good sunday morning. it is 7:00 on this may 19th. here is a live look outside as we are under a microclimate weather alert. a live look at the golden gate bridge. wet and pretty empty there. doppler radar on the right. thanks so much for joining us. i'm keira klapper. you were explaining to me about hail and lightning and all sorts of things. >> yeah. a rude start to the morning. rolling in at 5:00 a.m. in the north bay. started off there. crossing solano and contra costa. highway 4, you're getting heavier showers.

some of that spilling in the tri-valley. good news right now in san francisco for beta breakers. the nasty line of showers, for the most part, has moved off to the east. stronger showers on radar, palo alto, thunder and hail. the strongest cell we are seeing right now. and offshore off and on we have had special marine warnings due to cells rotating offshore which sometimes can produce brief waterspouts. the lightning strike, we have seen for the last two hours. good news is that band is pushing to the east. behind it, a brief break. then more showers to contend with as we head into the afternoon. there you see the temperatures, 50s to near 60 today. more snow in the sierra. a look at the timeline for the heaviest rain mauer by hour in 15 minutes oh, my gosh, we will see you in 15 minutes. i want to see that timeline.

>> we have video for you of lightning over san francisco. the people running beta breakers this morning hopefully will get a break from getting soaked. organizers moved up the starting line crowd to open at 6:30 a.m. that was to cut down on the time that runners would be waiting around downtown. the finish line parties will be cut short pause of the rain. this unusually strong may storm is throwing a wrench in the works across the bay area. some very big plans, in fact, were canceled altogether. get this, at the cal state east bay campus in concord, graduation was called off. some graduates decided to have their own ceremony. "today in the bay" was at the makeshift graduation. here's his report. >> reporter: it was a much smaller venue and only three graduates walked. >> elizabeth anderson.

>> reporter: but this was the best way they could make up for a disappointing decision by cal state east bay. first, i was heartbroken. and then i was mad. how could they disassociate themselves from 190 students. >> reporter: so sherri and her family put together their own commencement. >> i wasn't going to let her day get ruined. so me and her brother sat and thought, why don't we come down here, get pictures, have our own ceremony>> someone brought a microphone and p.a. system. her dad with a camera. and a couple of friends joined in on the event. in two and a half hours, they pulled this together. they wished the university could have had a backup plan. >> they have known it's going to rain all week. so they should have had other things in place for us. >> reporter: they canceled the commencement in concord because the university decided the weather created dangerous conditions for families. they were given the option for sunday in hayward instead. >> i work tomorrow.

unfortunately, i planned today for my graduation. >> reporter: and so this small event was good enough given the circumstances. >> it is raining cal graduates today! >> and a very different scene at uc berkeley where the university continued with its commencement ceremony despite the rain. thousands of students kept their caps and gowns under their umbrellas and ponchos. students told us they could only take so much of it and ducked out early as the rain persisted. >> it was another level of rain. the ponchos and everything, it's just uncomfortable. >> those who stuck around got a special moment at the end of

"today in the bay" maran favro spoke with some. >> reporter: this video shows a large mountain lion peering through the home in los gatos. the two dogs inside barked, and the mountain lion ran off. this is a closeup of the big cat. neighbors say they were surprised to see a mountain lion

caught on tape on someone's patio so close to downtown. >> shock. you know, you see coyotes down here. but a mountain lion in los gatos? i have lived here over 10 years. a little scary. what is it doing here, for starts? >> reporter: he has seven dogs including hercules and lola. he is worried what might happen if one of them came face-to-face with a cat this size. >> they will definitely be inside. >> reporter: they are concerned mountain lions are getting too accustomed to people. he said just a few days ago, another neighbor in los gatos spotted a mountain lion in her backyard. marianne favro, nbc bay area news. now scary moments during lunch for customers at a walnut creek restaurant. people inside del sur heard a

loud explosion and the power caught off. there was smoke from an underground trance former. it affected 2,300 customers. the restaurant had to close because of the outage, disappointing regulars. >> we love to come over here. we come just for the empanadas. unfortunately, we couldn't get it today. >> the outage remains under investigation. in san jose, a homeless man ended up trapped under a car. it happened yesterday around midnight on 880 and 10th street. the driver lost control, and the car went off the freeway into a tent camp set up on the side of the road. a man sleeping at the encampment was trapped under the car. it took first responders half an hour to rescue him. firefighters say accidents like this are why roadside encamps

are dangerous to have. >> we have had homeless hit. it is so dangerous to be camping alongside the freeways. those areas are there to absorb impact of vehicles that do leave the roadways. >> the homeless man did survive with only minor injuries. police say they do not believe alcohol nor drugs played a role. >> a difficult but successful rescue mission out of contra costa county. now the victim is able to formally thank her rescuers. and that is the rescue crew in action. what a cool view. last month noni turner of concord went for a hike with her son in the wilderness area. she slipped down a steep ravine, hit her head. her son called 911 for help. the helicopter crew arrived for

minutes and rescued her quickly using a long line. this type of mission usual live takes hours but they were able to get to turner in minutes. she is still recovering from her injuries. she was able to meet and thank the crew that saved her life. now warriors fans still celebrating. they are one win away from a trip to the finals. they were down 17 points against the blazers, or 18, was it? the deficit was short-lived. as they have been known to do, the warriors came back. steph curry scored 36. green with 28 and a triple-double. 35 minutes from now, we will show you full highlights of this thrilling game. >> even more sports to look forward to. rain or shine, a pregame rally today outside game 5 at the sap center. you can watch here at noon.

>> everyone has been discussing this past week new restrictions on abortion bringing the issue back into the spotlight. how do you think this issue will affect the 2020 race. >> it means abortion i think will be more of a top three or four issue in 2020 than it was in 2018 where it didn't track the top five among voters who said that was the most important issue they went to the polls to deal with. i think you're seeing it. i don't know if either side really wants it. you will got a sense today, and you will hear from bernie sanders on trying to protection abortion rights. you will hear from tom cotton who isn't comfortable at all supporting what alabama did. he personally believes in what alabama did. as a politician says there has to be some sort of democratic debate on where you come down on where you find the right place

to put abortion in. when it is about late term abortion, republicans are uneasy about the exceptions rape and incest. you can sense that today and the way republicans have reacted. and the president emphasized he believes in exceptions. >> let's turn to the mueller report. what, if any, damage to president trump do you see from the court order to make public conversations between trump attorneys and former national security adviser michael flynn's attorney about flynn staying loyal to the president? >> look, i think that none of that will have the -- a huge impact he unless it is a big moment like bob mueller himself testifying. i think ultimately right now democrats look like they have

been throwing subpoena spaghetti at the wall. they're trying to get a little bit of everything when trying to provide oversight of the president, whether it's tax returns, personal financial records and things like that. so i do think democrats should be focusing on one issue, mueller getting in to testify and hearing from mueller himself. i don't think anything else breaks through here, larry, to the electorate, to the public that may be like, uh, i'm not comfortable with what trump did but i'm sort of done with it. only mueller could make people change their minds. his words. not a email. >> subpoena spaghetti. i will have to start using that. unfortunately we don't have much time to talk to you more. but we appreciate you joining us as always. >> thanks, larry. thanks, kira. >> an exclusive interview with

improving conditions. beta breakers are probably happy with that view off to the west. we will catch a break after the weather moved through an hour ago. tri-valley in the thick of it with downpours and chance of thunder at times. today upper 50s to near 60. a blend at times of passing showers and still a risk of thunder during the afternoon. with the thunder showers, a chance of hail and gusty winds at times. game starts at noon on nbc bay area. folks heading in and out of sap center, too will be watching closely for a chance of isolated showers or brief thunderstorms. right now solana, inland contra costa, the rain move on.

strongest weather right now around palo alto and sunnyvale. a history of producing lightning approaching santa cruz. marine weather for the potential of water spouts offshore. volatile mix of imbedded thunderstorms which you can see clearly starting to track out of the north bay away from san francisco. the next half hour it will make a big presence around san jose, morgan hill. here's the mid-morning break starting to show up on satellite. by lunch, a few more isolated showers and brief thunder moving to the bay area. it will be active mid-afternoon. here down toward santa cruz, sacramento and fresno. by 11:00, things start to calm

"today in the bay" garvin thomas introduces us to one woman with an important message. >> hearing her talk about her cervical cancer is heart wrenching. her fear that she wouldn't be around to be a mother to her two kids. fortunately ana is still with us. if you have ever stood beside a booth in a crowded convention. >> i had>> and tried to get

people's attention, it's not always easy. or comfortable. >> it says cervivor. we are a national organization. >> ana has been quite busy stepping outside her comfort zone in a big way. >> they told me i would be on the news talking about my cervix i would have said, i don't think so. but here i am. >> at the age of 36, a palo alto mother of two was diagnosed with cervical cancer. what followed were three brutal years of treatment and complications. just two things ana believes keeping her alive. >> i had two kids that i could not cry. i would cry to my own mom saying if i didn't have these kids i would give up. this is too hard. this is too much. this is never going to end. >> with the help of a san francisco company, grand rounds, ana was put in touch with doctors who charted her path

eventual and hopefully permanent success. and while it might be enough for some to simply enjoy the life they have now been granted, that's not what ana has in mind. >> when you go through something like cancer, you eventually come to a point where you think there has to be a reason that i had to go through this. it can't just be just because. >> it is the cause of all cervical cancer, hpv. >> she shares her personal story. her message is clear. it is caused by a virus hpv and there exists a vaccine for it. >> it is from skin-to-skin contact. >> every boy and girl starting age 11 should be getting it. >> we want to have a cure for cancer. and thiis better than a cure. this will prevent cancer from ever happening.

19th. we are under a microclimate weather alert. a live look at the golden gate bridge for you. and our doppler radar at this hour. thanks so much for joining us. i'm kira klapper. we have a look at all the wacky weather this morning. >> quite a lot. thunderstorms just before sunrise. here's the view from early this morning. that is lightning into marin county. >> wow. >> so distracting if you're going over the golden gate bridge. we saw a lot of that there. right now looks to be the radar view of san francisco. looking a little better. still passing showers. intense showers well off to the east in solano, contra costa counties. intense thunderstorm near los altos hills. heading to milpitas. morgan hill getting a good soaking. and intense thunder.

falling trees. the huge fir tree fell on three cars and led to a chain of problems. when it crashed down, it brought down power lines and sparked fire at two homes. fortunately fire crews were nearby tending to another fallen tree and were able to quickly put out the flames. they say it could have been much worse. >> two things. it was raining. and also it was daytime instead of the middle of the night. middle of the night would have been a different story. it would have been longer before anyone saw it. >> fallen trees are a common sight across the bay area this weekend of course. stay safe. be sure to get weather updates with our nbc bay area app. you can download it for free. that way you can find out the impact on your neighborhood ahead of time. >> in other news now, scary moments during lunch for customers at a walnut creek restaurant. people inside sobares del sur

heard a loud explosion, and then power completely cut out. smoke rising from an underground transformer. the blown transformer affected 2,300 customers. power eventually was restored last night. but the out aepblg is still under investigation. and take a look at this. a terrifying incident in sacramento. a man in the passenger seat of this van is recovering from a partially punctured lung and broken ribs after this tripod crashed through their windshield. this happened thursday. someone purposely through the steel tripod into traffic on i-5. the driver didn't even have time to react. >> when i looked up, i saw a yellow something out of the corner of my eye. when it hit the windshield, i ducked and kind of bent over, a little late of course. when i straightened up and looked over, i saw this through

the windshield. >> can you imagine? police arrested the man in connection with this incident. he could face charges of attempted murder. well, he's not somebody most people would want to tangle with, but somebody decided to aing ta arnold schwarzenegger during an appearance in south africa. luckily, he was not hurt. take a look. you can see a man takes a flying leap at the actor and former california governor, kicking him in the back. he stumbles, doesn't even fall down. i'm sure it's like kicking a wall. he posted this video to his twitter feed but asked that the spotlight stay on the athletes and the sports being highlighted at yesterday's event. he tweeted he only realized he was kicked after he watched the video. he joked he was just glad it didn't interrupt his snapchat. all right. in other news now, under sunny skies in the battle ground state of pennsylvania, joe biden completed the official rollout of his campaign for president.

he is among 20 candidates seeking the democratic nomination. many of his competitors were on the trail today. some using new laws restricting abortion in places like alabama and georgia to rally support from their supporters. nbc's chris pollone reports. >> reporter: former vice president joe biden insists he's the person who can unite a divided nation. >> i've worked across the aisle to reach consensus, helped make government work in the past. i can do that again, with your help >> reporter: with the message of unity stopped at the white house. >> with a clinched fist, a hard heart. they don't need me. they have president donald trump. >> biden is one of 20 major candidates seeking the democratic nomination. at least 11 out on the campaign trail saturday, nine months before the first primary.

with quality ingredients, nutella is sure to bring a smile to breakfast time. show your appreciation with a limited edition nutella jar! high-speed rail program took a major blow last week when the welcome back. california's controversial high-speed rail program took a major blow when the trump administration refused to fund a previously approved grant of $929 million. so why the about-face? the trump administration claimed that california was no longer pursuing its bay area to southern california network as originally proposed. california has until march 5th to protest the decision. so quite some time here. nbc bay area political analyst larry gerson is back with us. i had to pause on that date. all of a sudden i was thinking, what month are we in? the weather is confusing me. >> decision making, all of that in government, never goes as fast as you want it. >> yeah. we have a while to respond.

how much of a speed bump do you think this is in the development for california's high-speed rail? >> this is no fun. there is no question about it. no fun. you are talking about a loss of a billion dollars. that is problematic. it really is. now, it would hurt even more, kira, if the federal government is able to claw back, claw back its contributions of $2.5 billion during the obama administration. >> and what led -- i mean, i know that we're saying this claim by the trump administration. but what do you think led to this reversal? >> it's hard. there's no easy answer to that question. but we do know this. president trump has long opposed federal funding for california's high-speed rail system. last july, that's how far back we go. the official agency in the department of transportation stopped coordinating with the high-speed rail authority on all

kaoepbdz kinds of project elements in opposition. so this isn't new. in february gavin newsom announced it would run only from the central valley to the bay area. why? because of in adequate funding. so president trump immediately tweeted that the federal government should get its money back, recognizing the trump administration reaction the next day newsom clarified that the state would pursue the full system as funds permitted but huh-uh, the damage was done. notice was given by the trump administration. it had enough legal room to get out of it on the basis that the rail system failed to make reasonable progress. >> kind of like it was too late for newsom to go back>> too late for newsom, yeah. >> correct me if i'm wrong, the high-speed rail system has had a history of controversy. why is that? we look at the east coast.

europe. and trains like this exist. >> yeah. you're right on the money in terms of the controversy. look, most of the answer has to do with one big word, funding, dollars. california voters passed a $10 billion bond in 2008 with the understanding that the cost of the high-speed rail program would be about $40 billion. over time, the cost has grown to $77 billion for a slimmed down version of the original project. and that project would take even longer to build. so change conditions left critics with a sense that the voters had been duped. >> so why has the cost basically doubled? >> you know, with a project like this, a massive project like this, there's no easy answer. but we do know this. the cost of materials. think of cement, steel, those kinds of things so vital to this

project. they have escalated. lawsuits, oh, so many over the acquisition of land have been costly both in time and dollars. so these kinds of escalations, they're not new. even if they're painful, they're not new. look, by the time that the oakland bay bridge new eastern span was completed a few years ago, it was delayed two full years and came in at, get this, 26 times over budget. >> whoa! >> 26 times over budget. so these things are critical and they're difficult to manage. >> difficult to manage. and we're looking at $77 billion, as you said. but the billion that just got taken away is still a lot of money. so does the absence of further federal funding kill the project, do you think? >> here's where it gets interesting. it depends. it depends on what the governor and the legislature decide to do. look, the high-speed rail system already laid about 120 miles of track in the central valley.

beyond that, the high-speed rail authority has $9 billion in the kitty so to speak from the bond in 2000. and we will receive between $353$500 million until 2030. that's a decade away. >> wow. >> then there is the matter of the $21 billion surplus from the current budget. look, if the governor wants to, and the legislature agrees, they could replace some of that in federal funds. but the state's surplus. to put it clearly, the state has choices. whether the state's leaders decide to move forward is likely to fend on the level of public support more than the loss of any federal funds. that's the truth. >> it remains to be seen, as always, larry, thanks. back with weather right after this. the housing crunch -

and at 7:54, welcome back. a view from earlier this morning. look across the golden gate bridge. lightning in marin county. you can see it across the drive. active and loud start to the morning. perhaps you were woken a little extra morning. the thunder and lightning rolled through. right now we can show you the same view is starting to turn partly cloudy looking to the west of san francisco seeing a break from the heavier showers. just a few light sprinkles right

now. 53 degrees. the heavier rain moved on right to op of san jose. can't see downtown because of the heavy rain. 52 degrees. the tri-valley towards liverm e livermore, a rainy view. marin county producing thunder and lightning into the tri-valley and santa clara valley. a look at the radar in just a moment. today's forecast looks cool and unsettled. upper 50s to low 60s. a mix of showers at times. sun as well. sunny breaks today. and still ongoing threat of thunderstorms. concord, back toward oakland, san francisco, starting to see clearing. clearing in palo alto. san jose, off the coast, the most energized part of this line now is around santa cruz approaching morgan hill. the next half hour, all of this thunder, hail, and gusty winds will be heading your way.

you can see that band, pretty narrow band but intense at that, tracking off towards the east. and you see what's behind it is clearing. you think we're done. not the case. satellite view. more activity will swing onshore lunchtime into the afternoon which will keep the threat of showers going into the afternoon, probably early evening. we're catching a mid-morning break. you can see the discreet isolated showers pop up, which may include hail, brief thunder noon to 3:00, 4:00. as with we head towards 6:00, beginning to see less in the way of showers. and a big decrease in the showers by the time they get to 11:00. while the rainfall totals may not look all that impressive except morgan hill, san jose or fairfield, this will all be coming down five minutes time. brief heavy downpours. thunder, we have seen that. interesting weather. and snow in the sierra monday morning. notice monday, breezy.
