and they came in furious, and they dumped tons of rain leaving chaos in their wake. severe storms sweeping across the east coast. >> oh, man man. it's a geyser. >> reporter: creating travel nightmares in the region throughout the night in the tri-state area, more than 200,000 homes without power, most of them in new jersey torrential downpours causing serious flooding in the new york metro area bringing traffic on one major highway to a complete stop during the evening commute. new york city subway riders inundated by unexpected indoor water falls, while this normally bustling street in brooklyn looked more like a river one new yorker bravely walking through flood waters up to her thighs at airports, delayed and canceled flights piled up. some passengers stranded on the tarmac and in the terminal while others were stuck in the air

>> we're very frustrated, tired, and we want to go home. >> reporter: our own craig melvin surrounded by frustrated fliers at new jersey's newark liberty international airport after his own flight was delayed more than five hours, and my own flight from atlanta to laguardia was diverted and sent back after more than two hours in the air. >> people are now on their phones trying to reschedule their flights. they're waiting in lines they're calling their loved ones they're letting them know they may not be able to get home as planned. >> reporter: a region recovering from days of extreme heat, now suffering through even more unpredictable weather. >> much of those flood waters have since reseeded, but there are still hundreds of flights that have been delayed or canceled which is why airlines are asking paessengers if they are traveling to check in with them before they head to the airport. >> again, hot mess morgan, i think it's a meteorological term. >> it is >> speaking of meteorological terms, al is here with a look at the forecast, how's it looking out there?

>> not that great right now, unfortunately. if you are traveling by road or air, you're going to have problems flash flood watches, flash flood warnings from knoxville all the way to the northeast and into new england. 25 million people affected you can see that heavy rain now over the new york area moving up into boston, and there's more back to the west and why? we've got this frontal system that's bringing the cooler air, but it's also developing low pressure along it, so this slow moving front bringing rain, a severe threat into the carolinas late tonight into tomorrow the front pushes into the southeast bringing heavy rain down into florida, and there's a tropical depression just off florida's east coast, 40 miles east/northeast of west palm beach. winds at 35 miles per hour it's going to get caught up in that cold front that's pushing to the south that's going to tear it apart, maybe bringing some more rain into the carolinas that's where our heaviest rain is going to be through wednesday, anywhere from two to four inches but locally could be more from virginia all the way down to florida.

>> still very ugly out there for a lot of people. we'll have more on the severe weather later this morning. we turn now to washington, the high stakes testimony of former special counsel robert mueller. it's just 24 hours away now. this morning democrats on the house judiciary committee scheduled a practice session to prepare for the long anticipated hearing. the president says he will be watching some of it along with millions of others nbc's white house correspondent kristen welker has the latest on it >> reporter: it is high stakes on both sides of pennsylvania avenue with mueller's testimony looming. as you said, democrats on the house judiciary committee are expected to hold that prep session later this afternoon democrats on the intel committee have been preparing as well. the white house and president's legal team are bracing for impact all as the justice department issues a blunt warning to robert mueller. >> reporter: he may be a reluctant witness, but in just 24 hours, former special counsel robert mueller will be in the hot seat, this morning new details about his testimony.

a mueller spokesman tells nbc news the former special counsel will deliver an opening statement, then offer his entire 448 page report as his full statement for the record overnight, the justice department citing executive privilege telling mueller his testimony must remain within the boundaries of his public report, something mueller has long vowed to do. >> we chose those words carefully and the work speaks for itself and the report is my testimony i would not provide information beyond that which is already public in any appearance before congress. >> reporter: president trump striking a defiant note ahead of mueller's highly anticipated appearance. >> the report was written. it said no collusion the report was written, and the attorney general based on the report was easily able to find there was no obstruction there's no nothing they're waesting their time. >> reporter: and after saying he won't watch mueller, the president now signaling he may tune in.

>> no, i'm not going to be watching probably, maybe i'll see a little bit of it i'm not going to be watching mueller because you can't take all those bites out of the apple. >> reporter: the investigation found insufficient evidence to establish a criminal conspiracy between the trump campaign and russia, which interfered in the 2016 election, but mueller notably did not make a determination about whether the president obstructed justice and said he followed justice department policy that forbids indicting a sitting president. >> kristen, this is as we know a 400-page report. you're talking about a few hours of testimony do lawmakers know what specifically they want to ask mueller about? >> reporter: they have signaled some of the key questions. among those key questions, they are going to ask whether mueller believes mr. trump could be indicted if he weren't president, why mueller never forced the president to sit for an interview, and why didn't mueller talk to donald trump jr. who, of course, attended that infamous trump tower meeting

resignation grew even louder police once again lobbied tear gas to break up the crowds the protesters converged here on the streets of old san juan right in front of the governor's mansion like they have for more than a week, but this day was different. it was the largest demonstration by far, hundreds of thousands of people from across the aisle and brought san juan to a standstill. >> we need a change, and we need the governor to resign >> reporter: protesters here included pop star ricky martin in new york, demonstrators at grand central terminal did not think governor ricardo rossello's announcement that he would not seek re-election was enough. >> everything that was said i assume responsibility for. >> on fox news rossello reiterated he would not resign immediately, though he struggled to explain how he would stay in office.

let's get to the headlines this morning, it's the weather at the top for us hundreds of thousands of people were left without power overnight after those severe thunderstorms swept across the east coast and left a mess, too. torrential downpours caused major flooding in the new york metro area bringing traffic on one highway to a stop during the ening commute, and that's a normally bustling street in brooklyn looking more like a river. air travelers did not farewell at all hundreds of flights were delayed or canceled. what can we expect today al's going to be here in just a few with the forecast. president trump and congressional leaders have struck a bipartisan deal that would extend the debt limit for two years, it would provide more money for defense and protect spending on domestic programs. it would increase funding to combat the opioid epidemic and provide an additional $2.5 billion for the 2020 census the house and the senate have yet to vote on the deal, but that could happen by the end of the week. it is exactly what you do not want to see when you're at

the beach, a dorsal fin sticking out of the water a few feet off the shower this video shot by a family in cocoa beach, florida, saw a pair of sharks swimming in shallow water. they say they've been coming to cocoa beach for 30 years, have never seen a shark this close to shore. now to the growing mystery surrounding the death of a mississippi college student. her body discovered near a lake not far from her school leaving her classmates stunned and her family reeling nbc's joe fryer is here with more on the investigation. joe, good morning. >> good morning, guys, the sheriff's department is remaining pretty tight-lipped about what happened to ally kosti kostial, but they do say foul play is apparent this morning we're learning details ab the ole miss college student's final hours as her family and friends remember the beloved 21-year-old. >> reporter: questions are swirling this morning in northern mississippi where a deputy on patrol found the body of 21-year-old ally kostial near

a lake, the discovery stunning those living nearby. >> i just can't imagine what the parents are going through right now and their family it's very devastating. >> reporter: authorities close to the case tell nbc affiliate that kostial was last seen friday night outside a bar near the university of mississippi where she was taking summer classes. the same sources also say her body was found by the lake the next morning with multiple gunshot wounds the area, a popular destination for students at ole miss is about 20 miles away. >> that's what's even more shocking about all of this it could be anyone. >> reporter: those close to kostial want answers. >> it's just hard for me because all i can think about like when i see her face is what she went through, what she was thinking, what she was saying. it's really, really hard >> kostial grew up in st. louis, her father confirmed the news on facebook writing saturday afternoon we were visited by police who communicated to us that our beautiful dear alexandria ally kostial was the victim of a homicide

ole miss's chancellor says we are truly saddened, ally was a valued member of our campus community. on social media friends are posting emotional tributes, one writing she was the brightest light and always had a smile on her face she truly was a ray of sunshine. another writes, praying justice is served soon and that god wraps his arms around the kostial family with investigators calling this a case of foul play, students in oxford, mississippi, are nervous and hoping to find out what happened to their classmate. >> i mean, oxford is a place you feel like you know everybody you trust everybody, and right now it just doesn't feel like that >> joe, you mentioned authorities are being pretty tight-lipped, which is understandab understandable. >> that's right. the sheriff's department says it following several leads. they're releasing very little information right now because they don't want to hurt the investigation. as for the kostial family, ally's father says his daughter was sweet and she was harmless they're anxiously awaiting more information from investigators. >> thinking about them. let us turn to al now with a

check of that forecast we've been wondering what's on tap for today. >> the good news is when we showed you the map like this last week we were looking at a lot of red look now, the blue is out. new york city's high today 75, ten degrees below average. cincinnati at 81 that's six degrees cooler than usual. atlanta, 79 degrees. that's 11 degrees below average and by wednesday the cooler weather makes its way into the southeast. we always have to put in savannah, minus nine where it should be. 87 in new orleans, that's four degrees cooler the good news is if you like heat, we've got it for you coming back, temperatures getting into the upper 80s for detro detroit, st. louis at 90 on saturday new york will be flirting with 90 as well the heat will be making a return good morning, i'm meteorologist kari hall.

this morning on in depth today, new action to support the mental health of kids in school. the state of oregon is make ago big change to help students who arestruggling. kate snow is here with more. >> studies show that one in five kids in this country suffer from a mental health condition. well now oregon is doing something pretty radical allowing students to take excused days off from school for mental health reasons. >> reporter: kids are allowed to take sick days from school if they're physically ill now students in oregon will be able to take mental health days, too thanks to a new state law. >> mental illness can affect anyone, no matter how they look on the outside. >> they lobbied state lawmakers for the bill as seniors this winter along with other students. >> i took on this cause for a personal reason first off

because so many of my close friends in high school struggled with depression, and there were times that i saw them at school and they really shouldn't have been there it would have been much better for them to take a day off. >> under the oregon law, a certain number of mental health days will be considered excused absences students won't be penalized and can make up missed exams later >> i can attest that this bill is long overdue. >> derrick, who struggled with anxiety in high school told lawmakers this would have made a huge difference for him. >> this is really wrong, i'm being marked absent, unexcused, can't make up these assignments because i don't have the will power to go to school today, and there was no system set in place to help me >> reporter: these students inspired in part by the activism they saw after the school shootings in parkland, florida. >> the parkland shooting was a great example of students having to take their own issues into their own hands. it's our generation. >> reporter: oregon has one of the highest rates of teen suicide in the country it's the second leading cause of death for 10 to 34-year-olds in

that state nationally, suicide is at a 50-year high. >> mental health often is forgotten in schools we're comfortable with broken arms and broken legs, but we're not very comfortable with depression and anxiety and the things our students are struggling with. >> ben was amazing. >> oregon mom carol mccann lost her 14-year-old son ben to suicide last fall. >> i think the stigma that has been around suicide needs to change. >> reporter: the new state law has received some backlash, some believing that kids will take advantage, but these students say changes like these are needed to start a conversation around mental health >> children are already missing school for mental health reasons. the thing is they're lying about it they're doing the old school pretending they had a fever or they're sick or a headache or something. >> our biggest goal is making sure that everyone knows that mental health is just as valid as physical health. >> kate, this is such an interesting idea in the state of oregon, how many mental health days will kids get. >> under oregon state law, you

can take up to five excused absence days in three months -- in a three-month period, but school districts are all going to have the ability to reframe it for their own district and what they think is appropriate it will be district by district. >> there are other states that have done this. >> utah actually passed a similar law last year, and just recently florida mandated that schools give students mental health classes starting in the sixth grade. students are going to learn how to identify the signs and symptoms of mental illness, find resources if they're battling anxiety or depression and learn how to support other peers who might be struggling. >> getting rid of the stigma seems to be the biggest part of this. >> that's the biggest part, just being able to say i need a mental health day is a big deal. >> kate, thank you so much. coming up, we're in tokyo state of mind this morning with the athletes hoping to compete at the olympic games there next summer. and another treat, japanese traditions will be front and center we are one year away from tokyo. we've got it all after these messages

olympic debuts in tokyo. >> we're going to be catching up with some of these athletes including shaun white. yes, we know he's used to snow but he's got a big announcement coming up about possibly a 2020 olympic appearance let's get right to your news and those severe thunderstorms overnight triggered flash flooding, power outages and travel delays all along the east coast. al's got the latest forecast just in. let's get to nbc's morgan rad fo ford she's at laguardia airport there have been a lot of troubles. >> reporter: good morning, that's right, these flight delays and cancellations seem to just keep growing. we're already at more than 500 flight delays, 200 cancellations, and that's all across the united states this, of course, is after days of extreme heat in this area turn to the other side, and then we saw severe thunderstorms and flash flooding i was one of those people who was traveling into new york last night, and my flight got redistrir redirected after traveling two

hours from atlanta to new york of course people in the area those flash floods meant a lot of new yorkers were walking in water as high as their thighs, and then in new jersey we saw about 200,000 people who were without power. this has created intense chaos at places like here at new york's laguardia airport in queens that's why a lot of these airports are asking passengers to check in with their airlines with ample time in case their flights have been delayed or canceled meanwhile, a lot of those flash flood warnings have been lifted. they were lifted earlier this morning for the tri-state area, and as those flood waters continue to recede, we're hoping for clearer skies and better transportation days. savannah. >> we sure are, morgan, thank you. it's not just the tri-state area, of course, across the country extreme heat was followed up by severe thunderstorms. al, when can we expect things to get a little more normal from here >> in about 24 hours everything will be back to usual. we are looking at still some flash flood watches stretching from the appalachians all the

way into the northeast, 25 million people affected. still have a few flash flood warnings out there, too, but this is all pushing off to the east that's good news new england, you're going to have to deal with that over the next hour or two slow-moving front. then it sags down to the front low pressure developing a severe threat in the carolinas later this afternoon by tomorrow the front pushes into the southeast heavy rain threat for florida. we're watching this tropical depression we don't expect it to become a tropical storm it should start to weaken, get caught up in that cold front, maybe bringing some showers in the meantime, the heaviest rain is going to be down from florida into the carolinas, maybe even virginia, upwards of about three inches then things dry out, and a lot drier, a lot cooler. savannah. >> all right, al, thank you. puerto rico's capital is bracing for another day of massive protests demanding the governor's resignation hundreds of thousands of people took to the streets of san juan yesterday blocking the city's main highway

>> big fan, big fan. >> first of all, it's nighttime there. that's always going to be fun because we're kind of reversing our schedules. is tokyo ready >> reporter: i think so. i got here earlier this morning, savannah and willie and got to tour around, see some of the venues and the bustling city, 37 million people with the olympics going on around it but venues in place, those that are not done are on their way to being done i think this city will be more than ready and will do a great job handling over the 11,000 athletes that we see at the summer olympics. >> so mike, you made the hop over from northern ireland from the british open, watched some great golf now you're there at tokyo with the excitement of new sports, two returning, three entirely new. we're going to look at some of them including skateboarding this morning what's the feel over there about some of these new events >> reporter: right, well, i think there is a connection to japan, and the baseball and softball returning also connects to the u.s maybe we'll see the usa and japan in some big matchups, but

karate as keir mentioned and then the surfing and skateboarding. i think it's great in general for the youth of america, the youth of the world these are the sports that are participated in by 16 to 25 to 35-year-olds so why not see them on the highest level in the biggest sporting event in the world. i think the olympics continues to grow the young audience and the participation of the youth of the world, and i think that will be highlighted in some of these events >> it's fun. it keeps the olympics relevant, of course. we also love to keep our eyes on big, big stars what are the big names we should be looking out for >> reporter: well, as usual we look at the pool, and we look at gymnastics for the u.s you have katie ledecky who had all the success we've seen in rio and started that successful run in london. obviously for the men's side in terms of the swimming, there's no michael fephelps but caeleb dressel is a name to watch, dominant two years ago the current world championships

he's off to a good start we're not seeing phelps but he could be the big star for america. and then in gymnastics you mentioned simone biles, and you've said it all a chance to be the first woman to repeat as the all around champions since 1968's olympics and do it back to back, and she and ledecky have a chance to become the all time winners in terms of gold medals for american women athlete a lot of stuff on the line, a lot of athletes we'll enjoy watching compete one more time. >> and then of course there are the athletes that require only one more name. i'll give you three of them, you tell me whether or not we're going to see them there, tiger, lebron, and serena >> reporter: tiger, it will be tough. he has to find the health and his form lebron it would be great to see him lead this next generation of young basketball players for team usa, and serena, when serena wants something she goes and gets it. she wants one more shot at olympic gold two out of three ain't bad let's be greedy.

skatiing around i thought why don't i test the waters, compete a little and see what happens after that i'll probably make the big announcement what i'm going to do. >> that would be a huge feat, having been so successful at the winter olympics and then try to go to the summer olympics. is that something that you have dreamed about for a long time? you've been skatiing for a long time. >> i have, yes it's fun i mean, there's so much exposure from the winter olympics for myself and my life and my career, but i've been just as much of a skateboarder in my other side of my life, and it's so amazing that this has happened i knew it was going to happen eventually, but now that the day has come it's just insane to me, and so exciting and i'd love to take part if i could first steps are first, you know. see what happens. >> everybody watching should know, this isn't something flukey thing you woke up to and decided to do. you've won major events at the x games. >> that was a goal in my life to pursue skateboarding and snowboarding and try to be the best in both you know, i definitely took a

backseat to skateboarding as my career in snowboarding really took off this is something where i've been skating since i was a little kid the local park i would go to, tony hawk would also be there, i got to learn from him. >> tony hawk thought about your talent. >> yeah, a local park. just so people understand, you know, it takes a lot to go down this olympic path and what people give to become elite athletes at this level so when you're thinking about whether or not to, obviously it's about whether you can, can you compete at the level you want to. >> of course. >> but what else goes into it? >> so much, not just physically but mentally you know what i mean for me it was an interesting time because i had just come out of the winter olympics, and it was such an amazing olympics that i just wanted to enjoy that moment, you know, that gold from the winter and just take a beat, relax, and then you know, consider this. i think it's definitely something that's given me a little bit of i needed time to think about what i want to do

next now that i've had a minute, oh, this is a great, and then i'll test the waters with this event. >> you more than anyone else have revolutionized the winter olympics with snowboarding and everything else you've been able to pleasure, raised the profile of those sports to an international stage. what does it mean to have skateboarding in the summer olympics >> you know, it's amazing. it's been a long time coming and there's so many amazing athletes that i don't think get the recognition they deserve they're out there every single day working and training, and you know, when i was competing in snowboarding as a kid, i even had trouble finishing my schooling because, you know, the school i attended they were like this list of sports, snowboarding's not on it we don't consider snowboarding a legitimate sport i had to go through great lengths to get my schooling done now that skateboarding is an olympic discipline, it's going to really show there's a career for the young generation in the sport. >> i'm glad you mentioned young generation we have a couple of those stars,

for it again >> you don't take a second to breathe. you just keep pushing on. >> how are you in the competition, when you go into the olympic stage, you've obviously seen some of theseco etitors. you've both been in the olympics before how is it different? >> the same type of level. obviously fighting for a bigger team with other sports, which is also exciting for us, which gives us extra motivation to want to succeed. i think that's a little bit different. that we see in the world cup it's the highest stage for us again. right now we're back training and then in our year and then we prepare for the olympics. >> no rest, and thou have to make the team. >> we still have to qualify, so that's our focus right now before we think too far ahead. >> yeah, it's a big road ahead we'll be watching you guys david, you're getting out diving again. you actually changed your discipline tell me about that. >> yeah, i did three olympics on a ten-meter platform, now i'm on three meter.

they say you can't teach an old dog new tricks, one year out, i think every single one of us, your heart pounds, you get nervous, but at the end of the day, i switched events we all have the same mentality we have a dream to pleasuraccomh and we want to represent team usa well. >> you do have the olympic experience, that's got to count because you know what it's like to perform at that level. >> absolutely. >> with all of that pressure, but you had an injury. is that one of the reasons why you switched disciplines >> i like to think it wasn't that, but i did suffer a concussion about a year and a half ago, rewired some things a little bit i look back and i look at my career, i wanted to do tokyo and it's special because i have three little ones at home and my wife, and so you get inspired. you get excited to be able to show your kids and your wife and work hard for them >> jordan, you're one of the big stars of london 2012 you won the gold medal there

i know you said you didn't do as well as you hoped to in rio. i know that's driving you towards tokyo right now. >> for sure. i've been on both sides of the podium, going from being an olympic gold medalist in 2012 to going home empty handed with no hardware in 2016, i think my perspective has shifted to i love the branding. i love creating awareness for myself, and i love everything that surrounds the olympic games, but i also want to perform at my best. >> i think you're a great example of what you all have gone through, which is this commitment to getting on that medal stand. you talked about missing your son's first steps. talk about that, what you give up to chase that dream. >> i try not to call them sacrifices i try to call them choices it's something i've decided to do on my own for me i get my most purpose when i'm in the wrestling room, when i'm in competition. when i walk into an arena and i feel the buzz of walking through the tunnel with the smoke and hear my name called over the loud speaker and going out to perform my best. the best thing that i've been blessed with to do in this world

combined all around scores bringing home the hardware there's speed, a sprint straight up a 50-foot wall in just seconds, sure to be an instant hit with spectators. then lead or sport climbing, another 50-foot wall, but with incline and hold challenges that make it far more difficult, and athletes seeing how far up they can get in six minutes and bouldering, a much smaller 13-foot wall but this one without any ropes or harness it's more like solving a mental challenge with a four-minute clock ticking. one of america's best chances to medal is new york city native ashima shiraishi, who first started climbing as a toddler in central park she spoke with "today" just before climbing was officially announced as an olympic event. >> climbing is almost like solving a puzzle you have to think about how you're going to move to each hold >> reporter: and climbing

trailblazer alex johnson, the first woman to climb many of america's most challenging assena ascets winning her first title at 13 years old, just two of the athletes looking to make the most important ascent of their careers. >> these two challenge are going to give me a lesson in just a few minutes. >> we're also joined by alex johnson and ashima shiraishi, both hoping to not just be on the olympic team but the first athletes in history to take home gold medals. so there's three disciplines what are the three >> there's bouldering, speed climbing and then speed. >> so bouldering is sort of your specialty. how will you broaden your skill set to win gold? do you have to learn the other two a little bit more? >> for me, bouldering are definitely the ones i focus most on, but since speed is part of

it all, i have to just grind and learn a totally new discipline basically. >> alex, i think you said if a marathoner was taking on a 100 yard sprint. how does this change your training strategy going into tokyo? >> it changes it pretty significantly. before we could specialize in one discipline and sort of hone our skills that way, we now do have to spread ourselves out to the three different disciplines and before this i don't think either of us had ever really done speed as a discipline bouldering and speed are kind of more marathon and the mile, and speed is like the 100 meter dash. >> you took time away from competing to coach now you're going back to competing. do you think that gives you a bit of an edge being a coach and a competitor >> i think seeing the different perspectives helps a lot and training with the kids that i coach also helps a lot they were a lot younger than me. i was having to keep up with them >> you moved to tokyo about a year ago, started training there. how has that training been we're going to get natalie ready.

>> a lot of chalk first, right >> you chalk up. >> how was the training in tokyo? >> i think in tokyo the japanese team is really up on their game, too. and staying there has been good because getting ready for the humidity and everything. >> it's going to be hot. >> so why don't you guys show natalie. >> chalk is important. >> chalk is important because of the wet walls today, right do you think i should start here >> blue and black is going to be your best bet because they are the easiest. >> okay. so we're just -- >> and this is hard. these holes are not easy >> that next one is pretty good. yep, awesome and then if you can, perfect, you're a natural. >> no, this is about as high as i'm going, guys. i don't see another hold >> help. >> can you pop your left foot up maybe? >> i can't move. there's no harness on this >> you're farther than carson and i would have gotten. >> i'm just trying to find
