west 580 and west 92 is the other alternate. things are jamming up in san leandro and hayward. takes the rails. bart system is moving very smoothly. lighter build. avoid the bay bridge. heading out to the very serious scene. i know that you are past the direction and you are in the east bay with the latest on the bay bridge over there. >> reporter: yeah. you know, mike, i can barely hear you. we are right here on the westbound where the toll plaza is. caltrans is trying to make their way through. sirens are going. chp is following them. a tow truck trying to clear out the scene over there on the bay bridge. this is a complete mess. all the westbound lanes that you are seeing. this tow truck trying to make their way through it through this snarled traffic. you can see them make their way through there. i want to show you the shot from nbc bay area sky ranger to show

you what's taking place. that box truck hitting this bus earlier this morning roughly around 4 listen 30 a.m. the coroner van made their way through roughly at 5:00 a.m. we got the new piece of information. it is hard to hear out here. about three people may have been injured on the golden gate transit bus making its way to the transit center. unknown the extent of the injuries. obviously there is the one fatality. we're working to get that information. but we want to take you back out here live. we're telling folks to use alternate routes. chp san francisco is in charge of this. looking to get more information from them. you can get updates on their twitter account we will stay on the scene to see if any new information pops up when it comes to this crash. this is not a route that you would want to take trying to get into the city this morning, guys.

>> yeah. quite the mess there. thanks for that perspective, pete. >> right now we want to go to vianey arana some in for kari hall with a look at what we can expect with the forecast today. >> a hiding golden gate bridge. live sutro cam. you can get a good idea. this is live right now. they were moving along slowly, but they're moving. now, it is keeping the coastal areas a little cooler as we get the building marine layer. but if you're taking any form of mass transit today, you don't have to worry about the chilly temperatures. by 9:00 a.m., the temperatures will already be in the 60s. any areas that start out a little cloudy, a good mix of sun and clouds. by 12:00, we are expecting to start jumping into some comfortable 70s. finally some seasonable may temperatures. a little bit more normal for this time of year. we're warming up into 80s into inland areas. i'm tracking mountain showers. i'll tell you who will be impacted by those coming up

shortly. back to you. 6:03. as we head into the fire season, one stupid says controlled burns are not being used enough. they are when they ignite fires to clear land. they happen in the southeast. that's way more than the west coast. they might be needed to fight future wildfires. >> also new this morning, you can now weigh in on pg&e's proposed plan to raise your power bill. the utility requesting to charge $2 billion more over the next three years. this is to help cover the costs of wildfire safety improvements. this comes as pg&e faces a slew of lawsuits in connection to the recent deadly wildfires. the california puc is holding a

series of public meetings on this proposal. it first take place july 9th at cpuc headquarters on van ness in san francisco. today marks day 7 of the teacher strike in hayward. a short time from now both sides are expecting to return to the bargaining table. but there is still no deal. teachers do not appear to be backing down. >> what are we? >> fired up! >> no negotiations took place yesterday. while the gap is narrowing between what teachers are demanding and the district's offering, both sides appear to be far away from a deal. amid ongoing negotiations, thousands of workers at kaiser permanente are considering a strike, a notice that workers will walk off the job for 10 days could come as early as this week. the national union of health care workers is working with kaiser to secure a new contract for the 4,000 employees. along with better pay, the union wants an agreement ensuring that patients get help with mental and behavioral health issues in a timely fashion.

a follow-up to a story we covered yesterday on "today in the bay". decriminalizing psychedelic mushrooms and natural hallucinogens is moving forward. a committee voted for more discussion next week. people need access to the plants for medical reasons. opponents are concerned about safety. denver voters decriminalized mushrooms. if you're feeling a little more tired than usual, your smartphone may be to blame. a new eye-opening study is showing how attached we are to our cell phones and other devices all while we sleep. "today in the bay" ali wolf this morning. we're all a little guilty of this. >> reporter: oh, yes, laura, we certainly are. i know i am. probably a lot of people at home as well. but now we're getting a closer look. it's probably not a surprise that parents and also their teenage children are bringing their cell phones into bed with them and probably checking

notifications overnight while they wake up in the middle of the night. now we know a new study from the nonprofit common sense shows one-third of teenagers are actually taking their cell phones into bed with them overnight. let's take a closer look at some of these numbers we have just learned today. we know 29% of teens bring their phones into bed, according to this survey. and more than 60% of parents have their devices within reach while they're asleep as well. and numbers show that bringing a phone or tablet to bed is interrupting sleep with more than one in three teens actually waking up at least once a night pause they're checking their phone for notification. parents, a lot of you are guilty of this, too, with a quarter or 26% of them waking up to check notifications as well. the survey also showed about 45% of parents and 36% of teens said they feel addicted to their phones. and the reason this is so important is that poor sleep, we know it can have an affect on our health especially for teens. it can affect their ability to

depend on what's called rare earth, a term for a group that makes compounds mostly mined in china. a picture of chinese premier xi touring one of those rare earth facilities last week. china, speaking through its official state newspaper, is this morning threatening to cut off access to rare earth. that would be devastating to apple, intel, qualcomm, tesla just to name a few. huawei, meanwhile, going to american court to try to get president trump's ban on the company reversed. american companies can't sell components to huawei. over fears the toll couple commitment allows china to spy in the u.s. it is unlikely huawei will succeed in court. >> case-shiller house price studies. this is the one i trust the most. the shiller in case-shiller won

nation and the at 6:24, here's a look at some of the news making headlines around the nation and the world. as our scott mcgrew is telling us this morning, china considering cutting off rare earth minerals as part of the ongoing trade war with the u.s. china dominates the global supply. and it is critical for tech devices. the financial times reports shares in rare earth mineral companies are soaring today. mackenzie bezos pledges to donate half her divorce settlement. that should be close to $20 billion. the seattle times said she signed the pledge founded in part by bill and melinda gates. a rare honus wagner baseball card sells for $1.2 million.

it is considered the holy grail for collectors. the last time a similar card sold back in 2016, it went for a little more than half that price. 6:25. planned parenthood heads to court in missouri. suing to keep the last remaining abortion clinics in st. louis. planned parenthood said the state's department of health is not renewing its license which is set to expire friday. they say health leaders have asked doctors to undergo an interview process as a condition to repair the license. state law set to take effect in august. >> missouri's mortality rate is 50% higher than the rest of the states in this country. eliminating access to safe and legal abortion will absolutely raise the risks. and we have history to show us that's true. >> the missouri governor signed a plan to ban abortions after eight weeks of pregnancy. the law is set to take effect in august.

a number of lanes are closed. this accident continues. i did just get off the phone with chp san francisco who is handling this scene, this investigation. i want to piece together the details that we are getting together so far. they said 4:30 there was a golden gate transit leaving the oakland area going to the transbay transit center in san francisco over the bay bridge. they said they were slowing down in one of those far lanes. they were rear-ended by the box truck. the box truck then rolls over. they say that three people were actually in the box truck that were injured and one person who was a passenger is the one who passed away from the injuries. that is the new information we're getting as far as who passed away and what made this a fatal one this morning. they will have to clean that up. i coroner is dealing with this accident as well as this gas

spill or this diesel spill that they have to take care of. 40 gallons on the bay bridge. they will have to take care of that as well. no eta as far as when things will clear out. westbound side as it is entering, cars are going over the bay bridge. they will approach the number of lanes that are still closed. no eta when things will clear up. it is two-fold as far as the issues they have to deal with throughout this morning, guys. >> yeah. quite the mess out there. thank you very much. our coverage of the big backup on the bay bridge continues. because it is recommended that so many commuters not try to get through this span but instead try to take bart. >> "today in the bay" ali wolf is live at the bart station. what are you seeing out there? more people at the bart station? >> well, marcus, you know, it looks like a normal commute. everyone is telling us it hasn't impacted their bart travel plans. we have the morning commuters

plans to turn it into a 5600 square foot retail complex. the property was valued at $630,000 back in 2007. fast forward to 2019. this is a mile from where google is working to make a massive downtown campus a reality. it is about the same distance from diridon, the shark station and downtown san jose as well. the public will have a chance to tell the director how they feel about this proposed development. but this site is zoned for that kind of development ahead of commercial development, retail space, and the staff recommendation is that the project be approved. community members held a rally in support of the garden.

6:36. new details in the ongoing battle over stanford's massive expansion plans. they want assurance that the city will not build into the foothills behind campus. even though stanford has no such plans, they want the restriction noted. the county planning commission will discuss the expansion thursday. >> new this morning, oakland zoo is saying bye son as it sends 11 bison away. no, not to a home where the buffalo roam but the blackfeet reservation in montana where they will, indeed, roam free. it is part of the federal bison restoration project. the animals have been living in the new california trail exhibit. an event will be held when they arrive in montana this eek, including a blessing and prayer ceremony.

right now 6:37. we want to keep track of what's going on in the bay. a deadly accident on the bay bridge, mike. >> right, marcus. if you're in the east bay, plan on using it into san francisco, plan on something else. it is jammed up solid. although you see two lanes of traffic moving smoothly, overturned box truck. one person died as a result of this crash. farther down the road, golden gate was involved in this crash. we had cleanup work, an investigation that has to continue. and we have five lanes of traffic squeezing down into two, which jams up westbound across the span. we are showing you the traffic jammed up. in my note, avoid the westbound bay bridge if you can. now, even though the approach toward the maze and down the east shore freeway is jammed and riddled with second tertiary crashes. the car in front of them hit the

brakes sooner than they thought. alternates richmond-san rafael and san mateo are slower but still available as options to avoid the bay bridge westbound. >> yeah. okay. >> we will be nearing 90s. >> the good thing in the 90s, we have areas where you can get away from the heat. typically along the coastline. that's exactly what's going to be your option for this weekend. check out the coast. we're talking 68 degrees. so the coastal areas will soon be your getaway to get a little fresh ac from mother nature. heading into the bay, temps warming into the 70s. a mix of sun and clouds. inland areas, the spots where you need to kick up your ac as early as this weekend. we will see 80s on sunday. heading into monday and tuesday,

many have seen the painted rock on a hill in moraga. above the intersection of moraga road and green boulevard. they paint the boulders as part of a high school tradition. the land is being acquired by the john muir land trust. they have raised $2 million. the painted rock property will be part of a large public open space. they expect to build new trails and create a protected wildlife haven. breaking news for you this morning. robert mueller is going to make a statement. >> no one knows what he's going to say. >> nobody at all. everybody in washington has put every meeting on hold this morning. this is going to happen at 8:00 a.m. our time. nbc news will have coverage of it. we have no idea what mr. mueller is going to say. we do know reporters will not be allowed to ask questions. it will simply be a statement. my suspicion ist's more indictments. but then again, we simply don't know. again, 8:00 a.m. our time we will be covering that.

other news, president trump defending his attack on joe biden from dictator kim jong-un that biden was not very smart. here is the president's explanation this morning. i was actually sticking up for sleepy joe biden while on foreign soil. kim jong-un called him a low i.q. idiot, among other things, whereas i related the quote as a much softer low i.q. individual. who could be upset with that. president trump saying idiot to individual was a way of supporting the former vice president. senator kamala harris did a townhall on msnbc where she talked about protecting abortion rights but was brought into this trump/biden dispute. >> he should not have done it. it is irresponsible and another example of why he should not be president of the united states. >> now many many ways this works to biden's favor.

>> back to the traffic alert we have been talking about. >> every everywhere in the bay shows a lighter volume of traffic. the bay bridge has the ripple effect on our commute. the view from sky ranger why the bay bridge is one to avoid. that is the bulk of the commute we cover from early in the morning where we have had this problem. the crash happened just after 4:30. 5:00 we issued the traffic alert across the span. you see the continued work. three of five lanes. overturned box truck is seen over here. the crews that have to do the investigation. they are waiting for the coroner to complete the investigation. they have all of this absorbed. a sweeper truck is on scene. this is the jam here. it ripples to the toll plaza where things look different than normal. notice here the hov lanes are

stopped. every single lane basically stopped. just one or two cars trickling through. again, all of these lanes here, all 19 lanes funneled to two lanes at the scene of the crash. as we look at the backup, despite all of that traffic, we still have just the east shore freeway and west 580 showing some of the impact. it hasn't rippled back out because of the later flow of traffic. walnut creek, concord, the build is happening over here. so it will be an issue. some of the folks chose to go to the richmond-san rafael bridge. west 580, richmond to san rafael, and across the golden gate bridge is one to avoid the bay bridge. another, head south through san leandro. things slowing toward hayward. westbound highway 92. that moves pretty smoothly all morning. early crash tightened things up a bit. it has cleared.

tri-valley looks good. southbound san jose, minor crashes in the northbound directions from 101 and 85. overall, not so bad. vianey was showing you west 92. it is jamming up right now. the volume just builds. >> and you can also see the sky there. we have cloudy skies once again to start out our morning. but that doesn't mean we will have a gloomy day, right? we will still have a good day. wind speeds very light. check out this gorgeous shot of the clouds rolling through as the marine layer builds along the coastline. san francisco at 53 degrees. and microclimate highs for today will be climbing into the low 60s for san francisco. low 70s through oakland. things warming up through the south bay. morgan hill, 79. 82 in concord. and upper 70s, low 80s through the north bay. anywhere along the coast, expect to keep a lot of cloud cover a little longer than the west. further inland, they should burn

off. satellite radar not showing a lot of activity. but we are tracking a short wave trough that will drop in. it will bring the possibility of sparking up some thunderstorm activity for the north bay mountains and east bay hills. also for the sierra as early as tomorrow. as of right now, it doesn't seem to bring any rain to the rest of the bay area except for the higher elevations. it will bring a lot of cloud cover. we will be monitoring that very closely. it could mean a chance of drizzle for the coastline. that will linger into friday's forecast for san francisco and into the inland areas as well. notice it doesn't impact our temperatures. temperatures will remain into the 80s. looking ahead into next week, the start of your workweek, climbing into the 80s. we will start inching towards the 90s, which we have not seen in a very long time around here. i'll send it back to you. thanks so much, vianey. 6:53. an ongoing trade war between beijing and washington is hitting the soybean injury hard.

before you head out the door, it is 6:56. here are the top stories on "today in the bay". >> breaking news we have been covering for you this morning. three lanes of the bay bridge shut down after a deadly crash. these are live pictures from our nbc bay area sky ranger overhead. a box truck with three people on board crashed into a golden gate transit bus about 4:30 this morning. and that caused a ripple effect and big backup. this is traffic near the toll plaza in oakland. it's been a traffic nightmare ever since it happened early this morning. the box truck rear ended the bus. three people were in that truck. sadly, we know that one person died. no update on the other two passengers so far this morning. breaking news in washington. within the last 15 minutes, we found out that robert mueller is scheduled to hold a news conference at the department of justice. scott mcgrew is just talking about this. while it's possible mueller will issue a statement about the investigation into russian
