jose, and it's the live look. you can see by the spacing, not a problem north of 680. that's right here and that's typically where we see the slowing kickoff around 6:20. there's a little hint of the volume. zooming out we see most of the rest of the bay, easy driving. the bay bridge toll plaza does have the metering lights on and the backup is there but no other problems through the east shore or maze. good stuff. >> thanks, mike. now to decision 2020 and the presidential race. here's a live look in miami where the first democratic debates happened. the second set of candidates face-off tonight there as well. among today's frontrunner, joe biden and kamala harris, and tracie potts is live for us in

miami with what we can expect tonight. >> reporter: expect the californians versus joe biden and bernie sanders and the rest of the final ten of the democrats. this debate has been split because there are so many people to put onstage at one time, and we saw that last night with the candidates vying for time. they only had a few minutes to try and make their case. democrats argue the economy is rigged against working americans. >> the immigrants didn't do that to you. the big corporations did that to you. >> like insurance companies reaping big profits from expensive health care. >> look at the business model of an insurance company. it's to bring in as many dollars as they can in premiums and pay out as few dollars as possible for your health care. >> we know that not everyone is sharing in this prosperity, and

telemundo. in a matter of hours the supreme court is expected to make a landmark ruling on the question about citizenship on the citizenship. pete joins us with the details. >> reporter: good morning. the state of san francisco and state of california have already su sued the trump administration over this question, so let's talk about the argument for and against the question on the 2020 census. the trump administration is in favor of this and they want the citizenship question on the 2020 census claiming they would need the data to enforce the voting rights act to help what they call the minority districts. some say it could potentially

discourage immigrants from participating in the census. it could have a trickle down affect affecting everything from the distribution of federal funds to the states to the location and size of the congressional districts. and the trump administration says it would not hand over information to the immigration because that could violate federal law. the supreme court will make the bench at 7:00 a.m., and reporting live for "today in the bay." 6:06 for you right now. a new law signed by governor newsom allows state regulators to immediately shutdown races for health reasons. this comes after the deaths of the horses at the santa anita track. the company that owns santa anita declined to comment on

yesterday's bill signing. san mateo walgreen's closed this morning more than 24 hours after a bold smash and grab atm theft that happened around 4:00 a.m. yesterday. thieves drove through the front doors and there's now plywood covering the store, and the investigators say those thieves used the stolen vehicle, and the vehicle and pried open atm were found a block away. it's unclear how much money was stolen. tesla could be developing its own battery cells. this could be good news for people looking to buy a tesla. the company could soon sell its vehicles for cheaper by making its own batteries. santa clara county wants your input on stanford's

expansion plans. the university is proposing a 20-yearlong development project. it calls for adding 2.3 million square feet of academic space along with more than 3,000 housing units for students, fact faculty and staff. the weather is looking great this weekend. that's a good reminder, because you need to be careful out there, especially if you are headed to the waters. check out this video from the coast guard. that's a paddle border being rescued from the jetty on thursday. they needed help after the strong winds pushed them to the rocks. we can tell you that they are doing okay. certainly a reminder that the weather out there can certainly change your plans. >> there was a small craft advisory yesterday and that was a small craft, and that means

good thursday morning. it's 6:13. mostly clear start to the day in palo alto. we will start to see clouds rolling in throughout the late morning hours, and our temperatures rising into the low 70s. overall another really nice day with breezy winds. we will talk about what is ahead in the weekend forecast in less than five minutes. if you are headed towards palo alto are san mateo, that little thing i circled there, we have been showing what may be an issue. i'll explain coming up. good morning. happy thursday to you as well. investors seem to think china and the u.s. might reach some kind of an agreement. i will talk more about that in a

minute, but it's pushing futures higher. tesla lost its main executive in fremont and that could be a problem, and today, by the way, is elon musk's birthday. and then new problems for boeing. "the wall street journal" says one simulated test led to catastrophic and unrecoverable failure and that's airplane talk for crash. mark zuckerberg talked about protecting the elections. remember after the last elections, zuckerberg dismissed the idea that facebook could affect the outcome. pelosi doesn't drink, and by acknowledging facebook made a mistake in not flagging that video fast enough, zuckerberg managed to frame the debate.

we still have a few clouds in the sky, and we will be at about 66 degrees. at noon, comfortable at 72. the winds will continue to pick up heading into the afternoon. let's get a look at our day planner for all of our microclimates. as we go through 10:00, we are seeing 60s and a few spots in the upper 60s. for the inland parts of the east bay, the south bay as well as the north bay, we will see low 70s today. going into the evening it cools off quickly once again with the winds at about 15 to 20 miles per hour. really gusting out there at oracle park. if you are going to the game tonight at first pitch, we're at 64 degrees and mostly cloudy. it's going to be foggy, drizzling, cool, windy, bundle up if you are going out there to the game. we have our weather set up, bringing more clouds and fog. over the weekend it keeps it cool but just a boost in the

temperatures a. few more degrees head into next week. our trend, we want to know for the fourth of july, how is it looking. looking like what we are seeing right now. cooler than normal weather and still a brisk onshore wind flow. that's really great news as we make plans, and we are going to see the temperatures today in the low 70s. slightly warmer tomorrow, and up to 83 on sunday and then back down for the middle of next week. mike, you are seeing more slowing across the san mateo bridge. >> yeah, the build coming over from the san mateo side, westbound, and there's still the disabled vehicle. a call did come into chp by somebody other than us, so we know they know about it. a bridge crew will come out and clear that from the service lane, but the distraction and the build of traffic is the cause of all the slowing. we do show that show up here. another report came in at the

pennsylvania oil refinery is shutting its doors permanently following a couple explosions. more than 1,000 employees will be out of work starting next month. new details for you on the search for a missing university of utah student originally from southern california. >> overnight police in salt lake city searched this home in connection to the investigation of her disappearance. officers were seen digging in the backyard with shovels and searching a garage. a car was also reportedly towed. she vanished after taking a flight, and the lyft driver said somebody picked her up in a car. neighbors say the man that lived in the home kept to himself. >> everybody knows everybody, but we didn't know him.

>> i am in for laura garcia. we are just a day away from friday, and the weather is cooperatingith us. kari, it's all thanks to you. >> a live look outside in san jose as you get ready to head out the door. it's still cool with upper 50s and normally we're reaching 80 degrees, but we are not going to make it there today. highs reaching 73 degrees. 76 in antioch. oakland today, reaching 67. we are going to get a look ahead to the weekend forecast. mike, you are saying the commute is slowing. >> we also saw one vehicle with flashing lights strobing through the area. when you look at it in real life, it's standard, and it looks fine here but the volume is building there as well as back at capital expressway.

we're looking at the typical summertime pattern. northbound 101, the crash at the peninsula is cleared. a crash at airport boulevard approaching sfo, so you will find more slowing in san mateo. that's your typical pattern again heading west across the bay area. fire season is now in full swing. just ask any firefighter here in the bay area, they have been real busy in the last couple of days. bob redell is live at the scene of the latest brushfire. this should be a warning for people to be extra careful during this kind of weather. >> reporter: yeah, the district believes this brushfire that burned behind me was most likely caused by somebody throwing out a cigarette butt. this is off the embankment, just off highway 4 and franklin canyon road in martinez. this is what the fire looked like a few hours ago, and the

fire startedund 1:00 this morning and the fire protection district and cal fire responded with seven units and had it contained in about 40 minutes. another brushfire to report, this one in livermore. it ended up charring ten acres before it was contained. an update on the fire in patterson i covered yesterday in the central valley, cal fire tweeted out the pictures of the firefight, and it burned over 24 acres and 50% contained. that fire started tuesday night just west of patterson, and it is burning through canyons and open space ranch land and no structures threatened. pg & e is preparing for the wildfires and are discussing emergency preparedness. this meeting comes as pg & e is

warning homes and businesses in at risk fire zones could be prepared for pre-emptive fire outages. you will recall, pg & e is being blamed for the recent deadly wildfires and has filed for bankruptcy. reporting live in martinez, bob redell sz for "today in the bay." decision 2020. behind me is a look at the debate stage, and it was a stage where ten candidates were at last night and ten more including some here from the bay area will take the stage tonight. bob redell -- excuse me, damian trujillo is in miami and looks at the key issues last night's candidates talked about. >> reporter: the first hour focused on immigration and health care and the second hour on gun control and climate change. this debate was as much about policy as passion.

an hour into the debate the format started to break down as candidates continuously interrupted each other, sometimes to expanded on an idea and other times to disagree. across two hours the ten democrats tried to make their points on issues ranging from health care to immigration and climate change, and with the debate being held miles from parkland school massacre, there seemed to be a passion for gun control. >> i am tired of people offering just thoughts and prayers. >> few managed to create real separation from their fellow democrats, in a democratic field with more than ten candidates, and they tried to make sure the voters knew who they were sometimes by highlighting their record and sometimes taking jabs at the man now conducting foreign policy. on immigration, this image took

center stage. a father and daughter who drowned while trying to cross the rio grande. >> i am proud in april i became the first candidate to put forward a comprehensive immigration plan, and we saw those images, and watching that image is heartbreaking, and it should also piss all off. >> and jay inslee was hoping to resonate with the voters on climate change. >> if we do not have the next president that commits to this, it won't get done. i am the onlyandidate who has made this commitment to make it the top priority. >> reporter: ten candidates say they held their own yesterday, and ten more will try to do the same today if not better. we're in miami, damian trujillo, "today in the bay." >> a few hours from now a rookie

sacramento police officer will be laid to rest. officer o'sullivan was shot and killed while trying to protect a woman in trouble. >> ali wolf is here. >> a big loss in the bay area and as the community prepares to say their final good-bye there has been an outpouring of love and support for the 26-year-old officer that was killed in the line of duty last week. blue ribbons and flowers are lining the processional route in sacramento. this is the community's way of honoring the rookie officer tgae her life. she was shot and killed last wednesday while responding to a domestic disturbance call in sacramento. the suspect appeared in court this week facing multiple charges, including murder. officer sullivan's loved ones spoke at a vigil as they prepare

to say a final good-bye. this is what her aunt had to say. >> her heart was wild. it was courageous. it was honorable. we didn't want to catch it but we wanted to run with it to set ours free. >> officer sullivan is originally from contra costa county and grew up in martinez while attending college park high school in pleasant hill she was a police explorer, so deep roots in the bay area. o'sullivan was killed about six months after graduating from the police academy, so just as her career was starting. her memorial is starting at 10:00 a.m. in roseville. >> thank you. 6:37 for you right now. mike inouye has been tracking that commute for us all morning. look at the backup behind you. >> yeah, folks who are familiar with this will notice the fast track lanes are moving, and the hov lane cleared.

those are all good signs for, in general, the approach to the bay bridge still looks good. contra costa county, slowing. the traffic for most of the rest of the south bay, just getting an earnest start there. and i parked that exclamation point with a hazard sign and i got a report in for a brushfire, and we are concerned about that because of the climate and this is the season so we are tracking everything that is reported. it's going to be windy and, of course, everything has dried out. we have to watch out for that. also we keep the cool weather across the bay area, so that's good news as the coastal temperature stays in the upper 60s. the bay reaches the mid-70s and the inland valleys in the low 80s, and we will be a touch

warmer on sunday but overall the nice and comfortable weather continues. we have a lot of pride festivities happening around the bay area and in san francisco this weekend. the big parade on sunday morning at 10:30 kicks off with temperatures in the low 60s and essentially reaching up to 66 degrees as we go into the afternoon. the alameda county fair continues with temperatures in the upper 70s. it's going to be much nicer than last weekend, and we'll keep the mostly sunny skies. if you are headed to the beach, it's going to be chilly there and staying mostly cloudy on friday. a mix of sun and clouds on saturday and sunday as we reach up to about 64 degrees, and that's a live look in squaw valley this morning. still a bit of snow left on the higher elevations. we will see the highs reaching up to 69 degrees with sunshine this sunday. if you are going hiking in muir woods, there wil be a free

forecast in less than five minutes. and then 880 through oakland, you see the skyline and you see the beautiful fluffy clouds, and we're talking about the smooth flow towards the bay bridge. in a matter of hours the supreme court is expected to make alanded mark ruling on whether the 2020 census should include a citizenship question. california and cities including san francisco have filed lawsuits over the citizenship question. the trump administration wants it to appear on the 2020 census form claiming it needs the day duh to enforce the voting right act but some critics say it could lead to under counts and that could impact everything from distribution of federal funds to size in congressional districts. if allowed it will be the first

time a citizenship question was asked since the 1950s. and then the max jets could be delayed in their return to the skies. the faa discovered a software problem. the new problem slows the pilot's ability to respond to flight control issues and it will likely delay the launch of a certification launches. a southern california family is devastated following a deadly shark attack in the bahamas. this young lady jordan lindsay died yesterday after a shark attacked her while she was snorkeling. her family provided this photo taken hours before the attack. it happened near rose island. lindsay is from torrance. neighbors say they were shocked to hear about what happened. >> oh, no.

that would break my heart. i don't think i could survive if i -- if that happened to my kids. i don't think i could make it without them. >> somebody on lindsay's boat got an image of the shark. this one right here was taken just before the attack. in a statement lindsay's father said she loved animals so much and he says it's ironic she would die from a shark attack. president trump is in japan getting ready to meet with the leaders of 19 other countries. >> and there's one country particularly we are interested. >> china, and possibly russia, too. let's stick with china for now. this is video from a few years ago when the two of them were getting along better. trump threatened new tariffs on chinese good even as economists warn world trade and the economy could suffer. it shows our trade deficit with

china has gotten bigger, not smaller, even in the middle of all the tariffs and tough talk. what we don't know is what it would have done with no tariffs. we can't say tariffs aren't working but we can't say they are solving the problem. president trump relatively quiet during the democratic debate last night. at one point they talked about live tweeting it but didn't. the democratic candidates themselves rarely mentioned trump. trump simply tweeted boring. he made fun of nbc's technical problems, tweeting out a fake video showing him as the cause of the problems taking over the debate with a surprise appearance. the second part of the debate here tonight, the big match-ups, biden versus sanders and buttigieg versus harris. and then filing papers with

sunrise. temperatures in the upper 50s as you head out the door. at 11:00, we are at 66 degrees and noon, take that outside. san jose, santa rosa, and concord reaching 75 degrees and 63 in san francisco. one way you can enjoy this beautiful weather, check out the alameda county fair, that's continuing in pleasanton. it will be in the low 70s during the middle of the afternoon, and a few clouds giving you shade every now and then. if you are going to be out there after dinner, bring a jacket as the temperatures will drop fast. we have an unusual weather set upbringing rain across parts of the pacific northwest and for us with the winds flowing counter clockwise around the area of low pressure, we have a brisk ocean breeze picking up. this is moving so slowly, we will stay in the weather pattern even go into the weekend, just slightly warmer for sad and

sunday. then go into next week, i know we are all looking forward to that fourth of july forecast and as of now it's looking a little cooler than normal. as our temperatures stay about where they are now, we're going to see the highs in the low 70s in the valleys. slightly warmer tomorrow. that trend goes up just a few more degrees go into the weekend, but still very comfortable and seasonable weather. early next week we are seeing upper 70s in the valleys while san francisco stays in the 60s throughout the 7-day forecast. and that mike is starting out with the peninsula drive. yeah, palo alto, it's seasonable, so summertime we see the lighter flow of traffic at this time and it's not until 7:00 or 7:15 where things jam up around the bay. in the south bay, we see the northbound route starting to build just over the last few

minutes. showing more color on northbound 101 and 85 and 87. you see the slowing as you come up towards winchester. there you go for the san jose building. the tri valley, looking good. another report of a fire off of 205, so tracking a few issues. no major concern right now. the bay bridge toll plaza is there because the metering lights are on, and it's here and the build is building out of the maze. breaking news out of north africa. two suicide bombers strike in tunisia. nine people hurt and six are
