that building for 15 years. he had resigned i can't realear morning via email. this morning, virginia beach is reeling from the country's latesthe country's latest mass murder 12 crosses stand in memory of the victims who were gunned down friday afternoon at the municipal building among them, 39-year-old laquita brown. her uncles say their close-knit family is devastated >> i've witnessed family members cry with such depths that there's no pousound. >> reporter: laquita's passion was volunteering in africa and haiti. she told officials she had concerns about dewayne craddock, the suspect in the massacre. >> she felt he wasn't -- he wasn't, you know, in his right mind at times. >> reporter: she described craddock as antisocial to your knowledge, did he ever

threaten anybody in that office? had he expressed any feelings like he was threatening them >> not to our knowledge. >> shots fired, shots fired! >> reporter: the first officers were on the scene within two minutes as craddock unloaded two .45 handguns, one equipped with a silencer. he engaged in a running gun battle with police, firing through doors and walls. >> our suspect was not lacking for ammunition the only thing that separated him from a more deaths is time and we had to reduce the amount of time. >> reporter: police eventually shot craddock. he died at the hospital. a note left by relatives expressed condolences to the victims' families. officials say craddock was not facing disciplinary issues but had resigned earlier that day by

email. >> he was not terminated and was not in the process of being terminated >> reporter: four victims remain hospitalized this morning, all in critical condition. 12 will never return home, as this community asks why. >> tom, we know response time in situations like this is paramount. how prepared was local law enforcement for this particular situation? >> reporter: so the virginia beach police department is literally right across the parking lot. they were there within minutes and detectives were the first on the scene, not s.w.a.t the police chief here is urging cities across the country, train for an active shooter situation. these detectives were cross trained along with every other officer and fire and ems in affect t active shooter situations. the chief says that made all the difference in pinning down the suspect and trying to treat the victims as quickly as they could. >> tom costello for us in virginia beach, tom, thank you

sheinelle jones joining us now. >> good morning to you let's turn now to the relentless flooding in the midwest and south. new evacuations were issued along the arkansas river over the weekend. even more weather is expected today. nbc's gabe gutierrez is in little rock with the latest. gabe, good morning >> reporter: sheinelle, good morning. take a look at the arkansas river behind me. all the water is rushing downstream the river is rising and expected to crest later today so many communities in this region has been devastated this morning, historic floodwaters are ravaging more communities throughout the south, the plains, and the midwest. in pine bluff, arkansas, the rivehas crept up to rooftops some neighborhoods are under mandatory evacuation orders. >> it's crazy. you just can't really explain it >> reporter: we toured ft. smith on the western edge of the state where the floodwaters have been relentless for days. >> it's been huge. it's going to continue to be huge once this water finally gets out of here, people are going to

this morning, including an avalanche on india's second highest mountain among the group, two americans nbc's keir simmons has late-breaking information on that search. keir, good morning >> reporter: guys, devastating news this morning, a backpack seen near the area of an avalanche. now reports that five bodies have been seen on the mountains. this team of adventurers began two weeks ago but failed to return to base camp last friday. this morning, troubling news in the search for eight mountain climbers missing for a week in the himalayas after a heavy avalanche. the associated press reporting that indian air force pilots have now spotted five bodies before more snow suspended the search rescue operations are set to resume on tuesday. the group of 12, divided into two groups heading to different mountain peaks four were rescued. their goal, an unnamed summit in the himalayas, the second tallest mountain in india and
