good sunday morning to you. it is 7:00 straight up. and we're looking live at san jose, veteran memorial in downtown san jose. the flags are moving. it is a little bit windy. good morning. thanks for joining us. i'm in for kira klapper in with vianey arana. we have seen areas of drizzle overnight. in the south bay, actually, the way the south bay is moving, a live look at downtown san jose. temperatures in the 50s. one thing you will notice as well, into the afternoon, wind speeds will increase as the

system passes by. i will zoom in closer to satellite radar so you can get an idea where we are seeing showers. a lot of showers are kind of just south of us. we saw showers overnight. we're not in the clear just yet. we're expecting the heaviest of the rain to begin moving in mid-afternoon. the rain will be scattered. so there will be peaks of sunshine at times. here's a look at your storm factors. this isn't a huge rainmaker. a tenth of an inch to a quarter. because there is so much in stability and it's a colder storm, it could mean a chance for isolated thunderstorms and maybe hail. i will talk all about that in 15 minutes. >> and maybe snow. >> sierra snow. lots of it. >> vianey, we will talk to you in a bit. now to the newshis morning. with he begin with calls for the san francisco police chief to resign. this comes a day after the chief reversed course on a raid by his

officers targeting a local freelance journalist. we have the latest developments. >> reporter: they came armed with a warrant and sledgehammer. this is video from journalist brian carmandy's office. the president of the police officer's union said this raid is ultimately the responsibility of chief scott. >> this was initiated at the top, meaning the chief's office. the chief was very well briefed extensively on giving directions to the sergeants themselves. >> reporter: tony montoya called him deceitful. following a graduation ceremony at san francisco police academy friday night, the chief admitted his officers may not have properly identified carmandy as a journalist when they applied for search warrants. >> their concern was with the language in particularly one of

the warrants. and, yeah, we made some mistakes. >> reporter: this is connected to efforts to figure out who leaked a confidential report on hadachi's death earlier this year. he has not revealed his source, so they looked to see who gave him a copy of the report. chief scott conceded the search of his house and office may have been against state law. >> we have some serious concerns about we may have violated, absolutely. we have to give the data and everything in this investigation, that has to be investigated as well. another chance to end the teacher's strike in the east bay. the teachers in the new haven

school district have been on strike since monday. they are asking for a 10% raise over two years. the next negotiation session is set for this morning at 9:00. president trump is in japan this morning while tensions rise in asia. the president talked with business leaders and golfed with the japanese prime minister. mr. trump is down playing missile tests by north korea tweeting they are not a concern for him. they are a concern, however, for japan. another issue on the minds of both leaders is trade. the president hopes to make progress on trade talks during this trip. first lady melania trump toured a digital art museum in toque yes. they saw several interactive light rooms. the two met with children in the digital aquarium. the president promises to file an appeal on friday's ruling blocking him from building sections of a border wall.

last year alone. we also discovered that few law enforcement agencies around the country are doing anything to stop these thieves. thieves who left left some victims financially wrecked. for 35 years, seth and wife ann marie worked in media technology, skrimping and saving to provide a future for their two children. >> i looked down at my phone and i saw it suddenly go dead. >> it happened at a conference in new york city a year ago. shapiro watched as his family's future disappeared right before his very eyes. >> i know they're stealing our life savings. that was probably the most important moment of my life. just knowing everything we had was gone. >> that hero and his wife had fallen victim to a new electronic theft called sim swapping. within minutes, they had all the information contained on the phone, including access to

been stolen nationwide from more than 800 victims. 50 victims are located here in the bay area alone. >> it shouldn't have been 10 years. not even close. >> dennis dawson represents joel ortiz. he said his client got a harsh deal for nonviolent offense because the court system wants to make an example of ortiz. >> he was a kid. he was 19, 20. they do things to impress their friends. >> but seth and ann marie say 10 years is not enough. authorities only recovered about $75,000 of their stolen money. and they believe the rest is stashed away in digital hiding places that authorities will never find. >> honestly, we're just trying to rebuild our lives. since this happened. i feel like a bad mother because i'm so distracted while working so hard, both of us, to try to rebuild. officers tell me they have many more investigations and

injuries but is expected to survive. the ride is now shut down. the park is open. young scouts from all over the bay area are honoring those who sacrificed their lives for the country. 500 boy scouts, girl scouts and cub scouts are planting an american flag at the head of each stone for each veteran at the san francisco national cemetery in the presidio. they are planting 26,000 in all. the scouts recognize and honor those who fought for our freedom. >> so the reason it's important to plant flags is it shows respect. and you're basically saying i respect you and that you fought for our country. >> i feel pretty honored because i get to separate something so important. >> along with the american flags, they planted a special blue flag for 35 veterans who received the medal of honor.

all right. let's switch to vianey arana, who has the forecast. and not a typical memorial day weekend. >> typically people have a three-day weekend. they want to spend it outside with family and friends. but we are tracking rain, guys. this is one of those situations where it is going to be windy. and you can see the cloud cover in san jose. we are seeing light drizzle and scattered showers. 53 degrees. the wind speeds will certainly be kicking up. but we may get periods of sunshine, which means breaks in the clouds, the rain will stop and we will get scattered showers again. let's take you through the timeline of this. satellite and radar now, we have more activity north-northeast of us, sacramento and certainly the sierra mountains. if you have plans to head up right now, definitely check the road conditions. believe it or not, we're also

tracking snow for the sierra. possible chain control required. as far as the radar is closer to home, light showers moving through san jose. santa cruz as well. the next couple of hours, things are going to kind of speed up a little bit and then slow back down. these are the storm factors we are tracking for today. again, not a big rainmaker but still unusual considering how late in may we are. anywhere from a tenth to an quarter inch. any areas above 4,000, 5,000 feet, will probably feel it. this also means a chance of isolated thunderstorms, maybe even hail. we will monitor the radar closely. you'll notice our daytime highs are only topping out in the upper 60s. some areas, mid-60s. here's a look at your microclimate highs for the day. 58 in san francisco. 60 for oakland.

64 down near the south bay. yesterday we topped out in the mid to upper 70s in some spots. upper 60s. notice a significant drop in the daytime highs for today as the system passes through. let's take you through the hour-by-hour outlook. sierra, 8:30, a good amount of snow, 8 to 12 for elevations 5,000 to 6,000 feet. notice how spotty. not widespread heavy downpours. an occasional popup shower or two. at times potentially heavy. winds kicking up. the in stability will linger all day. a lot of the heavier rain will be in the south bay, believe it or not. so we'll keep a chance of scattered showers overnight into early tomorrow morning mainly for the south bay. a couple of pockets of rain. it will move out mid-morning. monday evening should be okay. again, not expecting significant rain totals from the system.

she's also someone formerly homeless. she knows the sadness that combination can mean to a woman. so she wanted to do something nice, to help others in just that situation. sitting on the edge of san francisco bay, not far from sfo, sa mayor tan house has a beautiful location. of course the journey a resident takes to get there is off just the opposite. >> i was broken. no family, no friends. i don't know anybody. i felt so alone. >> maybell came to safe harbor in june 2014 escaping when she says was an abusive marriage. >> i had to decide that i had to, you know, safe myself, save my sanity and just move. >> she emigrated from the philippines. >> is her first months of the shelter full of anger and

francisco. it's video posted on citizen app showing crews saving a stranded su surfer. you can see several rescuers as they reach the beach. this happened yesterday morning on seal rocks not far from the cliffhouse. it appears the surfer is okay. a trip on bart will be slower than usual this weekend if you're traveling through the east bay because bart is rebuilding and replacing some tracks between pleasant hill and concord. that means trains won't be running between the two stations all holiday weekend. bart says expect the trip to take an extra 20 minutes. and the work should be done in time for the morning commute tuesday. a popular holiday getaway spot. you would hardly know it looking at the rushing river. christie smith shows us the problems for visitors and local businesses. >> reporter: ted schroeder is having an unusually quiet

this area, we have a serious imbalance between the number of jobs and the number of residences for those who work here. n-b-c bay area political analyst larry gerston joins us. how did we get into this mess? -- blame it on success. the bay area has become the economic juggernaut of the state. -- case in point: unemployment in the bay area averages about 2.5 percent, well below the statewide average of 4.3 percent. -- along with overflowing employment, we have a drought in housing construction. -- for example, last year the metropolitan transportation commission noted that the ratio of new jobs to housing was 3.5 to one. that )s led to soaring home prices. -- statewide, we )re short 100,000 homes per year. that )s simple enough. so, if we have a demand for housing, why hasn )t the

housing industry kept up? -- that )s where things get complicated. -- some people point to a scarcity of land near major cities, forcing people to live far away from their employment. think of places like tracy that have become suburban communities where people commute as much as 2 hours each way each day! -- others say that state and local governments have made the permitting processes for new housing long and expensive, discouraging homebuilders. -- then there )s the "california culture" factor. people here expect to live in separate houses with individual yards and open space. and remember, land for this kind of housing is expensive, especially near major employment areas. what can be done about this dilemma? >> you talk about the perils of prosperity. when we say what can be done, everything is more expensive

because there are so many jobs and wealth, is there a path to more housing? >> let's again with the truism change doesn't come easy especially when it comes to changing expectations. that said san francisco think center scott wiener has attempted two years to get passage of a bill that would require high-depsity housing near transportation corridors like barrett and caltrain. we believe this would create several wins. among them houses closer to work. with nearby transit, that would discourage cars on congested ads. there are opportunities here. >> really not moving. is there something in particular holding this up? >> here is where we get into the weeds of the legislative process. bear with me, don't kbo to sleep 6789 the bill had to go through several state committees including appropriations committee. there is the chair anthony

importapor portino moved it to next year. when asked why, he stated because i'm chair of the committee. truth be told there's some resistance in the bay area. there's a back story here. that's portinos concern of the impact on residential neighborhoods, which is another way of saying high-end housing. >> can one person stop that legislation or is it because, like you say, a lot of people are saying, yeah, yeah, yeah we want more public housing, more low income just not right here. >> if you're the appropriate committee chair, the answer is yes. but in this case, there's plenty of blame to go around from those committed to high-density housing. the senate president pro tem tony atkins, by the way, a san diego resident refused to pressure portino to move the bill. governor newsom, a proponent of

public housing made no effort. a lot of inaction even from those who claim they want action. >> this does sound like it's getting deep in the legislative weeds from frustrates people who say we have jobs, wealth, a strong tax base, we even have a governor who says we need more housing. are we going to rely on googles of the world to come and build housing for us or are legislators going to take this up? >> time will tell. the legislative process is fraught with barriers because there's so many opponents to any issue. in this case it appears southern california interest found this change too hard to accept. with the governor refusing to step in, weiner is going to be forced to find more supporters downstream. we do know this, absent some kind of change, housing will remain at an unbelievable premium in california and even more so in the bay area. >> you wonder how much we're going to lean on the companies, sales forces and googles who do say they will build some or

good morning. it is 7:53 and we are tracking rain for sunday. i'm going to step out of the shot so you can enjoy this gorgeous live view of san jose. look at rays coming down. even though we are tracking rain, it certainly makes for a beautiful sight. look outside your window. it's pretty nice out there. we will be tracking a chance of isolated thunderstorms as well. a look at radar. you can see we've got pretty good instability, some lightning. this is more centered over the sierra right now, more off to the east of us. if you're going to be driving down to san jose -- not san jose, southern california, grapevine, make sure you're checking road conditions as well. we are checking snow for sierra. i want to show you some light rain coming down right now. so with this storm system, the chances of rain will be on and off. we'll see scattered rain

throughout with windy and gusty conditions picking up. we're already starting to notice a little breezy in some spots, windier in others. that's also going to bring cooler daytime highs. our daytime highs for today topping out in the 50s for san francisco, hanging out in the city, certainly cold. take your umbrella, take your coat and plan accordingly for outdoor activities. san jose 64. not a good beach day. unfortunately it's going to be very windy, gusty. i would say maybe try and hold off on the beach day for another day. i know considering it's memorial day weekend but better to be safe than sorry. the breezy conditions and instability will also bring a chance of isolated thunderstorms, maybe even hail at times. we'll monitor radar closely. i'll take you to the hour by hour outlook. now at 9:00 a.m., check how much snow and rain coming town in the sierra mountains. again, if you have travel plans up there, check those road conditions, tracking 6 to 12" of

snow. by 2:00, we get these periods of moderate to heavy rain at times. again, this will be scattered. we'll get those breaks in sunshine with breaks in the cloud. you'll see the sun come through and rain might pick up later this evening. by 8:00, rain is centered more over the south bay. those chances of scattered showers remain mainly over south bay. through monday morning by about midday, a lot of that rain will begin to move out. we'll keep cloudy skies with partial clearing and light scattered showers monday. so for the most part your monday will be mostly dry. again, we'll see the chance of some showers. beautiful shot of lake tahoe. look at all that fresh powder. we're expecting that to continue to impact your plans. look out if you're driving up there, isolated chance of thunderstorms. by tuesday, we keep the breezy winds but we do begin to warm up. in fact, we start seeing 80s for

next weekend. things dry out and get better and we'll start to get a preview. some wacky weather. >> and then summer. >> and then summer. who doesn't love a new roller coaster? a new batman roller coaster to be specific. it is opening officially today. it's the first of its kind on the west coast and they tell us the most technologically coaster at six flags discovery kingdom. it will flip you head over hooeheels six times. a big opportunity for movie lovers. we told you the prop shop in brisbane is having a downsizing sale. the shop is selling 90% of its warehouse. that means they are unloading everything from bikes to old pay phones and everything in between. they are not going out of business, just moving into a smaller warehouse because of high prices and rent in the bay area. the prop shop will have another weekend sale in two weeks. so movie buffs, bring some cash.
