bridge with wet roads. we have seen a couple of waves moving in. it is still light mostly over the north bay. as we get a closer look, we can see some of the showers around petaluma, south of santa rosa, where it's picking up a little bit more there. we will continue to monitor the rain and talk about the heavier rain in five minutes. there may be an issue in the maze. >> that's right. a similar area as yesterday's tanker fire but not yesterday's tanker fire. this is the bay bridge toll plaza. damp roadways. filled in here. west 580 right there with the split just like yesterday. reports of a disabled vehicle. and it should be able to be cleared very quickly. i'll let you know if any traffic breaks that have to happen. meanwhile, the same area, west 24, slow toward the caldecott tunnel. the crash leaves a vehicle on either side of the roadway. highway 24 is open. caldecott is not affected right now. the rest of the bay and a smooth

drive. damp roadways will continue to be a concern throughout the day, though. back to you. thanks, mike. our team coverage of the coming storms continues. the north bay expecting to receive a lot of that rain. so that's where we send our crews this morning. >> pete suratos joins us live in santa rosa. you have your ball cap on, but the rain is not pouring, at least not yet. >> reporter: yeah. just a good indicator, if i have a ball cap on, the rain is coming down a little bit. good morning to you guys. we are seeing the rain slowly trickle into the petaluma area. you can see behind me it is enough to create some slick roads out here. that's something we say a lot of when it starts raining around the north bay. that is something we will continue to keep an eye on. a live look around the bay area. you are seeing different cameras we have set up showing you the different roads and freeways around the bay area. we know in this county, sonoma county, they are reminding folks of the wet and slick roads. you get ponding of water, standing water, things you have

"today in the bay" bob redell is live for us. the last one on the line there. bob, there is an important meeting later today to discuss all of this. >> reporter: correct, marcus. yes. the tri-valley san joaquin regional rail authority will be meeting today. the valley link rail would be similar to the 10-mile extension of service between pittsburg bay point and antioch. that went into effect last year. using the similar kind of dmu train, detour electrical train. except the valley would travel much farther.

except the valley would travel much farther with stops at isabel, greenville and over the altamonte in mountain house, tracy, and some day stockton. new tracks would have to be built on 580 to get through livermore. the rest of the route would be used by existing line that used to be owned by southern pacific. now the tkpwhol is goal is to m service and have trains run every 12 minutes during the commutes. this week the rail authority survey tri-valley residents with questions like how often would you use this service? not clear when the results are expected to be tabulated. >> it took me an hour to get from here to livermore. it was awful. and i live out in modesto area. oh, man. so this would be huge. >> it would be extremely helpful. the commute. i get up at 3:00 in the morning to make the commute. so it just gets worse every day. >> reporter: where are you from? >> modestmodesto.

>> reporter: you want to learn more, a community workshop next week, 6:00 to 8:00 at night at the robert livermore community center. you'll recall for years, people in the tri-valley like myself, we have assumed as promised bart would extend into livermore. but last year the bart board put the kibosh on that plan. bob redell, "today in the bay". >> when you talk about decreasing the commute, a lot of people on board with that. bob, thanks. it is 6:06 right now. alabama making headlines this morning. the state passes a near total ban on abortion. a doctor performing an abortion at any stage of pregnancy could soon be charged with a felony. critics call it unconstitutional. kris sanchez joins us now. this sounds like one destined for the supreme court. >> that may be the point.

alabama's governor has six days to decide whether to sign it into law. then it would go into effect six months from now. this is the most restrictive because it only allows exception in the case that pregnancy carries a serious health risk to the woman. there are no exceptions for women who are pregnant because of rape or because of incest. and as the bill is written, any doctor who performs an abortion faces 99 years in jail. ra aclu promises to sue. if the state ends up in court, that's the point says one lawmaker. >> this bill's purpose is to hopeful live get to the supreme court and have them revisit the decision, is the baby in a womb a person? >> a swift response for the women vying for the democratic

nomination, including kamala harris, who says it criminalizes doctors for providing health care to women. while alabama's law would be the most restrictive, the first three months of this year, a slew of challenges including 29 states with new restrictions, seven states passed new laws, in four of those states, the new laws forbid abortion after six weeks from conception. tom goldstein is a lawyer which covers the supreme court. >> we have never seen anything like this in at least several decades. with the supreme court becoming more hostile to roe v. wade, pro life forces are incredibly energized. >> in 2016, the state's law requiring abortion providers to have hospital admitting privileges was stuck down and they had to pay legal fees.

laura and marcus. thanks, kris. wow. take a look at this live video. see that swinging in the air? those are window washers up at a building coming out of oklahoma city this morning. and they are trapped on that lift. it's not clear how many people are up there right now. obviously you can see it swinging around. a little uncontrollable there. it is on a building called the devin tower in oklahoma city. but it looks like crews will have to try to find a way to get to those people. it's interesting that it is swinging so much as well. >> considered one of the tallest buildings in the city. >> a scary sight. >> look how close it is getting to the building as well. >> they are hanging on for life. >> there it goes. bam. >> it is crashing into the building there. the top of what looks like the right side of the tower there. it looks like it is slowing down just a bit. is it windy or did it snap the

safety cord there that holds it all into place? >> exactly. it looks like it is being suspended into the air by the crane that is nearby. which is interesting. you think maybe they are having problems with the crane in order to not bring them down at this point. >> is it could be too dangerous because of the way it's swinging and it could crash into the building even more. we're not sure how many people are in that contraption there. but you can see just a scary situation to have to be in as it continues to swing there. crew -- i see the crane moving just a little bit now. >> right. >> i'm not sure if they're trying to bring it up. it looks like it is moving up just a bito prevent it from banging into the building even more. but people are inside that, which is a scary situation. >> yeah, exactly. oh, my goodness. well, we will continue to monitor what is going on. these are live pictures once again from oklahoma city where window washers became trapped.

it looks like it broke apart from where they were washing windows. but it is attached to the crane. but it is just swinging uncontrollably there. quite frightening. hopefully the people will be rescued momentarily. >> we have been keeping our eye on the weather. expecting more rain throughout the bay area, kari. we can see it on the radar behind you. >> mostly the north bay getting the rain. it starts out light. we are expecting some of the heavier rain to arrive. starting out with soggy weather. we expect it to get heavier late morning. 9:30, during the morning commute and some of the rain shifting into parts of the east bay. there will be breaks for early afternoon before it really picks

up in intensity. and we start to see more widespread and heavy rain going into the evening commute. so plan on more time for you to get home later today. you are still focusing on the crash at the caldecott tunnel. >> that's right. a much smaller crash. we'll check it out. no major khroerbs where we had a couple of incidents i'm tracking. west bound 24 approaching the caldecott. it is clear. but fish ranch road, two vehicles on the right and left shoulders. once you pass that, everything is smooth. nothing like we had yesterday with the tanker fire. green highlighted areas slicker roads. back to you. >> hailed as a hero.

right now at 6:15, we are under a microclimate weather alert as rain returns to the bay area.

starting out light. the heavier rain will impact your evening commute. i'm keeping tabs on that. we are seeing cloudy skies. a chance of spotty light showers early. once again, some of the heavier downpours later today. sierra snow coming up in less than five minutes a little grayer here with fremont equally as smooth. nimitz southbound. we're talking about a little farther north on the nimitz. a couple of crashes on slick roadways. and good morning. very happy wednesday to you. none of the big losses like monday. what happened to improve the investors's moods? the answer is nothing. maybe people buying up stock at a discount. we will talk about gopro in a second. history made here. uber closing higher in its short public run.

facebook will ban people who talk about terrorism from streaming on facebook. the rules are complicated and they're not set in stone yet. it is part of a bigger effort to crackdown on radical users. facebook, youtube, google, others will join in a conference in paris. they are calling it the christchurch call. it will stop live streaming of terror attacks and other violence as well. tech companies will join new zealand's prime minister and leaders of the g-7 to try to cut off those videos. companies are moving their business out of china and going to vietnam. the gopro, the maker of the sports cameras will move some of its manufacturing to mexico. they have been talking about moving out of china for a few months. at least one production line. gopro moved 7% higher on that confirmation. big manufacturers like apple a

much harder time moving out of china. that's where all the raw materials are. bank of america estimated tariffs grow, apple has to add 20% to the cost of the phone. or report 20% less profit. so important to silicon valley. but i need to know more about these guys in oklahoma city. >> yeah. we have more on that. what we are following here is breaking news out of oklahoma city. reports of people that were trapped. they were window washers. >> right. >> they were actually trapped on a tower. as we zoom in, see the center of your screen in the center of the two buildings there. that is a lift that had the window washers suspended in the air and it was swinging really uncontrollably. people were trapped. at one point it slammed against the building there. oklahoma city is where it's happened. this is the devin tower, said to be one of the tallest in that area. they finally managed to throw out some sort of harness to stabilize the lift.

it at least stopped it from swinging>> you can see where it banged against the right side of the building there. >> exactly. we don't know if the people in it sustained any injuries. now they have to have the job of somehow getting them down. pretty amazing there as we were saying. swinging really uncontrollably. now it is obviously stabilized in the sense of that. now it is just getting the people down. >> pretty risky. >> back in the bay area we have all been talking about the weather. kari hall tracking every moment of the storm. >> this morning starting out with light rain. and seeing much of that in the north bay. we are talking about sierra snow. all rain moving across the bay area. some of the heavier rain will have a big impact on your evening commute.

it is starting to have an impact on the north bay commute this morning as we see the rain moving from san francisco over toward the north bay and up around santa rosa, ukiah. that's a live look at san rafael. at least the drive is not too sloppy just yet. most of the rain with spotty sprinkles. we expect the rain to peck up in coverage as we go through the morning commute. here we are at 9:30. a lot of people trying to get to work and school. we will still be dealing with some of the rain off and on. picking up also for parts of the north bay. while we may not see much of that in parts of the tri-valley, as well as the south bay, we will see the rain picking up later on tonight. we take it through 6:00 this evening. it looks like pretty much all the bay area is getting some rain. not so much in san jose. we get what is called the rain shadow effect. it is pouring over the santa cruz mountains. some of the lower elevations don't get as much as of the rain. we will see that possibility for san jose this evening. as we go through 9:00, the pluck

of the heavier rain starts to move off to the east. and still scattered showers lingering for the overnight hours. as we go into tomorrow, there will be another push of some energy, another area of low pressure that will enhance the rainfall. and so as we tkpwho through late morning, into the afternoon, this is also where we will have a chance of some thunderstorms developing scattered around the bay area. so we won't be out of the clear just yet. going into friday morning, lingering showers with us moving through until all of that moves out of the bay area. we're looking at the possibility of getting about an inch of rain for the south bay peninsula as well as the east bay up to an inch and a half. additional rains coming in this weekend, we may measure another half inch of rain across the north bay, to the south bay. i know you're making weekend plans. friday, the rain starts to move out during the morning and during the afternoon.

it's clearing out. saturday the next system moves in. we will still see scattered rain off and on the day no matter if it's morning or afternoon. we have a pretty good chance of seeing the rain moving in before it clears out. it's starting to rain in the sierra. this is a live look at the squaw creek camera. another foot to possibly foot and a half of snow. so the winter storm warnings are going into effect tonight once we start to see the rain changing over to snow. and more snow in the forecast next week. if you are traveling there, take your tire chains. be prepared to possibly stay a little bit longer. we are going to see scattered showers throughout the weekend forecast, clearing out on monday. and then tuesday, more rain as we go into next week. you may have i a second crash in

orinda? >> that's the concern. we have damp roadways. richmond to san rafael bridge. mostly in the parking lots where it stands out. the rain, the radar activity, and the that will continue to build throughout the day. fish ranch road. out of lafayette, orinda and approaching the caldecott. the rest of the maze clear. much different than yesterday. some damp roadways again for the san mateo bridge.

"today in the bay" meteorologist kari hall tracking that system for us. >> it starts out with light rain this morning as you get ready to head out the door, some of the heavier rain this evening. we are already seeing some waves of that moving through, especially the north bay from san francisco on northward. so this will be the trend as you get ready to head out, looking at some wet weather. we have seen a couple of spotty showers moving into the east bay, as well as parts of the

peninsula. so we are going to see the radar filling in, scattered rain throughout the 8:00 to 9:00 hour. and we will see some of the rain that picks up as we go into 3:00 and 4:00. your evening commute will be a lot slower than normal. we see some of the heavier rain moving in. we are all getting in on some of the heavier rain. this could add up. we'll chair that to the month of may. mike, you have problems getting to the bay bridge. >> that's right. it's not necessarily the rain. you want to watch the shot here. damp roadways and more rain coming in, as kari talked about. traffic flow getting a little easier. some folks may be held up here coming off highway 24. yesterday the tanker problems at 580, cleared, slowing because of the volume out of oakland. over here into oakland and piedmont, west 24 jams up out of lafayette through orinda, fish

ranch road. two crashes, one involving a semi truck. and three vehicles, possibly four, on either side of the roadway. that is the big slowing. the rest of the bay looks pretty good. >> thanks, mike. we are continuing to work to keep you covered. >> "today in the bay" pete suratos joins us live in petaluma. lost the baseball cap. not coming down steadily. but drizzling at least? >> reporter: yeah. good morning to you, laura and marcus. yeah. i want to show you visually what you would run into. not seeing any rain. it has been on and off. just sprinkles. light rain so far this morning. as kari mentioned all morning long, we could see the conditions change, especially throughout the day. but i want to take your viewers to a live look at different freeways around the bay area. they will be dealing with

weather throughout the day. we do know roughly two and a half inches of rain in santa rosa through the weekend. we will keep an eye on that. they are informing folks about wet weather. to be careful when it comes to wet and slick roads. increased commute times today and thursday because of the weather. and the gusty winds that may bring down stronger tree branches around the county. we got a chance to speak to folks in petaluma. they are heading for a workout in this area. here's what they had to say about the rain. one of the people we spoke to is used to us being in this area because of all the wet weather. here's what he had to say. >> i like it. bring it on. we have had enough dry weather for me. a little bit of rain, and i can turn my sprinkler systems off a couple of days and save water. why not? clears the air, too. >> as long as it doesn't cause any trouble or in convenience anyone, it should be fine. >> reporter: definitely unusual to see this type of weather in

may. we take you back out live to petaluma, we have the wet roadways from this rain. i'll provide updates on the weather on social media accounts throughout the morning. live in petaluma, pete suratos for "today in the bay". >> thanks, pete. some homeowners are a little nervous about the coming storm. heavy rains brought down a hillside sending one home crashing and a second home. crews had to rescue a woman who was tracked in the home. the public works director said crews are alert ahead of this week's weather. but they're not expecting any major problems. >> our evening news team will stay on top of the storm. join us at 5:00 p.m. >> oakland police are investigating a deadly shooting in the fruitvale district at 3:00 in the morning on east 17th near the san antonio park and rec center. officers say one man was shot and died on scene. so far police have not made any arrests.

and new details surrounding the deadly midair crash involving two sight-seeing planes in alaska. a southern california man is listed among the six people who died. search crews from now recovered the bodies of all who died. among them, 46-year-old louis botha from san diego. three other americans, including the pilot, died, along with a canadian woman and a man from australia. that plane was flying passengers who were all taking a cruise through the gulf of alaska. other cruise passengers are still in shock. >> we all said prayers and everything. so it's just -- you know, it's just -- it's kind of a -- it's quiet. you know, everybody is kind of sombering moments. >> some of the 10 people are now out of the hospital. a looming teachers strike in the east bay.

if they do not reach a deal soon they promise to walk off the job monday. negotiations are set to resume later this morning. teachers are asking for 20% over two years. the district is already facing a $5 million budget shortfall. are you tired of those chatty drivers when you call lyft or uber? well, speaking of uber, they are rolling out with a new feature for luxury rides. when you order the uber black, you can request a quiet card. that's to keep the conversation to a minimum. and you can use the app to help with luggage and even the preferred temperature in the car. all those extra features will cost you, though. uber block rides are usually 100% more expensive than the uber x rides. mike, you're an uber black driver or uber x? >> a driver, i can drive either one. if you okay me, i'll do whatever you want. >> i think he meant do you take? >> i will take whatever the station will reimburse me for.

otherwise, call me carpool mike. the drivers in the carpool lanes, everything is operating pretty smoothly around the bay. we are looking for more rain. the early rain caused damp ro roadways. kari will talk about that in a second. damp roadways in the north bay and parts of the upper east shore freeway. highway 24 westbound still have a couple of crashes. now we just have your left two lanes i've been told are blocked because they are trying to move vehicles from the center divide. west 24 approaching the caldecott. not in the tunnel. this is a problem accessing the item out of lafayette. it should clear soon. >> ah. and let's see. will skies clear for the weekend? not so much. >> not this weekend. we will have another chance of rain. we are dealing with that already this morning as you try to make it through this workweek. and our first storm system that we have had in over a month for

much of the bay area. bringing us a significant rain, especially for this time of year. and then we get a closer look at the rain that's falling in the north bay. now about to move back into san francisco and oakland. and rain approaching the peninsula. i'll watch that for you. we are also talking about the weekend forecast with another round of rain saturday afternoon. beta breakers is this sunday. that's how we normally kick off the summer season. we are still dealing with winter weather. you might want to find something inside. check out the taste of richmond. that will be during the afternoon. we will see showers moving in. and temperatures staying cool. mostly in the upper 50s. but we also have the rose parade and festival in santa rosa. this we'll have to watch and see if the parade still goes on despite some of the light rain that will be falling. temperatures in the mid-50s. we are not expecting anything major here in terms of the downpours. so that may still get people outside. just have to wear the rain gear. if you're heading to the sierra

this weekend, we are still talking about the same conditions we had throughout all the winter. heavy rain and snow. as you make plans to go to the sierra, bring the tire chains and your emergency kit in the back of the car. we are still having to deal with some of the heavy snow that will be moving through. planning to go to half moon bay, expect showers on saturday. and there may be mostly cloudy skies and chance of rain with temperatures staying in the upper 50s. yes, it will be cool this weekend. we'll talk about that and also today's temperature trend, along with the rain. that's coming up in three minutes. >> all right. thanks, kari. next and new this morning, a new way for sharks fans to show their support. see the free tattoos being given away as the team tries to win game three tonight. and valley commuters should take note. there is a change in plans when it comes to pwrabart extending the east bay. and new warnings about iran.

right now at 6:42, the first storm system in almost a month and a half moves into the bay area. and we're seeing some of the heavier rain spreading into parts of the north bay. we will see the radar filling in. listen up if you have a flight

out of sfo. the average delays right now at 3 1/2 hours. i don't see anything moving here. we'll talk about what's going on in terms of how much rain we're going to see in less than five minutes. >> all right. not three and a half hours, but we have delays through the east bay. highway 24, instead of clearing, we have a traffic alert for the caldecott. over here in dublin, much more smooth flowing. tri-valley transit leaders are considering funding and scheduling to plan an extended bart service. it would use cars similar to the ones on the new 10-mile extension between bay and antioch. under the plan, there are proposed stops at the isabel and greenville. the route would go over to the altamonte pass to include stops in mountain house, tracy,

snatchings. he was already on parole for burglary. he could be in court today. new this morning, u.s. birth rates are dropping to another record low. new cdc data shows 3.7 million births last year, down 2% from 2017. the lowest in 32 years. c-section deliveries also decreased. pre-term births increased for the fourth year in a row. well, washington is issuing urgent warnings about iran this morning. >> scott mcgrew joins us now. some of our allies have their doubts. >> they do. each day, laura, we see the white house, the pentagon warn about new dangers from iran stepping up precautions, moving military forces in closer. well, this morning the state department issued a warning to all nonessential personnel to evacuate mesh's embassy and consulate in iraq, including full-time diplomats.

some kopcontroversy this mornin. the british military says they don't know about the new threats. and the british government just issued a statement backing that up. so you're going to hear from a british general who goes out of his way to make sure the world understands the uk is not part of any future conflict with iran. and it will use the word daish. >> i have no part of iran in any of my orders, in any of my directives or in any of my planning documents. iran is no part of our mission. we are here at the invitation of the iraqi government to defeat daish not to have anything to do with iran. i want to put that out there. because i think it is really important at this stage. >> the u.s. responding to him interesting the warnings were accurate. the british warned the concentration of planes and

we have enough rain to turn off the sprinkler today. as this storm system moves in, the hills and the raoedz have all turned brown for the season. so it's nice, in my opinion, to see this rain moving in. it starts out light. some of the heavier rain arrives for the afternoon and the evening hours. it could affect your commute going home. it is affecting parts of the north bay. we are seeing a batch of light rain returning to the east bay, making those roads wet. that's a live look at palo alto. we're still dry as you head out. the rain will be moving in the next few minutes. if you're headed out the door, now is a good time to make your commute a little bit better. we will see some breaks in the rain going into early afternoon. again, the heavier rain arriving this evening. let's time it out for you. we look at our hour-by-hour forecast. showing some of the rain, especially in the north bay, by 10:00. while the east bay, not seeing as much rain going into late morning. but by early afternoon, we start to see some of the showers

returning. and where we see the yellows and the oranges, that indicates heavier rain. we are going to see the rain picking up in intensity going through 6:00 to 7:00. by late tonight, we start to see the rain, some of the heavier rain pushing out. we still will have scattered showers through tonight, early tomorrow. but then a secondary storm system moves in. that could have a little bit more of a punch to it and could bring in a chance of thunderstorms going into the afternoon. that will be watching along with some additional rainfall total the. a we will see this not only today but tomorrow as well, gradually tapering off to friday. with a look at conditions out there on the peninsula, we are seeing on the radar it's dry. let's head over to the forecast. vianey arana has a look at the drive across the san mateo bridge. how is it looking out there now? >> reporter: yeah. i'm in foster city. it is still pretty dry. we did see light drizzle just like the radar showed in the

5:00 a.m. hour. how it has tapered down a bit. i am a fan of the cloud cover. it brings a cool, cozy feel. you can pop up the map there. you can see we are expecting to see some of the higher totals for the higher elevations, including the santa cruz mountains and the north bay. a little over two inches for the ben lomen area. rainfall totals go up even higher. we haven't seen this for a long time, nearly a month. slow it down on the roads. one of the things that i miss like is driving. if you don't have to get out tonight, please don't. even though it's a weekday. kari? we're talking about not only that but sierra snow, vianey. if you are making plans for the see rare that, this will be cold enough for elevations above

5,000 feet to get additional snowfall. anywhere from a foot to a foot and a half of snow between tonight and friday. there will be some additional snow going into the weekend. it is really unusual to see that much rain in the bay area and sierra snow. as we go through the forecast, a soggy one with off and on rain. sa have a way to get inside or keep the rain gear with you. that continues into the start of next week. mike, the reports keep changing for highway 24. >> they do, kari. the last 15 minutes we went from, oh, it's about clear to traffic alert. half the freeway blocked. now back to it's clear again. wow, we just got an update to the icon placed right there. the earlier crash at fish ranch road cleared. in fact, i think two cleared. another crash reported around st. stevens. we are talking about one incident. we will ripple back with a chain reaction. that may mean more slowing out of lafayette. all lanes cleared over here.

you head out this morning. >> back to breaking news we were covering out of oklahoma city. emergency crews had to rescue two window washers from a lift at the top of the devin tower. a 50-story skyscraper. it was just swinging wildly in the air. even hitting the side of that building several times. crews eventually managed to get to the swinging lift. they got it under control. and rescued the two men who were holding on for dear life. devin tower the tallest building in oklahoma city. they are now safely on the ground. no word whether they suffered any injuries or what even triggered the mishap. well, so far, so good for dub nation despite missing their star kevin durant. the warriors came out and took care of business against portland. the warriors winning this one last night at oracle. steph curry led with 36 points.
