report. and -- >> i told my mom, who you with? >> the curry brothers go head to head at oracle. what steph is saying about beating brother seth. good wednesday morning to you. thank you for starting your day with us. i'm marcus washington. >> i'm laura garcia. first, everybody is going to talk about the weather today. >> yeah. starting out wet this morning. light rain moving in. we are going to see rounds of light rain through the early hours, a break early afternoon, heavier rain moving in later this evening. as we take a closer look, some of the heaviest rain where we see the yellow is right there as you head closer to richmond, over toward concord. we will see waves of it. we talked about the potential of thunder and lightning. that is tomorrow with the second system moving in. today the rain gets heavier as we go into the evening along with gusty winds.
5:01 am
i'll detail the forecast and talk about this in a few minutes. mike, this is the first rain in a while making the roads slick. >> that's right. not only because of the wet roadways but the oil and grease that's allowed to sit on the roads between rain, which we haven't had for a while. it will quickly rise to the top, making it slicker. benecia, 780 and car key tphas brid carquinas. we will have slicker roadways from mist, drizzle and light rain moving through contra costa. the golden gate bridge. you see the sheen, slicker roadways. so do be careful out there. >> the north bay is expected to receive a lot of rain initially. that's where we send our crews. >> pete suratos joins us live from petaluma. how is it looking up there, pete? >> reporter: yeah. good morning to you, laura and marcus.
5:02 am
well, no ball cap on yet so far. it's fairly dry here in petaluma. maybe a little bit of a sprinkle right now. even on our drive up from mill valley, going up north through the cities through san rafael and novato, we didn't see any rain. so far, so good. of course the conditions could change throughout the day, as we have been discussing all morning long. there will be roughly two and a half inches in santa rosa through the weekend. when the rain comes in, things could change. a tweet was sent out by sonoma county as far as getting prepared for the rain. all the stuff we have discussed the past few months because of this rain. wet and slick roads, ponding. never drive-through standing water. increased commute times today and thursday. and reports of gusty winds may bring down smaller tree branches. that's typical when we see the rain come down. we will get reaction from folks when it comes to this weather. you cover rain a lot when they start to recognize you when
5:03 am
they're asking you your thoughts on the rain. we will hear from them in the next half hour. pete suratos for "today in the bay". thanks, pete. and you know you can stay up to date on what's happening with the wetherby downloading our free nbc bay area app. that way you can follow the radar as well as when the rain comes to your neighborhood. >> alabama making headlines this morning. the state passing a near total ban on abortion. a doctor performing an abortion at any stage of pregnancy could be charged with a felony. supporters hope the case will wind up in the supreme court. "today in the bay" kris sanchez joins us with more. kris? >> reporter: hi there, laura. the governor has six days whether to decide to sign it into law. it only allows exceptions in the case that pregnancy carries a serious health risk to the woman.
5:04 am
>> we have never seen anything like this in several decades. we have the supreme court more conservative, more hostile to roe versus wade. >> in a tweet aclu promises to sue for any law that criminalizes doctors and makes abortion a crime. if the alabama governor signs
5:05 am
that bill into law, it goes into effect in six months. the aclu, again, promising to prevent that law from going into effect. by the way, alabama has been before the supreme court because of restrictive abortion laws before. they lost a case back in 2016 that said abortion providers had to have admitting rights at a hospital. so it's possible we could end up at the supreme court again. >> one to watch. thanks, kris. see regents are not saying if a partnership announcement will be on the agenda. during a three-day summit today in san francisco, they want to expand a partnership with the click health care dignity health. it is only proposal. nothing is finalized. critics are demanding the existing partnership be abolished. protesters are planning to gather outside the summit to oppose that deal. 5:05 right now.
5:06 am
extending bart into livermore has been dead for a year. tri-valley transit leaders considering an alternative. bob redell live outside the dublin pleasanton bart station. right now the last stop on that line. there is an important meeting planned for later today. >> reporter: correct, marcus. yes, the board of the tri-valley san joaquin regional rail authority will meet today to discuss funding and scheduling for the proposed valley link that would extend service from dublin pleasanton bart behind me into livermore and eventually into the central valley. the valley link rail would be similar to the 10-mile extension of service between pittsburg bay point and antioch. that went into effect last year just north of us. using diesel or electrical multiple trains. except the valley would travel much farther with stops at isabel, greenville and over the altamonte in mountain house, tracy, and some day stockton.
5:07 am
new tracks would have to be built on 580 to get through livermore. the rest of the route would be used by existing line that used to be owned by southern pacific. trains would run every 12 minutes during the commutes. this week the rail authority survey tri-valley residents with questions like how often would you use this service? not clear when the results are expected to be tabulated. if you want to learn more, a community workshop next week, 6:00 to 8:00 that night at the robert livermore community center. you'll recall for years, people in the tri-valley like myself, we have assumed as promised bart would extend into livermore. but last year the bart board put the kibosh on that plan. bob redell, "today in the bay". i'm sure if it eases the commute, people are all on board. south bay education supporters head to the state capitol focusing on schools and

classrooms pilgrimage. this is last year's bus trip to education. dave coretese organizes the trip. students, teachers and community leaders will meet with lawmakers to air concerns about school funding and other issues. 5:08. so far, so good for dub nation. despite missing their star, kevin durant, the warriors came out and certainly took care of business. in the first game of the western conference finals. warriors won by 22. 116-94 at oracle. steph curry led the way with 36 points. after the game he talked about how the family affair is now going on with his brother seth wearing the other team's uniform. >> i told my mom, who you with? i saw her stand up and cheer. but i saw all portland gear. it's just weird. >> game two right back at oracle on thursday night.
5:09 am
still not clear when durant will be back in the lineup. >> i'm sure at the end of the day, both parents are going for both boys. >> of course. of course. they were e both cheering them on. it's fun to see, though. >> the parents win no matter what. >> yeah. that's a win-win. all right. so with we ae are winning when to rain in the middle of may. with the middle of the week, we'll take it. we will deal with it. a soggy commute out the door in brentwood. temperatures staying cool. this storm starting to roll in with light rain. as you step out the door, you want to make sure you go back in, get the umbrella. you're ready for this wet weather. it will only get heavier as we go throughout the day. some of the pockets of the heaviest rain edging its way into solano county. so i'll be watching for that. going throughout the rest of the day, it will pick up in intensity going into the 8:00 to 9:00 hour. a lot more commuters are out there on the road. so expect it to be a busy day.
5:10 am
and as we get used to seeing that rain falling once again, we will get some pockets of heavier rain tonight. going into tomorrow, there will be a second storm system coming in that could bring us the possibility of some thunder and lightning. i'll have more on that in just a few minutes. mike, you're tracking the build at the toll plaza. >> i am, kari. yesterday, remember, we had that tanker fire over at the maze. that may have held folks from driving in in the morning. often when we have a headliner in the morning commute, the next day sees more early traffic. and fastrak lanes are filled in at the toll plaza. it's only 5:10. no metering lights and the cash lanes are clear. but the rain is hovering in the area. it is moving throughout the bay for the rest of the day, into tomorrow. so be prepared. especially for evening commute. if you stay for dinner, you might get hit with rain in the tri-valley. contra costa and the north bay showing highlighted green.
5:11 am
same thing coming down along the peninsula. over here, the east bay and south bay looking good. no reports of any spinouts. we will see that likely because the first rain after a while means the grease and oil has risen to the top of the roadway there. we are looking at one crash north 17 around the summit. earlier slowing. still reports of one lane blocked. your right lane. back to you. >> thanks, mike. americans are having fewer children than ever. we'll tell you about the new record low for u.s. birth rates. plus, trying to stop bad guys from streaming bad things online. we'll take a look when "today in the bay" continues 37.

mike traffic tease right rain as you head out the door. at 5:14, a live look outside at walnut creek. our temperatures will be in the upper 50s and low 60s throughout the day. very cool, along with clouds and rain. we will talk about the heavy rain and also the thunder and lightning in the forecast. more in just under five minutes. and any rain is more than we had for weeks. looking at the golden gate bridge with the light, slick roadway from the north bay. no problems right now. watch it. lots of oil and grease will rise to the top. and good morning. very happy wednesday to you. markets recovered some of their losses. remember, big loss on monday.
5:15 am
a bit of a turnaround here on tuesday. and if you're asking yourself, wait, what happened to improve investors' mood to make this happen? the answer is nothing. maybe people buying up stocks the a discount. hard to say. history made here. uber closed higher for the first time in its short public run. gopro confirmed plans it would move some of its manufacturing out of china to avoid washington's tariffs. they will move production to mexico. they have been talking about this for months. apple would have a much harder time moving out of china, of course. that's where all the raw materials are. analysts at bank of america estimate if tariffs grow, apple will have to add 20% to the cost of a phone or report 20% less profit. as of right now, items like iphone are not under tariff. but washington has talked about expanding trade tariffs to include every product shipped from china. watch the trade war, but also
5:16 am
keep your eye on real war. we will talk about that as we talk politics in a half an hour. facebook will ban certain people who post about terrorism from streaming on facebook live. the rules are complicated. not set in stone yet. it's part of a larger effort by facebook to crack down on radical users. also today, facebook, youtube, google will join in a conference in paris. they're calling it the chri christchurch call. tech companies will join new zealand's prime minister, leaders from the g-7. they will talk about ways of the second one of these videos go up. people are streaming this stuff live. that they can knock it down. >> yeah, interesting. okay. thank you, scott. well, trending now for you this morning, air pennsylvania bride's story about wedding guest etiquette is going viral. social media users are weighing in after she took to facebook
5:17 am
saying a wedding guest brought plastic containers to take over leftover food and dessert. not only that, but the newlywed also wrote the same guest then took beer home, along with flowers. that's just ridiculous. no word on whether the guest left with a big truck as well. the bride said they did that after gifting the couple, wow, $5. >> you know what, that's her friend. get new friends if you don't like it. >> i'm at a loss for words with that one. >> sometimes you're getting a new beginning in a wedding. it's time to start cleaning house when it comes to your friends. >> marie kondo your friends. does it spark joy? thank you. >> a container. >> i have a feeling there are a lot of other stories about that friend. >> i guess they took 10 containers of food. 10. so they planned.
5:18 am
>> they said they didn't want to waste food. this is the tip. >> i can't wait until the baby shower now. >> all right. so let's head over to the weather department where we have been talking about this storm coming in. and it's finally hear. starting out with light rain. and we'll see a series of storms coming in to the bay area. so that storm door opened once again. just when we thought we were going to have dry weather going into the rest of the season. here's a look at the rain where some of the heaviest rain is falling right now in parts of the north bay, san francisco, northward. so we are track with what we are expecting in terms of our start to the morning with some wet weather in spots. as we look at contra costa county, some of the rain north of danville and light sprinkles in brentwood. it is getting quite heavy anywhere from napa to american canyon and also just north of vallejo. as you head out, be mindful that
5:19 am
the roads will be wet. and deal with the windshield wipers and umbrella. it is that time again. san francisco seeing light rain that extends to oakland and then tapers off east of there. so we're looking at our hour-by-hour outlook. this is what the radar could look like. you want to make sure you have the nbc bay area app. track the weather where you live throughout the day as you are out on the go. some of the heavier rain makes spite the tri-valley, the east bay, and coastal areas for the north bay later this morning. it looks like for some of us, a break into the afternoon. here we are at 2:00. only scattered light rain. then the heavier rain gets going tonight in time for the evening commute. plan for a longer drive home. later on tonight, it becomes a lot more spotty. but then there will be a secondary push of energy that could produce more heavy rain, along with some thunderstorms for tomorrow afternoon. all of that energy building up that could give us thunder and
5:20 am
lightning and additional rainfall totals that in all look like for the north bay could be over two inches of rain. and then for parts of the south bay, up to an inch of rain in some of those spots. so we are going to possibly get more rain than we normally get for the whole month of may all in one storm. so this will be something to watch. not only that, but temperatures will be very cool. that could lead to sierra snow. we head out to our forecast, vianey is live in san mateo with a look at the forecast. so far it's not raining there yet, is it, vianey >> reporter: not yet. it was sprinkling on our drive up here, but it has calmed down just a bit. because it is a cold storm, the daytime highs will only top out in the 20s in the sierra, which means snow is on the way. let me give you an idea how much we are expecting not just into tonight but the next couple of days in terms of travel conditions. this is definitely one you want to look out for. a mix of showers pretty much in the higher elevations, above
5:21 am
8,000 feet is where we will see the most accumulations. anywhere from 16 to 18 inches through tomorrow 11:30 p.m. the rest of the areas could see seven to eight inches. now, if i take this all the way through monday, which means not only just tonight's storm into tomorrow's storm, but also the additional storm that is expected into saturday, we're talking two inches for some of the higher tops and 25 inches for some others. overall, pretty good snow accumulations. just to give you an idea why this is so rare. the last time that we typically see it snow or a winter storm is around may 8th. so we're sort of on track. we are used to seeing snow this time of year. but so much snow is pretty impressive. a lot of the resorts will be very happy, kari. i'll send it back to you. >> yeah. take the tire chains to travel to the sierras. very unusual.
5:22 am
we will be tracking another storm system for your weekend plans. looking at another round of rain developing by saturday afternoon. and continuing through sunday fpld f. we should see dry weather on monday. there may be more rain coming in early next week for san francisco, temperatures staying cool. only around 60 degrees the next several days. mike, you're starting with rain in richmond. >> i am, kari. slicker roadways. i'm not saying anything inappropriate. they're not bleeping me. they have the finger on the button. slicker roadways is the concern as they show the radar moving through the area. watch out. there's even more rain that kari showed up in vallejo, around merit island. and 37. the rain is not significant enough to cause flooding to be a problem right now. it is causing this index to show green. the north bay, rio vista, contra

costa, brentwood, that is not affected just yet by this. it is coming across the peninsula. over here across the san mateo bridge. we see we are showing a smooth flow westbound. we see the sheen. yes, damp roadways to the hayward side. we are enough seeing the glow and sparkle on the lights over there. palo alto got a little bit of damp moisture. maybe drizzle but not rain just yet. back to you. thank you, mike. coming up, a young girl was punished for standing up against the nazi salute. why the teacher let students make the gesture. ♪
