welcome to tuesday morning. let's take a peek outside, this time from the east bay. a slight cooldown to give us a bit of a break from the a.c. whatever you can do to help the bill. thanks so much for joining us. i'm laura garcia. >> and i'm marcus washington. and kari hall is tracking those temperatures. i want to thank you personally for yesterday. >> wow. you'll really like this week because it continues to cool off. that is a live look at san jose starting out with just a few thin clouds and as we go throughout the day, we'll see the temperatures going from the upper 50s to the mid-70s. normally we're reaching close to 80. and we'll go right around that

number for our afternoon high. so we'll get look at all of the microclimates coming up. and mike, you're in richmond. >> and looking toward the road crews, where i personally want to thank them, blocking over half your freeway, keeps the freeways moving smoothly. notice only the fast track lanes open, fwhoubut i know there is of traffic, no problem. a few cars waiting for cash lanes and not all of them open yet at the bay bridge toll plaza. and a typical 101. and new this morning, authorities in the south bay not yet commenting on an apparent la late into the shooting. there were a lot of shell casings on the ground at richmond and scott in san jose. the video also shows an ambulance at the scene and at least two people in handcuffs. we've decided not to air that

video because we don't know their connection. but thom jensen is reaching out to deputies to more information and he'll have a live update in our 5:00 hour. more safety concerns for b.a.r.t. after a new report showing crime has doubled over the last few years. >> today in the bay's pizet petd dough suratos is live for us. >> reporter: yeah, this report from the grand jury shows a dramatic rise in incidents in b.a.r.t. over the past five years. some folks are connecting to the fare problem that we've seen station wide. let's get into the numbers. robberies between 2014 to 2019 are up by 128% when you look at this report. and aggravated assaults are up by 83%. the two combined jumping nearly 16% between 2017 and to 2018. b.a.r.t. officials blame it on fare evasion which is

significantly higher than expected. the report showing that 15% of riders don't pay fares. b.a.r.t. police saying a lot of the crimes are carried out by folks sneaking on to the trains. the report also says that b.a.r.t. could marginalize itself with all the other transportation available, so folks here in the bay area, but also went on to recommend that b.a.r.t. hire more officers and of course start cracking down on the fare evaders. live in oakland, pete surraatos "today in the bay." and yesterday morning the richmond bound train got stuck underground. some 400 passengers sat for about one hour before they were forced to walk through pitch black tunnel between 12th and lake merritt stations. some of the passengers say they were uneasy. >> it was a little scary. getting out of the train and them opening the door and it is just pitch dark. staff were telling people not to

touch the third rail. so if you just deviate a little bit, you can get shocked and your life is at risk. >> still not clear if it was a mechanical failure or technical glitch. there are more of these trains in the pipeline. and happening today, controversial housing development in brentwood will be up for a vote. take a look at this map, the project would be built on the west side of town on an 800 acre piece of land. it would be adjacent to antioch. some 2400 homes could be put. 80% would be for seniors. opponents say that it would add congestion and strain the resources. today the city council could decide to put it on the balancing lot either this november or november 2020. or local leaders could delay it by asking for a special report. also happening today, the fate of the controversial homeless navigation center in

san francisco will be decided. the board of supervisors will take a final vote on the plan. mayor breed proposed the 200 bed shelter on embarcadero hoping to open it by summer, but you there has been a 17% increase in people without stable housing since 2017. and there has been fierce opposition to this plan. the opponents promises legal action if the proposal passes. 4:35. as the search continues to find a housing solution, another problem is coming to light. someone is soaking homeless people in san francisco with buckets of water. >> yeah, many are calling it cruel. and some neighbors say they want to know who it is so they can tell them to stop. >> come on! >> reporter: video captures someone dumping a bucket of water off the roof of a two story building saturday on to a homeless person below. >> she was like sopping whopp l.

i thought it was a weird coincidence, but then it happened again. >> reporter: rich says that he was shocked when he realized someone swawas soaking the woman on purpose. >> it is passive aggressive and just heartless. >> reporter: a person who works in the building says he saw the same thing happen last week. >> outside with my colleague and witnessed a ton of water come down and land on this person. >> reporter: witnesses say they don't know who has access to the roof. they believe the person responsible is drenching people so they move along.coalition on homelessness says it is not unusual for people on the streets to be targets. >> stereotyped and that leads to pretty serious acts of mate tre hate against them. >> reporter: and it could be misdemeanor battery. a twitter user is offering a $1,000 reward for information that identifies the person responsible. people who live and work nearby say they would like to tell them

to stop. >> it has happened at least twice now. and yes, it is really upsetting and i hope this person gets identified. >> reporter: jean ellie, nbc bay area news. and after debate, pittsburg city council voted to raise the pride flag at city hall. the vote was 4-1. the vice mayor said that the american flag is the only one that signifies unity and that there are more pressing issues to address in pittsburg. the rainbow flag was puput up a the vote. and rainbow crosswalk flags were put out june 1 to celebrate pride month. they vanished the next day and were later replaced with christian flags with a cross. after a few days those flags disappeared and a new batch of pride flags returned. but over the weekend the pride flags disappeared again and replaced with the standard orange flags.

investors look ahead to president trump's meeting at the g-20 summit in japan this weekend. today reports on home prices, new home sales and consumer confidence. also fed chair jay powell speaks this afternoon. amazon is doubling down on prime day making it a two day event on july 15th and 16th. prime members will have the chance to get deals on more than 1 million items. amazon says bargains will pop up as often as every five minutes and is promising new product launches by major brands and specific pages dedicated to local merchants. whole foods will have deals and an extra 10% discount on many products. you will also find bargains at amazon books and four star locations. so forgot to pick up a few bottles of wine for your dinner party? sam's club can now deliver drinks to your door this as little as an hour. it is launching the service through instacart. more than two dozen states, you can order from the in-house members mark brand and other

i'm really looking forward to that. >> i'm excited. >> and you can donate money too if you don't have the miles. >> and we'll have beautiful weather today. we're starting out with some mostly clear skies. that is a live look in san francisco. as we are going to see some mostly clear skies today, and then the temperatures that we'll start out cool with some mid-50s as you head out the door in san francisco, napa today starting out at 59. and some lower 60s in palo alto as well as the tri-valley. if you want to head out for a run this morning, we have the sunrise coming up early. and so you will see some daylight right at about 5:30. so we're going to be seeing those temperatures in the upper 50s. 67 at 9:00 and then mid-70s 70s 11:00."7-day forecast" is at the bottom of the screen as we go hour by hour for all of our microclimates. at noon in danville, we're up to 80. napa, 77.

upper 60s in san francisco and 79 in san jose. we will only reach the low 80s and then heading into the evening, we will warm up for the east bay valleys. but then seeing it cool off nicely for tonight. and open up the window, let some fresh breezes in, we'll have cooler weather setting up over the next few days. here is why. we have is storm system, a weak area of low pressure passing by to the north. but the winds circulating around that counterclockwise provides us with a pretty brisk onshore wind flow. the next several days, that will keep it cooler. and we get the natural air conditioning even for the inland valleys. and we're going to also be slightly cooler than normal. this will stay in place as that slowly moves off to the east and there is another one right behind that. so even as we go into next week, it looks like our temperatures stay on the cool side, no extreme heat in this forecast. looking pretty good with our forecast for the valleys reaching the low 80s.

and then some 70s for the rest of the week. low 80s to start next week keeping clouds and fog. and mike, you have a couple things on 101? >> i do. right here one of the clearups, i hope, palo alto, we have the cones that have cleared from the roadway near university up toward willow. southbound side, i did not see the traffic break and they have not cleared that construction crew. but we'll watch for that. a little bit of slowing right there. and in san mateo, overnight we had the slowing around broadway but that should be clearing. and in south bay, just off the shoulder there at blossom hill, we have a disabled vehicle and a roadside fire reported. sounds like just small brush fire, but again, we're tracking that off 101. and a no problems for highway 4. only slowing getting out of the

altamont pass, typical there, the cash lanes are starting to stack up. not all open yet. back to you. if you are about to make that long drive along the 580 in livermore area, things should run more smoothly than it did last night. a brush fire sparked along westbound lanes up 580. smoke brought traffic to a crawl and then all westbound lanes near greenville were shut down until firefighters could gain the upper hand. no word on what caused this. >> now investigators are trying to determine how exactly the fire on the fremont foothillsig. police are saying a domestic dispute led to the fire, but it is not clear exactly what happened. down 585, cars at a dealership going in up in flame. this was in baker field. firefighters say that grass fire spread to the lot and that fire

was sparked by big rig dragging a chain. wow. >> we now know the names of the two people killed in a crash in san francisco earlier yesterday among. a driver -- sorry, we have a glitch there in the system. >> he didn't stick around to help. the family gathered at the scene of the crash yesterday. she had been baby-sitting and ordered a lyft to take her home. she and the driver were killed in the crash. the mercedes crashed into him and the driver got out and ran. her son spoke to us about what he would tell the driver of that car. >> i would tell him if i had him face-to-face, like whatever happe happens, nothing is going to bring my mother back. she's gone. she cannot come back to life. >> two passengers were in that mercedes. they are hurt but will be okay. the family says there is one

thing that the driver can do -- turn himself in. and a heads's up for you if you need to head to the dmv. offices throughout the state will be closed for half a day on july 24th. mark that on your calendar. it is to train workers on the federal real i.d. program which is required starting october. dmv has been struggling with processing real i.d. requests. the agency says that training is needed because it is complicated process. and coming up here on "today in the bay," parking problems. the perk one restaurant is offering drivers slapped with parking tickets to highlight the lack of parking in the neighborhood. and happening now, the woodbury fire in arizona is now the largest fire in the country. it broke out earlier this month east of phoenix. it has scorched more than 112,000 acres. the fire is about 48% contained. those are the newest numbers this morning. s
