basically right on top of him. this is just stunning. now if you take a look, the good news is no one injured while covering this story, but keep in mind at a distance it's terrifying. when it is up close on you, it's amazing. listen. just rolls right over them, and of course now national weather service investigators are going to be dispatched to the area. they're going to look at wind patterns and they're going to look at debris fields and they'll make an estimation about how long that tornado was. in the meantime, we're watching for the threat of more severe weather around the country. we take a look now through sections of the upper midwest, and we see the threat of flash flooding, 3 million people under that threat right now as we head through the morning hours. now we head down to texas and into oklahoma where, of course, we have tornado watches in effect until 10:00 a.m. this is just part of a system

which is going to continue to advance toward the east bringing rough weather to millions of people all weekend long. let's talk about the severe threat as we head through today and into tonight. 44 million people now under the threat of tornadoes, damaging winds and hail. it's this area right here where the highest threat of tornadoes is, so that's what we're going to watch as we they had through the day. then this system begins to work on up to more populated areas as we roll into tomorrow. 47 million people at risk in interior sections of the northeast and of course all this dangerous weather follows an advancing front line which is continuing to move to the east through sections of the midwest, the south, into the plains and eventually into the northeast. we'll have much more for you and a full forecast. back to you. thank you. we'll get your national forecast in a moment. to missouri, where a major battle is brewing this morning a day after lawmakers there passed a bill that bans abortions at eight weeks of pregnancy. missouri lawmakers following the

lead of several other states including alabama, that just passed restrictive new abortion laws. nbc's kathy park is here with more. good morning, a lot of controversy surrounding this. >> absolutely. good morning to you. after hours of heated debate, missouri became the fifth state to pass a heart beat bill banning abortions after a fetal heart beat is detected. while these may have been significant milestones, the legal challenges are just beginning. >> this morning, the movement to ban abortions deepening across the country. protesters quick to react in missouri after becoming the latest state to pass one of the nation's most restrictive abortion bills. if enacted, the new law makes abortions illegal after eight weeks. exceptions apply for medical emergencies only, not for pregnancies caused by rape or incest. doctors who break the rules could face up to 15 years in prison. the republican controlled house

choose. several states have introduced restrictive laws, setting the stage for a possible supreme court show down challenging protections provided under roe v. wade. and president trump has stayed quiet on this very public clash over abortion. meantime, many women have shared their abortion stories posting on social media using the hash tag, you know me. very much a trending topic. >> the culture war is heating up, heading into a campaign season. nice to see you. thank you so much. turning to washington where the battle over immigration is heating up. the department of homeland security is laying out the ground work for a plan to send migrants who cross our southern border all across the country. in fact, it started already. mike mccara is at the white house. good morning. >> reporter: the -- mike -- >> and with talk now of expanding the flights to other cities around the country. local officials, including some republicans are up in arms.

on friday, hundreds of immigrant detainees arrived in san diego, flown from customs and border control facilities in texas. officials say that flights like these take place three times a week, with each flight carrying around 130 people. the flights will continue indefinitely. once on the ground, the detainees are finger printed and processed. immigration and customs enforcement officials will then decide whether to release them to the public. officials say the texas facilities are overwhelmed in both march and april, more than 100,000 undocumented immigrants crossed the border in the span of a month, numbers not seen in over 12 years. last month president trump said he might bus detained immigrants to so called sanctuary cities, his way of retaliating against democrats for blocking immigration laws. >> we'll bring them to sanctuary cities areas and let that particular area take care of it.

they always say they have open arms. let's see if they have open arms. >> officials insist the decisions being made on where to transport migrants are not political, and they would not specifically target sanctuary cities. in florida, the trump administration was considering the release of hundreds of migrants in broward and palm beach counties each month. two democratic strongholds, the response was swift from both sides, including the newly elected republican governor of florida, a staunch trump alley. >> i don't think this should happen in florida. we have a lot of fish to fry in our own state with our own citizens. >> reporter: it's not only florida republicans upset about the possibility, of sending detainees to south florida, broward county democrats are suggest suggesting if it happens, detainees should be held in trump hotels. treasury secretary steve mnuchin refused a congressional subpoena to hand over the

president's tax returns. what happens now. >> reporter: this is the house weighs and means committee, subpoenaed six years of president trump's tax returns. steve mnuchin responded in a letter saying it serves no legitimate legislative purposes. democrats counter this saying this is a congressional oversight responsibility. they also cite a 95-year-old law that says the ways and means committee chairman can ask for the tax returns of anyone he chooses to ask for. this case is going to go to court where it is going to be decided. let's bring in nbc news analyst phillip rucker. let's start on immigration if we can quickly. we know we have seen a surge of migrants at the border, specifically in texas. we saw a video of migrants being put on planes and deposited in effect in southern california. the republican florida governor

describes this as dumping. he says if it comes to his state, it would be unacceptable. how is the trump administration managing this? >> well, it's a real dilemma for the administration. they are scrambling to come up with a way to process the migrants coming through the border. there is no clear plan how to do so. they are considering a number of cities across the country and including in the interior of the country. as you have seen in florida, local officials don't feel they have the infrastructure to handle these immigrants coming over. the challenge by the way is compounded by continued infighting within the administration among the top immigration officials including steven miller at the white house and the acting head secretary rather of the department of homeland security. >> let me ask you about the escalating trade war >> calling it a little squabble. put this into context. what is the risk-reward argument?

>> that's an excellent question. that was a little more than a squabble. this is an all-out trade war. the uncertainty is taking a toll rather on the stock markets. investors want certainty. the uncertainty about the trade policies is hurting the markets and jeopardizing this economy which is the president's calling card for reelection. >> let's talk about william barr doubling down on the spying claim. he wanted to find out if any officials put their thumb on the scale. he said government power was used to spy on american citizens. the president always said he wanted to find somebody who was looking out for him. has he found his man? >> absolutely. if you combine these recent developments with the way barr

handled the rollout of the mueller report, he's speaking trump's language. he's using that term spying, which is not a term we hear from the fbi director and others from the government. >> we don't have a lot of time. former president joe biden looking to kick off. what is your take on this, is biden something trump should worry about? >> the president is worried about joe biden, polling consistently is showing biden defeating trump. biden has a special appeal to the three states that trump carried in 2016. pennsylvania, michigan and wisconsin. >> that's why he'll be in philadelphia today. thank you so much. meanwhile, a high school football coach is being called a

hero when a student entered the school with a shotgun. >> it has happened again. another attempted school shooting. this time in portland, oregon. a quick thinking football coach jumped into action preventing anyone from getting hurt or killed. >> this morning, he's being hailed a hero. >> i'm thankful he was there to do something. >> a school shooting when former university wide receiver tackled the student to the ground. >> it looks like there may be a teacher yelling at kids and there is an active shooter at the school. >> police responded to a 911 call just before noon on friday. a man armed with a shotgun spotted near the high school. >> i just knew to leave. >> when police arrived on the scene, the suspected gunman, the

18-year-old student had been subdued. he's now in custody. >> staff members confronted the person with the gun. staff members wrestled him to the ground. >> he said, i'm happy i was able to be there for the kids and the community. parents anxiously waited. seeing the groups going in and panicking looking for my child. >> you never think it is going to happen to you. >> it is quite emotional. even though my son said he is safe, it is just the horror. >> students and parents thankful no one was hurt but still coping with another scare. >> portland's police chief commended lowe saying he displayed quick actions. he was trending on twitter on

friday. the second leg of the triple crown will be run a little later today. maximum security, the horse that was disqualified at the kentucky derby will not be competing today. the horse that was declared the winner, country house will not run either due to a breathing problem. now an interesting challenge. the owner of maximum security says he is going to put up $20 million of his own money to challenge country house and three other horses to another race before the end of the year. he wants the other owners to put up $5 million a piece on their horses. anyone who beats maximum security would win $5 million and if you lose, you lose $5 million. he just wants to promote the sport of horse racing. you can catch the preakness

that her first child at 37 was going to be born at a hospital. the certificate lists the private hospital in westminster, not the london hospital where kate middleton posed with her three newborns. >> meghan didn't want to do what kate had done. she didn't want to come out within hours of birth, and full hair and makeup. the certificate shows the mother as her royal highness, the duchess. the same as what kate listed for her occupation. baby archie has already met his grandmother the queen, and according to the daily mail, the little one met william and kate for the first time on tuesday. and this weekend, a special time for the new parents. the one-year anniversary of their wedding. and what an eventful year it has been. so no word on how they plan to celebrate that anniversary. we do know, though, that prince

pain, and you know that your life is going to be very difficult to come across something that's going to be even worse pain than that. >> he acknowledges that there is this british stiff upper lip but he says sometimes you really just need to talk about it with people. it's a good thing. >> the whole generation, the whole world mourned the loss of his mom. thank you very much. let's go to dave price with another check of the weather. >> nice to see you guys. what you get today depends on where you are. you are either walking around in shorts with sunglasses or you have two or three layers on. it's the warm air that's to the south and pushing to the east, and the cold air staying to the north in the plains states and stretching back into the rockies. look at that, 37 degrees right now in billings and we're into the 50s and 60s as we head to the south. it's where the two air masses collide that we see the threat of severe weather. later on today, 20 degrees below where we should be in minneapolis, meanwhile, we're at 91 degrees in charlotte. 75 in cleveland and 83 in chicago. well above our average there. and that's where, again, the

severe weather is going to begin to move toward the east. we're going to watch it. now, as we roll into sunday, all of that does begin to slide. watch these temperatures. 90 in raleigh. 83 in philadelphia. 80 in buffalo. that's almost 15 degrees above the norm. 83 in cincinnati. meanwhile, in bismarck, the high temperature, 53 degrees. that's about 20 degrees below where we would like to see it at this time of year. early next week, the area to focus on is to the southeast. look at those numbers in columbia. 95 degrees, and this is going to take us all the way through florida, and these numbers continue to climb for next week through the holiday weekend. a big, big warm make sure to take a coat and an umbrella as you head out this morning. we are tracking another round of storms as we head in towards the mid-morning. now we've got a cold front offshore. get ready. it will be moving north to south.

first we're going to make our salad. this is a home made caesar salad, eggs lemon, and that's all mixed up. lightly dress it because when we fill up the roll, we don't want it to be too dressed. that's perfect, and you want to do a little. >> yeah. >> thank you. thank you. this rice paper comes pretty hard. put this in here for about 45 seconds and you get this mushy treat. >> can you get that at a grocery store. >> it's like a face mask or a caesar salad roll. ours is not cooperating, so we'll dampen it down. what we would do like a little right right here. >> this is what everyone's looks like at home. that's perfect and you take in the sides and then you start the roll at the bottom, and then bring it all together. now, you've got to play with this a little bit, and they will eventually look as beautiful as these do.
