pg&e cuts power. ghostship trial. the major testimony we're expecting from one of the men charged in the deadly warehouse fire. and closer to reality, a controversial development project in contra costa county takes a step forward. the big decision the city now has to make. "today in the bay" continues right now. and a good monday morning to you. so glad you could join us. i'm marcus washington. >> and i'm laura garcia. kari has a look at the forecast for us, hoping for a nice day. >> it's going to be a nice day and starts out cloudy as you get ready to head out the door, but it will also keep it cooler. heading over to walnut creek as the skies clear, the sun rises. it's a nice start to the day. if you want to head out for a jog, try to get it in this early in the morning, because our temperatures will be warming up today. we're going to be at about 70 degrees at 10:00 and low 80s at 1:00. today's highs a little bit warmer than yesterday, reaching into the upper 80s in some of our inland valleys, while the coast stays in the 60s.

so we'll talk about that temperature spread coming up, and mike, you have a note for drivers headed through hayward. >> you'll find the build. that's not the surprise. what may be causing the slower drive is a disabled vehicle. we'll give you a second to look at your drive around the bay. we'll check out pleasanton in the next few minutes, looks like something is going around stone ridge. southbound 880 we got reports from chp about a disabled vehicle that may be blocking one lane as you approach the turn off toward 92. a critical point. you saw the sensors update. we have more slowing through the area but not where you'd expect it for the disabled vehicle. we'll track that. meanwhile toward the bay bridge we have the beackup at the bay bridge toll plaza. in a few hours, cal fire is take measures to prevent wildfires in some of the most fire-prone areas of the bay area. >> "today in the bay's" pete suratos joins us live with details. pete? >> reporter: good morning to you, laura and marcus. here in mill valley they'll talk to business owners about

emergency power shutoffs to prevent wildfire danger in some areas. further north they'll talk about burn permits. they'll suspend burn permits in just a couple of hours. cal fire officials decided to suspend burn permits for parts of northern california affecting counties such as yolo, sonoma and napa. officials say this is a result of another wet winter and warming temperatures, drying out the grass crop of course that is increasing the fire danger for those parts. now, when we talk about the burn permits, that's going to be a ban on all residential outdoor burning of landscape debris such as branches and leaves, the suspension for the permits is going to kick in at 8:00 a.m. later today. over in contra costa county, the focus is on weed abatement. you have the county fire department telling residents they have to get rid of dry brush, cardboard, trash or trimmings that could catch on fire, talking about defensible space. the deadline was yesterday on sunday so they had to do that by yesterday. the meeting will take place at the community center later this

morning at so10:00 a.m.. pete suratos live in mill valley. the accoucaldecott tunnel i finally back open after a shooting. the chp is investigating after one person was shot about 8:00 last night. the tunnel connects highway 24 from oakland to maraga. the fourth bore was closed for several hours. no word on the victim's condition. >> 6:03 right now. the deadly ghostship warehouse fire trial resumes today. defendant max harris is expected to take the stand. he and derek almena face charges for involuntary manslaughter for the fire that killed 36 people. harris' lawyers deny the allegations and he says that he was made a scapegoat for the tragedy. cameras are not allowed inside the courtroom but we will have a reporter there and have the latest details throughout the day for you. a major new housing development in brentwood is

taking a big step forward, and the project could be in the front of voters as early as this fall. "today in the bay's" roz plater is live for us in brentwood with the new details. roz? >> reporter: good morning, marcus. this is pretty significant here. the local developer has gotten more than the 3,500 signatures necessary to prompt the brentwood city council to put this issue before voters. let's remind you of where this proposed project would be taking place. it is in western brentwood on an 800-acre tract of land north of balfour and east of deer valley roads, it would include 2,400 homes in a development called the vineyards at deer creek. 80% of the homes would be for seniors. in order for the city to accommodate the project, voters have to approve moving brentwood's urban limit line. the developers blackhawk nunn drivers, launched a petition drive to get the city council to

put the issue before voters. >> i invite you to go in front of somerset and the vineyards at marsh creek and i think you'll see there isn't much traffic at the peak times created by our communities. >> reporter: but indeed opponents say traffic congestion is one thing they are worried about as well as the strain this might put on the existing inf infrastructure and resources. here is what happens next. the brentwood city council meets next week. apparently three different options. one, they could put this on the ballot for this fall. they could put it on the ballot for november of 2020 or they could ask for a special report, and all that would delay this project. for now we're live in brentwood. i'm roz plater for "today in the bay." >> all right, roz plater, thank you. the ceo of boeing is speaking out on the troubled 737 max aircraft. apologizing for the deadly crashes. dennis muilenberg says boeing made a mistake in handling the faulty cockpit warning system. he added that boeing will work

on its transparency with the public and faa, this comes after two 737 jets crashed this past year, one in indonesia, the other in ethiopia, killing 349 people. the planes have been grounded since the second crash in march. this morning, we're learning more about a whale stranded in the san francisco bay. biologists say the whale nicknamed ali is in poor health. it's been stuck for more than two weeks. she appears to be underweight with a poor skin condition and a moderate amount of whale lice. they're asking you not to approach that whale. this week it is time for some laughs. comedy central's clusterfest is just around the corner. the festival will take place next weekend in san francisco. standup comedians, podcasters and improv actors will take the stage. some headliners include amy

rosa. it's 56 in napa and in fairfield. oakland now 59 degrees, and 55 right now in san jose. in concord, it's going to be a little bit warmer than it was yesterday. take a look at these temperatures. your trend through the day goes from the low 70s at 10:00 to noon at 80 degrees, and then we'll be in the mid 80s going into the rest of the day. so it's time to turn that air conditioner back on. we'll talk about a slight cooldown for the end of the week, and mike, you're tracking a couple of reports. >> yeah, kari, the first report we know, this is predicted one, the bay bridge toll plaza the metering lights are on and the slight build hercules a little more slowing and now a little build for richmond. not a big deal for west 80. the rest of contra costa county, highway 4 slow through bay point into concord and out of concord through pleasant hill, 680 slows. the build toward the walnut creek interchange. a smooth flow of traffic here, smoothing out for 680. we saw something, looked like something was going out of stone ridge. no reports of any problems. we have a little build there off

the dublin interchange. the issue south 880 at 92 looks like it's cleared. there may be another toward the san mateo bridge toll plaza. the only thing that has to be changed is the lighting we have to get the iris adjusted. you can make out the cars traveling west and maybe there's a need for sunglasses this morning already. northbound 101 through the south bay, this was the worst of it and even this is smoothing out, this is north 101 just north of 680/280 interchange. the silicon valley looks great and so does the peninsula. >> hope it stays that way it. it's 6:09. coming up next this morning, next and new, a recall that may actually have you checking your pantry. the item you need to toss out before you cook dinner. first a new development in the delivery wars. walmart's latest push to end amazon's dominance in grocery shopping or grocery shipping. we'll have more of that coming up in a bit. you're watching "today in the bay." 6:09. alright boys, time for bed.

more on that in less than five minutes. >> looking at 580, the richmond to san rafael bridge crossing. the volume is picking up here as you head from the east bay into the north bay. tracking another incident but the oakland commute may be a distraction. we'll show you what we find. good morning. i'm frank holland at cnbc headquarters. here are this morning's top business headlines. wall street set to open up higher this morning. stocks slumped on friday but the dow, nasdaq and s&p posted positive gains for the week. the dow is on its longest weekly winning streak in two months. the big focus for investors this week is the federal reserve, which begins its two-day meeting tomorrow. the fed is wildly expected to signal strongly they will start cutting interest rates sometime this summer or this fall. target says a smaller register outage yesterday was caused by a technical glitch at its payment vendor. it was not as widespread as saturday when registers were down at all target stores for about two hours. the retailer says that was caused by an error made during

regular system maintenance. target's last widespread outage was back in june of 2014. walmart has launched a new grocery delivery service, tech crunch says the program called delivery unlimited costs 98 bucks a year and expands on the retailer's previous efforts. before customers could have items shipped to the nearest store or free or their home for $9.99 per order. the new service lets shoppers skip the per order fee. walmart introduced several new initiatives recently including one-day shipping that's totally free for orders over $35. marcus and laura, back over to you. >> the race to get everything there fast. >> yes. everybody wants it. >> thanks, frank. it's 6:14 right now. new this morning, just in case this is in your fridge or pantry, ragu issuing a nationwide recall, saying some pasta sauces may contain fragments of plastic. you can find a full list of the recalled sauces online. i'll try to tweet that out as well. if you are headed to the store, you might see a rise in the

price of fruits and nuts. india adding tariffs on 28 u.s. goods after a trade dispute with the trump administration. the tariffs as high as 70% are now in effect and include almonds, apples and walnuts. they were imposed after washington with january drew many trade privileges for new delhi. new video, pokemon hype still alive. over the weekend, take a look at this. thousands of people packed grant park in chicago to wander around and hunt for pokemon. this marks the third year the gamers came out for the pokeman go fest but the game fest was cut short saturday by the thunderstorms. look at all those phones there. found one. tens of thousands of players from around the world are expected to attend until tomorrow. >> that woman had five phones. >> i think that might be the second part of the story. >> i know. >> what's the purpose? you play but why would you need so many phones? >> they may be taking some friends phones with them, part of a team. a whole gang up thing. >> i don't know if you win something. >> professional research that i

was doing in the newsroom a little while ago. >> let's see if there are any later, after traffic and after weather. >> it's looking pretty good today, getting outside, enjoying some time out there, although we are starting out cloudy, it's going to clear out and warm up today. let's get a live look outside in dublin with the cloudy start, maybe even misting and drizzling in a lot of spots. our temperatures are in the upper 50s for much of the bay area, and as we go throughout the day, very seasonable temperatures reaching into the low 80s, in san jose, milpitas up to 82 degrees. we're in the mid 80s in the south county with gilroy today reaching 86 degrees and 77 today in vallejo while danville reaches 87 degrees, and in fremont, some upper 70s there, also for the peninsula in palo alto, we're going to see a high of 78 degrees, and it's going to be cool in san francisco, a breezy onshore wind flow, bringing it into the mid-60s and we will see a little bit more

sun today. as we look at our north bay temperatures, reaching into the mid-70s for mill valley, 87 for santa rosa, and 90 today in ukiah. we've had a breezy wind, it's still carrying around a lot of allergens. right now, grass and weed pollen are moderate on the pollen count today, and so we're just watching out for that, as we look at our wind speed and direction. this shows the wind speeds in miles per hour and the onshore wind flow is very weak. so that's the reason why the inland areas are still going to warm up today, and even as the winds pick up going into the afternoon, we're still going to have the cool and breezy conditions, and the coastal fog lingering for the coast, and throughout much of the day, while the inland valleys clear out quickly, we get sunshine, and then it's going to be just a little bit warmer tomorrow, reaching into the upper 80s. we will start to see a cooling trend headed into thursday, as we get more of an ocean breeze that onshore wind flow but not much more of that as we go into the weekend, so our temperatures rebound back into the upper 80s

inland, with some 70s in san francisco. heading over to mike now, you spotted a fire in oakland. >> at least a sign of fire, which is smoke, of course. we're looking over here, our traffic camera by the coliseum, my friend ben in the operations center turned it up here and a lot of black smoke drifting off of the nimitz freeway. chp had a report of a fire around 34rd off 808. the nimitz no lanes are affected. it's gone from dark gray to more lighter gray and white smoke so there should be a crew over there taking care of things. the changing color often indicates there's water being put on the system there. there are a few reports, one is at 23rd, another at 18th, another at 12th, all sound like there is some debris or possibly encampment so we'll track that and let you know if there are injuries or impact to folks in the area. right now it sounds like it's a debris fire near 880, with some slowing. saw a lot more over the last few, starting to ease up as that smoke starts to clear. the rest of the approach in through oakland if you're headed

welcome back. it is 6:22. developing now, demands for the leader of hong kong to step down are growing leader. more than 2 million protesters blocked roads, walkways and train stations to protest kari lam in hong kong. protesters are angry she allowed an extradition bill that could allow people to be sent to mainland for trials and punishment. in response she suspended that bill on saturday. demonstrators say they want the

bill permanently withdrawn. the mayor and police chief in phoenix expect outrage after a confrontation with officers, all caught on camera. >> we want to warn you some of the image you are about to see are disturbing. >> get out of the [ bleep ] car! >> investigators say that confrontation happened in may. police say it started after a little girl took a doll from a nearby store, dollar store without her parents knowing. video shows officers appearing to push and kick a man handcuffed believed to be the child's father. police are now shown handcuffing her pregnant mother. according to the police report, one of the officers feared the man was reaching for a weapon. the family says it is now going to sue the phoenix police department for $10 million. >> it was the scariest time in my life. i have never been in a situation like this. >> the at end of the day, i have to take responsibility and be accountable. >> the rapper jay-z has reached out to the family offering to help assist with legal payments. the mayor plans to hold the

community meeting with the phoenix police chief tomorrow. an investigation is under way after a stanford student is found dead on commencement weekend. police found the undergraduate's body in one of the residents halls. the cause of the death has not been released nor has the student's identity. police say there are no safety threats to anyone on campus. it's the fourth student death at stanford that has been reported since last february. this morning, people in indiana are waking up to tattered homes, churches, and a destroyed high school. this is new drone video to show you of apartment roofs torn off after tornadoes hit the central part of the state. so far, the national weather service has confirmed nine total tornadoes touched down. in northern texas, intense storms ripped through neighborhoods tearing up trees and roofs. both areas say cleanup crews are already hard at work. so far, no injuries have been reported. right now, cities in argentina are slowly regaining power after suffering a massive

country-wide blackout. tens of millions of people were left in the dark yesterday. the neighboring areas of uruguay and paraguay also went without power. argentina's news agency says most of the power is restored. however, energy experts are determining the cause of that widespread blackout. back here in northern california, vacaville police are also searching for suspects in a bold theft at a clothing store. investigators say this all happened more than a week ago at the tommy hilfiger outlet store. a worker recorded what was happening on cell phone video. investigators say the group of four people came into the store with bags and they started casually stacking up those clothing, stuffing them into the bags. >> when they came in the store, the employees saw they had their hoods up, that they had bags with them. they asked them to leave, suspecting they were going to be involved in a theft. they refused, and then began

but they're setting it all up there, the busloads of the players and a lot of fans. >> fst time in their franchise history so congratulations to them. >> good for them. we'll be back next year. good morning to you, i'm, go dp laura garcia. >> and i'm marcus washington. meteorologist kari hall, weather something we can celebrate today? >> even though we start out with clouds we'll have comfortable weather going into today, a little bit warmer than it was yesterday with palo alto starting out with upper 50s. we can see that our skies will clear, in the upper 70s by early afternoon, eventually reaching into the low 80s in the south bay, with some upper 80s in some of our valleys, while san francisco gets a little bit more sun today, in the upper 60s. we'll talk more about this and the weekend forecast. mike, you're tracking the unexpected slowing through oakland. >> south bay just fine, no problems down here indicated by the sensors. same thing for pretty much all

"today in the bay's" roz plater is live with new details. roz? >> reporter: good morning. that local developer, the blackhawk nunn partners group has gotten more than the 3,500 signatures they need to prompt the city council to get this issue before the voters. there is still a lot of opposition to all of this. let's show you where that project would be built in western brentwood, it is an 800-acre tract of land north of balfour and east of deer valley roads, it would include 2,400 homes in a development called the vineyards at deer creek and 80% of the homes would be for seniors. in order for the city to accommodate this project, voters would have to approve moving

interstate 80, this happened after 6:00 at orange drive and the nut tree complex. officers found a man suffering from a gunshot wound. his truck was nearby with several bullet holes in it. the man later died at the scene. police don't have much information about the shooter and are hoping witnesses will step in to help. >> this morning, one man is dead and at least three others are hospitalized after a chaotic series of crashes in palo alto. that first crash was on northbound 101 near the university avenue exit yesterday morning. the dash cam video taken by another driver showing a car driving in the wrong direction just before the crash. after the impact the car burst into flames and the wrong-way driver was killed. the other driver suffered major injuries. as chp officers were responding to that crash, another accident happening on the other side of the highway. here's what it sounded like when those two cars collided. >> when those vehicles came toest are, some of the passenger parties got out of those

vehicles, and as far as we know right now, at least one passenger was struck by another vehicle on the roadway, and they're in serious condition as well. >> chp officers arrested one driver on suspicion of felony dui. it is 6:36. trending this morning, a new way to make money off of your car. instead of driving people in your car, companies are now helping you rent out your car. a host for the car sharing company turo says more than 300,000 people are listing their cars for rent. >> turo will give you an estimated trip rate and when i saw it was over $150 a day, i was like why not? >> nearly five out of ten workers are car sharing, according to a study by bankrate.com. the trend is encouraging lawmakers to require car sharing companies to follow the same safety requirements as rental car companies. >> yes, but have you gotten a rental car? sometimes you get in -- >> my car, there's snacks in the

seats. want to rent it? >> snacks included, sure. >> sure. >> we have a car share at our house. >> eat at your own risk. zb >> exactly. >> a car after kids have been it, nothing like it. >> we have treats in our car, too, lower. i scan it with my eyes, oh it's clean and look at the bottom, the kids know where to hide it. looking over here no hiding the slowing. we see itten othe sensors, everything that's not green, which isn't that bad right now. highway 4 a little slowing toward concord. walnut creek builds toward the interchange and the upper east shore freeway slow through richmond. 25 minutes from highway 4 down to the backup at the bay bridge. as i back out of your shot, tri-valley, south 680 holds steady, slowing through pleas t pleasanton. no problem out of livermore and pleasanton. the san mateo bridge slowing for 92 that's expected and the peninsula and south bay look great. a little slowing just started for 101 coming through san jose. >> all right. moving along here, moving along to the weekend already.

>> monday! >> yeah! and we're already making weekend plans and the weekend is going to look very much like today's weather especially for the inland areas. a little warm in some spots reaching the upper 80s, and at least it will be sunny. we'll reach into the mid 80s on sunday, so temperatures just coming down a few more degrees. in san francisco we should see a little bit more sunshine, reaching near 70 degrees, and we are also going to see some breezy winds out here, also planning to go out of town if you're going to yosemite this weekend, it will be in the low 70s, really nice, this past weekend we have the storms popping up in yosemite. we don't have to worry about that for this upcoming weekend. if you're going to hike a little bit closer to home in muir woods, low 70s, with a mix of sunand clouds and that's a live look at squaw valley, a little bit of snow left on the mountaintops and it's going to be a great weekend to go to the sierra. looking at some upper 60s and low 70s for the highs there.

for the tragedy. we'll have a reporter there and have details throughout the day. santa rosa police searching for a suspect who robbed a gas station. police say the man entered the shell gas station around guernville road around 11:00 last night and reportedly pulled out a silver handgun, pointed it at the cashier and demanded cash. the man then ran toward the nearby safeway. now to a story you'll only see on nbc bay area. there are questions about employee safety at a wet boarding facility in the south bay. a woman is hurt after she was bitten by a dog. she works at the wag hotel in santa clara and is the fifth staff member sent to the hospital. the employee was reportedly trying to break up a dog fight but one lashed back and bit her. it comes two days after a pit bull attacked four employees severely injuring three of them. the latest worker is raising questions about safety protokohls at wag hotels. >> another co-worker came in and

we caught up with him again at his favorite shot the bagel street cafe. people from all over the country who saw the story were moved. he came home to find letter answer money mailed to the bagel shop. >> it's even when i wake up in the morning, i'm sleeping in my own bed, and i say did this really happen to you? were you back in france celebrating d-day? it's so amazing. it's far beyond my expectations in life. >> well deserved, though. don't forget, you all helped get jake to normandy since his story aired on "today in the bay," thousands of dollars were donated to cover the cost of his trip. he's already working on a book, plans to use the extra donations to help publish it. he plans to call it "the luckiest man alive." >> isn't that great?

some upper 80s for antioch, livermore, and also in santa rosa, with ukiah today reaching 90 degrees. oakland upper 60s there and 67 in san francisco. so this is a live look outside in san jose. we can start to see those clouds kind of peeling back a little bit, and with this cool start, grab a jacket before you step out, but the rest of the day, you'll be comfortable with some short sleeves on, but then you'll put that jacket back on if you're going to the a's game this evening. first pitch at 7:07, and it will be at about 67 degrees, dropping into the lower 60s, so wear something warm. not only that, but we will have a little bit more of a breeze today, and it's coming in onshore, so that's helping to keep it cool at least for the immediate coast, but the inland areas, that ocean breeze is a little too weak. we are going to be a little bit warmer today, more of the same tomorrow, and that onshore wind flow starts to kick up by the end of the week, bringing our inland valleys into the upper 70s for highs, and then we can see our temperatures going right

back up in time for the weekend, with san francisco in the low 70s for much of the week. mike, the commute starting to take its toll. >> yes, and by taking its toll, i mean you have to pay your toll. over at the toll plaza we're looking at mr. captain literal the richmond to san rafael bridge. good steady volume coming off the east shore freeway. bay bridge toll plaza a good, steady flow. the left approach holding with a little bit lighter build. fast track lanes a little heavier so later in the commute, you may -- just bring cash. these lanes may be a big advantage for you. looking at the feeder routes pretty much green and orange. no real problem as you come through the east shore freeway. maybe lighter than richmond. walnut creek builds south 680 and holding steady for bay point. all the contra costa routes lighter than you normally see because we're slipping in toward that summertime commute with different traffic patterns. south bay builds for all of your routes through san jose now.
