kira klapper is busy creating another human being. give her time out for that. >> and we have the clouds behind us. and it looks like it is clear in some spots but cloudy out there, guys. >> we're tracking rain, garvin. a look at a shot of san francisco. we're tracking some breezy conditions into the afternoon and garvin said, today is your day to take advantage of the dry weather. go out and enjoy these temperatures. look at that, 70 degrees in san jose, and 64 in san francisco, and 69 in santa rosa, livermore, 69, and this is what we're tracking. dry today but an approaching low pressure system that is going to change things up. yes, i know it is may, weird weather continues, and this is going to be a system that is going to bring up the chance of isolated thunderstorms. you can see a little bit of activity to the north/northeast and believe it or not, this system is also expected to bring more snow to the sierra, so if you have time to head up to tahoe, i have a look at that forecast, and how long it will be sticking around, affecting the memorial day plans, and the

complete look at that, coming up, in about 15 minutes. >> we're headed to golden gate park for a youth soccer tournament this weekend. >> today and tomorrow. >> today you will be fine. tomorrow, scattered showers. for sure. >> thank you very much. we've got new details about a story being followed across the country. the san francisco police chief is calling for an outside investigation of his own department. this stems from sfpd's raid on a free lance journalist. chief scott made the announcement yesterday evening. at issue, the officer's decision to search the home and office of bryan carmody. the raid happened two weeks ago, as part of an investigation into who leaked a police report on the death of public defender jeff adachi. the chief now says he is quote concerned about a lack of due diligence by his investigators before arriving at carmody's door with a sledgehammer and a warrant. >> we made some mistakes in the investigation. so the mistakes caused a

compounding of issues in this investigation. and we made mistakes. >> dozens of media agencies and political leaders have criticized the raid, saying police violated the first amendment, and the state's shield law, that protects journalists from revealing confidential sources. nbc bay area does have a long time relationship with bryan carmody and bought video from him that included the police report. a gruesome murder in san francisco and last night, police confirmed they've made two arrests. this comes after they found a dismembered body and a bloody saw while doing a welfare check in the outer mission district. the home belonged to a 73-year-old and benedict's daughter and son-in-law were arrested as they were trying to enter china. china refused them entry and they flew back to virginia, where investigators are working to bring them back to san francisco. the search continues for the gunman who shot two people in

san francisco. this happened around 1:30 yesterday afternoon at sixth and howard. both victims are listed in critical condition. now, it has been 25 long years and still no arrest or suspect in the horrifying murder of a 14-year-old castro valley girl. jenny lin was stabbed to death in her home and last night, her family held a celebration of life, a quarter of a century following her brutal death. as the family tells us, so many years have passed, but still, very difficult. here is "today in the bay" story. >> one of these days the case is going to be solved. >> with that in mind, her parents joined dozens of people in a candlelight walk through the streets of castro valley to remember their daughter jenny. >> i've always been keeping hope. i keep faith. >> for the lin family, it has been a long and painful 25

to build parts of the wall. the order applies to two projects that would add 51 miles of barrier. here is an odd crime at a car dealership. thieves ripped off the wheels right off new cars and they made off with thousands of dollars worth of high end wheels. today in the bay has the details. >> it is an odd site a brand new honda sedan precariously resting on a collapsing milk crate. the culprits took all of the milk crates they have stacked in the back of the nearby store and used them to prop up the cars, he is one of the first people to arrive the morning after the heist. >> somebody just, in the morning, you can see the fence, it is broke here, and the tires are gone. >> the bandits took all four wheels off four different cars. the general manager of the dealership tells me it is a loss of tens of thousands of dollars plus the car that was also stolen. and this isn't the only northern california dealership that was

hit. last week, the chevrolet dealership in colfax in placer county was also robbed and in that incident the sheriff's department was alerted to the heist and three men from the bay area were arrested. it is not clear if the two cases are related. chaos and fear at a panda express on the peninsula. belmont police say a man pointed a loaded pistol at another customer this. happened yesterday afternoon at the panda express on el camino. when the man pulled out the gun, people ran for help. police officers happened to be right outside and quickly intervened. fortunately, nobody was hurt. the man, a transient, was promptly arrested. now, a follow-up, to the dogs rescued from what police call inhumane conditions. seven pit bulls are now up for adoption at the contra costa county animal shelter. investigators confiscated the dogs from a concord man earlier this month. police say they originally found ten dogs locked in filthy crates in a trailer, with no food or

jose are pushing back against the idea. one council member is proposing to put up metal detectors at city hall for safety reasons. but critics say it is undemocratic, and hostile to the public. >> we don't know what has been coming in and this is one of the reasons why i decided to listen to our police, and see if we can implement a security measure that is inexpensive and unobtrusive. >> the metal detector would cost the city about $125,000 the first year and about $100,000 every following year. if the proposal moves forward, san jose would join an increasing number of cities with metal detectors at city hall, including san francisco and l.a. well, if you want to buy a piece of hollywood, head to brisbane. it is full of props for movies and tv shows and now going through a major down sizing. the prop shop in brisbane, is selling most of the goods from its 15,000 square footwearhouse. today in the bay's ian colt spoke with the shop's owner and

tomorrow, mumford and sons. everybody heading there. a lot of money on the tickets $800 for the whole festival ticket. >> wow. i think that's more that coachella. >> they're wondering what the weather will be. >> today, it will be fine. you don't have to worry about the rain. but it is tomorrow. that's the big rainmaker that we've been tracking. and unfortunately, it is expected to bring a chance of thunderstorms as well. if you're out at that event, yike, get ready for the rain. walnut creek right now, look at the beautiful sunrise. the clouds off in the distance. all signaling the arrival of an incoming storm. but don't worry. today is going to be dry. go outside and enjoy your saturday. our temperatures will be quite comfortable in those upper 60s. a couple of 70s. very similar to what you saw yesterday with a couple of areas actually a few degrees warmer. concord, 73. in through san francisco 64. and if you are hanging out around the coastline, get ready, because it will be getting a

little breezy. so let's go ahead and track that incoming storm. i know it is may, late in may, as a matter of fact, and this whacky weather seems to continue and stick around for us, we have the system offshore, with a bit of a low pressure system and as it makes its way in, we are talking about rain, and we soon have some thunderstorm activity, off to the north and northeast, and in this area, and believe it or not, we are also tracking sierra snow. so let's take a look at the hour by hour outlook so i can really break down the timing of this rain for you. if you're heading up to lake tahoe today, you're already expected to see showers and snow showers, and also some gusty winds, so definitely check those road conditions, in case you may need some chain controls. as far as the rest of the bay area, here is the time line for you. i am going to fast-forward this through tonight. because as we get into the evening hours, the main thing you will notice is an increase in cloud cover. but if you live in the north bay, you will be the first to see some of that rain, early on, overnight. and notice how we get these heavier pockets of rain.

up through the north bay. and i will fast forward this time line, in through about 6:00, 7:00 a.m., and we begin to see it spread a little more south ward to areas south of the golden gate bridge and that's where we could see some pockets as well of heavy downpours at times early on. take a look at south lake tahoe though. we are tracking some good snow out there. good downpours. but again, that means gusty conditions. the good news though, it looks like the system will be moving out on sunday. and by monday, early morning, at 4:00 a.m., any remaining showers will exit the area, which means your memorial day should be dry for the most part. i will give it a very, very low chance. so we are going to go ahead and take the chance of rain for the evening on monday out of the forecast. rain totals, talking anywhere from less than a tenth of an inch to less than a quarter of an inch. not a huge rainmaker but definitely noticeable. as we head in through your sunday. so talk about scattered showers. and by about 2:00 a.m., we will notice an increase in those wind

speeds, we're talking 20, 25 mile-an-hour winds, with some gustier conditions overnight. and into tomorrow. so go ahead and tie down any patio furniture. as far as additional snow accumulations, i know it, is pretty wild. we're talking an additional five to nine inches especially the higher elevations above 8,000 feet. talk about a long snowboard/ski season out there. and we will have the scattered rain for tomorrow. and by monday morning, the majority of the rain moves out which is fantastic news for memorial day and then an increase in the temperatures with the return of some more stable weather into tuesday. garvin? >> vianey, thank you very much. still ahead on "today in the bay" -- >> i had no control. no control whatsoever. >> she was an alcoholic by age 11. the defining moment this young woman said put her on the right path later. in the installment of our "bay area proud." graduations.

which means it )s time to celebrate all th it is that time of the year. the one for college graduation. which means it is time to celebrate all of the hard work that went into school. but one graduate put in a lot of hard work, well, before she ever started college. here is her story in this morning's "bay area proud." >> exactly 963 students graduated from the university of san francisco this past weekend. each one tracing the exact same path across the stage. and while each graduate's journey to this spot was different, it must be said that few were as different, or as inspirational as julia nelson. among this sea of caps and gowns, just how many were worn by someone who was an alcoholic at age 11. >> it didn't matter if it was saturday at 1:00 in the morning or if was tuesday at 10:00 a.m.

in class. if i had it, i did it. >> julia says growing up she always felt like those around her had a light bulb above their head, one that worked when switched on. but her, always stayed off. until that is neighborhood boys provided her her very first taste of alcohol. >> alcohol was the only thing that ever made me want to be where i was, and be who i was. >> what followed were five years of addiction, abuse, and legal trouble. not until 16 julia says, faced with going to jail, did she finally opt for rehab. it didn't stick. >> every single day i would wake up and say i'm not going to drink today, i'm not going to drink today, and i would. >> it took a near overdose for julia to get serious about recovery. >> that's when i saw i need help. help from people who knew that when were doing because i didn't know what i was doing. >> finally sober at 16, julia then needed to figure out the rest of her life.

her wasted high school years meant she struggled in community college, until julia says she learned to take her education as seriously as her sobriety. it worked. she graduated from usf, not just honors but the dean's medal of excellence. looking back, julia realizes the chances were probably better to be dead at 23 rather than a college graduate. but in life, while you can't erase mistakes, you can overcome them. >> it is a huge deal. like it doesn't feel real. >> julie graduates with a degree in psychology. as for what's next, she believes because of her race and other factor, she got some breaks in the criminal justice system in the past that others don't and wants to work with those incarcerated and help even that playing field. much more ahead on "today in the bay." it may look and sound like house

union city, hayward, teachers remain on the picket line and each day it appears fewer students are showing up for school. is there a chance they could strike a deal over the weekend? today in the bay robert honda has the latest. >> reporter: many of the last-remaining students still attending school at logan high hit their own boiling point coming to class only to be shuttled into two holding areas. >> and once you're in that area, you're not allowed to leave. and basically, the students are just in the gym like playing basketball, and sitting down. >> march down here, okay? >> many of the students in a planned move walked out. loge en is one of the state's biggest high schools with more than 3500 students. before today's walkout, only 136 had come to class. >> there is no education. we're not learning anything. we're just standing there. doing nothing. >> before did all the money go? >> the students marched from campus to join a large group of the 600 teacher, counselors, and

good morning. rise, not so much shine. we have cloud cover. a good marine layer out there. it is beautiful. look at this shot of walnut creek. we have the sun up. it is 7:45 right now. as you're getting ready for your saturday plans, you will notice a couple of spots of some marine layer cover still mainly through the santa cruz area, the half moon bay area, the temperatures are running a few degrees cooler, not by much. in the 50s right now and today's forecast, i have good news, i know we have been talking about that rain, but today, we're tracking mostly dry conditions. and temperatures in the upper 60s, and low 70s. so overall, you can enjoy pretty good day, it is becoming mostly clear in the evening hours and we will see an increase in wind speeds though and an increase in cloud cover later on, a high of 67, for oakland, and 70 degrees

for san jose, and 64 for san francisco, and upper 50s for half moon bay. here is the reason why we will be noticing the heavy increase in cloud cover and a notch up in the winds. we have the satellite radar tracking an incoming system and you can see already some instability by this area up here, but as the system begins to make its way in, areas especially in the north bay, will be the first to see the rain, so let's track that hour by hour outlook, and here is the time line for you, up here, and in addition to this, bringing rain to the bay area, it is also going to bring snow to the sierra, in fact, we're talking about rain, snow showers, and some pretty gusty conditions, so if your memorial day plans include the sierra and heading out now, you may want to check for chain control possibilities, and any road conditions, because things are going to get really rough out on the roads, especially for tomorrow. early on, into the overnight hours, on sunday, the north bay will be the first to see the rain. and then notice how we begin to see some pockets of heavier rain, but a lot of that will actually be in the south bay, at about 4:30 a.m., as i fast

forward the time line, to about 6:00, 7:00 a.m., we will begin to see more pockets, like san francisco, ukia, san francisco, napa and scattered showers. so periods where it might start raining and then a little bit of a break, and then start raining again, but notice south lake tahoe, we're talking about a good amount of snow. it is going to continue really all day sunday. as far as the overnight hours go, into memorial day monday, it looks like the majority of that rain does move out in time for monday afternoon. which is fantastic news. and we might get a little early morning chance of some scattered showers, but then it should clear out quite nicely by monday afternoon. we will keep a lot of that cloud cover, though, so it will still be a little cooler out there. as far as rain totals expected from the system, we're talking anywhere from a half of an inch to just over a quarter of an inch in some areas, and look how gorgeous and heavenly lake tahoe looks. look at the snow estimates. six to nine additional inches of snow on top of what we've already seen, a very impressive snow pack, again, we should be drying out by monday and then

annual burning man arts festival in nevada. but once the desert party is over, where does that art go? >> oftentimes art comes back from it and ends up sitting in someone's warehouse and collects dust. >> which is why a little known shoreman near port richmond on the pablo bay is becoming a destination for some of that art. the new owners of the point san pablo harbor created a sculpture park to give large scale art installations new life. >> the exhibition here in san pablo harbor is a permanent exhibition which will have a number of permanent pieces as well as short-term temporary pieces. >> the park is the vision of a new nonprofit group called we are from dust, with which aims to place art from the festival in public spaces. >> art is a great way to be able to activate the space, and activate the community around that space. >> among the first artistic inhabitants of the park, is a kees by the artist kate roddenbush. this is a a place where you come
