"today in the bay" continues right now. a very good morning to you. thanks so much for joining us. i'm laura garcia. >> i'm marcus washington. mike will have a look at the commute in a bit. but first the weather for today. >> we are clearing away storm drains and getting ready for heavy rain that will be moving in. we watch the storm system approach our coast. here's our hour-by-hour outlook. all cloudy today. by early tomorrow morning, we could start to see spotty showers moving in to san francisco and parts of the north bay. and the rest of the bay area mostly not seeing that rain until the afternoon. so we will take a closer look at

this timeline and what you can expect where you live coming up in a few minutes. we saw the crash right here with all of these flashing lights across the roadway on the right approach. it quickly cleared just after we went through the commercial break. i saw five vehicles go over to the parking lot, sorting out paperwork i think. but everything else is cleared. chp never had a report. we typically don't see that help until the metering lights are on. slowing across the span. that will be one we're watching. bay bridge toll plaza. clearing out of the altamonte. back to you. >> thanks, mike. president trump is warning a major consequence if iran is found responsible for an attack on four oil tankers in the middle east.

tracie potts has more from capitol hill. more than 100,000 u.s. troops could be at the ready. >> reporter: well, the "new york times" is reporting that the pentagon presented a plan to the white house to send 120,000 troops to the region. it is a plan. it could be a backup plan. we have no indication they are ready to act on that. we know a carrier group has been sent that way amid reports that iran was planning attacks on u.s. ships. in fact, there have been some mysterious ship attacks on other countries in that region in the persian gulf. iran has said they think it is regrettable. but now some want to know in fact, if iran is responsible for this. there are growing concerns of our allies that mike pompeo was speaking to yesterday in brussels, they are concerned

there could be accidental war here. iran should be on the lookout for u.s. action if, in fact, they tried something like that. but these escalating tensions have a lot of people in a this region and here very concerned. >> for sure. indeed, tracie. but also, secretary of state mike pompeo on his way to russia right now. so will he talk about this issue when he meets president vladimir putin? >> reporter: among other things. the russian foreign minister said they think it is the u.s.'s fault for pulling out of iran. the rest of the europeans are trying to salvage that. they think they might have prompted tkpwraegsz by iran. he made it clear they will have a frank conversation when secretary of state pompeo arrives today. >> interesting to see what that response will be. all right. thank you, tracie. a washington, d.c. courtroom is the legal setting between

house democrats and the trump administration. lawyers will spar over a subpoena issued by the house oversight committee to obtain a decade's worth of president trump financial records. they say he lied about his wealth to lower his tax burden. . new details pg&e leaders may soon have to tour the destruction of the camp fire in butte county. the department of justice has already signed off on the deal. it would require the chief executivive and board members to visit the town of paradise by july 15th. it is tied to the yon going investigation and the possibility pg&e's equipment may have sparked the fire, which became the deadliest in california history. >> a man a accused of using a dating site to have sex with

under-aged girls. they met online and exchanged phone numbers. the two met up. he drove her to his home and sexual assaulted her. officers arrested him yesterday. police are not saying which site was used but are concerned there may be other victims. >> teachers in one district are preparing to hit the picket line. they will box up and remove personal belongings from their classroom, all ahead of a strike expected to get under way monday after negotiation talks failed. new this morning, it may have accidentally collected and shared your personal information on twitter. a bug has been found in its user base. your location data could have been shared with advertisers. if you use more than one

account, and if you used the precise location feature. it was never retained. it only existed in other systems for a short time. the bug has apparently now been fixed. new, two of america's biggest retailers are considering products with cbd oil to store shelves. they contain compounds found in cannabis but does not get users high. walmart and target are quietly exploring options right now. one major supplier has been in talks with several big companies. >> i'm talking to a lot of those retailers. you'll see the cbd products in at least a handful of those stores within the next six months. >> walgreen's plans to sell cbd in nearly 1,500 of its stores. none of which are in california. it has been touted as a treatment for a wide range of conditions including anxiety, pain, inflammation and cancer. however, little reliable

research has been done to conclude its impact on humans. the amgen tour of california will start in a few hours. that means some closed streets and possible delays for people. kris sanchez joins us live in morgan hill. pretty exciting time as you get to catch a films of them speeding by. >> reporter: yeah. in the hills of san jose, i have seen them in livermore. this is down in morgan hill. morgan hill outdoor "sportscenter" will be the finish. this is where the most exciting action of today's stage is going to happen here in morgan hill. 132 elite cyclists did start the amgen sunday in sacramento. yesterday's stage was tough. it was mostly uphill near lake

tahoe's heavenly ski resort. they will end up in morgan hill. city leaders could not be more thrilled. >> stage three is particularly exciting because it's a long race. but it also has six independent plains. 10,000 feet of elevation. so the riders are going to be coming in to morgan hill tired. they're going to be coming in to a sprint at the finish line with very sharp turns. and they're going to be racing to the finish line. >> reporter: check out the map of where the cyclists will speed in. stretches of monterey, cochran, butterfield, main avenue. they will be closed for about an hour between 2:45 and 3:45 this afternoon. this is a little different from last year where they have a speed trial. morgan hill unified changed their bell schedule to have early release today so students and families can get in on the

action or at least avoid the traffic tieups. there is a lifestyle festival and big screens where you can watch the action live out here and near the forest center at noon, 12:00 this afternoon. if you can get a good spot, this would be a good one to see. it is exciting even if you are not personally a cyclists. morgan hill, kris sanchez, "today in the bay". i love how the community gets involved as well. >> thanks a lot. >> every time i see those races, i think about the late 80s, early 90s fashion when guys used to wear the cycle shorts. >> did you? >> not at all. at least the weather will be nice for the bike ride. >> i think they will appreciate the cloud cover and the rain holding off. so the forecast looks very

favorable for all the bikers having to deal with the difficult hills and turns. today high temperatures in morgan hill will reach 71 degrees. so still fairly comfortable. out the door, a live look at walnut creek. it's a cloudy start. not going to see much sunshine. mid-50s to start with the next several hours at 56 degrees. we'll be at 65 at noon today. a look at our high temperatures reaching close to 70 degrees for many of our inland areas, slightly cooler than normal. we'll talk about the rain moving in with the timeline. you have a note for early commuters. most of the commute is fine but look at the bay bridge. sensors just turned into the red zone. we saw the backup at the toll plaza. it continues all along the span. 510, on the san francisco side,

right now upper 50s and cloudy skies. as you head out the door in brentwood, right at 54 degrees. and a slow warmup with not a lot of sun. and our storm system approaching the coast. so we are already starting to see the clouds. the rain holds off until tomorrow morning. we will talk about the timeline of the rain and what to expect as we see our first significant rain for some of us in 51 days.

forward. apple points out most apps are free. by centralizing it into an app store, it can control the quality of the apps. you don't have to worry about a virus from the app store. although a warning for whatsapp app. there is a flaw that can law spyware to be installed on your phone. it is the third day. it's never had a positive day ever in its three days of trading. president trump tweeted when the time is right we'll make a deal with china. >> this is a very positive step. i love the position we're in. there can be some retaliation, but it can't be very substantial by comparison. >> also watch oil prices. tracie potts was talking about

weather. >> yes. we're getting ready for rain to move in. the last few weeks of school. so we are talking about some rain moving in. it may spoil outdoor activities and plans. we watch the storm system approach radar and satellite getting closer to the far nor northwestern edge of northern california. as we get into the day, we're going to continue to see mostly cloudy skies. by tomorrow morning at 3:00, san francisco on northward some rain. and rain over the santa cruz mountains. we won't see the rain until early tomorrow afternoon, the evening. quite heavy in time for tomorrow evening's commute. so just plan on it just being a mess. especially since this is the first rain we have had in quite a while. wednesday night, 8:30, we are all seeing rain falling and the

heavier pockets will move the north bay, down to the east bay, santa cruz mountains. i do think san jose, santa clara valley will be rain shadowed for a while. we will not see as much rain. and thursday morning, still scattered showers lingering. the potential of thunderstorms during the afternoon. so we are looking at the possibility of getting our first major rain in quite a long time. and this is more like a wintertime storm bringing over an inch of rain for many of our microclimates. the north pay, we could get two, possibly three inches of rain in spots. when was the last time we had a rain like this? for napa, it's been 51 days. san francisco, a 52. san jose, 7 2 days. this is what we're expecting anywhere from half an inch in some of our upper valleys to

over two inches of rain in parts of the north bay. thunderstorms likely on thursday. and then our winds picking up as well wednesday night, thursday morning. and, yes, we're still talking about sierra snow. the snowpack still at 125% of normal. but we are also looking at some fairly significant snowfall in the sierra snowpack, especially for the central sierra. right now 133%. and we're going to see more. it looks like the models are putting down more and more. some of this will melt because it's been so warm. still with the possibility of one to two feet of snow, some of that won't melt. and we will see it accumulate. there will be more for the weekend into early next week. here's a look at our rain and what we are expecting the days we will see it. not today but tomorrow.

and scattered showers and thunderstorms on thursday. dry on friday. and then more rain off and on throughout your weekend. mike, you're updating the early backup into san francisco. >> yeah. inspection work near harrison, san francisco, they did clear from the roadway. traffic is moving very slowly. better toward treasure island. you see the flashing lights over here. bridge inspection work going on. slated to clear by 5:00. it wasn't cleared until just that point. after 5:00, the metering lights turned on at the bay bridge toll plaza. as a result of that the slow drive from san francisco all the way pack here, the metering lights turned on early. we will probably see more of a backup into the maze. we should see some recovery across the span. this is only 10 minutes early. it messes up some folks' commute. allow 10, 15, perhaps 20 minutes. the metering lights, the timing on those is critical right now. if they see clearing and they speed up the metering lights, we could be okay for the rest of

between kim jong-un and president trump. a nor'easter is drenching millions. new england is seeing snow. some spots expected to get up to six inches. roads are expected to be slick for the commute. the potential for wet weather this morning this is also posing flooding and tide risks in that area of the country. >> the largest release of water is under way at this dam in oklahoma. recent rainfall in the watershed pushed levels to more than 20 feet above normal. the army corps of engineers releasing 750,000 gallons per second. even with this, the lake is expected to rise at least another foot because more water is coming from upstream than what's actually going downstream. all right. look, you are a mother of triplets, a news anchor in the

happening today - a big vote privacy experts are watching closely. the city could be the first to ban facial recognition technology. in the past -- san francisco police used the technology to find criminals and prevent identity fraud. ban supporters say the technology poses a threat to civil rights. breaking news- and it )s happening in stocktona five alarm fire burning at a pallet yard. these are our first pictures in from the scene. we )re told a school and a churh

are near it. if you live in extreme eastern contra costa county like discovery bay or brentwood you may smell smoke when you walk out the door. you may even see smoke when the sun comes up. you might remember there was another five-alarm fire in stockton three weeks ago, also at a pallet yard. a scary story out of berkeley this morning involving an uber driver. "gabriel amare" is under arrest - charged with kidnapping and sexual assault. two women are coming forward saying they were recent victims. police believe there could be more victims out there. earlier this month -- one of the victims says amare picked up on her way to work. she claims amare told her he was going to take her to a room and locked her inside . to escape -- she threw herself out of the moving car near the intersection of telegraph and ashby. she ran for help at a gas station -- the manager telling us the

victim was nervous and scared. two hours later -- a different woman claims amare touched her on her thigh during her pick up in oakland. both victims identified amare during a photo line up. he was arrested last thursday and will be in court later this month. uber says they removed amare )s access to the app and are helping with the investigation. happening today-- san jose and a-t-and-t are set to announce a new partnership .. aimed at bridging the digital divide. the company will donate (200 thousand dollars to help bring wifi to seniors and low income residents. mayor sam liccardo is expected to unveil the plan later this morning at the santa clara convention center - where a large technology developers confernce begins tomorrow. a live look at the sap center - where it )s possible a little bt of air may have come out of the shark-tank last night. many sharks fans are probably singin ) the blues this morning.

we will see the rain holding off. but this storm is approaching. we'll it will start to bring us rain tomorrow morning. not only will we have rain getting to the weekend but also on saturday and into sunday. this weekend, beta breakers. that's how we kick off summer, right? but then the weather will be like, huh-uh, it is still winter here. if you're starting to plan out the costumes, maybe make plans that there could be rain moving in. moving to the sierra, snow coming down all weekend long. we have the winter storm watches in effect. it is really crazy to imagine we could see potentially a couples. the russian river valley friday is looking nice. saturday we see the rain returning. off and on with temperatures staying cool. if you're heading down to pasa robles, a chance of showers there. we'll talk about when the rain

it is 5:56. let's get you out the door. yo can leave the umbrella at home. we have been talking a lot about rain but not today. mostly cloudy in palo alto. i'll track the timeline in less than might have minutes. >> i was wrong. a truck fire eastbound 80 at 580 at the maze off the berkeley curve. you can see it on this caltrans camera. there is still fuel that will power the truck. very concerned about the flashing lights. we'll extort that out at the berkeley curve. there's smoke, flashing lights at the center of the screen. folks coming out of the maze and the berkeley curve. we'll talk about chp and what's going on. thanks, mike for the update. developing for you right now in downtown sacramento,

firefighters are trying to figure out what started a massive fire that heavily damaged the blue diamond almond factory. >> it started 9:00 last night. video showing flames shooting up from the video there. 250 workers were evacuated. three injured, including two to the hospital for smoke inhalation. so far no word on the extent of the damage. blue diamond is the largest tree nut processing company and serves over 3,500 growers statewide. the white house has a plan to send more than 100,000 troops to the persian gulf. >> scott mcgrew, that first reported in the "new york times". >> yeah. the pentagon didn't seem upset about the publication of that plan. administration officials confirming most of the information. we have also seep the defense department publishing a number of videos as well for news agencies to work. bombers and ships moving into position, as the white house says, tensions with iran are rising. now, the british foreign

minister yesterday warned a risk of conflict that ends with some kind of action, it could end with conflict. if you're looking for a fight, the persian gulf is the place to find it. it is the place for accidents as well. in 1998, a cruiser thought it was under attack and shot down the airplane it thought was attacking it but it turned out to be an airliner. the u.s. military is not planning for a ground war in iran. it is not clear what the role would be. the president was asked about the plan on monday. >> it's going to be a bad problem for iran if something happens, i can tell you that. they're not going to be happy. they are not going to be happy people. okay. you can figure it out yourself. they know what i mean by it. >> in other news, the republican senator who subpoenaed donald trump jr. explains trump jr. had not responded to several requests to appear before the senate intel committee unless it

was the last choice. attorney general bill barr will investigate the genesis of the fbi's investigation into the connections between the trump campaign and the russians. here you see trump jr. barr, which we are talking about, the u.s. attorney general appointed, is well thought of by both parties. there's barr. the explanation up until now that george papadopoulos said the campaign had been approached by russians for dirt on hillary clinton. the australian diplomat was so alarmed by what papadopoulos told him, he alerted officials, who alerted the fbi. the governor of montana is running for president. we talk about that on twitter. >> thanks, scott. 5:50. breaking news. a massive fire on westbound 580. >> a tanker truck with cooking

oil. there is that oil and also we have the fuel of course that was there to fuel the truck itself. still a concern. the last time we took the shot from caltrans. this is the connector westbound 580 coming out of oakland, heading toward the bay bridge where it is the maze of splits. west bound 80 toward the bay bridge. this fire obviously folks don't have enough room to get by and keep the crews safe. we are checking to see if there is any fuel spilled. obviously the flames are not coming out any more. that is the good news. we have lanes blocked. i don't know what other sorts. they will have to consider reopening a lane. 580 at the maze, feeding off the maze there. you see a different shot from emeryville camera. i will step in and talk about what we are seeing here. the tanker truck over there,

right here. that's the one we saw smoldering and smoking. crews addressing the vehicle itself. i don't see any major issues. this is the berkeley curve. folks speeding off the berkeley curve clearly distracted by all of this going on here. i would be distracted at all. i don't plame them. we don't need the secondary crashes which tend to happen. what's going on is as more crews are arriving to help with traffic controls right here, critical point. everybody is speeding in and out of oakland and visible from the east shore freeway, we had the earlier slowdown across the bay bridge which caused an rarely backup. that cleared up across the span. getting away from the area, the other crash i'm talking about affecting folks past golden gate field. the connector at the richmond-san rafael bridge is clear. the rest of the day will look pretty good.

if it's slow, we can have the option toward the san mateo bridge. maybe you want to do that. but at least the weather is dry. no other problems. >> yeah. at least we're not having to deal with rain today. the storm system approaching from the north. that will be our issue tomorrow in the north bay. our hour-by-hour outlook shows all cloudy skies today and cool temperatures. as we go into 4:00 to 4:00, the rain moving into the north bay and possibly san francisco. most of the bay area won't see the rain until about late morning, early afternoon. but that afternoon commute tomorrow will be a mess with all of us pretty much getting heavy rain. it gets a little more intense tomorrow night, early thursday morning. still some scattered showers on thursday as we wake up and the possibility of some thunderstorms by thursday afternoon. so a lot to watch here as this new storm system approaches. we will see the potential of
