supervisor plans to discuss her ongoing effort to get a $5 million reserve approved by the board. she is proposing the county use that to open two rape crisis centers. they believe sex crimes are on the rise. data shows 2,000 sexual assaults reported last year. >> it is 4:35 right now. happening today, san francisco journalist goes to court to try to get back the equipment he says police took from him in a raid. this is video from may 10th at the home of freelance journalist brian car mmandy. he has a source who leaked the police report on the death of san francisco public defender. nbc bay area has a long relationship with crashmarmandy.

in spots. our temperatures are on the cool side. only in the low 50s as you head out the door. a little warmer in oakland now at 57. 56 now in san francisco. kpraeur that to the 50 we have now in santa rosa. that's a live look outside in palo alto. low 50s to start the day. it may not be raining now, but we will see the rain chances going up by 9:00, 10:00, 11:00. and then throughout the day. so just make sure you are prepared for a weather that will be changing minute by minute. make sure you have your rain jacket, maybe even a hat. it will be so humid and breezy. not a good hair day. put on a hat and go. the rain has been very spotty. starting out with light showers moving through. but at times it may be heavy. that's what we will be watching for today. we had one quick heavy shower that moved through parts of san jose and then areas just to the south. and then now things are starting to dry up there. looking at the bigger picture,

we will still have a lot of this energy that will have to work through the bay area today. off and on showers moving through. we take it through 4:00. still looks like there will be wet roads during your evening commute. even later on tonight before all of this moves out. by early tomorrow morning, off and on rain. maybe even rainbows in between. our rainfall totals will stay on the low side anywhere from a tenth to a quarter inch. maybe even as high as a half inch in ukiah today where some of the heavier rain moves through. there will be a spotty chance of shower late in the day on thursday. other than that, our forecast looks pretty good. warming up. and then rain nearby the region on saturday. it looks like it stays to the south and the east of the bay area. heads-up if you will be traveling for the memorial day weekend. we will be watching out for more rain chances. mike, you are starting out with a crash in the south bay?

>> we didn't have any detail and it wasn't showing any slowing. the car had a problem with an engine and it locked up and spun out. maybe slick roadways helped with that or caused a problem with that. slicker roadways registering now at the tail end of 101 and 85 as they meet at the bottom of san jose on our map for the south bay. that's less than we saw the last time we looked at this map. kari talked about the late showers coming through. 101, 17 both pushing towards silicon valley. same thing all around the bay. we see the green highlighted spots in the tri-valley and east bay. watch for standing water, larger puddles. no problems in the north bay. we know there are slicker spots. southbound 101, novato, you lose one lane because of a disabled big rig. >> thanks, mike.

kids in one silicon valley school are scared of their own playground. parents worry they could get sick. >> it involves a brand-new school, a concrete plant next door and a pair of government agencies. the agencies now plame one another for a serious heating concern. kids and parents want to know how their brand-new school was allowed to open right next to a concrete plant. . >> it makes me nervous. >> nervous why? >> because it might make me sick. >> i don't want anyone getting hurt at school. it's lives. it's other people's lives. >> so how did all of this happen? well, it turns out there is plenty of plame to go around. we will have that story for us tonight at 11:00. 4:49. rising rents are a growing problem across the bay area. and happening today, el cerrito considers new renter protections.

it estimates that 40% of its residents are renters. other cities that have adopted eviction ordinances include hayward, mountain view, oakland, richmond, san jose, union city. >> for the second time in four days, a race horse has died at santa anita racetrack. 25 horse deaths since december. the problems closed the track for most of march. some say the heavy rains may be playing a role. the track owners brought in experts to try to test the soil but no problems were found. >> the circus may be no longer coming to california. state lawmakers are moving forward with a bill to outlaw circus performing animals. it goes to the state assembly. it comes two years after ringling bros. closed its traveling circus. coming up on "today in the

morning. no known tkphraeus so far. we can check into that so far 6789 but rain across the bay area once again the full forecast coming up in moments. 4:54 right now. nbc bay area responds to a san jose family saddled with a huge medical bill. >> the problem insurance wasn't paying as promised. they asked chris chmura and team to find a cure. >> good morning. when mavis and james shirley were told their son needed surgery that would cost $30,000, they got their ducks in a row with their insurance company. >> we did obtain a preapproval letter from aetna prior to the surgery. so we were expecting aetna to pay us their portion. >> after the approved surgery, they only paid $3,600 of the $30,000 surgery. they fought with them for nine months, and then they turned to us. they got a check for 26, $335.
