>> still very ugly out there for a lot of people. we'll have more on the severe weather later this morning. we turn now to washington, the high stakes testimony of former special counsel robert mueller. it's just 24 hours away now. this morning democrats on the house judiciary committee scheduled a practice session to prepare for the long anticipated hearing. the president says he will be watching some of it along with millions of others nbc's white house correspondent kristen welker has the latest on it >> reporter: it is high stakes on both sides of pennsylvania avenue with mueller's testimony looming. as you said, democrats on the house judiciary committee are expected to hold that prep session later this afternoon democrats on the intel committee have been preparing as well. the white house and president's legal team are bracing for impact all as the justice department issues a blunt warning to robert mueller. >> reporter: he may be a reluctant witness, but in just 24 hours, former special counsel robert mueller will be in the hot seat, this morning new details about his testimony.
7:07 am
a mueller spokesman tells nbc news the former special counsel will deliver an opening statement, then offer his entire 448 page report as his full statement for the record overnight, the justice department citing executive privilege telling mueller his testimony must remain within the boundaries of his public report, something mueller has long vowed to do. >> we chose those words carefully and the work speaks for itself and the report is my testimony i would not provide information beyond that which is already public in any appearance before congress. >> reporter: president trump striking a defiant note ahead of mueller's highly anticipated appearance. >> the report was written. it said no collusion the report was written, and the attorney general based on the report was easily able to find there was no obstruction there's no nothing they're waesting their time. >> reporter: and after saying he won't watch mueller, the president now signaling he may tune in.
7:08 am
>> no, i'm not going to be watching probably, maybe i'll see a little bit of it i'm not going to be watching mueller because you can't take all those bites out of the apple. >> reporter: the investigation found insufficient evidence to establish a criminal conspiracy between the trump campaign and russia, which interfered in the 2016 election, but mueller notably did not make a determination about whether the president obstructed justice and said he followed justice department policy that forbids indicting a sitting president. >> kristen, this is as we know a 400-page report. you're talking about a few hours of testimony do lawmakers know what specifically they want to ask mueller about? >> reporter: they have signaled some of the key questions. among those key questions, they are going to ask whether mueller believes mr. trump could be indicted if he weren't president, why mueller never forced the president to sit for an interview, and why didn't mueller talk to donald trump jr. who, of course, attended that infamous trump tower meeting
7:09 am
during the campaign. republicans will likely try to drill down on when exactly mueller determined there was not enough evidence to prove a experti conspiracy between the trump campaign and russia all over five hours of testimony. >> kristen welker, thank you, and nbc news will provide live coverage of the mueller hearing. it will be me, lester holt, and chuck todd anchoring the developments starting tomorrow at 8:15 eastern time right here on nbc. we turn now to enormous protests in puerto rico that paralyzed the streets of san juan with hundreds of thousands of people calling for the governor to resign in the face of a growing scandal gabe gutierrez is in san juan for us good morning. >> reporter: good morning, this was the largest demonstration here in puerto rico by far it came as the embattled governor gave his first interview since the crisis began, an interview that may have added more fuel to the fire here overnight the chorus in puerto rico demanding the governor's

7:11 am
>> governor, you're not able to give me the name of one person in puerto rico who supports you continuing as governor, is that correct? >> i can so the mayor of san se bash yan for example. >> the mayor says he actually does not support the governor. the political crisis has exploded since nearly 900 pages of a private group chat between rossello and several close aides were leaked and published. the messages include personal attacks on rival politicians, anti-gay slurs and jokes about the dead after hurricane maria. >> that's why i'm here, to represent all the people that we lost. >> reporter: lopez says her sick father died in the days after the storm. >> you can't imagine, can't imagi imagine. >> reporter: for her and so many others this is about much more than private chats. >> reporter: many of the protesters see this as anger boiling over after what they call years of government corruption here in puerto rico

local lawmakers are already talking about possibly impeaching the governor, but even if he did resign, there is no clear successor the person who would have been next in line resigned when the chats became public. >> as you say those are decades of frustration pouring into the streets. we've got some breaking news out of london this morning, there's a new prime minister for britain, not necessarily a new direction, though. power will remain in the conservative party echoing a global trend boris johnson will take over from theresa may nbc's chief global correspondent bill neely has the very latest from 10 downing street good morning. >> reporter: good morning, savannah boris johnson is the new prime minister, at least he will be tomorrow president trump calls him a friend to most brits he's known simply as boris, and tomorrow he will walk through that door and become britain's next prime minister in the last few minutes he defeated his main rival, and now he inherits a crisis in his party and in a deeply divided country.
7:13 am
>> and therefore i give notice that boris johnson is elected. >> >> reporter: ambition fulfilled, boris johnson elected by his party, meeting the queen tomorrow to be confirmed prime minister, but johnson is a divisive figure, seen by many as britain's donald trump, blond, brash, a populist fond of anti-immigrant rhetoric who's built a career twisting the truth and a new yorker. >> you were born in new york i was born in new york. >> reporter: president trump often praising him. >> boris johnson i think would be a great prime minister. >> reporter: though johnson when mayor of london wasn't too kind to donald trump. >> i think he's betraying a quite studen stupefying ignorant makes him unfit. >> all changed this year. >> i've got a good relationship with the white house, the united

interesting relationship with president trump who has praised boris johnson in the past. what kind of relationship should we expect between the two going forward? >> reporter: well, probably a good one, but the first thing boris johnson wants from donald trump is a trade deal, and he'll probably try to fly to the u.s. as soon as he can to do that i mean, no question he is a friendthe u.s., but on some issues, for example, iran, britain and the u.s. don't see eye to eye, and he inherits a huge set of problems number one. number two, he's got no electoral mandate from the british public, and number three, he hasn't got a whole lot of time to convince them back to you. >> we will be watching, thank you very much. also this morning, the fate of the 9/11 victims' compensation fund bill now in the hands of the senate. the legislation would provide health care for those who helped in the days and weeks after the september 11th terror attacks. the entire process to solidify the funding has not been an easy one. kasie hunt is in washington with the latest on what to expect
