjacker crashed. he was arrested. but there was no little girl. she was later found safe with her mother. oakland police describe by a father would go to such measures. >> when his car was taken, he thought he would have a quicker response and a quicker recovery of his vehicle that was taken by lying to the police and saying that his 3-year-old daughter was in the car. >> police say the search wasted a lot of resources. we are still waiting to hear the exact charges. >> 5:34. people gather today at the same san francisco intersection where a commuter bus struck and killed a man on saturday night. it happened at 7:30 in the tenderloin on golden gate and hyd re streets. some neighbors call the intersection extremely dangerous.

grieving students at freed mont's washington high school will remember the boy killed over the weekend in a wrong-way head-on crash. 16-year-old arman da canales died when a woman driving the wrong way on highway 17 slammed into his car. four other teenagers in the car were also hurt. grief counselors will be on campus when students arrive today. the woman was driving under the influence. >> testimony is scheduled to resume in the deadly ghost ship warehouse trial. that trial took a break last friday. some of the witnesses provided emotional testimony. prosecutors are trying to establish a warehouse did not meet those proper fire codes and was a potential death trap without adequate exits. testimony should last several more weeks. the trial resumes at 9:00 a.m. >> happening today, crews expected to haul away a tree

5:43. a mystery perhaps with a sliver of imagineeo to it. this is water from the sheered off fire hydrant. hopefully you will see it here soon. police had the lights going. maybe you won't there. it was like that. it was crazy. the driver who hit the hydrant drove off. it happened near 2:00 a.m. there you go. it looked like the imagineeo with the lights going on as well. it sent water shooting into the air for more than an hour. >> new for you this morning, authorities in southern california are investigating reports of unwanted touching a board a flight that landed in san diego. the sun country flight took off from minneapolis. a male passenger was accused of touching a woman. they did not arrest that man. so far charges have not been filed. former nba star dennis rod man at the center of a police investigation, accused of helping people make off with a

400-pound crystal and clothing at a yoga studio. rod man was caught on camera in one of the incidents with the three accomplices. the four worked together to distract an employee. rodman returned the following day and tried to distract a different employee while an accomplice grabbed even more clothes. l.a. police say they are investigating. 5:45. new for you this morning, l.a. metro subway riders will have to wait longer for the completion of the downtown subway project called regional connector. it will link three underground downtown rail lines. the new completion date is march of 2020. more than two years after the original completion date. this is due mostly to labor shortages. the final weeks of negotiations under way in sacramento when it comes to state budget talksment the governor handed off his $213 billion plan to lawmakers.

enough energy with this low to enhance the amount of rain producing thunderstorms as well. biff friday, that moves off to the east. and moves over toward the sierra. the second storm moving in. that could bring in additional rain. we're going to see the possibility, and this is a look at one computer model. both are agreeing that we could see over an inch of rain, possibly an inch and a half in santa rosa, ukiah. more than an inch and a half in the santa cruz mountains. this is the time of year we see the totals drop off. during the month of may, we normally get.4. we could get double, possibly triple the amount as we go into the next several days. so wet weather heading in. we'll be tracking it with more updates. our temperatures stay very mild with upper 60s and low 70s. and another chance of showers
