>> good monday morning great to be with you and great to be back with my partner phillip. >> yeah, i am so happy to be back been gone for like a week. can't wait to get right back into it. we begin this morning with a life-threatening flood putting millions at risk as tropical depression barry churns its way inland officials concerned the flash flooding could dump more than 20 inches of rain in louisiana and wash out six other states. the coast guard rescuing 12 people this weekend who are left stranded in flooded homes. nbc's dan scheneman reports. >> reporter: barry has been downgraded, but is still dangerous. >> much of the southern portion of the state is still experiencing heavy rainfall. and it could lead to flash flooding >> reporter: up to 6 inches of rain possible in some areas, in baton rouge, roads are flooded and creeks are overflowing >> the forecast has rain again all the way up the lower mississippi valley

that rain will get into the valley and come back down to louisiana, so we want to make sure we watch the water levels louisiana felt barry's full force. the storm surging engulfed some neighborhoods while in alabama some major roads were consumed by water as they work to restore power to tens of thousands left in the dark, in the big easy, there is a sigh of relief. >> we absolutely made it through the storm. beyond lucky, we were spared >> reporter: the floodgates to new orleans are open again and the port is open for business. dan scheneman, nbc news. >> now to president trump igniting new controversy this morning with a tweet targeting progressive congress women his message denounced as racist by democrats he suggested they go back and help fix the totally broken and crum infested places from which they came. while he didn't mention anyone by name, he appeared to be

referencing four freshman democrats, none of whom are white and all but one are from the u.s. nbc's hans nichols has more. >> reporter: president trump trying to stoke conflict between house speaker nancy pelosi and four minority liberal congress women. tweeting, go back and help fix the totally broken and crime infested places from which they came mr. trump added, so interesting to see progressive democrat congress women who originally came from countries whose governments are a complete and total catastrophe. the president has singled out one of the women, miss omar before she's from somalia, the only one of the four congress women born outside the united states. >> i'm looking at miss omar from minnesota. she shouldn't even be in office. >> reporter: speaker pelosi denounced mr. trump's tweets as xenophobic comments meant to divide our nation while omar accused the president of stoking white nationalism because you are angry that people like us are serving in congress. other house democrats, including the assistant house speaker

to visit baton rouge, which is what makes what happened last week even more disturbing. police say the call came friday, a suspicious vehicle parked on this dead end, only when officers arrived, they found ar inside the trunk of that car in response, police dedicated a team of detectives to track down leads. the news of her loss hitting the city hard. >> she never showed up without smiling and saying, here's a positive way to deal with something. >> reporter: the local naacp branch calling her an icon writing, we lost a cultural legend rest in peace, sadie roberts josef, now police are turning to the public and hope someone knows something. >> it is a tremendous loss, and i believe the community is going to step up and do their part to help us identify this person and put them behind bars >> reporter: justice for a woman who spent her life fighting for it morgan chesky, nbc news, baton

nbc's cynthia mcfadden reports on a growing problem >> reporter: desiree meyer never expected her biggest challenge as a military spouse would be feeding her four kids. >> we kind vf to get creative. some days we have bread drives >> reporter: the san diego truck arrives every two weeks full of fruit and vegetables >> we are 80% military and 70% free and reduced lunch >> when you tell people little kids whose parents are on the "frontline" for the rest of us, you know, serving go to bed hungry sometimes, it's shocking. >> yeah, go to bed hungry and lonely because their parents are gone sometimes. >> reporter: dan meyer is well aware of that. he's a communications in the navy he makes $34,279 a year before taxes. that's just under the national poverty level for a family of six. the military does pay for their

housing, a significant benefit but they can still only make ends meet with help. vince hall, c.e.o. of feeding san diego, knows this all too well last year this food rescue group provided 26 million meals, many of them to military families >> i take great pride in the work that we do here, but i take no pride in the fact that our country stations families in san diego and doesn't pay them enough money to live in san diego. >> reporter: and it's not just san diego. our investigation revealed one in three children attending d.o.d.-run schools on military bases are also eligible for free and reduced lunch. at fort stewart in georgia, a wh 65% are eligible. the department of defense declined our multiple requests for an interview instead, sending an email saying, the problem is minimal, that military members are very well paid, that there is a subsidized grocery store on each base, and that families can avail themselves of the
