this morning. >> reporter: good morning. we are just getting word this morning that one of the levees to our east has now breached. so the fear is that more neighborhoods are soon going to look like this. this morning two weeks of severe weather leading to new flooding fears. on the illinois border in west quincy, missouri, a mandatory evacuation order issued overnight, authorities warning major flooding is imminent after a levee failed near the mississippi river. in dardnell, arkansas, a levee at full breach, urging people to consider leaving. parts of the arkansas river at record levels. you can see how much water is flowing down the arkansas. we have to turn the boat around. it's pulling us into that water. the current so swift because of the volume right now. the wicked weather system that caused the historic floods that spawned deadly tornados is now moving east. maryland getting hammered by rain and high winds.

this possible twister touching down in ellicott city. >> that's heading down the 100 line. >> reporter: there have been more than 1,000 tornado reports this year, about 200 above average, more than half of them in may across 32 states. some of the worst damage in kansas and ohio where a deadly tornado struck the dayton area. back in arkansas water spreading as far as the eye can see. some residents building barricades around their homes to stop the flow of water coming in. >> the waters are going to recede. we'll get it cleaned up. >> reporter: eileen tegal was evacuated, but as she returned to survey her flooded home, a glimmer of hope. >> a tragedy like this brings out the best in people and they surround you with hope. and we have hope. we do. >> kristen, you mentioned a lot of those levees are old. they're aging. what's the latest on that? >> right. so, that breach in dardanel to our east happened some time

after midnight. it has already doubled in size at least. you saw all of that water. that is a lot of pressure against these levees. so things not looking good, at least there this morning. >> all right, kristen. thank you very much. now to the battle on capitol hill over whether to start impeachment proceedings against president trump. house speaker nancy pelosi again pressed on the issue overnight and the president weighing in with choice words. nbc white house correspondent kristen welker has more on all of that. kristen, good morning. >> reporter: craig, good morning to you president trump is ending this week on defense, lashing out at former special counsel robert mueller and at democrats with growing number now calling for impeachment proceedings to begin. this morning, president trump firing back at what he considers foul language. >> i never thought that would be possible to be using that word to me it's a dirty word, the word impeach it's a dirty, filthy, disgusting word, and it had nothing to do with me. >> reporter: stepping up his

attacks on democrats and robert mueller, just after a day mueller suggested it's up to congress to determine if the president engaged in any wrongdoing >> i think he is a total conflicted person. i think mueller is a true never-trumper. >> reporter: the president even walking back a tweet from earlier in the day, saying, "i had nothing to do with russia helping me to get elected. >> no, russia did not help me get elected. you know who got me elected? you know who got me elected? i got me elected >> reporter: while touting that mueller did not charge him with any crime. >> so, he said, essentially, you're innocent. i'm innocent of all charges. >> reporter: here is what mueller actually said. >> if we had had confidence that the president clearly did not commit a crime, we would have said so. >> reporter: it comes as attorney general william barr is offering his first reaction to mueller's statement, directly conflicting the former special counsel's assertion that he couldn't reach a decision on whether the president obstructed

justice because doj policy forbids indicting a sitting president. >> he could have reached a decision as to whether it was criminal activity. >> reporter: all of it as democrats ramp up their calls for impeachment. speaker pelosi last night on "jimmy kimmel live." >> we have a defiance of the constitution of the united states [ cheers and applause and so, when we go down this path, we have to be ready. >> reporter: now, by nbc's count, 51 house members say it's time to start an impeachment inquiry. that list includes 11 members of the house judiciary committee. that's where any impeachment process would begin, and one republican, michigan's justin amash. still, house speaker nancy pelosi making it very clear overnight she's not ready to take that step yet craig and savannah >> kristen, the other big story out of the white house, president trump announcing tariffs on mexico to deal with the crisis at the border what's the president's strategy here what's been the reaction so far? >> reporter: that's right, craig. well, the president made that announcement about new tariffs

in a tweet overnight here's that tweet. he said, "on june 10th, the united states will impose a 5% tariff on all goods coming into our country from mexico, until such time as illegal migrants coming through mexico and into our country stop." now, mr. trump also warned that tariffs will gradually increase until they reach 25% that move comes as border crossings by migrants seeking asylum has reached levels not seen in more than a decade it could have a significant economic impact and ripple effect, though mexico recently became the number one trading partner with the united states, and a big portion of that is through the auto industry. there is already pushback from some republicans iowa senator chuck grassley calling this a, quote, misuse of presidential authority, craig and savannah. >> also threats of legal action as well. kristen welker at the white house. thank you. now to the battle that's raging coast to coast over abortion overnight louisiana's governor signed a strict new ban into law. and today, missouri's last abortion clinic could be shut

down if a judge doesn't intervene and stop it. nbc's stephanie gosk is here with more. steph, good morning. >> good morning, guys. well, planned parenthood is fighting to keep that clinic in st. louis open past tonight's midnight deadline. it's in the hands of a judge right now. all this as heated protests over abortion are held across the nation >> no more no more! >> reporter: this morning a battle cry in st. louis. >> stand up, fight back! >> reporter: planned parenthood fighting to keep the state's only abortion provider open. >> missouri is about to go dark, and could be the first state in the country with no health care center that provides abortion. >> reporter: at midnight the clinic's license expires planned parenthood in court trying to keep the doors open. >> shame on missouri politicians and missouri government for weaponizing the licensing and regulatory process to end safe and legal abortion in missouri. >> reporter: attorneys for the state say the health department found safety violations at the

clinic during an inspection in march. and the license shouldn't be renewed until those violations are corrected. >> if you don't provide a standard of care that ensures the safety of women, you shouldn't be allowed to operate. it's that simple. >> reporter: planned parenthood insists it's in compliance with state laws and patient safety is its top priority >> the state just continuing to move their request and demand in an arbitrary and capricious way in order to not allow safe and legal abortion in this state >> stand up, fight back! outlaws abortion once a fetal heartbeat is detected. the abortion debate is growing louder as states across the nation introduce bills to restrict the procedure. >> let's continue to fight long and hard together for free abortion on demand without apology. >> stephanie, i know there are already some ramifications for some of these bills that have passed in the south, with hollywood. >> yeah, actually, the state of georgia, which interestingly has become a major film destination, you have netflix, disney and our parent company nbc universal saying they are going to rethink filming in that state, which could be a real blow to georgia. they're rethinking, in case georgia decides to enforce this bill that they signed, one of these heartbeat bills. georgia gets 92,000 jobs, nearly $3 billion in revenue from this filming. it would be a huge blow for them they try to entice film companies to the state by giving them tax credits 20% tax credits. another 10% if they use the

peach logo already we know that some productions have pulled those productions from georgia "the power," which is an upcoming series, and a kristen wiig movie are being pulled. >> it will be interesting to see how that develops. thank you. >> you're welcome. also this morning, jussie smollett case is back in the headlines. never before seen documents. the investigation surrounding the actor who police say staged a bogus hate crime nbc national correspondent miguel almaguer has been following this story he joins us with the very latest. miguel, good morning to you. >> craig, good morning more than 460 pages of unreleased documents, including detective notes and case records, were ordered to be made public by a judge in chicago now for the first time we have new details, including when detectives began to apply pressure against the actor, pressure against the actor, believing he made up the attack to garner publicity. >> reporter: the trove of documents began with jussie smollett considered the victim, but records show detectives start to doubt the actor's story

almost immediately when officers presented smollett with this grainy surveillance photo, he said, "those are the guys who attacked me." but when investigators showed him pictures of the men, whom they already had in custody, smollett said "it can't bee them." they are able and ola osundairo. he told police smollett paid for the supplies used in the hoax and he gave them $3,500 to tage the attack the documents also accuse smollett of buying weed, molly or whitney, cocaine from the brothers. >> i have been truthful and consistent on every single level since day one. >> reporter: but while smollett stuck to his story, police say it had already begun to unravel. he was soon charged with 16 felonies which could have landed him in prison for years. though some of the reports are highly redacted, they show how thoroughly chicago police worked to build their case. >> jussie smollett took

advantage of the pain and anger of racism to promote his career. i'm left hanging my head and asking why. >> reporter: but some three weeks later, prosecutors dropped all charges in exchange for two days of community service an $10,000 in court costs still to come, authorities say, police body cam footage of smollett, which should be released in weeks, and footage of the actor entering his luxury apartment after the alleged attack, carrying a sandwich with a noose tied around his neck, telling the doorman, "i just got jumped." another bombshell in a case still making headlines four months later >> miguel, when the documents were unsealed, the judge said it also had to do with smollett's actions, right >> reporter: yeah, craig, that's right. when the documents were released, the judge said in court that smollett decided to talk publicly about the case, including during that sit-down interview. he forfeited any expectation of

privacy. we also should mention we reached out to the attorneys for smollett and the attorneys for those brothers none of them would comment but the attorney for the osundairo brothers says his clients are remorseful for their involvement in this. >> miguel almaguer in los angeles, thanks. now the latest on that frightening incident in houston, where a young girl was hit hard by a foul ball nbc's gadi schwartz is on the story. gadi, so many people are wondering how she's doing. >> reporter: good morning, savannah still no word on the condition of that 4-year-old girl rushed to the hospital after being hit by a foul ball in the stands at an astros/cubs game on wednesday. well wishes pouring in one fan tweeting "prayers to the young astros fan hit by the foul ball last night and her family i hope this little girl is feeling better i wish her the very best." albert almora jr. was emotional after realizing his foul ball hit the girl that emotion carrying over after the game >> i just couldn't hold it

and al, it would seem as if this is probably the first relatively quiet morning we've had in a while. >> i'll tell you, craig, we are so thankful for that and thank you for getting your first national forecast from us. we're looking at a lot of wet weather. down in texas, some showers moving through the mid-atlantic, but for the most part, things are quiet. we love that we do have a risk of some severe weather back through the southwest, also up through the upper midwest and the mid-atlantic states. six states, a few tornadoes possible in the northwest, new mexico and texas but tomorrow we do have a risk from kansas all the way into illinois for four states we'll be watching this but the tornado threat, thankfully, is very low. we do have a weekend washout for much of the upper midwest and into the northeast, especially tomorrow on into sunday. the heaviest storms texas to new york and then on sunday from the great lakes into the northeast, the heaviest rain will be in the afternoon and evening hours. of course, our big concern now is flooding. you can see the heaviest rain is going to be back through kansas, oklahoma, on into texas, and along the arkansas, missouri,

terrifying it does not appear her attacker has been caught, but she says she's speaking out to warn women and men, never let your guard down, even when you think you're in paradise. it was january tammy lawrence-daley and her husband, chris, traveled to the dominican republic in search of sand, surf, and sun. instead, they walked into a nightmare. tammy says she was violently attacked by a stranger. >> i just remember thinking at that point, i wasn't going to make it home to see my boys and my husband that they weren't going to find me and i remember that last breath i took, and then i just went unconscious. >> reporter: this week tammy turned to facebook, writing, "how do you explain to your kids you were almost killed by some random stranger? she says she left the room at

the majestic elegance resort for a late-night snack, when a stranger suddenly grabbed her from behind, pulled her into a maintenance room and began savagely beating her, choking her to the point of passing out. >> when i came to, i came to to him beating me and kicking me in the head >> reporter: she says the attack continued for hours as husband chris was desperately looking for tammy. her attacker dragged her into a basement crawl space. >> i have no idea what he did to me i just knew i was in this pit and i couldn't get out because i couldn't see. >> reporter: she says she got a glimpse of his clothes and saw a uniform with a resort logo. >> i just knew i was dead. the rage coming off of this man, you could feel it. it was palpable. >> reporter: left for dead, hotel workers found her eight hours later. >> it didn't look like her she was bruised. eyes were shut, swollen.

and i just lost it, yelling for people to get help >> reporter: tammy says local police have not made arrest. she is telling her story to warn other vacationers. >> even though you think you are sitting in paradise and thinking you're safe, you're really not >> tammy spent five days in the hospital, underwent multiple surgeries. she is still recovering from her injuries nbc news reached out to police, but we did not get a response. we asked the majestic elegance resort for comment, but so far, it hasn't provided one, and its social media accounts now seem to be offline. craig and savannah >> tom, those pictures are so hard to look at. what are the experts telling you about how to stay safe when you're traveling abroad? >> the state department issued a travel advisory for the dominican republic last month because of a surge in violent crime. some common sense tips, though, because it's easy to forget when you are in paradise -- avoid secluded places or situations, try to always be accompanied by somebody you know, even on visits to the restroom, be aware

>> reporter: we have been to normandy together. the 75th anniversary will probably be the last in which we have veterans. is there a danger we will lose sight of the real meaning? >> i think the danger is that it enters into some sort of like mythological place, where it just becomes a time of gods and heroes if we ever forget that it was a bunch of individuals who went over and they all had names like ernie and buck and robert, that's when we've done a bad job of being citizens of the world, i think. >> "saving private ryan" was a breakthrough film in so many ways because it showed up close and personally the horror of combat, what goes on before that it was a soft pedal with the exception of one film made not too long after the war called "battleground." which is worth getting again, van johnson. and then, of course, after this film, we had all those great films coming out of iraq and syria and other places that really were true representations of the horrors of combat >> but it really did create the genre. tom, thank you what a fascinating conversation.
