6:43 am
bunch up a bit, as you travel south past tesla. i'll show you the extent of the backup and the reason why. we have more details from chp. the police departments across the state should brace for new standards when it comes to the use of deadly force. state lawmakers late yesterday approved new legislation. it was inspired in part by the response of the stefan clarkt. the current standard for deadly force is when officers think it's reasonable. assemblywoman shirley weber, coauthor of the new law. >> i have all of these people say we hope do you this, because this is essential. >> the bill is sitting on the desk of the governor awaiting for his signature. numerous law enforcement groups
6:44 am
call it an impossible standard, governor newsom is expected to sign it into law. a violent family fight at disneyland is now under investigation. the whole thing was caught on camera. >> stop it! file criminal charges against stop it! >> anaheim police say that they are now considering whether to file criminal charges against these family members. this all happened on saturday and the police department said officers arrived and escorted the family from the park, but then no charges were filed because the family wanted nothing done. officers say that at the time they were not aware of this video footage showing how that brawl went down, and so now the investigation is under way. >> 6:44 for you right now. a southern california fertility clinic is accused of a shocking mistake. one woman says an ivf mixup led to her giving birth to another couple's babies. the cha clinic is based in los angeles and a federal lawsuit filed by an unnamed new york
6:45 am
couple says the clinic acted with reckless disregard. fertility doctors not associated with the lawsuit say most ivf clinics have ways to avoid errors just like this one. >> you should have several safe guards at every level for checking, double-checking, rechecking, triple-checking and then checking again so that it doesn't happen. >> two other clinics came under fire last year, including the pacific fertility center in san francisco, where a liquid nitrogen tank failed, possibly impacting thousands of eggs and embryos for 400 patients. the cha clinic has not responded to request for comment from nbc news. new for you this morning, amazon warehouse workers in suburban minneapolis say they will strike next monday, pushing for improved pay and better working conditions. prime day is amazon's biggest day of the year. the satellite-based company called the allegations baseless.
6:46 am
the company does not expect any disruptions in shipments. scott mcgrew, the trump administration is attacking obamacare in court. >> while the white house may very well win it could be a big risk, everyone, democrats, republicans, patients, wondering what happens now. the case will get under way today in a federal appeals court in new orleans. even republicans worry about what would happen if they won. it could theoretically mean millions of americans would lose their health care and do so right before a presidential election. while the trump administration and republicans in general have wanted to get rid of the affordable care act, there's no specific plan to replace it. attorney general william barr says the effort to put a citizenship question on the census will continue, even after the supreme court said you can't put a citizenship question on the census. here's white house spokesperson kellyanne conway this morning. >> maybe people don't like the fact that we ask how many toilets are in your house.
6:47 am
and they shut the door when they hear that. there are any number of questions that we ask on this census that are invasive, and one would say are invasive and gratuitous and unnecessary, and duplicative, but they're on there, and nobody's complained about those. >> a vast majority of americans support a citizenship question and questions about citizenship have been on the census many times in the past, but it isn't the question that the courts have issue with. it's the reasoning behind the citizenship question, and the evasiveness and changing stories the white house has given that the courts have issue with. moments ago bay area resident tom steyer said he's running for president. northern congressman eric swalwell quit that very same race. that could spur others to leave the race. nobody wants to be the first one out. so as steyer is added, we give
6:48 am
an x to swalwell. we can't say the field is smaller but it's going to get smaller, and that's good for democrats. a number of these candidates may not have a shot at the presidency, but they do have shots at congress and many in the party think their efforts would be better spent trying to keep the house or tip the senate. for instance indiana right now has two republican senators, and a very popular democratic mayor from south bend. we'll watch everything that's happening in washington. we'll be tweeting about it. follow me there on twitt twitter @scottmcgrew sometimes when you lose, you win the hearts of everyone. take for example 15-year-old coco gauff. her magical run at wimbledon may be over but the magic appears to be just beginning especially when you consider the last two weeks. she tells savannah guthrie this morning all about it. >> is it starting to hit you now what happened? what just happened? >> honestly, no.
6:49 am
i mean, i woke up and i'm still living a dream, even though i'm walking on the street, people are asking for pictures, so that's just really crazy and i don't think i'll ever believe it, to be honest. >> now the tennis world's new "it" girl lost in straight sets to simona halep, who just a few months ago was top ranked player in the world. you can see the entire coco gauff interview on the "today" show, following "today in the bay," coming up for you at 7:00. >> such poise at just 15 years old. >> i think it was serena i saw tweet saying that she's something special. and for serena to say that. >> we're going to be talking about coco for years to come i'm sure. >> i think so. i think so. all right, we are talking about our forecast for the weekend as well as the week and it's so nice and cool right now. >> we don't want this to change. >> no. >> so i'll just end right here. >> okay. >> yeah! >> we're walking out the door this morning to some clouds and it has been a cooler start to
6:50 am
the week. we're going to still see the clouds rolling by for the next couple of hours, so if you're about to head out for a run in danville, it's cool, only the mid-50s, as we go into the next hour. at 9:00, we're at 60 degrees, and you can pretty much go outside, be active all day long, because we don't have extreme heat, even for some of our east bay valleys. let's go hour by hour throughout the day with our 10:00 temperature in mostly the 60s, headingough lch time in the low 70s in the tri-valley, as well as the north bay. santa rosa at 75 degrees. and then going into 4:00, we are seeing a few more low 80s in concord, danville and livermore, morgan hill heating up while the south bay will be in the 70s, and then all cooling off tonight, we'll drop back into the 50s. if you're looking for something free to do today, check out the san francisco botanical garden, it's going to be a nice day, too, with a few clouds rolling by, reaching into the upper 60s during the middle of the day.
6:51 am
so we have this unusual weather pattern, in the setup here. there say large storm system, and this is something like we typically see in early spring. it's moving across the pacific northwest, and even though we are seeing more clouds, we're not going to see any rain out of this, but still a pretty strong onshore wind flow, and it keeps it a little bit cooler for today, but our weather pattern quickly changes, going into the rest of the week, as high pressure builds across the desert southwest. it's going to cause some hotter temperatures to move into the bay area, starting on friday, and continuing throughout the weekend. so here is a look at our temperatures, it will be a hotter weekend after a cool start to the week, upper 70s today, but low 90s on saturday, and for san francisco not much of a change here, but we will see some more sunshine. mike, you have an issue in fremont. >> that's right, we talked about that crash at dixon landing road. it's only blocking one lane or potentially two, but the activity is a big distraction so look at this folks. you're jammed solid coming down
6:52 am
past the truck scales over there. you'll recognize the flag and the chevron station on that side of the freeway and tesla is over there as well. those are the local landmarks. it's about five miles of slowing basically starting back at auto mall parkway going down to just shy of dixon landing road, just at the border with milpitas. there are surface streets that can take you out of the backup but widening through the area and the signals combined to basically staave you one minute. chp says they should have the vehicles cleared soon but there was an axle or some part in the roadway that punctured a fuel tank and flattened all four tires of one car. no major injuries. the rest of the commute an easy drive aside from this one portion right here of the nimitz, getting into the south bay. the south bay itself northbound routes show a build but not a problem, getting across the san mateo bridge, holding steady with the slower drive there and the backup of course at the bay bridge and the richmond-san rafael bridge, those are the biggest most pronounced but highway 4 shows all that slowing toward concord out of bay point. back to you.

"the examiner" reports city leaders failed to secure a $3
