won't wage war, but of course threatening to ramp up its nuclear production, and the u.s. releasing new evidence of iranian troops at work another boost for american fire power in the gulf, the u.s. will send another 1,000 troops to the middle east citing hostile behavior by iran that's on top of an extra 1,500 announced just weeks ago, and the u.s. is building its case that iran attacked two ships in the gulf last week with new photographs. the u.s. says these iranian troops are removing an unexploded mine from the side of a japanese tanker. pieces of the mine still attached by magnets. iranian fingerprints apparently all over an attack that iran denies carrying out. iran's president saying this morning we will not wage war against what he called a group of politicians with little experience iran raising the stakes with its

own pressure, announcing that it's producing so much uranium it will soon reach and possibly breach the limit it's allowed under the nuclear deal >> we are not removing. >> it says it's not yet breaking the deed president trump walked away from, but it's threatening to increase the quantity and quality of the nuclear fuel it makes. >> we are unfortunately not surprised by the iranian announcement. >> reporter: president trump tweeting a single apparent headline, iran to defy uranium stockpile limits secretary of state mike pompeo will meet the u.s. military commander for the middle east today, some shipping companies in the gulf now calling for military escorts the fear of a flashpoint here growing. >> so bill, a thousand troops to the persian gulf what will their mission be what are they going to be doing? do you know? >> reporter: yeah, the pentagon says they will be used for surveillance and intelligence

gathering on iran, and its proxy forces in the middle east and to protect u.s. troops and interests from what it calls credible threats from iran, and they'll be used not just here on the persian gulf but likely in iraq, possibly even in syria so you know, within days we've had a military buildup, attacks on tankers in the middle east a nuclear warning from iran, and it doesn't look like there's any sign of a way out, no talks likely and no climb down likely from either the u.s. or iran >> very tense indeed, thank you very much. meanwhile, all eyes are on florida and the 2020 presidential race. president trump holding his re-election campaign's kickoff rally in orlando tonight, and the crowded democratic field is hitting the trail ahead of their first debate in miami next week. nbc white house correspondent peter alexander is in orlando for us good morning to you. >> reporter: good morning to you

from here in orlando you can see the lines are already forming to see president trump tonight. he's expected to be joined on stage by the first lady melania trump, also his vice president mike pence, and the president's aides tell us that he has been personally engaged in the planning for this evening's 2020 kickoff rally. on the eve of this event, the president was already looking to rally support among his base vowing mass immigration arrests. >> the 2020 presidential race is on with president trump holding a re-election kickoff rally in orlando and releasing this ad debuting on fox news. >> we love this country. we love donald trump. >> promises made, promises kept. >> reporter: while democratic candidates are sharpening their attacks. >> i'm not spending my time behind closed doors with a bunch of corporate lobbyists, i'm spending my time building a grass roots organization that looks like the rest of america. >> reporter: thousands of die hard trump supporters are expected here tonight.

>> i love it that he's getting things done. >> reporter: almost four years to the day from kicking off his campaign. >> when mexico sends its people, they're not sending their best they're bringing drugs they're bringing crime they're rapists. >> reporter: this time around the president is once again poised to make immigration a central issue tweeting monday night next week i.c.e. will begin the process of removing the millions of illegal aliens who have elicitly found their way into the united states they will be removed as fast as they've come in. campaign aides say it's part of a larger message along with his touting of his administration's record on jobs and trade a new polling number showing the president behind the top six democratic candidates and the trump campaign purging three of its pollsters after an internal poll of 17 battleground states became public showing the president trailing joe biden in several races. biden in washington vowing to take the fight to some of those key states.

>> first of all, i plan on campaigning this out, and i believe we can win texas and florida if you look at the polling data now it's a marathon. it's a long way off. >> so peter, you mentioned the president's tweet promising mass immigration arrests. what more do we know about those plans, and do we know whether that tweet or the plans themselves are tied to his re-election campaign >> reporter: yeah, craig, it's a good question. the president appears to be referring to a plan that has been in the works for months to round up undocumented migrant parents and children in some form of a nationwide blitz i spoke to immigration officials last night who say normally these types of operations are kept secret so as not to tip anybody off. right before the midterms the president vowed that there would be the end of birthright citizenship. he would get rid of it of course the midterms came and went and nothing happened, so again, this time around it's unclear if this is a scare tactic or an actual plan

style rifle and body armor opening fire outside a federal office building in dallas monday >> an unknown male, tactical vest with an automatic weapon shooting at the building. >> reporter: this morning authorities trying to find out why. >> we have more than 200 fbi agents and partners aggressivel investigation. >> the fbi identifies him as 22-year-old brian collilyde of dallas who was discharged from the army in 2017. his social media profiles mention right wing conspiracy theories, but it's not clear why he'd want to attack a federal office building. a photographer for the dallas morning news happened to be standing nearby. he snapped this dramatic photo showing the gunman wearing a mask, a tactical vest and a belt carrying more ammunition. >> i just crouched in the corner and tried to make myself as small as possible and just prayed that he didn't walk past me because i'm in plain sight, and if he saw me sitting there with a camera, i have no doubt he would have shot me. >> reporter: as first responders

rushed in, officers from the federal protective service shot back. the gunman kept firing as he ran across the street to a parking lot. then he fell and was later pronounced dead. a bomb squad used a robot to blow up a suspicious item in his car, but authorities say no explosives were found. the shootout happened blocks from an ambush three years ago where five police officers were shot and killed. this time authorities say quick action preveed more deaths. >> these guys are our heroes today, we owe them a debt of gratitude. >> i'm sure investigators are looking into the suspect. the military service record. what do we know this morning? >> well, brian clyde was a private first class. he left two years later. on his facebook page he shared images of ammunition mag sooazi and a sword or a dagger. neighbors of his have said he just moved in a couple of months ago, that he kept to himself.

the gun mman's father declined comment. let's turn now to that severe weather threat facing tense of millions today. severe storms flooding rain expected from the midwest to the mid-atlantic. mr. roker, here we go again. >> unfortunately. this is chagrin falls, ohio. you can see why the falls are named just that. heavy rain, water bursting the banks of the chagrin river causing massive flooding. we've got more on the way. as we go to the radar, you'll see we're looking at 44 million people under a flash flood watch, and we are going to see now it's 46 million stretching all the way into the mid-atlantic. we've also got a risk of severe weather this afternoon into the evening. texas into 5 million people, ten states at risk for tomorrow into the evening hours, for isolated tornados and even as we move into thursday we got a risk in the northeast, four states damaging wind, the tornado threat low, but still there. we watched this system meander its way. it's a stalled front from texas all the way to new jersey,

to congress to permanently pay for the september 11th victims' compensation fund. overnight he appeared on his good friend steven colbert's show to hammer home that point. a war of words that's no laughing matter, escalating between comedian jon stewart ann mitch mcconnell, the two men trading jabs over funding for the september 11th, victims' compensation fund. after publicly shaming congress last week, the former daily show host called out congress by name. >> this has never been dealt with compassionately by senator mcconnell. he has always held out until the last minute. >> mcconnell pushing back arguing many things in congress happen at the last minute. >> we have never failed to address this issue, and we will address it again i don't know why he's all bent out of shape. >> reporter: in response stewart joined his old pal steven colbert last night.

"hayward police in camouflage uniforms were spread out in the neighborhood several different streets and buildings. they have k9 units and a drone to help with the search." an officer-involved shooting lay ward near wynton and chabot. no word yet on any injuries but

the troops will be used for surveillance and intelligence gathering. in the meantime, the u.s. is building its case that it was iran behind the attack of two oil tankers in the gulf last week new photographs out today, officials say these iranian troops are removing an unexploded mine from the side of a japanese tanker. an off-duty police officer in new jersey is being hailed a hero for rescuing a neighbor after a massive house explosion. residents say the blast was so intense it shook the entire neighborhood and leveled that house. an off-duty officer who lives a block away put his own life at risk by running in to search for survivors. >> it's just a switch that goes on where, you know, you just get into this mode where you have to help even though your home life is at risk, you know. >> and help he did officers found that victim under a pile of wood they pulled him to safety. he was taken to the hospital in stable condition as for the cause of the explosion, officials suspect it

was a gas leak, but the investigation is still ongoing. some terrifying moments on board a flight from kosovo to switzerland. the plane was hit by severe turbulence >> yikes >> that picture tells the story. a cell phone camera capturing the moment the flight attendant slammed into the ceiling of the plane along with the drink cart. several passengers said they were burned by hot water that was thrown from that cart. at least ten people suffered minor injuries they were taken to the hospital after the plane landed in switzerland, and the flight attendant is said to be doing okay. >> surprising there weren't more injuries base ond that video. now to the latest in that growing string of mysterious deaths of american tourists in the dominican republic a new jersey man found unresponsive in his hotel room is now the ninth to die while visiting the caribbean nation. nbc's morgan chesky continues to follow this story for us morgan, good morning. >> reporter: yeah, craig, good morning. the family of joseph allen says

by all accounts he really was a healthy guy and spent a lot of time inside the dominican republic now they're scrambling to get his body back to the united states in hopes of figuring out what led to his death. another tropical vacation ending in tragedy for an american tourist. >> the maid opens the door, screams, slams the door. my brother is on the floor dead. >> the body of 55-year-old joseph allen of new jersey found last thursday. >> he just taught me so many things about being a man he was selfless. >> his brother says he skipped dinner that night after telling friends he was traveling with he wasn't feeling well. allen was staying at the terra linda resort where he had stayed many times before. nbc news reached out to the resort for comment but has yet to hear any response allen is the ninth american to have died under mysterious circumstances while visiting the island in the past 18 months so far the deaths have not been connected but the popular tourist destination's food and

beverage safety now under a microscope. >> i thought something's not right, my father's a healthy 78-year-old. >> jerry curran died in january falling ill after dinner and drinks at the dreams resort. that resort stressed their standards saying in a statement guest room mini bars are only stocked with saled bottles of liquor less than two years ago dominic dominican authorities shut down five labs manufacturing alcohol seizing over 100 tanks of product unsuitable for human consumption. the u.s. state department has declined to comment on reports that tainted alcohol could be responsible for any of the american deaths. >> i want to know what happened to my sister >> something isn't right in the dominican for all these people to be dying. >> the dplin cominican republics responsible for my mother's death. >> joseph allen's family joins a growing list of heartbroken people seeking answers. >> i do feel like there's something that's off with him dying so suddenly. >> that's the sentiment being

expressed by a lot of folks back here with the sheer number of deaths over the past year and a half, morgan, are u.s. authorities helping in the investigation in any way? >> reporter: yeah, craig, they are. important to note that dominican police have investigations open into each of these cases but the fbi says they're assisting specifically with toxicology exams. when you ask tourism officials in the dr what they say, they're calling these incidents tragic by isolated. >> we'll continue to follow it thank you, morgan. jury selection is underway now in san diego it's the trial of a decorated navy s.e.a.l. who was accused of murdering a wounded prisoner in iraq and also shooting unarmed civilians. nbc's molly hunter is following this case for us molly, good morning. >> reporter: guys, good morning, this is one of the navy's most prominent war crimes trials in years, special operations chief eddie gallagher has served for nearly two decades in 2017 while deployed in iraq, officers in his platoon said he became frightening.

>> navy chief eddy gallagher is getting his day in court. >> we're finally at the point that he's been looking forward to, which is to get into court and actually let somebody judge this evidence. >> reporter: during jury selection for his court martial on monday, gallagher wore his dress white uniform and a chest full of ribbons. he's charged with murdering a wounded islamic state prisoner in mosul iraq in 2017 and with the attempted murder of two civilians shooting a schoolgirl and an elderly man who prosecutors say posed no threat. gallagher has denied all charges and his defense team says hi plans to fight. >> the defense's plan is to annihilate the government's case, to show that these witnesses are lying, to show that these charges should never have been brought, and to show that eddie gallagher is not guilty. >> reporter: prosecutors could present evidence including photos of gallagher posing with a dead body, and according to

the "new york times" sending a leaked navy report a text report the times reports members of his platoon told investigators he had become obsessed with killing. in recent months, the court martial has been thrown into turmoil, first be i the removal of the lead prosecutor for tracking the defense team's e-mails and then by suggestions by president trump he might pardon the defendant. >> when they fight sometimes they get treated very unfairly. >> reporter: in march president trump ordered military officials to move gallagher to a less restrictive confinement. republicans in congress have lobbied for him saying he's an innocent war hero being unfairly prosecuted gallagher's wife andrea leading the charge to free her husband. >> i mean, our children already know the truth, just like i know the truth. just like he knows the truth bad things happen to good people >> one of the biggest issues facing prosecutors is that it took so long for officers from

can you do like a sample transaction? how would you do it? >> reporter: let's say i owe you some money i can take some money, some cash, some dollars out of my bank account i put it into a libra account, and then i can access that libra wallet through facebook on either messenger or whatsapp much like you do if you have apple pay. you just put your thumb on it and click and suddenly the money is transferred same concept the difference is this is a whole new currency, and so you could use that same app, the same currency the world over, and you could also use your phone to scan a bar code, for example, and immediately transfer money onto, for example, the metro or maybe you're going to buy a starbucks or something of that nature. the whole idea is it's not physical cash, not coins it's all on your phone >> but tom, this is also unlike bitcoin, this is backed up by a hard currency, right >> reporter: absolutely. so it's backed up by the euro and the dollar and even the swiss frank. it's pegged to those currencies,

on monday the supreme court said state court should take a fresh look at this disbutte pute in lf last year's rulingsie ing. an 8-year-old boy has become the third person to survive a shark attack off the north carolina coast in the last two weeks. nbc's kerry sanders has some new details on what happened in this latest case. kerry, good morning. >> reporter: well, fwoorngood mg craig. marine experts believe the shark that bit the 8-year-old boy in the waters here off north carolina was likely a black tip shark. fortunately, the little boy's injuries are not life-threateni life-threatening this morning for the first time we're hearing the frantic 911 call after an 8-year-old boy playing in the north carolina surf was attacked. >> i'm on bald head island, and someone got bit by a shark. >> reporter: the boy suffering puncture wounds to his leg. >> i need you to continue with his father to hold firm, steady

let's check the morning commute with mike. the bay bridge was a problem earlier. it still is. still avoiding those two areas you mentioned in hayward and oakland we're talking about the freeways where you want to avoid if you can the lower deck getting out of san francisco. we still have your left lane blocked and the exit at treasure island getting out of the area. folks trying o get to treasure island from san francisco have to loop back around from the commute direction. the commute actually lighter though westbound and coming out of san francisco as well as northbound 101 approaching the skyway jammed up this morning because of the traffic alert on the bridge. now, the san matteo bridge moving smoother. back to you.

we're back. ♪ we're back, 8:37, and we want to send our condolences this morning to our good friend anderson cooper. he lost his mom gloria vanderbilt yesterday of course we all know her. she was a legendary actress, a painter, a designer and philanthropist, and natalie's been looking back at this incredible story nat good morning. >> good morning to you guys. gloria vanderbilt was born into a family whose name was synonymous with wealth and privilege in new york, and her life while extraordinary was also one filled with hardship and tragedy. >> poor little rich girl. >> fame, beauty, and incredible wealth, gloria vanderbilt had all those things, but what she

wanted most according to her son anderson cooper was the love and stability she never had as a child. >> here's the first movie of little gloria herself. >> born in 1924, vanderbilt was heiress to the vast railroad and shipping fortune built by her great, great grandfather while still a baby, she lost her father and was largely abandoned by her mother. at 10, vanderbilt was at the center of a custody battle between her mother and paternal aunt newspapers breathlessly covered every moment of what was then called the trial of the century, and dubbed her the poor little rich girl. but that girl would grow up to be an accomplished woman who wrote, painted, acted, and built a hugely successful fashion empire in the late '70s and early '80s putting her name on the designer jean backsides of millions of women. ♪ >> she married for the first time at 17 to a mob affiliated hollywood agent whom she said physically abused her.

resilience and capacity for love. >> the last few weeks every time i kissed her good-bye i'd say i love you, mom. she would look at me and say i love you, too. you know that. i knew it from the moment i was born, and i'll know it for the rest of my life, and in the end what greater gift can a mother give to her son. >> in her final hours surrounded by anderson and her loved ones, there was this touching moment shared. >> i never knew that we had the exact same giggle. it makes me giggle every time i watch it [ laughter ] >> a moment no doubt that he certainly will never forget, and vanderbilt was the queen of reinvention choosing to make her own way and become her own woman and savannah, as women of a certain age, i'm guess you and i both had the gloria vanderbilt jeans in our closet. >> we did, and i knew that name, but then when you learn more about her and what she has gone through her whole life, and then of course we do know anderson a little bit and see her

welcome back welcome back, it was four years ago this week yesterday, in fact, that a gunman opened fire at a historically black church in charleston, south carolina, and just eight months ago another shooter stormed into a pittsburgh synagogue killing 11 people. >> the two crimes while not connected will forever link the leaders of those houses of worsh worship. i sit down with eric manning and rabbi jeffrey myers to talk about their bond and what they call the ministry of presence.

>> tell me about this ministry of presence. what is it >> a ministry of presence is just being there in support and solidarity, letting people know that they're not alone. >> reverend eric manning took over as pastor of emanuel ame church in charleston a year after the tshooting that left nine dead. >> i was looking for someone to kind of talk to, just to share with, just who could possibly understand what it means to lead a congregation. >> so when a gunman targeted tree of life synagogue in pittsburgh last october leaving 11 dead, reverend manning did not hesitate. >> something was just saying to me you need to be there, remember how you were, remember the questions you had. >> within days, reverend manning was at rabbi jeffrey myers side. >> his support and counsel in

the days and weeks after the attack on tree of life, what did that mean? >> to know i could speak to someone who's been there, who understands it intimately, that's the best person to speak to when it comes to any sort of shared incidents, so it continues to be for me a place to go for a source of guidance, inspiration. >> how's charleston? >> there's more than 500 members so to speak on the roll of mother emmanuel, and i can honestly say every member is in a different space. i've learned how to give people the time to validate that whatever space they're in it's okay >> for us in pittsburgh, we're writing one. we hope it gets dusty and never gets used but we all know too well this is going to happen

again somewhere, and if our experiences can help whoever the next community is. >> what makes you so confident it's going to happen again >> we're not done seeing massacres in houses of worship i just know that one day again it's going to happen i'm hopeful it's not in my lifetime, but if it is, i will be there. >> how has all of this changed both of your perspectives on forgiveness? >> in the ministry of forgiveness, we're able to release that dominion or that power that the person may have over us and say i'm not going to allow you to control the rest of my life. i'm not going to have animosity towards you. i'm releasing it. >> from our point of view as a jewish community, you have to seek it from those who you have wronged. the hard part is you can't get forgiveness from people you've killed they can't give it god is always open to giving forgiveness. you have to seek it, even on one's death bed you can see

forgiveness from god for the sins that you've committed over a lifetime, and god will forgive. >> one of the things that strikes me about this story and about this friendship formed out of tragedy is you've got two men from different faiths, from different backgrounds. i cannot help but thinking this is precisely the opposite outcome of what both of the gunmen would have wanted. >> there are always unintended consequences in a case like this between both perpetrators, what they haven't caught is that it strengthened communities in ways that they could have not anticipated whatever that percent of people who have evil in thought and deed, that part of the skill can't outweigh the remaining part of society that are basically just really good, decent people, and in the end evil will not win. it will scar us, but it will never win.

rabbi together over the weekend, at the charleston forum that was founded after the shooting to help promote understanding you spent some time with the rabbi. >> in the days after the shooting it's good to see him again the ministry of presence is so powerful, and they're an example of it. sometimes there are just no words, but to just sit next to someone and be with them and abide with them. that's the ministry of presence and they're really demonstrating it >> four years later, how the charleston community is still grip grappling with the memories and the shootings is something a lot of us are still dpocovering. >> reverend manning said mother emmanuel has become sort of a tourist attraction in a lot of ways passers by stop in sometimes on sundays and stop in and take pictures during worship service, and he said that that has actually made it more difficult for some of the families to heal >> yeah. >> well stop and stay a while,

all we do is we do a simple syrup with sugar, mint, and water. we're going to cook that down and let it cool. >> what do you mean cook >> you're going to heat this up? >> no, i'm sorry we're going to make a simple syrup first. we have our water, we have our sugar, and a little bit of mint. let that, you know, cook it, let it melt skprgs th, and then we't cool it. we add that to our frozen watermelon chunks. once we take this out of here, put this in the freezer, let it freeze, and then we're going to put it in the blender. we'll top it with a little bit of club soda here is our beautiful watermelon. >> you scooped out and made an ice bucket. >> exactly the thing is, i love this. it's a gift to bring to your hostess. you want to know how to be a good guest so you get invited back if you were raised right you know to bring something. it's paper plates, adorable paper plates and the little tag says let me do the dishes. >> that's so cute.
