rockefeller plaza. good morning, everybody. welcome to "today. thank you for joining us on a thursday morning, and once again abortion tops our news this morning. >> the fallout continues down in alabama and around the country. >> yes there's a lot of moving pieces here with the stroke of the governor's pen in alabama, they now the most restrictive law in the nation and it's facing immediate legal challenges other states with similar bills and breaking news, two reports and start with nbc's kerry sanders in montgomery this morning. good morning to you. >> reporter: good morning, savannah with the governor signing that law, alabama now has the most restrictive abortion laws in the country. while in missouri this morning, the republican legislature there is one key vote away from establishing a new abortion law there. this morning, alabama has a new abortion law that outlaws the procedure in the state republican governor kay ivey signing the bill into law late

wednesday. >> all human life is precious. >> reporter: the measure making abortion at any stage of pregnancy a felony the only exception, when the health of the mother is at risk. under the law, abortion providers could face up to 99 years in prison. >> house bill 314 passes. >> reporter: the sponsor of the bill admitting her goal is to challenge roe v. wade. the long-standing supreme cour decision giving women the right to have an abortion. >> this bill is to address roe versus wade and to let hopefully that decision go back to the states so that states can make the laws that are most appropriate for their people >> reporter: 28 states have introduced similar restrictive abortion measures. last week georgia joined three other states outlawing abortion at the first sign of a fetal heartbeat. with two new conservative justices on the bench, the stage is being set for a supreme court challenge. >> if it ends up in the supreme

court, you will have women, they're going to get abortions if they need them. you'll have women having abortions in back alleys. >> reporter: the debate now reaching far beyond alabama. an unlikely opponent of the bill, christian broadcaster pat robertson. >> it's an extreme law, and they want to challenge roe versus wade, but my humble view is that this is not the case we want to bring to the supreme court, because i think this one will lose. >> reporter: the #youknowme taking off on social media initially sparked by host busy phillips, tv host. now, hundreds of women against alabama's new law sharing their own emotional abortion stories online >> whose rights? [ chanting "our rights" >> reporter: despite the governor's signature, opponents in alabama insist the fight is not over the law on the books here in alabama and other abortion laws now making their way onto th books in other states will be challenged in court, and it's all expected to wind up before

the u.s. supreme court, which is exactly what conservative lawmakers say they want. savannah >> all right, kerry, thank you. let's pick things up now with our justice correspondent pete williams down in d.c. pete, let's talk about where we go from here walk us through the next steps now that governor ivey signed this bill into law >> reporter: planned parenthood already will file a suit and goes to the u.s. court of appeals, 11th circuit which will also have to strike it down. supporters of the law can then ask the supreme court to take the case, but there's no guarantee the court will do so in fact, the odds seem to be against it the law may be its own worst enemy, because it's a blunt force attack on roe versus wade and the supreme court is much more likely to take up one of the cases now pending involving laws that seek to restrict access to abortion but not overturn roe outright.

and, remember, the supreme court for the most part chooses the case it will hear and could simply decline to take up alabama's appeal in fact, that seems the more likely outcome this morning. >> you need four votes, right, for the supreme court to take up a case >> reporter: right four votes to grant. but, you know, the four that choose to do so have to guess what the fifth vote would be, and another thing is, the law says it takes effect six months after it's signed by the governor presumably to give people in the state time to prepare for it, but the opponents of the law will go to court asking to block it while the legal challenges work their way through the courts and that process could take up to two years so it's not going to sto abortions in alabama immediately and in fact may never take effect, unless the supreme court overturns roe. >> all right, pete thank you so much always clearing things up for us we appreciate it now to some drama filled moments caught on camera here in new york city. a helicopter crashing into the

hudson river near a busy helipad. this morning investigators are trying to figure out what went wrong and we're hearing from the ferry captain who raced to the rescue nbc's anne thompson is here. you watched this video it is flat out amazing this guy survived >> reporter: stunning. more amazing, not that he just survived the pilot the only one onboard and, craig, lucky enough to walk away with just a cut on his hand he said he had just taken off when something went really wrong. terrifying moments above the hudson river all caught on camera a helicopter spinning out of control seconds before crashing into the water >> holy [ bleep ]. helicopter just crashed! >> i just saw a big splash it looked like the rotor just came right off >> it went sideways, and then suddenly it came down. >> reporter: authorities say the pilot, eric morales, had just taken off after refueling. >> he said -- the pilot all of a sudden felt the plane come down, the helicopter come down.

>> reporter: morales missing the landing pad by just 150 feet activating the floatation devices on the zip aviation charter helicopter a passing ferry rushing to rescue morales. >> i drove straight for the helicopter and it's instinct to just do what we do >> reporter: this is actuall the second rescue in the past ten years. that ferry company also instrumental in rescuing 100 passengers from the miracle on the hudson in 2009 what exactly caused the helicopter to come down wednesday is unclear the ntsb says the chopper wa substantially damaged in the crash and we'll investigate it as an accident according to his linkedin page, morales had only worked for zi aviation since january before that he worked for a helicopter tour company in south carolina for five months the incident comes more than a year after a tour helicopter crashed into new york's east river, killing all five passengers onboard

that pilot blaming engine failure on a harness tripping a fuel cutoff switch now, the fire department here in new york said an employee at the heliport was also injured when hit by flying debris yesterday just amazing that no one died in that accident. >> incredible. >> anne thompson for us, anne, thank you. the fight over immigration returns to the spotlight today the president set to reveal his latest attempt to revamp the nation's immigration system. nbc's peter alexander is on the story at the white house peter, what exactly is the president proposing this morning? >> reporter: yes, savannah president trump is going to unveil that plan to overhaul parts of the immigration syste in a rose garden speech taking place this afternoon spearheaded by son-in-law jared kushner. the two key points here, they are calling for upgrading security at the border, including more construction of the wall, and on legal immigration creating a more merit-based system prioritizing high-skilled and educated workers over those with family already mere in the u.s. that merit system includes a

civics test, factor in age, ability to speak english, job offers and education levels, but as notable as what's in the plan is what is not in it it avoids some of the most contentious, the real key hot button issues on this like the growin backlog of asylum seekers and the stat us of more than 11 million undocumented immigrants who now live in the u.s. including the so-called dreamers, savannah, the young people brought here as children. >> so, peter, with democrats in control of the lower chamber, republicans in charge of the upper chamber, what's the like likelihood of this passing >> dead on arrival in congress even one of the republican allies lindsey graham doesn't think it's designed to get democratic support, but instead unify the republican party still even some republican expressed their reservations about it i think for a president who's taken a hard line approach to immigration, mostly a political document to try to reframe this debate to cast the president as pro-immigrant heading into the 2020 campaign.

found safe after vanishing fro his kentucky home on mother's day. his grateful father thrilled to get the news. >> best thing ever happened to me in my life. >> reporter: despite spending nearly 60 hours outside and alone, rescuers say the young boy was dehydrated but otherwise okay he was airlifted to a loca hospital for evaluation. the exhaustive search involved more than 300 volunteers they traveled on foot, o horseback and even used canine dogs helicopters scoured the area from overhead. the community rallying behind the family holding vigils throughout the week. kenneth's father fearing the worst until he saw a photo of his son. >> that's my boy that tickled me to death >> reporter: crews discovered the toddler just a quarter mile away from his home sitting on a 50-foot rock ledge whether they heard him crying. according to rescuers, kenneth repeatedly told him, here all night. a veteran of the search operations says the little boy is lucky to be alive. >> i have been on a lot, and this was one of the few that were successful.

morning. breaking overnight, th missouri senate passed a bil banning abortions at eight weeks of pregnancy the bill needs approval from the missouri house before going to the governor's desk for signature. that just after alabama's governor kay ivey signed into the most restrictive ban on abortion in the country. it would make it a felony for a doctor to perform one at any stage of pregnancy the only exception, when the health of the mother is at serious risk the representative of the bill, terri collins and her goal t challenge roe versus wade head-on. the new law takes effects in six months but the legal challenge is already in the work. and what caused a helicopter to crash in the hudson river here in new york city. you see the chopper spinning out of control seconds before slamming into the water. authorities say the pilot had just taken off after refueling he was rescued by a passing ferry. the national transportation safety board is leading the investigation.

six months after the deadliest wildfire in california history investigators are formally determined the cause. a state fire official said yesterday electrical transmission lines owned by pg&e which is the state's utility provider were to blame the camp fire in butte county burned more than 150,000 acres and killed 85 people a cal fire spokesperson said the investigation into how the equipment failed and whether there is any criminal liability is still open. also this morning we're learning about that deadly midair collision in alaska carrying passengers from a cruise ship. nbc's molly hunter spoke with a good samaritan who was the first to arrive at that scene. molly, good morning. >> reporter: craig, good morning to you that's right that's an extraordinary story. he was on a boat with his wife, in the right place at the right time after speaking with investigators he spoke exclusively to nbc news. >> it was shocking to see an

airplane hit the water that hard and rip the floats off and turned upside-down and sink. i wasn't sure anybody was ever even going to get off that. >> reporter: retired fish mer chuck and his wife were ou on the water when two planes collided watching in horror as one of the planes went down nearly in the inland within minutes he alerted the coast guard and jumped into action a man on a solo rescue mission. >> i got in close and i saw people bobbing all over the place. i didn't know how many and then they -- they had seen me and one lady -- help, help. >> reporter: he tried to get people to hold on to his small skiff. >> you kind of are just running on autopilot at that point i didn't really think anything other than i was just trying to get the people out of the water. >> reporter: he knew getting them out of the icy alaskan water was key before hypothermia set in the injured pilot with bloody lacerations on his also tried to help his passengers swim to safety.

>> we didn't speak he did shake my hand at one point. >> reporter: in all, ten people made it to shore. >> the pilot told me that. he said, if i've counted, and he said, we have ten. one didn't make it out of the airplane. >> reporter: six people died in the collision including four americans, a canadian and an australian. still reeling from the trauma, neither are sleeping well at night but both say anyone in this tiny community would have done the same. >> i'm very proud of him and i love everything about him. >> it was just me. i was in the right place at the right time >> molly, you've been on the ground since shortly after thi accident happened. what's the latest on the investigation itself >> reporter: the ntsb is still on the ground and now say they removed most of the wreckage of both of those planes and now interviewing survivors and that one surviving pilot, but really the investigation is just getting started here craig? >> molly hunter in alaska for us molly, thank you

let us check in with al who as mentioned is down in orlando. how's the weather there? >> the weather is spectacular. i mean, bright blue skies. temperatures in the 60s. a perfect day for the grand opening of the "today" cafe here at universal orlando you had some showers yesterday around a good portion of the country the rain is gettin heavier because of climate change take a look. look at philadelphia and new york average rainfall in 1950, 2.4, 2.7 inches the heaviest, wettest days of the year now increasing by at least a third in philly and new york take a look down in houston and also in new orleans. heaviest day was 3.2 on average in 1954 inches in new orleans. look at this almost double for houston in 2018 and more than a third in new orleans. as we look at the temperature situation going on for today, finally seeing some warm in the midsection of the country. but unusually cool out west. san diego, six degrees below average. san francisco, ten degrees below

good good morning, i'm meteorologist kari hall. right now, it's 7:56. we're still tracking waves of rain moving through the bay area. we are seeing our rain pick up with potential of thunderstorms by late morning into the afternoon. this is all as an area of low pressure pushes right across the bay and it will bring in some of the heavier rain that we will see going throughout the afternoon. we'll still see the steady showers continuing into the north bay. we're watching out for those chance of thunderstorms as we go through tonight and then it starts to taper off going into tomorrow. we'll have a little bit of a break tomorrow afternoon and early saturday. then the next storm arrives saturday afternoon. keep that rain in the forecast sunday as well as early next week. we could see still more active weather going into at least next wednesday. so i'll continue to watch that with more updates. how are the roads moving now,

kerry, good morning to you >> reporter: good morning, savannah alabama now has the most restrictive abortion laws in the nation the republican governor, kay ivey, here late afternoon yesterday signing the bill into law. the new law on the books here outlaws an abortion when a woman learns that she is pregnant. those who oppose the law were especially upset, because there are no exceptions for rape or insist if a woman were to get an abortion under this new law, she would not be charged with a crime, but the person performing the abortion would face a felony charge and could be sentenced up to 99 years in prison. this new alabama law will not take effect for six months, but because legal challenges are already in the works and likely or unlikely the impact of this law will be known until a court fight has reached a resolution

to acknowledge, experts say, that that's real a funny, silly acronym but kids really feel it it's important to put the controls on how much social media they get, also try, experts say, asking them to do things without forcing them to do things. suggesting unfollowing or blocking a friend that's creating that anxiety and also challenge them to put that app down for the day and talk to them about what it was like. did they actually miss out on something important? and then here's the most important thing. lead by example. >> yes. >> how tough is it to tell your kid to put their phone down when you're sitting there like this and on it all day long super important. >> great. >> what about some of these social media apps, steph how can parents control the apps, or can they? >> this is one of the things that instills so much fear in parents. there aren't a lot of ways to control it and that's why the conversation is so important to have with your kids. that's where you draw these lines or at least discuss the lines about what's appropriate and what's not appropriate and make sure that that conversation is open. remind them this stuff can stick around for their entire lives and then there's also the

star, nicole gibbs. >> in an emotional post says she's pulling out of the french open after a visit to the dentist led to a really surprising discovery for her. natalie sat down with her exclusively to tell this story natalie, good morning. >> hey, guys good morning to you. nicole gibbs is bringing the same tenacity she displays on the tennis court to her current ordeal, fight against a rare form of cancer one of the brightest stars in american tennis is now facing a new challenge, cancer. >> it was definitely earth shattering for the first few days where we were still trying to figure out what, what's what exactly. >> reporter: nicole gibbs was at a dentist appointment when her doctor advised her to run an extra test on a growth she had simply gotten used to. >> really fortunate that my dentist, dr. kevin lee, was able to identify it correctly as something that should not be there and he encouraged me to get a biopsy and it came back as positive for a form of cancer >> reporter: that bump on the

roof of her mouth which had been there for years was actually a rare cancer in the salivary gland. while that type of cancer accounts for less than 1% of all cancer diagnoses, experts still urge you to ask your dentist to check for it during your regular visits especially if you have a lump, lingering mouth pain and numbness. >> for me, i just feel so thankful. >> reporter: the 26-year-old stanford grad announced the diagnosis this week ahead of her surgery on friday. while recovering means she'l miss the french open, her long-term prognosis is good. >> i guess good awareness for all of us to make sure you go to your dentist appointments and also to make sure that they check the health of your mouth >> i think it's a good reminder for like self-advocacy we tend to know if there's something that's like off or wrong. >> reporter: that's a statement echoed by dr. john luther, the chief dental officer who did not treat gibbs. >> we think we're going in to
