as former special counsel robert mueller testifies in front of lawmakers. it begins here on nbc bay area live at 5:30 tomorrow morning. muell mueller's testimony will be about his connection to the trump campaign and the 448-page report. president trump says he will watch some of it. today in the bay's tracie potts is lye live on capitol hill. how is washington preparing for tomorrow? >> reporter: lots of gaming it out of what democrats might say and what republicans might say. here's a question this morning. have you read that 448-page mueller report? democrats are banking on the fact that most of you have not and that's why they think even if restricted, mueller's testimony on that report could be riveting. new from the justice department, this letter telling robert mueller that any testimony must

remain within the boundaries of the public report, no testimony concern iing the redacted or blacked out portions. also off limits tomorrow is privileged information. decisions made during the investigation and any communication with the president. >> i'm not going to be watching. maybe i'll see a little bit of it. >> the president is terrified. >> reporter: mueller is set to spend five hours with the judiciary and intelligence committee talking about his report on russian election interference. it did not indict or clear president trump on obstruction of justice. mueller's promised he won't say anything new. >> the report is my testimony. i would not provide information beyond that which is already public in any appearance before congress. >> reporter: but democrats believe most americans haven't read the 448-page report and will be shocked to hear the details. >> it will be very important for us to go through that evidence of conspiracy. that evidence of conclusion because it's damning.

can achieve. >> within the last hour, britain's conservative party announced the vote. he's promising to take the uk out of the european union without a deal. and now he has just two months to resolve one of the most devisive controversies to hit great britain. authorities have now identified a woman whose body was recently found near san jose's river trail. the body of the 44-year-old was discovered last week while officers were conducting a trespassing sweep. they are calling it a suspicious death investigation, but the medical examiner has not yet determine d an official cause o death. firefighters are making progress on a wildfire still burning in the north bay. the canyon fire has burned about 55 acres. it started yesterday afternoon. at last check, it's 60% conta contained. nine homes remain evacuated this

to do here at this new security check point. they are going just beyond and a ha seeing new things here at a the new harvey milk terminal. a big celebration took place to show off the terminal with nine gates, and new concessions. one passenger says he was im pressed this morning. >> when i first walked through, i was like, wow, i was not expecting to see the museum walking through there. >> the terminal is is named after former san francisco supervisor harvey milk who served in the late 19 0s. he was shot and killed by a f m former colleague in 1978. now this terminal will eventually have 25 gates when fully operational in 2023.

democrats reached a deal to raise the debt ceiling and increase spending. tracie potts touched on this. this will keep the government operating for now. we're gushing red ink despite president trump's promise to pay off the national debt inside of eight years. we're spending a trillion dollars more a year than we're bringing in. to be fair, obama ran trillion dollar deficit in the first few years, but that was during the biggest economic crisis since the depression. you think of thises a a house hold budget, you might run up the credit card if both parents lost their jobs and tuition was job. you might take that kind of d t debt. if you're getting big bonuses and everything is great and still maxing out the credit card, what areou going to do when everything turns back again? that's the concern. >> thank you very much. happening today, san francisco leaders will consider an ordinance to add a charge of 25 cents to all disposable cups.

>> everybody on tuesday morning, get a little love here on today in the bay. >> you're going to need the sunscreen. >> it's going to be a warm one in a lot of places. >> air-conditioning on at this point. we are going to take a live look outside in san jose at the sunrise. it's a beautiful start to this tuesday morning. we'll see a few more clouds rolling by at times. and take a look at that seven-day forecast at the bottom of the screen. it's going to be hot. we're not going to see much relief over the next few days. and as we start out this morning, we're already at 65 degrees. but it's now at 51 in santa rosa. you can see we have some spots starting out with cooler air. it you're about to head out to the bart station, expect us to be right at 63 degrees within the next hour. if you'll be leaving a little later this morning, 68 degrees at 9:00. then 81 degrees as you get ready

to head out for lunch. here's a lock at the south bay high temperatures. reaching to the 80s and 90s. this is very much like yesterday. we're going to see the high temperatures in antioch back up to 94. oakland reaches 73 dwres. we'll see mid-60 for half-moon gbay. and 64 in ink theside. and for the north bay, anywhere from 62 to 92 in ukiah. if you're planning to head to the beach, you're looking for something to do, santa cruz will have comfortable air. highs into the 70s. we'll see is an increase in cloud cover because of monosoonal moisture surging into southern california. it won't bring much in the way of humidity here, but we may see a few more clouds drifting by compared to what we saw yesterday. that's going to be the trend over the next couple days as the temperatures heat up. we're in the upper 90s tomorrow.

and we're going to see more of the same going into the weekend. but we will have relief in san francisco and bay area beaches reaching into the 60s and 70s. there's no surprises so far. >> i'm on surprise patrol. watch out for whatever pops up here. green sensors all over. a little bit for 84. more than a little. but no surprise there is. we're looking at the approach to the bay bridge. highway 4, coming through the complex just fine. the toll plaza has its backup which continues to build. these sorting themselves out and loosening up on the approach folks streaming in. look at the overcrossing. that indicates it should be turning on any second with the volume of traffic coming in. no delays to avoid the toll plaza. we're looking at no delays reported for union. back to you.

only three times on a suspect. the sheriff will ultimately make the final decision on the new policy. now to the latest on another bay area freeway shooting. this happened just south of 98th avenue in oakland. a man in a d sedan opened fire. the driver was shot but is expected to be okay. it backed up traffic for miles. >> you could get out and walk easier, but you can't. so that's the way it is. >> arrests have been made but the shooter is believed to be a man in his 30s to 40s driving a dark-colored sedan. the search continues for a hit-and-run driver who left a man with series injuries. >> the driver was speeding off the freeway and that's when the car struck the victim who was walking.

>> us saw a big rush right here at the san mateo bridge. you see the brake tapping going on and the the lane changing as well. the source of this rush as well as the patterns we see for the traffic. new overnight, video of the end of a chase that stretched from south bay to the peninsula. now two juveniles are in cu custody. chp telling us that officers were following a stolen car spotted in san jose at 2:30 in the morning. it led police on a chase topping speeds at some point at 100 miles an hour. this all ended at middlefield and palo alto. they are facing charges of evading and driving a stolen b vehicle. the trial is set to begin for a california army veteran accused of plotting a terror attack as revenge object the attacks on the mosque. >> he was arrested in april and

finalized plalances to detonate bomb in long beach. >> he discussed several types of attacks with an fbi informant and recently converted to islam. authorities say he expressed his support for isis. he faces up to life in prison if convicted. 5:43 for you right now. the clock is running. there are few er than 24 hours until robert mueller testifies before congress. millions of americans will be watching. >> live coverage gavel to gavel pretty much on every channel. lots of americans will be watching, though apparently not the president, who yesterday said he was ub unlikely to be tune in. >> maybe i'll see a little bit of it. but i won't be watching mueller because you can't take all those bites out of the apple. we had no collusion, no obstruction. >> the mueller report actually said it couldn't establish the trump campaign conspired with the russians. it did say the campaign was well

aware of the russians' help and benefitted from it. the be the is very incorrect about obstruction. the second half of the mueller report lays out ten instances of obstruction. but -- >> charging the president with a crime was, therefore, not an option we could consider. >> so to bring you back up to speed, the report says the russians interfered. the trump campaign knew about it. benefitted from it. but the special counsel could not prove a conspiracy. it did establish that the trump administration impeded and interfered with the investigation. but refused to prosecute apparently leaving it to congress. this is what the mooueller repo says in print, but polls show only about 1 in 10 americans have read the report. so even if mueller said absolutely nothing new, what he said could be damaging.
