track closely. they're already feeling it. >> national guard has been activated. evacuation orders are there. that's our top story this morning. >> wind and rain felt along the gulf coast and look at that picture. the conditions are set to worsen throughout the day. there are fears of record rain and record flooding. we'll be in new orleans live in a moment from now. let's go to al, who is watching this storm closely. al, good morning. >> thank you so much. here's the latest we have from the national hurricane center. barry, 125 miles south-southeast, morgan city, louisiana. picked up speed, moving north-northeast at 5. makes landfall early saturday morning and then continues its way up the mississippi river valley. in fact, we'll be talking about this on into next week. as you can see, it goes all the way up into the midwest. tropical alerts along the coast. we have hurricane warnings. tropical storm warnings. as you move inland, tropical storm watches for coastal parts of mississippi.

where the storm surge will be anywhere from two to six feet from intercoastal city to grand isle. the wind field is fairly large. the winds, again, aren't going to be catastrophic but can do damage, bring down power lines and remove roofs. we'll be watching this through sunday. to give you a sense of why this is going to be such a big problem, it is a massive storm in size. 800 miles across, almost across the entire gulf coast. now, in comparison, hurricane michael, 500 miles last year. average hurricane diameter, 300 miles. difference was that michael was a category 3 or 4 storm, even almost reaching a 5. that caused all that damage. what we're worried about, the rain. flooding is going to be a big problem. a high risk of flooding through louisiana, central louisiana, and on into the south. rainfall rates 3 to 4 inches per hour, and it could overwhelm the pumps in new orleans. isolated rain, 25 inches or

more. a wide area of 10 to 15 inches of rain. louisiana is in jeopardy of breaking their all-time hurricane allison record 2001 of almost 30 inches of rain. we're going to be watching this very closely. the flooding, again, the big problem. that's why people have to really heed those evacuation orders. craig? >> al, we'll come back to you in a few moments. along the gulf coast, millions are bracing and preparing for whatever that storm brings. nbc's kerry sanders is in new orleans for us once again this morning. what's the scene right now? >> reporter: good morning, craig. i'm on the mississippi river. we heard al talk about rain levels up to maybe 25 inches. take a look at the mississippi here. see the trees there? that's where the banks of the mississippi should be. as you can see, the water is much closer. and the fear is that with the storm surge and that amount of rain, the only protection will be for that side where people live, this manmade

levee that runs for miles. this morning, the gulf coast is on high alert. >> you have to be prepared. you never know, even if it is a small one. something can happen. >> reporter: grocery store shelves stripped bare. cars lining up to fill up. residents here either hunkering down or heading out. glen jones moved up his flight. >> i like new orleans a lot but i didn't want to sleep here tonight at the airport. >> reporter: heading out now makes sense? >> right. >> reporter: plaquemines parish brought in buses to get people to shelters. mandatory evacuations in much of the low-lying louisiana parish. >> we're hoping that people have heeded our warning and moved to high ground. >> reporter: mercedes antoine is going, and worried what she might find when she comes back. the water could come over the levy. what would happen to your home? >> destroyed. i'll have nowhere else to go. >> reporter: lawrence, whose house sits up high, says he and

his wife will stay. >> i have four dogs and one cat. i don't want to move with them. >> reporter: along the mississippi river, the big concern is the storm surge. the river is already swollen, running 8 feet above normal, with 3 to 5 feet of storm surge possible. the mississippi could rise to levels not seen since 1950. so on one side, you can see all is dry. the levee is doing exactly what it is supposed to do, protecting the mississippi river from coming over. the fear, of course, is the storm surge could push it over, flooding neighborhoods. the national guard has been activated here, guys. more than 3,000 members stand big in the event that that flooding problem begins. savannah, craig? >> kerry sanders for us in new orleans, thank you. politics now. this morning, we have the results of a new nbc news/"wall street journal" poll in the 2020 presidential race. it is a mixed bag for democratic front runner joe biden.

we also have some major headlines out of the white house, including new details on the migrant raids this coming weekend and the president's conservative social media summit. let's start with the new poll with peter alexander in our studio in morning. you have the numbers. good morning. >> good morning to you. we know joe biden got mixed reviews for the first democratic debate. well, he has good news this morning. he's still in the lead among democrats, but he has company. let's show you are the numbers are from the new nbc news/"wall street journal" poll. you see joe biden at 26%, trailing him is elizabeth warren, the senator from massachusetts, at 19%. tied for third there, senators kamala harris and bernie sanders. and the south -- the indiana

mayor from south bend, indiana, pete buttigieg at 7%. warren does better with self-described liberals. the democratic voters under the age of 50. joe biden focusing on the president. yesterday, taking aim at president trump on the topic of foreign policy. >> well, the world's democracies look to america to stand for the values that unite us and truly lead the free world. donald trump seems to be on the other team. we are the united states of america. we do not coddle dictators. >> really, the biggest fault line we're seeing among the democrats right now are those democrats who want substantial change. if you want substantial change, you're inclined to support bernie sanders or warren. if you want more realistic change, you're a big joe biden fan right now. the next debate, the end of this month. >> thank you, peter. speaking of the 2020 race, president trump is headed to the battleground state of wisconsin today. we just left the white house and talked to reporters about a number of topics in the headlines. nbc's kristen welker is at the white house. kristen, good morning. >> reporter: good morning to

you, craig. there is breaking news. labor secretary alex acosta is stepping aside. he called the president to inform him saying it was his decision. mr. trump acknowledging acosta had become a distraction. this after acosta held a news conference wednesday defending a sex crimes plea deal he helped broker for jeffrey epstein in 2008 while serving as a u.s. attorney in florida. acosta suggested epstein would not have served any jail time if his office had not stepped in. epstein was allowed to avoid federal prosecution in exchange to pleading guilty to state charges including soliciting prostitution from a minor. epstein spent time in jail and was forced to register as a sex offender. he pleaded guilty to new charges involving underaged girls. that was called a sweetheart deal and the pressure became too great. acosta is now stepping down. the deputy labor secretary will

replace him for the time being. meanwhile the president also on defense this morning over the controversial social media summit at the white house on thursday. on thursday, president trump blasting major social media companies. >> we have terrible bias. we have censorship like nobody has any understanding or nobody can believe. >> reporter: his comments made during a white house summit attended by some of the president's fiercest online supporters, and criticized by many for including some of the internet's most controversial voices. >> some of you are extraordinary. i can't say everybody. some of you are extraordinary. the crap you think of is unbelievable. >> reporter: hours beforehand, the southern poverty law center called the meeting a gathering of groups and individuals who have no business at the white house. saying the invite list included conspiracy theorists and extremists. guests included right-wing personalities like ali alexander, who pushed the false

conspiracy theory that kamala harris wasn't an american black, large social media companies like twitter, facebook and google said they were not invited to attend and declined to comment about the gathering. some of the president's critics called it a campaign event, >> they are talking about pure socialism. >> reporter: but a call to action to his followers. >> you have a lot of power and strength. you have to use it wisely. >> reporter: critics saying the event was more like a campaign event. the president vowing to look for legislative fixes to what he calls censorship of the media directing some at the white house to do that. for acosta, democrats on capitol hill and the campaign trail called on him to resign because of the plea deal. it's clear the pressure was too great leading to today's announcement. craig and savannah? >> kristen, thank you.

in the meantime, as we told you yesterday, the nationwide immigration raids that originally were postponed by the white house a few weeks ago are now scheduled for this r this coming weekend the operation is already being met with protests. nbc's national correspondent miguel almaguer has the details for us good morning. >> reporter: good morning. we're told by two senior officials with the department of homeland security that beginning this sunday, immigration and custom enforcement agents will begin looking for some 2,000 immigrants under deportation orders the crackdown comes as ongoing protests over the treatment of migrant children and vows by elected officials not to help i.c.e. agents in the field the raids were supposed to begin ten weeks ago in major u.s. cities but they were abruptly called off shortly after president trump tweeted, next week, i.c.e. will begin the process of removing the millions

of illegal aliens who have illicitly found their way into the united states. last friday, the president telling reporters, the raids will now be starting fairly soon i don't call them raids. i say they call in illegally, and we're bringing them out legally. >> reporter: in cities targeted, there are calls to resist. the mayors of new york, chicago, and los angeles, all promising local police will not share resources or assist i.c.e. with the crackdown. >> this policy is all about fear this is about a president saying a million people are going to be deported. >> reporter: in l.a., activists have been holding workshops to educate immigrants about their rights california's governor says that's a good idea >> i just want to say to folks that are anxious about a knock on the door, when we talk about knowing your rights, without a warrant, you don't have to open the door >> reporter: lopez is a daca recipient who has been in the country since she was 9. she's worried about her parents and young siblings.

>> there was many times my brother, my little one, asked me, what are we going to do? what happens if mom and dad are deported >> reporter: already under fire over poor conditions children are experiencing in detention centers, immigration officials say they're committed to carrying out the deportation raids. >> they're absolutely going to happen there's approximately a million people in this country with removal orders of course, that isn't what i.c.e. will go after this in, but that's the pool from people who have been all the way through the due process chain. >> reporter: immigration officials said they'd not comment on the timing or other details of the operations. families arrested could be flown to detention centers in texas and pennsylvania, where they'd await deportation. i.c.e. says the goal is to carry out the deportations as quickly as possible. savannah >> we'll continue to cover it. miguel, thank you. breaking overnight, more legal troubles for r. kelly. the singer arrested again in chicago. stephanie gosk is here with some more details on that steph, what do we know

>> guys, good morning. r. kelly was already facing state charges for sexual assault and abuse. now, he's been indicted by a federal grand jury on an additional 13 charges, including child pornography. he is set to be arraigned in federal court in chicago this morning. >> reporter: overnight, r&b star r. kelly arrested in chicago on sex charges. law enforcement sources say a spokesman for the u.s. attorney's office said kelly has been indicted on 13 counts, including child pornography, enticement of a minor, and obstruction of justice. ♪ i believe i can fly >> reporter: the 52-year-old singer, known for hits like "i believe i can fly" and "ignition. ♪ give me that >> reporter: he was arrested walking his dog near his home. >> had been said there were fbi investigations we didn't know when it'd happen. we're here today, and we're ready for it >> reporter: his arrest was the

second time this year that kelly has been taken into custody in chicago on sex-related charges in february, kelly was charged in illinois with ten counts, including aggravated sexual abuse involving four women three of those victims were minors at the time of the alleged assault. he pleaded not guilty. then in may, kelly was charged with 11 more counts of sexual assault and sex abuse. according to court records, he again pleaded not guilty kelly has been the subject of sexual abuse allegations for nearly two decades some of them alleging acts as far back as 1998 the allegations resurfacing back in january after a six-part lifetime docu-series "surviving r. kelly," detailing a number of women's claims that they were sexually, physically, and mentally abused. it also focused on kelly's 2008 child pornography trial, centered around an infamous sex tape kelly was acquitted of all charges. the grammy award winning singer denied all charges in the

meteorologist kari hall? >> starts out cloudy in san jose. we'll see the clouds getting out of here fairly quickly and temperatures heating up in the mid 80s in the south bay, low 90s in the east bay as well as parts of the north bay. a lot more widespread 90s in the forecast for the weekend, and as it gets hot there in san francisco, stays cool. we'll be in the 60s in just a little bit more sunshine for the weekend. let's get an update on how the commute is rolling with mike. >> bay bridge, it's full but moving well for the fastrak lanes and the approach is looking great as well, despite a couple of crashes that show up here. updating that crash we still do have traffic control for the northbound direction, lantos tunnel earlier crash mostly cleared from lanes, traffic flow restored along the coast and slow through hayward and fremont. crashes both directions on the shoulder. not a big deal. westbound on the right side across the san mateo bridge you're headed toward the sunshine and presumably toward your weekend, which is good stuff. low clouds but not a problem for most passers throughout the bay.

>> exactly. people bracing for what could be the first hurricane of the season. tropical storm barry intensified overnight with winds up to 50 miles per hour this storm is expected to make land fall early tomorrow morning, but the winds and rains are lashing already on the louisiana coastline. flooding is the main concern at this point, but officials are not expecting the mississippi river to rise above its levees in new orleans a change in direction or intensity could change that. breaking news this morning sexual assault allegations mounting against billionaire jeffrey epstein. the "miami herald" is reporting at least a dozen women have come forward with accusations, many, according to an attorney the paper spoke with, were minors at the time of their assault. this comes on the heels with our exclusive interview with jennifer araoz, who said epstein raped her when she was just 15 years old. this morning, more of our interview, how she says she fit the profile of vulnerable girls

prosecutors say he preyed upon >> reporter: what kind of teenager were you? >> i was a happy child i had pains growing up because my father passed when i was 12 years old. so that definitely took an effect on me when i was a kid. >> reporter: at 14 years old, jennifer araoz says she was lost, and she believes a female recruiter for jeffrey epstein looks to use that vulnerabilit when approaching her in 2001. >> where are you from? asking me personal questions i thought, okay, somebody trying to get to know me. >> reporter: it was the beginning of what she says was a grooming process that led her to epstein and his new york city mansion. >> he is powerful, wealthy, a great guy, almost like a fatherly figure to her, which has meaning for me at that time because i was maybe longing for that, which i was. so i just eventually trusted her. >> reporter: when you went there the first time, why did you think you were going

how did she have you go there? >> more of just like a mentor almost, somebody that could help me saying, like, you know, he's helped me, i've struggled. almost like she was similar to me. >> reporter: araoz says the recruiter was with her when she first started visiting epstein, who showered her with compliments. during most visits, his secretary would give her $300 or leave the money for her in a drawer >> by that time -- you went there alone for the first time, was there a certain trust that had built up? >> for sure. yeah i didn't feel i had anything to fear i felt almost like a friend, you know didn't do anything for me not to trust him. i felt okay. i felt totally fine going there. >> reporter: did you ever think, why is this older man -- >> i did. >> reporter: -- want to hang out with this 14-year-old? >> i did i didn't overanalyze it because -- i did and i didn't care really. i just knew that i was young i, you know, needed the money. i thought maybe just he needed companionship. i wasn't sure what it was.

i really didn't ask any questions. >> reporter: the first time you went there alone, is that when something sexual happened for the first time >> he brought me up to the upstairs room, which had the massage room he would tell me, like i want to show you my favorite room in the house. i guess he was getting more comfortable. afterwards, he basically said, transitioned into, you know, do you give good massages >> reporter: promises to help her become a model or actress and help her family financially also kept her coming back, she says, even after he began sexually abusing her >> i wasn't thinking, this is belittling i was just a lost kid, you know. i just -- it just seemed okay, i don't know >> reporter: and he had suggested he might help you, sort of his promise hanging over all of that. >> yeah.

so i just -- i said, this can only be beneficial, you know this is a good thing just stick it through, you know. it'll get easier, it'll get better so i just kept on going. yeah >> reporter: it was a process, it sounded like. >> it was. yeah, it wasn't an overnight thing. that's why i feel like it was really well thought out, you know, well kind of planned, you know, to really make me feel as comfortable as possible. almost to keep me coming back. i didn't really think, you know, that, you know, her and him would conspire to have me go there to do such weird things, you know, that ended up happening. >> reporter: araoz, drawn into a world she says others around epstein facilitated. do you think those around him, if they knew, do you want them to be held responsible >> i never, honestly, even

thought about that you know, when it comes down to it, yes, there's a lot of people that you could point fingers and blame, you know. but i'm not blaming anybody. i'm sure they knew though. that's more on their conscience. >> reporter: now that she's speaking out, araoz says she's found her strength. >> i know that i'm doing the right thing, and i feel good about it i feel good. i feel brave i feel strong. more than ever right now >> reporter: do you feel afraid of him >> no, i don't not anymore. i'm done with that >> araoz is not involved with this new federal indictment, but her lawyers asked for more information about epstein and his associates in anticipation of filing a civil case against him. epstein's attorneys have not responded to repeated request

for comment by nbc news but previously questioned araoz's credibility. epstein pleaded not guilty to this most recent sex trafficking charge it is interesting to hear this account and dig deeper into it what she portrays is a process that went on over a period of weeks. it wasn't like she showed up, and this alleged rape happened it was something, she said, that took place, took time. she had been there a few times before anything turned physical. >> after she stopped showing up that last time, did he or any of these people reach out to her? >> she says yes. she says that for almost more than a year, from time to time, the secretary or whoever it was, would reach out to her she never went back. she never returned a call. you know, it took her years before she said she told anyone. did tell people long before it came out publicly. she told a therapist and a then-boyfriend >> how is she doing? do you get a sense of where she is now >> you can kind of feel it at the end. she's resolved, a burden is

we're back with in-depth today. this morning, a new way to look at the u.s.'s ongoing trade war with china from the ground. >> yeah, china pouring billions into new technology, like artificial intelligence, that's giving the country's economy a massive boost. nbc's chief foreign correspondent richard engel spent weeks in china on this story. richard, good morning. >> we often talk about china in terms of the trade war, but there is a larger rivalry at play china doesn't hide its ambitions to become the dominant super power. it wants to displace the united states we had several weeks with great access in china, talking to party officials, going to factories, talking to just people on the street from the top to the bottom, you get a sense that china feels like its time has arrived.

it feels the u.s. is floundering right now. one of the ways that china wants to propel itself in the future is through a.i. or artificial intelligence >> reporter: from driverless cars setting speed records to robot hotels, china is building for the future, trying to overtake the u.s. with a home-grown tech revolution that's now everywhere, even in supermarkets. >> you can take your phone, and you can just scan. you can see when it was delivered to the store you can see the temperature. >> reporter: if you want to eat in the store, technology can help, too. from picking out the food to choosing your sauce. it comes out served by robots. kind of reminds me a little bit of america circa 1950. >> there's a lot of similarities between china now and in the post world war ii era in the united states. a lot of chinese feel that technology can solve any problem. >> reporter: president xi

jinping is investing billions into artificial intelligence, vowing that by 2030, china will become the world's a.i. leader. >> this is akin to like china having its sputnik moment, and like we're over here playing with like an old hot wheels set. >> reporter: companies like amazon and netflix are already using a.i. to make recommendations based on what you've bought or watched but china is harnessing this predictive power to do a lot more a.i. is increasingly at the center of robotics, retail, banking, and medical research. what is china trying to achieve with this? >> whoever wins the tech wars, especially in artificial intelligence and big data in the next five years, going to control the world in the future.

>> reporter: china is also using artificial intelligence to build the ultimate surveillance state. many of china's ubiquitous surveillance cameras feed into an a.i. system that can recognize faces, figure out your name, and alert authorities if you disobey the law. even crossing the street, you're on camera. if you jaywalk, you'll be caught, shamed, and fined. citizens will be ranked with a social credit score. if your score gets too low, your access to restricted at places like train stations and airports china is playing a long game, trying to dominate a technology that will allow it to monitor its population in unprecedented detail and become the 21st century superpower >> as awesome as it is, it is kind of depressing on a certain level. what is the social credit system, by the way. >> the social credit score is a program that they're rolling out across china where the state, based on a variety of data that they collect, assigns you a loyalty score, a social credit score based on how good of a person the state perceives you

places where i'm standing now is the mississippi river, which is 8 feet above where it normally is this time of year. you can see the trees right there, that's where the actual banks of the river should be storm surge could push the water as it comes in up over the levee here and flood the other side. there's a lot of attention to potential flooding that is, in part, why the national guard here in louisiana has activated 3,000 members, putting them on alert, getting their swift boats in place, in the event they have to perform rescues. guys, a lot of attention, and today is the last day, you can see the wind picking up, the last day to prepare. barry is making his way to shore on saturday. >> we can certainly see it there. kerry, thank you very much >> and hear it, as well. we have breaking news this morning. seattle area residents were shaken out of bed by a magnitude 4.6 earthquake it struck east of the city of everett. it could be felt throughout western washington the quake was followed by a 3.5 aftershock at this point, no immediate reports of any damage or

injuries this quake comes one week after a pair of big earthquakes in southern california. the u.s. coast guard released dramatic video of a drug bust at sea, and it looked like a scene from an action movie. take a look and you'll see it. coast guard chasing a submarine. this happened a couple weeks ago in the eastern pacific ocean watch this the video shows the crewman jump on to the moving submarine. >> wow. >> then he starts pounding on the hatch. eventually, a man inside throws open the door, apparently giving himself up coast guard recovered 17,000 pounds of cocaine on that sub. worth an estimated $232 million. >> coast guard does not play. >> no. that's courageous moves right there. 8:04 how about a little boost >> remarkable video captured a rare rescue off the coast of western australia. jake wilton knew he was witnessing something extraordinary. a 10 foot manta ray kept

is here with this investigation. >> good morning. it's very upsetting. our investigation began in san diego, one of the most expensive cities to live 40% above the national average thousands of enlisted service members and thei families are living there with paychecks putting them it or slightly above the poverty line. we took a look at what life is like for their kids. >> reporter: desiree meyer has four kids and a husband in the navy who has been deployed nearly eight months. she knew life as a military spouse would have challenged, but she never imagined the biggest one would be feeding her kids. >> today was not a good sale day. we have to get creative. some days we have bread drives >> reporter: desiree and thousands of other military families around the country rely on the kindness of strangers at do yo

dewey elementary, the feeding san diego truck arrives every two weeks with fruits and vegetables where a team sets u a distribution line. families arrive early. nearly everyone here is mill fair. >> i wouldn't say check to check, but pretty darn close if a flat tire goes out, that's it you see what i'm saying? you don't have much. $100, $200 lingering, but that's it. >> reporter: tonya mcmillen is the princeal at dewe elementary. >> 80% military and 70% free and reduced lunch. >> reporter: essentially, what you're telling me is, members of our u.s. military are paid so poorly, that their children qualify for free lunch and breakfast. >> yup absolutely, yeah pretty sad >> reporter: i mean, would you tell people that little kids, whose parents are on the front line for the rest of us, you know, serving, go to bed hungry sometimes? it's shocking. >> yeah.

yeah, go to bed hungry and lonely because their parents are gone sometimes, yeah. >> reporter: we ask these kids to carry a lot. >> yes, we certainly do. >> reporter: dan meyer is well aware of that. as a communications officer in the navy, he makes $34,279 a year before taxes. that's just under the national poverty level for a family of six. the military does pay for their housing, a significant benefit, but they still can only make ends meet with help. families struggling with food insecurity is something vince hall, ceo of feeding san diego, knows all too well last year, this food rescue group provided 26 million meals. >> many of these families are the hardest working people i've ever met in my life. they're focused on skipping meals so their kids have something to eat >> reporter: planning the groceries down to the very last snack, and watching every penny. some of those people are military families, where the kids are hungry on a routine basis. >> yes

i take great pride in the work that we do here, but i take no pride in the fact that our country stations families in san diego and doesn't pay them enough money to live in san diego. chances are, while the service member is deployed in a combat area, wearing the uniform of our country, they are going to be worried that their family back home is living below the poverty level and doesn't have enough to eat. >> reporter: it's not just san diego. nbc news obtained records from the department of defense. they show that one in three children attending schools on military bases run by dod are eligible for free and reduced lunch. a group working with military families to get them the help they say they need tells us the problem is widespread. >> we've identified that there are food pantries on or near almost every military base in this country they're serving hundreds of military families each month >> reporter: something he says the military tries to keep as quiet as possible.

>> i think for dod, this is a public relations issue they would rather it just kind of went away or was dealt with quietly. >> reporter: we wanted to talk to the department of defense about all of this, but despite repeated requests, they told us no one was available for an interview. instead, they sent us an email, telling us that the problem is minimal. that military members are very well paid, that there is a subsidized grocery store on each base, and that families can avail themselves of the financial literacy training the military provides. >> the position of the pentagon is that if you plan well enough, your husband is being paid a competitive wage, and everybody should be fine the two of you are not doing an adequate job planning. >> my husband and i have taken advantage of resources available to us. we have met with financial counselors provided by fleet and family services. we have done that work >> reporter: no matter how

financially literate they are, there's so much stretching they can do. >> i think it is a national outrage. >> reporter: congresswoman susan davis of san diego and senator tammy duckworth of illinois, a former helicopter pilot, joined forces in introducing legislation that would lift some military families higher above the poverty line minimal problem, as the military says >> it is not a minimal problem instead of ignoring it, we should fix it. we should say, come to the military and kids will get good education, good housing, and your kids will be fed. the military is an amazing place to work. i loved the army let's compensate our troops who defend us so that they can do their jobs without worrying about whether or not their kids have empty bellies. >> reporter: so the estimate, in order to fund what you think is needed, is between $20 million and $30 million. >> yes a drop in the bucket when you look at the entire dod budget, which is in the $735 billion to $750 billion range. >> reporter: back in san diego, after 212 days at sea, desiree
