"today in the bay" continues right now. a very good morning to you and thanks for joining us. it's friday. i'm laura garcia. >> and i'm marcus washington. vianey in for mike this morning, with a look at that commute. we'll get to that in a bit. first we want to talk about the hot temperatures out there this weekend and even today, so people just need to kind of just prepare for it. >> just take it easy. make weekend plans that will keep you cool. we'll start to feel some of the temperatures warming up again today but the real heat hits us tomorrow in spots like martinez, you're stepping out the door at 62 degrees, and then seeing those temperatures warming up,

low 80s by early afternoon. our south bay high temperatures reaching into the upper 80s and lower 90s. we'll talk about what's ahead for the weekend coming up and vianey has a look at the early morning commute. >> so far it's been pretty good. overall look at the bay area, we had that crash along the southbound side of 880, looks like it's not causing any delays but you could encounter it if you're driving through the east bay this morning. i want to remind you about that road hazard, metal pieces along the westbound side of 80 at appian way. it was blocking the middle lanes but i notice the speed sensors have gotten better. we've gotten from red to yellow and it's quickly starting to fade so hopefully it means they managed to clear out the debris. as always, remember to keep it safe out there. back to you. >> thanks, vianey. morning. livermore is always a hot spot but this weekend especially. >> reporter: it was hot yesterday, and we expect that bank temperature sign behind me that says 63 right now, expect that to jump by about 30 degrees later today, be in the low 90s here. other parts of the tri-valley you'll see low to mid-90s. if you head north up to contra costa county, places like brentwood could be approaching 100 degrees, and then tomorrow as you were alluding to, this weekend is where we'll see most of the east bay well into the triple-digits, which is why the national weather service has issued an excessive heat advisory, cues me, excessive heat watch starting tomorrow morning, running through sunday evening, with record or near record temps ranging from 95 to 105 degrees, based on where you live. this means heat xexhaustion and heat stroke are likely among children and elderly and those with chronic conditions. you want to watch your time outside, stay cool, stay

hydrated. this high heat is not good news for firefighters as they try to protect us from fire well into the season. last year in contra costa county, firefighters fought two fires a day, most of them caused by man, and they predicted this season is going to be worse. they predicted they'll fight up to 25% more wildfires this year. part of the reason, the late rainy season. it might have intensified the conditions, and pg&e's 24-hour wildfire safety operations center is now up and running. the utility says it plans to have at least 600 weather stations and 100 high definition cameras and high fire danger areas. no public safety power shutoff events are planned but that could change with the changing weather conditions. reporting live here in livermore, bob redell, "today in the bay." >> thank you so much, bob. 5:03 right now. capitol hill is going dark for a few weeks. congress is on summer break. >> yes, laura. first of all, since the mueller testimony, it's now over, congress can move on to some other things like the budget, and other legislation, not to mention some of their investigations of president trump. some of it they're dealing with and have dealt with before they left. the rest of it will be on the agenda when they get back. 46 days, that's how long lawmakers are on summer break. >> we will own august for the people. we will own august and make it too hot to handle for the senate. >> reporter: the senate sticking around another week to pass president trump's $2.7 trillion budget deal that prevents the u.s. from defaulting on its debt and boosts domestic and military spending. >> this budget deal i think supports that and helps that soly vote for it. >> reporter: a big thank you from president trump to the house for approving the deal on their way out the door. most republicans voted against

it. >> this will add substantially to our already $22 trillion, that's twelve zeros, dollar budget. >> reporter: left over from special counsel robert mueller's testimony election security. mueller testified russia is still trying to influence our elections, but the senate rejected giving states $1 billion to deal with the threats. >> that's a disgrace. that is, it would be as if we said we don't need a military. >> it's just a highly partisan bill from the same folks who spent two years hyping up a conspiracy theory about president trump and russia. >> reporter: after the break, democrat also continue their push to get copies of president trump's tax returns. tracie potts, nbc news, washington. 5:05 right now. happening now, at hong kong airport, major protests. we have live pictures to show you this morning, where hundreds are taking part in the sit-in at the airport's arrival hall. they are voicing opposition to the government's proposed

extradition bill along with recent violent responses by police to protesters. this is one of the busiest airports in the world. the airport says airplane operations are not affected, but there is extra security and staff. but it's advising departing passengers to arrive early. an update to a scandal still unfolding in contra costa county. happening today, assessor gus kramer is expected to be arraigned. he is accused of making unwanted sexual remarks and racially disparaging comments dating back to 2013. kramer says three separate investigations exonerated him. last week his lawyer said he plans to file a motion asking for the district attorney to bow out of the case. he's not saying why. if that happens, the state attorney general could take over the case. and a livermore couple who argued roundup weed killer gave them cancer is now getting a lower award for their recent legal victory. in may, an oakland jury awarded $2 billion to alva and alberta

pi pi pilliard. they determined it caused their nonhodgkins lymphoma. she says the original judgment was higher than limits set by the supreme court. this is the latest in the series of reduced awards tied to roundup cases. bayer the owner of monsanto is planning to appeal all of them. the new effort to keep b.a.r.t. elevators clean is expanding. the transit agency's board voted to expand the program to embarcadero and montgomery stations. attendants are greeting passengers. b.a.r.t. said it helped reduce riders relieving themselves at powell and civic center stations since the program started in april. the decision comes with the same meeting b.a.r.t. named robert powell as their new general manage. this morning in san diego a new effort to put the brakes on the electric scooter craze.

a tow company called scoot scoop is getting to work. some brands are playing ball but bird and lime are fighting back with both filing lawsuits. scoot scoop says that if they win their legal battle, they plan to expand. 5:08 right now. and it's going to be a big stink in the south bay. >> that's actually a good thing. the 41st annual gilroy garlic festival. a live look all fired up. this is christmas hill park where the festival is all prepped and ready for garlic lovers. more than 100,000 people are expected to attend the one-of-a-kind festival, and it's not just garlic fries here, but a lot of garlic pasta, they've got the shrimp scampi, garlic ice cream and more. live music including a

happens early in the morning on sunday, so we're going to have nice cool weather, at times some fog moving by for the marathon at 5:30. if you're headed out to the gilroy garlic festival today, it's probably going to be one of the better days to go there, happening from 10:00 to 7:00 and it will be in the low 70s to start and then reaching up to about 91 degrees this afternoon. let's check out all of our high temperatures with some mid-90s in the inland east bay, and some mostly mid to upper 80s in the north bay, while ukiah tops out at 97 degrees. san francisco stays in the upper 60s. we'll get a look ahead to the hot weekend forecast. vianey gets you out on the roads with a look at your commute. >> we had two earlier issue, happy to report they cleared up, not a worry through richmond. the accident southbound side of 880 at whipple road there was a crash, that one has also cleared out. i'm not noticing any big delays so let's look at how the south bay is doing. northbound 101 from highway 85,

bridge drive times are doing, coming up. and a very good morning, very happy friday to you as well. we are smack in the middle of earnings season. twitter just reported profits moments ago said the number of daily users with s way up. shares in tesla plunged on the news i told but yesterday before the bell, and the sudden departure of yet another important executive. here is the new name for you, lavango. the mountain view company traded shares for the first time after its ipo. another successful market debut for a silicon valley company. livongo works with apple watch to monitor your health, high blood pressure, diabetes. that kind of things. they wore their lucky socks when they went to the nasdaq to ring the opening bell. it worked. shares rose 36%. really surprising news out of detroit, and sacramento this morning, california made a secret deal that we're just now learn being with car companies

that goes around donald trump. the white house likely furious. trump wanted to lower fuel efficiency standards set by president obama, but california said no, we would keep our state standards high. a number of other states joined us in refusing. that would have forced car companies to make two different kinds of cars, basically one for red states and one for blue states. but the "new york times" reports california had secret meetings with the big four car companies and said california will lower its fuel efficiency standards a little bit and car companies agreed to keep them higher than what donald trump wanted. bottom line is, sacramento pulled a fast one on washington. also better cars. and laura and marcus, softbank raised another fund to spend on high-tech companies. $108 billion. now you may not know softbank and its leader mashiosi san but entrepreneurs in silicon valley

get some froyo before swim class and it was the last day of his swim lesson. >> good for him. >> trying to stay cool out there. it will be hot as we go into the weekend. here say check of cupertino's temperature trend throughout the day. today it's still going to be a little bit warmer, and it's going to be in the upper 60s. at noon we're at 79 degrees and some low 80s by early afternoon. as we get ready to head out the door in pleasant hill, maybe you're on your way to the b.a.r.t. station, it's going to be a nice start and even as we go into early afternoon, there are temperatures that are going to stay in the 70s. let's go hour by hour for all of our microclimates and here we are at 9:00, livermore is at 69 degrees. we're at 65 in novato. as we approach noon, this is when the temperatures start to spread out. so we'll see some mid-60s in san francisco, while livermore, danville, and concord already in the mid 80s. san jose reaching into the upper 80s today, and some low 90s for the south county. in the north bay at 4:00, we're at 84 degrees in santa rosa.

then as we go into tonight, we start to feel those temperatures coming back down, it will be another nice and cool night and if you're making beach plans, maybe going to santa cruz today, it's going to be in the mid-70s there during the middle of the day. now tomorrow, that's when the excessive heat gets here, and there will be an excessive heat watch in effect for parts of contra costa, alameda, and the hills in santa clara, and then for the central valley, they'll have a heat advisory in effect. but we've also seen a lot more humidity, some monsoonal moisture coming in that sparked off some showers and even a lot of lightning over parts of the central sierra yesterday. so we'll see that starting to wind down today, but the humidity is also going to be an issue for this morning. and if you're headed out this weekend, drier air coming in. you want to make sure you're drinking lots of water. if you have to work outside, take lots of breaks and keep a cool towel on your neck. the hot car danger exists for

children and pets. never leave them inside because it can be 30 to 50 degrees hotter inside of a vehicle compared to outside. we're already going to be up to 100 degrees. some highs over 100 degrees for saturday and sunday, but then a little bit better early next week with some mid 80s while san francisco will stay in the mid-70s. vianey tracking the roads this morning, only a couple of minor issues. >> it's cleared out. south bay looking good. east bay doing okay. the peninsula building traffic in the tri-valley. i want to show you the drive times, westbound 80 toward the bay bridge you're looking at 11 minutes. westbound 82 toward the san mateo bridge about 12 minutes and let's take a look at how the bay bridge toll plaza is doing. this is our busiest spot so far this morning. you can see the metering lights are definitely very much on and also chp has issued a fog advisory for the golden gate bridge. you can see we have some limited visibility earlier. things are clearing out a lot better now but the drive times for the bridges are definitely

the latest reminder that just one cigarette thrown out the window could trigger a disaster. chp hayward tweeting out this video, sne tsed a cigarette on highway 92 near carl ritter road and this was the result a grass fire. thankfully firefighters managed to put it out quickly. developing right now in southern california, investigators this morning trying to figure out why a man shot six people in three different locations, killing four of them. >> police arrested that suspect after the last shooting, which happened yesterday afternoon on a city bus. witnesses say that gunman killed a passenger sitting next to the exit door and then just walked off the bus. earlier in the day he shot his mother, brother, and father, all in their home. his mother is the only one who survived. then at a gas station, he shot and killed his girlfriend. that shooting took place over about 12 hours, in an area of

it at least is a cool start when you get up early in the morning, taking a live look outside overlooking downtown san jose. the sun is arriving. that sun is really going to crank up the heat. >> rrr. >> good morning and thanks for joining us on this friday morning. i'm laura garcia. >> and i'm marcus washington. right now we want to head over to meteorologist kari hall who has been monitoring those temperatures. you've been warning us all week that we need to get ready. >> it's going to be hot for the inland valleys in spots like dublin, headed into the triple-digits tomorrow. at least today we have some 90s. how about that, as you get ready to head out the door, and it's a cool start with some low 60s now, if you're on your way out to the dublin b.a.r.t. station, we'll be at 75 degrees at 10:00 and 83 degrees at noon. once again it's going to be heating up today, so as we go hour by hour, we're going to see all of our inland valleys already in the mid to upper 80s by early afternoon. we'll talk about how hot it gets this weekend, and some events going on around the bay area in

about six minutes. vianey has a look at the morning commute. >> i'm glad you have events because i don't have a lot of events to report. that's always good coming from traffic. speed sensors are green. i noticed slowing as i was headed out along 101. i'll find out what that's about. chp is reporting possible construction or possible crash to the area. tri-valley drive times a little bit of slowing from westbound 580 from grant line road to 680 looking at 23 minutes and of course a building commute. back to you. >> thanks, vianey. another future housing spot in oakland up in flames. investigators want to know if someone set it on purpose. >> "today in the bay's" pete suratos live in oakland this morning. do investigators have any clues to go on this morning? >> reporter: no clues so far this morning. we are here on the block of stanford avenue in oakland. you can see what's left of the structure following >> reporter: good morning to that over you, guys. night fire no clues from those

. cell phone video we're getting from the scene the big balls of flames as the fire took over the structure. according to oakland fire the structure fire began roughly around 10:00 p.m. they saw smoke and fire coming from the front of the structure i showed you. a three-story mullify family dwelling which is under construction. but the fire chief says the danger from that fire didn't stop there. >> at approximately 20 to 25 minutes into the incident, it was reported embers from 919 stanford had made its way to two adjacent structures in the area and we had two other additional small fires in the immediate area. so we called for a second alarm. a second alarm unit went to those adjacent structures or exposures and assisted with the fire suppression there. >> reporter: this area is no stranger to construction site fires. a fire from 2017 a construction

site on the oakland/emeryville border along san pablo avenue went up in flames twice during a ten-month period and in 2017 we were on scene for a four-alarm construction site fire, this time on valdez street in oakland. that building was said to be a micked use project of homes and retail space. out here live to the scene, all together three fires were put out by crews. there were no injuries to firefighters are civilians in the area but we are told atf will be on the scene later for their own investigation. we're live here in oakland, pete suratos for "today in the bay." >> its' a tough situation, pete, thank you. continuing coverage of a bust at southern california's camp pendleton. 16 marines are accused of being involved in illegal activity, including human smuggling and drug-related offenses. military leaders say the arrests came after they gathered information tied to a human smuggling investigation. >> if this is true, then we as an institution need to work

together to fix it. >> the marines are all considered low-ranking. in one case two of them were reportedly paid $8,000 to transport three mexican citizens. >> it is 5:35. investigators in hayward investigating a shooting outside a liquor store on "a" street and princeton, not far from burbank elementary school. deputies say the victim was shot multiple times after some altercation that may have started inside the store. that victim is expected to survive. don't expect to spend less money on travel this year because according to experts, those who are flying are getting squeezed from several directions, that includes southwest. yesterday saying that it will extend the grounding of its 727 max jets at least through the end of the year. some travelers have already seen a difference. >> and it's really an inconvenience that we may look at other airlines but for right now, i mean, i think it sounds like they're doing something

safe and i'd like to try and stay with them for being careful. >> fewer planes, also likely mean higher ticket prices. travel experts say that you should start looking at fares now for the winter holidays and if you see a deal, grab it before it goes away. new details on an early morning high speed crash in san francisco that left a car split in two. we reported all morning long on "today in the bay." four passengers, all young people, sent to the hospital with broken bones. later, police revealed the driver left the scene and has not yet been found. the crash happened on third street in the bay view district. police say they still have a lot of unanswered questions. >> this is a very tragic event. traffic is the thing that's killing most of the people, right, so we want to make sure that these things don't happen. we want to know what happened. >> investigators say speed played at least some role in that crash, but they want the driver to turn himself in, and explain what happened.

how is this for adding insult to injury? despite having their car wheels swiped, one san francisco couple says that traffic cops still left them a fat ticket on the windshield. here is a look the car propped up on milk crates after the wheels were lifted. turns out they don't mess around in san francisco when it comes to those street sweeping signs. needless to say, the couple is not having the best of weeks. >> a $79 parking ticket for being in the street sweeping zone, and i am more upset about that $79 than the $1,000 i have to pay for the wheels. >> some good news here. the city's transit agency told us they actually do have some sympathy in the case. they're planning to dismiss the couple's parking ticket. >> 5:37 on a friday morning. let's see if folks are getting out the door early. vianey is in for mike with a look at the morning commute. >> good morning guys, it's friday. >> hey! >> hey! everybody celebrates. hope you have a chance to stop and get your coffee.

judging by speed sensors, everything is moving along. i checked out to see what was going on in the south bay, we catch slowing along 101. i didn't notice anything on the reports. it could be slow spots, tends to happen what is going on and you look up ahead and it's nothing. northbound 101 highway 85 looking at 23 minutes. northbound 85 from highway 101 looking at 19 minutes and a live look at the dublin camera, we've got a building commute but it's been quiet so far. not bad for a friday morning with the exception of the bay bridge. those metering lights are certainly on. >> if you are headed south this weekend on 101, expect some traffic there because so many people heading out for the pyrotechnic garlic cookoff going on in the gilroy garlic festival. the 41st annual event kicks off today. these are live pictures. they are already out there mixing things up. so it's all things garlic. they have the scampi, the pasta, the ice cream, the garlic moscow

inland areas, but at least this time we're not going to see the coast heating up. so i think a lot of people will make those beaches very crowded. 75 will be the high, while the bay tops out at 89 degrees. on sunday, more of the same. a wide range in temperatures, from the coast in the low 70s to the valleys in the triple-digits. now today we're reaching into the 90s at the gilroy garlic festival but check out saturday's forecast. we start out with some mid-70s, and then end up at 102 degrees, the hottest time of the day will be at 3:00 in the afternoon. that's when the temperatures will be peaking. and then we're looking for something cooler, check out the berkeley kite festival tomorrow, as well as sunday. we're going to see highs reaching up to about 77 degrees, and a nice little breeze with some sunshine. where else are we going? yosemite this weekend with a chance of some thunderstorms, in the mid-70s today, but warming up this weekend into the low 80s, with some sunshine, and

south bay, the peninsula and the north bay are doing coming up. a follow-up on the brush fire that threatened homes earlier in east san jose foothills. it is now completely out. the flames did destroy a barn but firefighters say two homes nearby that fire burned 80 acres. now to decision 2020. campaign staffers for hawaiian congresswoman tulsi gabbert are accusing them of treating her unfairly. >> a lawsuit says following the first democratic debate last month the search engine suspended her campaign ads, that affected fund-raising along with exposure to potential voters. google says the suspension was due to the company's automated fraud detection system which flags unusual activity. gabbert was the most searched-for candidate on that site following the first democratic debate. scott mcgrew, we're

unprepared to stop it. >> a new bipartisan report from the senate intelligence committee was released to the public just now. it shows the russian attacks began way back in 2014, and continued through the 2016 presidential elections. we now know the russians were trying to sow discord, confusion, ultimately trying to help donald trump win the presidency. they attacked voting machines and databases of voter records. now the states were not named, though we know all 50 states were attacked. in the case of one state identified only as state number seven, the password to protect the voter database was abc123. it was three years ago exactly that donald trump sent out this tweet, the new joke in town is that russia leaked the disastrous democratic national committee emails, which should never have been written stupid, because putin likes me. we now know thanks to the special counsel's report that's

exactly what happened. mr. trump was correct. the russians did the hacking and released the emails to help the trump campaign. [ speaking russian ] they are just as interested in this in russia as we are in america. i don't speak russian but relying on translator julia davis who says the panel on the tv show says they enjoyed the mueller testimony, often acknowledging the kremlin did interfere, and marveling at how successful the interference was. two bills to protect our elections were put in front of the senate, one required paper receipts for electronic voting and another campaigns to notify the fbi if they're offered help from foreign powers. the senate never voted on them. mitch mcconnell blocked both of them on thursday. over in the house there's lots of alarm about russian interference, president trump's actions, and indeed the future of democracy, but it's also friday, and members are leaves for the longest recess of the year. they'll be back in september.

afternoon. and that's what's going to give us a wide range in temperatures, so even though the valleys will be heating up, we're still going to have the low clouds, the fog, and even the drizzle sticking with us as we go into today. the coastal areas won't heat up, but concord will. we're going to be at 68 degrees at 9:00, and upper 70s by noon, and then look at the early afternoon, where we reach into the upper 80s. it's going to be up to 87 degrees at 3:00, while the south bay high temperature reaches 88 degrees in downtown san jose. then we're also going to have a light wind in the tri-valley. concord reaching 93. hayward up to 80 degrees and half moon bay only 62 degrees. daly city up to 81, and as we look at mission district today, reaching 69 degrees, and the north bay up to 84 in santa rosa, but let's talk about the excessive heat because that starts tomorrow, continues through sunday. all of these areas in orange are under an excessive heat watch,

and that's where you need to take it easy, not only that, we've had higher humidity and lightning over parts of the sierra that will continue as that monsoonal moisture comes in from the desert southwest that could spike some lightning strikes there, and if you're going to be out this weekend, with teach tours over 100 degrees drink plenty of water, even if you don't feel that tired, keep a cool towel on your neck and inside of a car it can be anywhere from 30 to 50 degrees hotter than the outdoor temperatures so never leave children or pets inside of a car. and as we check out san francisco's forecast, we're reaching into the mid-70s there, but the inland areas will reach into the triple-digits, and so that's going to be the main concern here. so we'll talk more about that coming up and vianey, looks pretty green on your traffic maps. >> it is pretty green and a quick reminder. don't forget to do the palm of your hand test for your pet's paws. go outside and if you put your hand, your palm down on the pavement or the concrete for

seven seconds and it's too hot for your hand, definitely too hot for your pup's paws. please be careful. we don't want to see any puppies hurt either. the overall look at the bay area, slowing still going on along 101 but it looks like it's just some possible construction that they're working to clear out. a look at your bridge drive times i have noticed building traffic and this is along the toll plaza westbound 80 toward the bay bridge, 11 minutes. westbound 82 toward the san mateo bridge 12 minutes and westbound 84 toward the dumbarton bridge about nine minutes. a live look along 880 in oakland, this is where heaviest traffic is falling right now, at least there are no accidents to report. it's moving along okay and also in san jose 101 we have the building commute as well as we inch closer to the qualify a.m. hour, the south bay really starts getting busy out there, so head out the door now, but keep it safe. overall we have a good look to the south bay drive times no major slow spots in the bay area. back to you. >> thanks, vianey. happening now, a deadly heat
