day. the president insisting overnight his strategy is working ahead of monday's deadline. >> republicans should love what i'm doing. >> reporter: and defiant in the face of mounting republican opposition to new tariffs. >> you are the piggy bank that everybody steals and robs from and they deceive you and like they have been doing for 25 years. >> reporter: so can the crisis be averted a white house official tells nbc news that after thursday night's high-stakes negotiations, quote, significant progress is being made administration officials say among the possible areas of compromise mexico is pledging to deploy 6,000 national guard troops to the border with guatemala. also holding more immigrants in mexico while their asylum claims are being processed and working

to detain and deter more central american migrants. officials caution there are still a number of thorny details to hammer out. >> mexico must do more to end the tide of illegal immigration that is besetting our southern border. >> reporter: of course, the wildcard in all of this as always is the president. officials insist it will be up to him alone to decide whether the mexican government has done enough to avoid those tariffs. press secretary sarah sanders told reporters by email the white house's position has not changed saying they are still moving forward with tariffs at this time. >> okay. so the tariffs borne by american companies and consumers ultimately most people think how are people preparing, if at all? >> reporter: you are right you make an important point. most analysts and economists say american consumers are the ones who pay the tariffs, like a tax the president said they would start 5% monday, rising to 25% by october among those that would be hard hit, take u.s. automakers. those with plants in mexico, they could be forced to raise car prices potentially driving

up the price of a vehicle imported from mexico by several hundred if not several thousand dollars. >> thank you very much. >> meanwhile, with the abortion battle raging across this country and facing a backlash from fellow democratic presidential candidates, joe biden is now reversing course on his long-standing opposition to public funding for abortions nbc white house correspondent kristen welker joins us with that story good morning. >> reporter: good morning to you. former vice president joe biden a devout catholic, amid an outcry from his fellow democrats overnight flipping on a major federal amendment. it is the latest flashpoint in the fight for the white house. this morning facing his first major controversy as the democratic frontrunner, former vice president joe biden making an abrupt change on a position on abortion he held for decades, seeming to bow from fellow 2020 democratic candidates. >> the circumstances have changed.

>> reporter: biden reversing his support of the controversial hyde amendment it bans using federal funds for abortion services except in cases of rape, incest or when a mother's life is at risk critics say the provision prevents low-income women from having access to safe abortions. the former vice president saying he now no longer supports it because of the republicans' stepped up efforts to restrict abortions. >> i can't justify leaving millions of women without the access to care they need and the ability to exercise their con constitutionally protected right. if i believe health care is a right, as i do, i can no longer support an amendment that makes that right dependent on someone's zip code >> reporter: biden also reiterating his long standing support for the landmark 1973 roe v. wade decision. >> i support roe i support a woman's right to choose under that constitutional

guaranteed provision, and quite frankly i always will. >> reporter: riveting after nbc reported a day earlier that he still supported the measure, putting him out of step with most of his other democratic contenders overnight candidate amy klobuchar reacting on msnbc. >> are you glad that the vice president changed his position on this? >> yes, i am i'm not surprised. i think it would have been a problem. >> reporter: a devout catholic, biden has long wrestled with his views on abortion. but now protecting abortion rights amid what he characterized as a republican onslaught. >> folks, times have changed i don't think these guys are going to let up. >> kristen, biden's reversal puts him in line with other democrats in the primary field how could this play in a general election >> reporter: well, it gets a whole lot more complicated in a general election, craig. in fact, if you look at recent polls, they show that a majority of americans are still opposed to using federal funds for abortions.

not surprisingly, republicans already pouncing the gop rapid response team overnight saying that biden is embracing the radical left and this from the trump campaign he is just not very good at this joe biden is an existential threat to joe biden. all with those first debates around the corner. >> kristen welker at the white house. thank you. just breaking overnight, federal authorities say they have thwarted a potential terror plot in the heart of new york city against tourists in times square pete williams has the latest what have you learned? >> authorities emphasize there is no active threat to times square because this man from queens, new york, has been closely monitored for some time now with the help of an undercover operative so he could not have carried out any attack he was taken into custody thursday and questioned overnight. the result of an investigation by the joint terrorism task force in new york that involves nypd and the fbi he was arrested after he tried to buy guns with the serial

numbers removed. so they would be much harder to trace. he also talked about wanting to get a suicide bomb vest, but there is no indication this morning that he ever got his hands on any explosives. they say he also talked about wanting to attack political figures in new york and here in washington times square, as you know, one of the most crowded spots in new york city, has been a target before, most notably nine years ago when a man tried to set off a car bomb there and a small bomb was set off in front of a military recruiting station in 2008 this man will appear in federal court later today to formally face the charges there is no word yet on whether his motive, whether he had a motive, what it was, whether he was inspired by a terrorist organization. >> all right pete williams with the breaking news thank you. also this morning, army investigators are trying to figure out precisely what led to an accident during a training exercise that left one west point cadet dead and nearly two

dozen others hurt. nbc's stephanie gosk joins us from the military academy. >> reporter: good morning. the school year at the u.s. military academy is over these cadets all seniors taking part in what is called routine summer training. it is dangerous by nature, but it is not supposed to be deadly. this morning west point is stunned. the u.s. military academy at west point is investigating. a five-ton truck overturned killing one cadet and injuring 19 others, all of them seniors in the class of 2020 >> today was a tragic day for the west point community and our united states army. >> reporter: two soldiers, including the driver, were also hurt none of the injuries are life-threatening they were on their way to tactical training early thursday morning, traveling through

rugged terrain. >> we want to make sure that the soldiers and cadets train in realistic training environments. >> reporter: president trump tweeting, we mourn the loss of life and pray for the injured. god bless them all secretary of state mike pompeo, a west point graduate, said he was heartbroken. >> all the military -- >> reporter: colonel jack jacobs has taught at the academy. how does a tragedy like this affect the u.s. academy? >> everybody knows everybody else everybody relies on everybody else it affects them very, very deeply. >> reporter: known as medium tactical vehicles have been in accidents before the worst in 2016 when soldiers from ft. hood in texas flipped over crossing a flooded stream nine were killed in 2009, 13 soldiers were injured in a rollover at ft. bragg in north carolina. at west point thursday the superintendent said the academy was pulling together. >> this is the united states army we're strong. >> reporter: this morning other cadets are right back out there.

the training is not stopping we do not yet know the identity of the cadet killed. per policy, that information isn't released until after 24 hours after the family is notified we expect to learn that name later on today back to you guys. >> such a tragedy. thank you. here in new york 50 years after that controversial police raid that ignited the modern day gay rights movement new york city's police commissioner is issuing an apology anne thompson is outside the famed stonewall inn in greenwich village. >> reporter: good morning. this is world pride month. so much of the attention will be focused here on what happened at the stonewall inn in 1969. believing this is a significant moment, new york city's police commissioner james o'neill spoke words that many in the lbgt community thought they'd never hear the actions were discriminatory

flash flood warnings in the southeast this area is going to see over and over again we are talking heavy rain. it's a slow-moving system. the storm system moving east slowly torrential rain across the southeast. tomorrow on into sunday. monday, tuesday, it will just keep raining there is nothing to kick this system out so the storm will linger into next week. through wednesday we could see areas that pick up ten inches of rain, but generally anywhere from three to seven inches the flood risk will be high this weekend. airport delays will be numerous, especially through the southeast for charlotte, atlanta, nashville, new orleans, orlando and miami. on the roads in the southeast, i-75, i-95 miami to washington, houston to jacksonville on i-10, and i-40 little rock to raleigh it's going to be a real mess we will be talking about this right into next week we will get to your local forecast coming up in the next 30 seconds isn't telling you

good morning. 7:26. i'm marcus washington. we're following a developing story in the south bay. fire crews are watching for the hot spots after this brushfire broke out. take a look at it here. it started at 4:00 near the intersection of santa teresa and bailey, this is not far from coyote creek golf course. we have learned that a car crashed into a power pole and that downed power line started the fire. at least an acre was burned before crews got control of the flames. no word what may have caused the crash for the condition of the driver. right now a look at your forecast for the day. meteorologist kari hall? starting out sunny and looking nice. a live look at dublin as you head out the door.

news their beloved 3-year-old son river drowned in a backyard swimming pool at their home in texas. granger saying in an emotional post on social media, we've lost our youngest son, river kelly smith, following a tragic accident and despite doctors best efforts he was unable to be revived. if there were words to say more, i cannot find them in this moment love the ones close to you the singer and his wife amber say they decided to donate his organs so other children will be given a second chance at life. the tragic news met with an outpouring of love and support from the country music community including well wishes online from fellow stars luke bryan and jason aldean it's a reality that bode miller and his wife morgan know all too well this is our beautiful daughter emmy. >> reporter: their 19-month-old daughter drowned in a neighbor's pool in june of 2018 it's a loss that will stay with them forever natalie morales spoke with them in april when they began taking a proactive approach

at just 6 months old, ethan, born four months after emmy's death, was already learning to float. now at eight months, he is able to roll over on his own. it's a bittersweet joy what were you feeling when you saw him in the water >> one of the most emotionally conflicting situations i have been in. had i known then what i know now, this is what i would do now. >> reporter: according to the latest report from 2014 through 2016, on average 363 children aged 15 and under drown per year in pools or spas 74% of those deaths involve children under the age of 5, and most occurred at home pools. bode and morgan miller say being vigilant is key as the newly released report says prepared. install a pool fence and never leave children unattended near the water, teach children how to swim, learn cpr.

four climbers recovering after spending four nights near the summit a man is speaking out about their ordeal miguel almaguer has that story miguel, good morning. >> reporter: savannah, good morning. it's an incredible story of survival and will. doctors say the men were injured by wind-blown rocks and ice and suffered from prolonged exposure to the elements, but thankfully they all made it down from the mountain alive physically exhausted but already on the road to recovery. >> i'm doing wonderful i'm alive. >> reporter: 39-year-old yev krasnitskiy, a committed and experienced climber, was headed up a difficult route on mount rainier when a combination of factors put him and his three friends in jeopardy. >> one of the climbers got severe mountain sickness he was just exhausted. he was really struggling we had quite a bit to go. >> reporter: when they tried to set up camp he says gail force winds blew away most of their equipment and supplies. >> the location where these climbers were is one of the most

inaccessible places in the park. >> reporter: the group set off june 1st, heading up the liberty ridge route, one of the most technical and dangerous routes on the mountain. they were spotted thursday morning near the summit in the saddle between liberty cap and columbia crest after five unsuccessful attempts search and rescue teams finally managed to bring down all four men, arriving just in time >> within about six, 700 vertical feet to ascend still, and everybody just saying we're not going to be able to do this. the helicopter arrived it just lands right behind us. and these rangers, rescue rangers jumped out and bring us in. >> reporter: an end to five long nights in the bitter cold at ana elevation of more than 13,000 feet >> there were moments there were breakdowns, panic attacks all throughout with each and every
